    Due to the severe climate, residents of winter cities tend not to utilize public open spaces inwinter. Temporary design interventions such as emblematic events are always proposed in wintercities to enhance pedestrian activity by celebrating the season and improving the perception ofwinter. In this study, we clarify the impact of the event on pedestrians’ perception to determinethe role of temporary design in improving the perception of public open spaces in winter cities.Using the example of event known as “Ice Town” on the Lenin Square in Khabarovsk, the contentof the Instagram images was analyzed to determine their perception during and after the event.The analysis includes classification of the images into clusters related to dierent urban elementsusing transfer learning with CNN (convolutional neural network). A total of 10,200 generated imageson the Lenin Square were considered, with 1700 images which relate the event itself. This accountsfor approximately 20% of all data, while those which related to the during the permanent use of LeninSquare accounted for just 6%. Temporary design of public open spaces has great potential to involvepedestrians in interacting with urban and natural environments in winter cities, even in severe coldclimate, by improving an impression of a place.

    Microclimate in open space affected by the urban layout and spatial forms plays an important role in the outdoor comfort, thus the outdoor activities based on the comfort sensation will directly affected by the microclimate. An outstanding open space should satisfy different requirements of outdoor activities and create relatively comfortable sensation. Most studies have been conducted on these relationships only above 0 Celsius degree. However, only few have focused on extreme situations in both hot and cold seasons. Therefore, from microclimate perspective, taking people’s comfort and spatial behaviors as criterions, this research discussed how the open space forms affect microclimate, thus affect comfort sensation and spatial behaviors. The outcomes may provide some useful insights for planners and architects to understand the relationship among microclimate, open space and people. Results showed that microclimate obviously affected people’s comfort. In hot season, shade and air-flow played crucial roles in outdoor comfort. People tend to stay outside in the shade and the area with higher air velocity. After sunset is popular period for outdoor activities. In cold season, at the same ambient temperature, lower air velocity raised the comfort level. Shade also had influences on comfort sensation but do not affect spatial behaviors significantly. This paper also proposes optimization design proposals of densely populated open space based on extreme microclimate and spatial behaviour.

    Urban designs that consider regional climatic conditions are one of the most important approaches for developing sustainable cities. In cities that suffer from heavy snow and cold winds in winter, an urban design approach different than that used for warm cities should be used. This study presents a scientific design process (the sustainable design approach) that incorporates environmental and energy assessments that use snow and wind simulations to establish guidelines for the design of urban blocks in high-rise and high-density districts so that the impact of snow and wind can be minimized in these cities. A city block in downtown Sapporo, Japan, was used as a case study, and we evaluated four conceptual models. The four models were evaluated for how they impacted the snow and wind conditions in the block as well as the snow removal energy. Based on the results, we were able to identify the design guidelines in downtown Sapporo: an urban block design with higher building height ratio without the mid-rise part can reduce the snowdrifts and lower the snow removal energy. The proposed sustainable urban design approach would be effective in improving the quality of public spaces and reducing snow removal energy in winter cities.

     Winter cities suffer from heavy snowfalls and cold winds and must perform costly and energy-consuming snow removal. Within these winter cities, an urban design approach that considers public space environments and energy saving is required. This paper developed the concepts of smart block designs that reduce negative impacts of snow and wind as well as the saving energy during winter for winter cities. The study focused on the high-density blocks in downtown Sapporo, Hokkaido Japan (Fig. 5). Three urban block models, existing type, high-rise congregated type and skyscraper integrated type, were assessed by using snow and wind simulations in wind tunnel (Fig. 3). Climatic impacts of snow and wind in the public spaces were analyzed in Chapter 6 (Fig. 7~9). Using the results of the snow simulations, the energy requirements for removing snow in the public spaces were estimated in Chapter 7-1 (Table4). Building energy consumptions during winter in each urban block model were calculated by ‘Program for Primary Energy Consumption in Buildings’ in Chapter 7-2 (Table10). Based on the results of Chapter 7-1 and 7-2, total energy consumptions during winter in the urban block models were analyzed (Table10).
     The results of this study lead to five desirable urban block design concepts for high-rise and high-density building blocks in winter cities, and showed the relationship between block energy consumption and energy for removing snow as follows:
     [Desirable urban block design concepts]:
     1) Skyscraper integrated type and high-rise congregated type presented fewer snowdrifts on the public spaces than the existing type. They were controlled by the urban block designs such as the unification of the building external facades and the heights of buildings, reducing the wind turbulence, thereby causing the fewer snowdrifts.
     2) Skyscraper integrated type and high-rise congregated type presented less snow cover on the public spaces and less snow removal energy consumptions than the existing type.
     3) Skyscraper integrated type presented fewer snowdrifts on the public spaces than high-rise congregated type. Because the buildings was taller in skyscraper integrated type, stronger deflected winds produces larger areas without snowdrifts. In addition, the roof of the podium in the skyscraper integrated type could catch the snow and reduce the snow cover on the public spaces.
     4) Skyscraper integrated type presented less snow cover on the public spaces and less snow removal energy consumptions than high-rise congregated type. The snow removal energy consumption in skyscraper integrated type was about twenty percent less than in high-rise congregated type.
     5) In skyscraper integrated type and high-rise congregated type, the external facades were set back from Kita 3 jo street and the open-spaces were set along the sidewalks. The snowdrifts were formed on the open-spaces and the snowdrifts on the sidewalks could be reduced.
     [Relationship between block energy consumption and energy for removing snow]
     Energy consumptions of snow removal were equivalent to about ten percent of the total energy consumptions during winter. In addition, saving the energy consumed by buildings will increase the ratio of snow removal energy to total energy consumptions during winter. It is important to consider not only saving building energy consumption but also the snow removal energy consumption for the smart block planning in winter cities.
     This study shows the relationship between urban block design and snow removal energy consumption and the importance of snow removal energy consumption in the total energy consumption during winter. Future related research will consider detailed urban design guidelines to decrease total energy consumptions during winter.

