    Japanese, 本稿は,留学生の子どもに焦点を当て,かれらに対する教育の現状と課題とを,外国人登録者数に占める留学生の割合が高い札幌市を事例に検討するものである。これまで,留学生を対象とした日本語教育については,主として大学における教育の一環としてさまざまなプログラムが開発され,すでに普及と検証が積み重ねられてきた。しかし,その子どもに対する教育は,学校教育の範疇であり,日本語指導を必要とする児童生徒という括りで行われてきたため,滞在期間が不確定な親に伴って移動せざるを得ない子どもたちが,教育上,どのような課題を抱えているのかは把握されてはこなかった。本稿は,先行研究の検討,政策文書の分析および小学校での保護者,教員,日本語ボランティアに対する聞き取り調査から,その実態を提示する。The aim of this paper is to analyze and present the current educational situation and issues of children of international students and researchers in Sapporo, where the number of international students among foreign residents is quite high, and to consider the support system for them under the national policy for increasing the number of international student. While a number of Japanese language programs have been developed and designed for international students, the education for their children have been regarded as the one for foreign children living in Japan collectively. Although the Ministry of Education (MEXT) revised the related registrations and allow schools to have special curricular for students who need the special assistance for Japanese language education as their own necessities, it is still on the way to c omprehend their different needs. This paper examines previous research and educational policies for foreign children in Japan. Furthermore, using data from interviews with parents, teachers and volunteers in a primary school in Sapporo, we present and analyze the reality, problems and challenges that are faced by children of international students in their process of learning at Japanese schools. Particular attention is paid to the problems of language learning and language development of both Japanese and mother tongues with their parents' recognitions and expectations for their children's education and their plan of length for staying in Japan. In the final part of this paper, we consider that the international education policy should include more support for enhancing their living and experiences in Japan. It is necessary for them to remain studied or worked longer in Japan. For people who have not decided or are not able to decide the period for staying in Japan yet such as international students and researchers, the support system for their families, especially their children's education might be one of the important factor whether they still remain in Japan or go back home or to another country. It is also needed to mention for having a corporative system for support these children in local society especially with universities.
  • A comparison of general and specific features of Russian schools in Sapporo and Seoul

    English, Mother tongue schools have always played an important role in the preservation of native language, language socialization, and the formation of national identity of the children of immigrants and long-stay residents. In this paper we consider two schools of Russian long stay residents: the Russian school in Sapporo (Japan), and the Russian school in Seoul (South Korea) to identify and compare the general and special features of these schools. Specifically we will determine how the geographical situation of each city influences the ethnic background and years of stay of the Russian community. How this together with the education policy of each country determines the type of Russian school they want to choose for their children. And how the type of school directly influences the command and usage of the language.

    Japanese, In this paper I will analyze the results of research made on multicultural pedagogy and will try to establish a new theoretical understanding of the subject. So far, multicultural pedagogy has been discussed in terms of cultural or national pluralism or in terms of pedagogical methods for implementing education. However, there is another important part to multicultural pedagogy: culture. In this article, using the studies of the Russian thinkers Bakhtin, Vygotsky and Lotman, I will reflect on the place that culture has in multicultural education.

    本研究で2世以降のサハリン帰国者の体験を視野に入れ、次の問題を明らかにするプロジェクトである。1.政治的・社会的・文化的包括や排除のメカニズムを検討する、2. サハリン帰国者のホスト社会への適応問題の特徴を明らかにする、3. 帰国者と他の朝鮮族移民特との関係の中で発生するナショナル及びエスニック帰属意識を考察する、4.日本のサハリン帰国者と比較しながら韓国の2世・3世性の自己アイデンティティーや各言語に関する意識を明らかにする。
    2021年度の研究は主に日本と韓国における母語としてロシア語教育およびバイリンガル教育の比較研究である。 この考察を進めるに当たって2021年に 「バイリンガルの子どもたちの教育システム形成と教材作成」 (2021年10月23日-24日、オンライン)国際シンポジウムを主催し、コメントを行った。また、2021年度に韓国におけるロシア語話者の教育の現地調査が困難であり、SNSなどのメディアを分析し、教員にオンラインで質問した。この結果は、2020年の結果とともに”Continual migrants: Identity, Language and Education of Sakhalin Japanese and Koreans”(Springer Nature、2022年7月出版予定)の一部になった。また、2021年ー2022年の初め、パンデミックおよび国際事情がロシア語母語話者の帰国者・移民に大きな影響を当て、日本や韓国も例外ではなかった。移動を不可能にする国境の閉鎖の一方で、「韓国系」 「日本系」の難民の生じた現状になった。この現状の考察は次年度スタートをし、この研究の結果をまとめたらと考える。

  • Anthropological study of local perception on colonial architecture heritage from Japanese imperial era

    主に建築物のライフヒストリーの検討という観点から、①大日本帝国期(以下、帝国期)に建築物が建設される状況、背景の整理、②帝国期の建築物の利活用の変動要因の検討、③帝国期の建築物の現状の把握の3点に注力して国外の調査地(パラオ、台湾、中国)については、新型コロナウィルスの影響があり、文献等を通じて調査を行った。また国外の調査地の状況を多面的に把握するため日本国内の帝国期に建造された建築物について調査を行った。
    ①については帝国期の建築物は行政府等の建築物よりも病院などの衛生面に関わる建築物が重視されていた。病院は大日本帝国の先進性を示すものとして日本人に理解されるされる側面もあると同時に旧植民地において先進性を示すものでもあった。北海道では政府による近代化とともにキリスト教化の流れもあり、その競合や協力の成果として建築物を見る必要性があることが理解された。②については、近代建築物でも洋風の建築物についてはその建築様式に拘わらず、東アジアにおいてはより保存・注目されやすい傾向にあることが判明した。そこには東アジアにおける欧米に対するまなざしが関係していた。韓国や台湾の建築物については日本との関係が大きく影響することはすでに明らかにしているが、台湾では自らのアイデンティティ構築において日本統治時代の建築物が台湾の過去を語るものとして援用されている側面があった。これは中国や韓国には見られない動きであった。③については、中国東北部(旧満州)では帝国期の建築物が帝国期の建築物として理解されいない側面(忘却)があると同時に大連では当時の資料が展示されるようにもなっていた。
    理論的には帝国の建築物の利用の在り方を外部化、内部化、内外化、融解化、遊具化と5分類することの検証を行った。

    In previous studies, the return of postwar Japanese from Japanese colonies and occupied territories(gaichi)such as China, Taiwan, the Korean Peninsula, and Sakhalin to Japan proper (naichi) was divided into two categories: "repatriation" which occurred immediately after the end of the war and "return" which happened from the 1980s onwards. In contrast, this study focused on the many unique return experiences that happened from the 1950s to the 1970s and that could not be explained by the conventional framework. As a result of examining "repatriation" and "return" and the change of the Japanese government’s national policies, the part of the political mechanism when the "return" policy was begun in postwar Japan became clear. Furthermore, this study clarified the social and cultural mechanisms that included/excluded people who crossed the border toward Japan while it was transforming into a nation-state.
