ソロモン諸島、北海道、宮城、奄美大島、沖縄、長崎などで調査研究。市民活動やまちづくりにも従事。東日本大震災後は宮城県石巻市北上町で復興支援。

    Japanese, One of the central arguments about fieldwork is the problem of the relation between the investigator and the subject. Not constrained to the sphere of ethics, this problem extends even to that of the methodological and the epistemological.
    This paper presents "citizens' research" as a way to find socially meaningful practice from fieldwork, which is essentially polysemous. "Citizens' research" is also necessary in volunteer activities. Citizens' research is not a simplified version of professional research but in itself possesses original features and meanings. From ordinary people's perspective, it selects and combines various types of methodology with the objective to identify problems and find concrete solutions, whereas professional research is based on strict methodology and aims to contribute to a specific discipline. This paper also discusses what kind of social institution and mechanism should be created to make citizens' research become a socially powerful tool.

  • Environmental Autonomy and Restructuring of Legitimacy(Environmental Policy and Environmental Sociology)

    Japanese, Environmental autonomy is discussed in the context of Sapporo, Japan. Focusing on particular environmental issues, this article highlights points that are central to the notion of environmental autonomy: relativize ownership rights, reorganize management system, and restructure legitimacy and mediation systems. Public objection to environmental disruption, active involvement in conservation, and contribution to environmental regulations can achieve relativization or devaluation of ownership rights. Relativization raises questions of legitimacy: i.e., who has the rights and responsibility to the environment. The paper argues that effective discussion of environmental issues requires citizens' research and the existence of a mediation system. Stakeholders' interests may vary and thus result in conflict.

    Japanese, This paper studies the rural Solomon Islanders' interaction with the environment, their land ownership and usage rights. In Anokelo village, North Malaita, Solomon Islands, the residents use the environment around the settlements for shifting cultivation, collecting wild plants or small animals and cash crops production such as coconuts and cacao. However, this land is owned by a man who lives in another village near by Anokelo. The landowner won the land in the native court in 1954. He won the land due to the British colonial government's encouragement of land registration and personalization of land ownership. The Anokelo villagers use the land, however, mostly without any special permission from the owner, except in cases of cutting big trees for house building and expanding coconut gardens. They have 'collective usufruct'. Traditionally the land is regarded as a clan's land with their tribal history. And, importantly, land usage rights are distinct from ownership. The'Anokelo people use the land in a great variety of ways. They engage in shifting cultivation as their main subsistence activity, planting various plants outside the area of their gardens, and collecting wild plants. They also engage in commodity production of crops such as coconuts and cacao. The semi-domestication or semi-cultivation of plants such as sago palm and bamboo also plays a great role. This collective usufruct of the land is now getting unstable, although it still exists. The owner wants to charge the people for the trees they use to build houses. Some families want to buy patches of the land. The collective usufruct is not powerful but remains crucial to the people's livelihood.

    本年度、研究メンバーは、まず個々のフィールドで生起しているヴァナキュラー文化をめぐる実践の展開と深化に不可欠な重要課題を、フィールドワーク・文献調査等により精査するとともに、理論研究を行った。加えて、各メンバーの個別研究を統合し、成果を発表するために研究会を3回開催した。その研究会は「野の芸術」論研究会というかたちで基本的に公開とし、現代民俗学会等の学術団体と共催することにより社会への研究成果の還元に努めた。また、本研究を世界的な研究水準とすり合わせるために、海外学術集会等で発表、意見交換を行った。

    コミュニティ立脚型の政策の失敗事例が多く報告され、また、ボトムアップのコミュニティ活動が困難を抱える中、本研究は、コミュニティを多層的で動的なプロセスととらえかえすことにより、そうした現状に対して学術的な貢献を試みようとしている。
    この目的の下、2021年度は、5回の研究会を行った。第1回研究会は、昭和30年ごろの東北農村の女性の日記から、重層性をもった当時のコミュニティの実態を浮かび上がらせた。エゴ・ドキュメントによるコミュニティ分析という手法の試みでもあった。第2回研究会は、コミュニティを支援する金融NPO(コミュニティファンド)に集った人たち自身のコミュニティについての報告だった。コミュニティの生成と衰退について、また、お金とコミュニティの関係についての議論が進んだ。第3回は、東京のある町における町内会長を経験した報告者による、町内会というコミュニティの実態報告と考察がなされた。現場から考える町内会という組織の意義と課題が明らかになる同時に、当事者研究としてのコミュニティ研究の意義について議論された。第4回は、農的営みとコミュニティとの関係について、秋田の事例と愛知の事例について、2人の報告者から詳細な報告がなされ、多様な実践を誘発するコミュニティ政策のあり方や、「農」のもつコミュニティ形成機能について議論がなされた。第5回は、研究代表者から、この研究プロジェクトの中間総括の報告とそれを踏まえた議論が行われた。
    一方、この研究プロジェクトの軸であるフィールド調査については、コロナ禍のため本年度も十分にはできなかった。とはいえ、北海道、青森、秋田、静岡、愛知などでの調査がある程度進められ、データも集まりつつある。さらには、研究メンバーの過去の調査データを、この研究フレームワークで分析し直すという作業や、世界のコミュニティ研究を渉猟する作業も行われた。