    Urban design approaches in many Japanese cities are based on principles that are similar throughout the country without considering the variety in regional climates. Especially in cities with severe winter weather, providing desirable environments for public spaces under conditions of snow and strong winds is an important issue in urban design. This paper proposes new approaches to urban design with environmental assessments using snow and wind simulations to enable the development of original urban design concepts to improve the quality of public space. Using city blocks in downtown Sapporo, Japan as a case study, a design process flow is established together with conceptual models of city block design, assessing each of the steps of the process. The results of the assessment are then reflected back to the models and re-evaluated with an environmental assessment. With the results, the authors identify a number of principles of city block design for downtown Sapporo.

    ①対象地方都市のうち函館市と釧路市の中心市街地における、災害危険度と避難可能性について明らかにした。両市が公開する災害危険区域やハザードマップなどを用いて、津波想定浸水区域を500mメッシュごとに示し、津波想定浸水深を3m区分で図示した。同時に、両市の都市計画基礎調査より、建物高さをGIS上で示した。それらを統合して、津波想定浸水深+2階分をバッファーとし、それよりも高い建物、かつ新耐震基準を満たしている建物を、津波被害を免れる残存可能性が高い「津波避難可能ビル」とし、GIS上で示した。さらに「津波避難可能ビル」のうちで、津波想定浸水深+2階分よりも高い階数部分の床面積を、それぞれ明らかにしGIS上に明示した。その結果、自治体が指定する「津波避難ビル」に加えて、「津波避難可能ビル」が大幅に上回ることが明らかとなり、津波災害時に避難できるビルが大きく増加することを示した。 ②「津波避難可能ビル」に避難可能な人口を明らかにした。対象地方都市にうち函館市において、「津波避難可能ビル」周辺に居住する人口から、高齢者の避難を考慮して分速28mで「津波避難可能ビル」に到達できる人口を明らかにした。その結果、中心市街地居住人口91,962人のうち、函館市が指定する「津波避難ビル」へ避難できる居住人口は49,279人(居住人口の53.6%)に留まることに比べて、「津波避難可能ビル」全体を対象とすると88,428人(同96.2%)が津波からの避難が可能となることが明らかとなった。中心市街地にある多くの建物ストックを「津波避難可能ビル」として指定し、活用することで、多くの人命を津波被害から免れる可能性を示すことができ、防災計画において画期的な結果が明らかとなった、また、中心市街地へのコンパクトシティを推進する都市計画においても、津波からの甚大な被害を回避できる可能性が高まり、有用な結果となった。

    2020年度は、公共空間における利用者の空間認識を分析を目的に、ソーシャルネットワーキングサービス・インスタグラムに投稿された写真画像の分析を行った。写真画像の分析には、機械学習の一手法である畳み込みニューラルネットワーク(CNN)による転移学習によるクラスター分類を用いた。ロシア・ハバロフスク都心部にあるレーニン広場において「アイスタウン」のイベントを対象に、イベント時と平常時の写真画像分析結果を比較し、イベントに用いられた仮設空間要素と常設空間要素が広場利用者の空間認識に与える影響の違いについて、以下を明らかにした。 1)イベント時と平常時の相違点:冬季平常時に投稿された写真はわずか6%であるが、イベント時には20%に増加した。仮設空間要素では、クリスマスツリーのようなランドマークの影響が大きく、氷や雪で作られた像などの小規模要素の影響も確認された。常設空間要素では、歴史的建物と並木等の自然要素がイベント時と平常時共に利用者に大きな影響を与えた。 2)昼間と夜間の相違点:常設空間要素について、広場中央の噴水は平常時には数枚の写真しか確認されなかったが、イベント時夜間ではイルミネーションで強調され、約70枚に増加した。仮設空間要素について、雪像と氷像を比較すると昼間には大きな違いは見られなかったが、夜間には氷像の写真が多く見られた。これは照明の光が反射しより魅力的に見えたことが要因であると考えられ、積雪寒冷都市の仮設空間要素として照明の重要性が確認された。 積雪寒冷都市冬季の公共空間において、常設空間要素は平常時・イベント時に共通する「舞台」の役割として利用者に影響を与え、特に歴史的建物と自然要素の影響が大きい。仮設空間要素は、冬季の公共空間の魅力を向上させる効果が大きく、特に利用者が少ない夜間では照明の効果が大きく、常設空間要素との関係性を考慮したデザイン手法が重要である。

    Author developed “Northern Smart Block Model” which reduce both the snow cleaning energy and the building consumption energy in the snowy and cold cities. On the snow and wind simulations using wind tunnel, author evaluated the pedestrian environments on the pedestrian public spaces in winter season for downtown Sapporo City, and simulated the snow accumulation and snow cleaning energy on the pedestrian public spaces. At the result, author developed and cleared the effectiveness of “Low-rise Podium and Tower Building” as “Northern Smart Block Model” which reduce the both snow cleaning energy and building consumption energy.
