  English, Scientific journal, Problems have arisen not only between Japan and China but also between Japan and Taiwan over the Senkaku Islands. Under these circumstances, there are fishermen operating around the Senkaku Islands. In this paper, putting a focus on pole-and-line fishing boats for groundfish that belong to the Hinoshima Fishermen's Cooperative in Kumamoto Prefecture and the Ibusuki Fishermen's Cooperative in Kagoshima Prefecture, this paper discusses the utilization of fishing grounds and the forms of operation, clarifies the relationship between Chinese fishing boats and Chinese government vessels, and analyzes the problems these Japanese fishermen face in operations and management. The results of the analysis are as follows. (1) The deployment of Chinese government vessels makes it almost impossible for ships of less than 5 tons from Okinawa Prefecture to operate. (2) Therefore, there is currently no competition between the fishing boats of Kyushu and Okinawa in the fishing grounds of the Senkaku Islands. (3) Chinese government vessels are deployed mainly in the waters surrounding Uotsuri Island and utilization of the Senkaku fishing grounds tends to concentrate in the territorial seas of Taisho Island. As a result of the deteriorating functioning of the Japan-China fishery pact and the conclusion of the Japan-Taiwan fishery pact, confusion in Japanese fishing operations is growing more serious.

  English, Scientific journal, The number of fishery workers in Japan is decreasing. Accordingly, this paper clarified the functions of two-track policies designed to secure the positions of and train new fishery workers implemented by the Hokkaido Prefectural Government. We particularly focused on the "Securement and Development of Fisherman Center Project" of Hokkaido and the Hokkaido Fisherman Training Institute, and examined these programs' operation and educational content, attributes of trainees, and trainee employment trends in order to specify an appropriate system for training fishery workers. The results indicate it is necessary to set up a training system to maintain coastal fisheries according to the reality of regional fishing industries. The training system should include the following: (1) training programs provided by the training institute to support the reproduction of the labor force from inside fishing families, and (2) training programs supported directly by public funds to provide skills training and an employment environment to the labor force from outside fishing families. Both training programs should be cooperative.

  Japanese, Scientific journal, This paper examines the possibility of incorporating the scientific knowledge on aquaculture technologies in general education amid growing concern over the global tight food supply so that we will show the educational purpose and practice for technology education in junior high school. That is to say, we analyze the social value of aquaculture industry from marine economics point of view. Concretely speaking, we specify the problems of its production and business structure and present the perspective for setting an educational goal and making a class plan. The results show that we can incorporate the common and structural food problems such as globalization of fishery output, marine contamination, supply instability of seeds and prey and regional difference caused by uneven distribution of luxury sea food into technology education as general education through formulating a class plan for aquaculture technology.

  Japanese, Scientific journal, In order to clarify the structural framework of Japan's fishery education, this research analyzes the educational initiatives of the Imperial Fishery Institute, under the direction of the Ministry of Agriculture and Commerce. This research analyzes fishery education by examining national policy designed to promote pelagic fishing, as well as the creation of a fishing boat crew qualification system. Analysis of these two features reveals that the historically distinct structure of Japanese fishery education is as follows: 1) Due to severe competition with foreign fishing industries, it was necessary for the Japanese government to foster human resources in order to gain the best results from fishing rights won after the Sino-Japanese War and the Russo-Japanese War. 2) In order to increase the number of skilled pelagic fishermen, the Japanese government established formal certification for fishermen under the Law for the Promotion of Pelagic Fishing. The training and certification of fishermen was delegated to the Imperial Fishery Institute. 3) With the establishment of provincial fishery institutes that took over the instruction of fishermen, the Imperial Fishery Institute became the source of instructors for provincial fishery institutes. From the above findings, this paper concludes that the structural characteristics of pelagic fishery education was designed to exploit the expansion of the fishing rights gained after the Russo-Japanese War as well as the mechanization and increased size of fishing boats. Also, pelagic fishing as an occupation originated in Japan under the auspices of the Law for the Promotion of Pelagic Fishing which mandated the systematic training of fishermen. The Imperial Fishery Institute, which was under the control of the Ministry of Agriculture and Commerce, induced a systematic structure of pelagic fishery education and promoted the development of fishermen. This effort preceded the development of other educational institutes for other areas of Japan's fishing industry. The Imperial Fishery Institute also played a crucial role in the spread of pelagic fishery education by supplying trained instructors for provincial fishery institutes.