    本研究は、東日本大震災の被災地で集団移転が進行中である宮城県石巻市北上地区を事例に、当該地域で震災前から震災後にかけて積み上げてきた膨大なデータと、新たな実態調査によるデータを用い、大きな災害をこうむりコミュニティを再編せざるをえなかった地域が、どのように自然資源管理を再構築できるのか、またそれによっていかに地域の再生を図ることができるのか、政策提言を含めた知見を創出する。

  • イワシ漁業に見る社会-生態システムのレジリエンス

    本研究は、イワシ漁業の複数の事例研究から社会-生態システムのレジリエンス・モデルを作ることを目的とする。日本におけるイワシ漁業は、江戸時代以降、社会の複雑な諸要件と自然の複雑な諸要件が交差するところで生き延びてきた歴史を持つ。本研究では、イワシ資源とイワシ漁業・加工業・地域社会の総体を「社会-生態システム」ととらえ、それがさまざまな危機の中でどう生き延びてきたのか、そのレジリエンス・モデルを作ることを目的とする。具体的には、千葉県、瀬戸内海、愛媛県南予地区、長崎県の4つの地域におけるイワシ漁業の100年について、現地調査と資料収集・レビューによってデータ蓄積し、そこからイワシ漁業の変動や持続性に影響を及ぼしている諸ファクターを抽出する。さらにそれらとイワシ漁業の変動・持続との間の関係をモデル化し、レジリエンスの様態や要件を明らかにする。

    This applied research successfully established a "turning point" for Japanese Folklore, in that it helped Japanese Folklore to correspond with contemporary civil society by constructing the frame of "Public Folklore," which is now playing a dominant role in molding practical philosophy in folklore studies outside of Japan. Accordingly, the practical methodology, theories and themes were revealed, and this enabled diverse actors of folklorists, who were previously divided into distinct categories (such as academic folklorists, public sector folklorists and extra-academic folklorists), to utilize this approach when involved in collaborations relating to some practical issues in society.

    The process of reconstruction of a life from the East Japan Earthquake,there is a time lag between "the time ofvictim's life" and "the time of system"and that is the factors leading the community become exhausted and reorganized.
    On the other hand, local governments proposed an original measure after the East Japan earthquake immediately.Those governmments accepted and supported the refugees who evocuated for fear of radioactivity from the outside of the evacuation areas,becouse the Disaster Relief Act did not support them.The attention to the function of disaster risk reduction that the community and the local govemment have lead to importance of of the self-government and the local autonomy.

    Through describing the cultural process of coping with the disaster, this research clarifies the social practices engaged by those who live in the local area. The finding is that those practices can be understood as not just a social policy for reducing the damage caused by unexpected events like natural disasters, but an indigenous way of life that people in the small community have created through their own distinctive practices and beliefs. This research presents a new perspective of how we can manage the risk faced in contemporary world in focusing on the process of emergence of knowledge and practice based on people's everyday life. It also suggests the potential contributions carried by sociological researches in the field of studies on disaster and the policies making for management of disasters.

    The scientific research was conducted in Micronesia, Polynesia, Melanesia, and Australia. As results we could get information and data how did Oceanian people respond to the effects of globalization and adopt selectively some items of global culture to create new tradition and culture in Microstates.1.MicronesiaSudo conducted research in Yap States, Federated States of Micronesia, and got intensive information about the building process of outer islander's communities in Yap and network formation in Guam. Karakita did research on life history of migrants from outer islands and intimate relationship between them and people of homeland. Yasui conducted fieldwork in Republic of Palau to reconfirm the roles of female chief's and their activities.2.PolynesiaSudo could analyze political system through collecting information of strike, political reform, and riot in Kingdom of Tonga. Yamamoto did research on the democracy and voting system in Samoa. Yoshioka studied migration to capital and building new community in Tuval.3.MelanesiaHayashi got data of development of tourism through National program which performs mask festival and preserves of traditional cultures in Papua New Guinea. Sekine did research on agricultural development by NGO support and Miyauchi conducted research on peace making in Solomon Islands. Hashimoto conducted research on democracy in Fiji and Shirakawa did research on custom of urban people in Vanuatu. Kazama conducted fieldwork to understand the Gilbert Islanders in Fiji. Ichikawa could collect data of life histories of Chinese overseas, who re-migrated to Australia from Papua New Guinea.

    This study seeked for modeling human-nature system, focusing on semi-nature or semi-domestication such as reed and related social institutions. In this project, 1. We researched reed bed at the rivermouth area of Kitakami River and related human activities, and, 2. Disucussed semi-nature and social system with different dicipline scholars. About 1., the research has revealed that reed bed ecology has greatly changed and this change has been related to the change of community organizations and people's life structure. Nature, nature utilization and social institutions has changed in the interrelationship. About 2, (I) we have moderated the concept of semi-nature (semi-domestication), I.e. semi-nature has three dimensions: (a) domestication, (b) change of habitat, c change of human recognition. We have also revealed that semi-nature is related to a variety of semi-something such as semi-ownership, semi-management, etc. (ii) we have concluded that semi-nature and social system is interrelated, but it is hard modeling. It is rather important to study local environmental history. (ii) we have also argued that this semi-nature concept is going to be crucial to adaptive management. In addition, the concept of adaptive governance is effective.

  • Bridges and barriers to the governance for forest conservation

    In this project, process to establish governance for forest conservation was analyzed.Firstly we focused on governance for urban forest conservation. Volunteer group for forest conservation has been active since 1980's and these groups became interested collaborative forest management with local people. Municipal government and forest owners association has became interested in co-management, and thus network of urban forest conservation has developed.Secondly, we investigated restoration of clear cut area. In Southern Kyusyu Island, intensification of logging activity and abandonment of replantation has become serious issue. To combat these situations, local community and prefectural government established collaborative project to prevent replantation abandonment. Local communities also establish watershed based collaborative network to restore abandoned area.Thirdly we investigated movement to establish system to build house using local timber. Many of carpenters and architect has become interested to use local timber and began establish network to supply local timber for house construction. Local government and sawmills are also become involved this network. However, so far, they failed to give economic incentive to forest owners and could not succeed to make bridge between consumer and forest owners.Governance for forest conservation has establish various part of Japan and in various field. Triger to establish governance was clearly "clear issue" and existence of "organizer".

    This study aimed at constructing a problem-solution model based on social system to overcome environmental issues that are becoming more serious in Japan and the world. We tried to organize and analyze monographs ; which has been accumulated by sociologists, folklorists and anthropologists, from a perspective of local system relating to environment conservation as the most important purpose. In order to effectively use the collected data, river basin, lakes and marshes are selected and 1)we gathered local knowledge on conservation and utilization of environment from existing data executed also by members of this study for comprehensive analysis. 2)We collected comparative data mainly through fieldwork in Japanese river basin, islands and urban areas. 3)We held workshops for building models for environment conservation which can be adapted to medium sized communities to apply intermediate technology.We tried to organize studies of folklore, ethnographies, anthropology and sociology to reutilize them, and to examine them through fieldwork practices for examining environmental issues of 21^ century and building model structure for solving the problems.From the result, we could find possibilities and methods for making database on local people's living wisdom, accumulated in various ways, by carefully analyzing monographs gathered by folklorists, anthropologists and rural sociologists. Creation of the method allowed us to understand and compare the knowledge of everyday life and environment conservation among Japan and other areas, and gave us different aspects as one can see in list of accomplishments.

    This study has revealed the following three points :1.We should not treat 'the commons' as the rigid resource management system of the area members to the area natural resource. We should think of historically multilayred common property system. Also the commons change. This dynamism would be the focus of the study.2.Loose and ambiguous rule and/or norm of the commons encourage the creativity of the local activities.3.When we think about the local governance of the natural resources, 'legitimacy' would be the focal point. 'Legitimacy' is the key category to think who has the right to the resource and who recognize the right.4.We should analyze how the legitimacy appears. Legitimacy comes form various social backgrounds : local justice, local recognition of the 'history', local narrativeness and more.

    We held more than twenty research meetings and interview meetings these two years. Not only researchers foreign and native but also many practitioners were invited to these meetings in order to give us instructive informations.Many of our members published their excellent works. Some of them completed their articles for a new textbook. As for curriculum Tarumi and Hatayama conducted experimental courses in their own unoversities and reported us about their result. We are trying to make some model curriculums and publish them.International NPO Congress at Beijin in which we had planned to participate was stopped for fear of desease. Instead almost all of us participated in Japanese National Forum of NPO opened in September 2003 at Sapporo.In February 2004 we held a big and special research meeting with the theme "Reform of the Juridical Persons for the Public Good" inviting many specialists from all over Japan. A record of this meeting was published in April. Our research group will continue till new curriculums and a textbook are completed.

  • Institutional conditions to establish ecosystem based collaborative forest management

    To establish ecosystem based forest management for the private forestland, collaboration among various forest owners are required. However, as timber economy in Japan is quite deteriorated, most of forest owners are disinterested in forest management, and there are no incentives to collaborate towards ecosystem based management. This research aimed to clear institutional conditions to establish collaborative forest ecosystem management. Firstly, we identified the necessity to establish environmental governance based on collaboration among forest owners, NGOs, administration, forest owners association and local people. Forest policy should be formulated under the governance regime. Secondly, administration organization should play important roll to establish collaborative relationship. However, many of the local government, especially municipalities, lack resources to function under a decentralized regime. There is an urgent need to reassess administrative systems that could handle both decentralization and responsible administration. In this research, resource management system was evaluated in terms of comprehensiveness of resource management, professionalism of resource management, and public participation. It should be establish broader-based local government specialized to natural resource management. Thirdly, as many of forest owners could not manage their forestland and management system by third party should be established. Our questionnaire survey showed that many of forest owners were willing to transfer their management right to other entities. Municipalities and forest owners associations are favorable entities to transfer their management right. Current forest policy is manly targeted to forest owners, but this type of policy has limitation. Policy should be reformulated so that management right of forest could be transferred to appropriate entities that have enough knowledge and ability to manage forest sustainable.

  • Sociological Study of Ethnic Conflicts and People's Livelihood in Melanesia

    This research aims to study ethnic tensions in Melanesia from the perspective of developmet sociology and development anthropology. The study has revealed following points. 1. The ethnic tension in Solomon Islands has the background that Solomon Islands' modernization has marginalized Guadalcanal Islanders. 2. How displaced people in the Solomon Islands was affected depends on where and how they lived in Guadalcanal Island. Malaitan people, who purchased land in Guadalcanal to get both town accessibility and subsistence economy, were most affected. 3. In Solomon Islands, the ethnic tension has promoted people's "to our land" ideology. 4. The ethnic tension in Solomon has changed traditional 'compensation' to the mere way of claiming for money. 5. Some efforts to re-educate young people for peace have occurred after the tension in Solomon Islands. 6. Vanuatu, where no ethnic tension has occurred, has latent conflict for land in Port Vila. This latent conflict appears when people label themselves.

  • かつお節をめぐる戦前沖縄移民の歴史社会学的研究

    本研究の目的は、戦前の沖縄において、カツオ漁およびかつお節生産のためにミクロネシア(南洋群島)およびボルネオに移民した人びとの実態、とくに(1)移民の社会的背景(構造)および(2)移民の生活史、を歴史社会学的に考察することにあった。研究対象の沖縄県池間島で明治から大正にかけてカツオ産業が盛んになった理由として、本研究では、次の3点が明らかになった。(1)カツオ産業の前史として八重山出漁による採貝業があったこと。その背景には日本におけるボタン産業の隆盛と沖縄における寄留商人の存在があったこと。(2)裸潜り/追い込みという技術をもっていたこと。(3)沖縄県の積極的な政策、とくに村への指導者の派遣事業があったこと。池間島におけるカツオ漁は大正年間にピークを迎えるが、昭和の初めには経営が破綻して、1929年より南洋への移民が始まり、1935年ごろよりその数は急激に増える。その背景には、世界恐慌という外的な要因もあるが、内的な要因として、次の3点が本研究では明らかになった。(1)池間島がカツオ産業において採った組合制度が継続的に負債を抱える構造になっていて、不況に非常に弱い体質だったこと。(2)沖縄県の政策もあって、新しい技術と経営能力をもった"近代的リーダー"が生まれ始めており、それが組合制度の破綻を受けて個人経営の船(個人船)を誕生させ、その延長上に、南洋へのベンチャー的な進出があったこと。(3)池間の男性の間では、すでに明治期に"小学校卒業→八重山出漁/採貝業→カツオ漁・かつお節製造"というライフコースが確立しており、そこに「南洋移民」という段階が加えられた形になったため、当然のようにチェーンマイグレーションが進んだこと。さらに、移民たちの生活史について、本研究では次の4点が明らかになった(1)移民生活が心地よかったという印象をもっていること、(2)現地島民との関係は個人差があること、(3)移民体験の中に都会体験を随伴していること、(4)移民たちが移民先で想像以上に移動していること、などである。