  Japanese, Research institution, 1995年の経済同友会による提言や，第15期中央教育審議会の答申以来，「学校のスリム化」や「学校・家庭・地域社会の連携」が，学校教育を巡るキータームとなっている。そのため，３者連携の可能性を探る調査や研究がなされてきている。しかし先行研究には，1；制度面を重視しすぎて肝心の子どもたちへの視点に欠ける，2；保護者，子どものどちらか一方だけへの調査になりがちである，3；両者の意識を探るものでも全国区のマクロな調査になり，地域特有の課題が見えにくい，といった少なくない弱点がある。これらを克服するため，北海道十勝管内士幌町において，保護者と児童・生徒を対象とした調査をおこなった。その結果，1；保護者における複雑な学歴意識，2；「地域」の教育力評価の低さ，3；士幌町独自の理由によると思われる特徴的な生活の実態，4；士幌在住歴の長い家庭における，親子間のコミュニケーション認識のギャップが明らかになった。

  English, In pre-war Japan, the post-elementary vocational education system in the fishery occupations consisted of two parts: the fisheries schools under the jurisdiction of the Ministry of Education and the provincial fisheries training institutes under the jurisdiction of the Ministry of Agriculture and Commerce. Few Japanese researchers have paid attention to the latter. The purpose of this paper is to clarify the historical role of the fisheries training institute of Toyama Prefecture which was under the jurisdiction of the Ministry of Agriculture and Commerce, in view of the expansion of the northern-sea fishery rights after the Russo-Japanese War and the amendment of the law for the promotion of pelagic fisheries. We analyzed the employment trends of the graduates as well as the changes of the rules and curricula for the fisheries training institute of Toyama Prefecture. The results were as follows; (1) Until February, 1907, the fisheries training institute of Toyama Prefecture, which has its origin in Nakaniikawa-County Fisheries Study Meeting established by voluntary body in June, 1896, had contributed to fisheries in the local area. (2) After the Russo-Japanese War in 1905, the fisheries training institute of Toyama Prefecture dealt with the industrial policies in order to promote pelagic fisheries, and established the pelagic fisheries course in March, 1907. (3) From March. 1907 to March, 1941, the fisheries training institute of Toyama Prefecture, where the pelagic fisheries course was established, had changed from the organization contributing to the fisheries in the local area to an organization that trained competent men who engaged in the pelagic fisheries.

  報告年度も、前年度（初年度）に引き続いて新型コロナ感染拡大問題の影響を大きく受け、もっとも重視していた現地調査がほとんど実施できない状況に追い込まれた。感染状況が落ち着いていた時期と場所を見計らって、予定変更のうえ北海道内（道東）での現地調査を実施したものの、得られた情報は限定的なものにとどまった。
  ヒアリング調査の対象としている漁業協同組合や漁業会社などの理解を得ながら、少しずつ研究を進めていく必要があったため、報告年度では研究成果の公表や関連資料の蒐集に重点を置いた研究を実施した。具体的には、図書館や文書館等に所蔵されている歴史的な資料の発掘や、これまで蒐集してきた関連資料の再分析をおこない、歴史的な部分についての再評価を実施した。
  そして東シナ海関連について体系的に整理し、ここまでの研究成果の公表という位置づけで新書の刊行を目指し、実現させた。すなわちそれが、2021年12月に上梓した『東シナ海－漁民たちの国境紛争』（角川新書）となる。
  本書は、東シナ海漁業の近代史から戦後史、「日中漁業協定」の前身である民間協定に関する分析、新「日中漁業協定」が内包する課題、今日の九州・沖縄の漁業経営体の実態など、様々な観点からの分析をおこない、外国漁業との競合関係にある東シナ海漁業について、漁業者の視点を大切にしながら考察したものとなっている。
  なお報告年度終盤には、次年度の本格的な現地調査の実施に向けた漁業関係者との連絡も再開しており、調査の具体的な準備を進めているところである。

  本研究の目的は、地方とされる社会の現代的課題、具体的にいえば衰退する地域産業、尋常減少、労働力不足という諸問題の構造の解明や、解決策について、職業教育訓練はいかなる貢献をなしうるか、明らかにすることにある。実施に当たって、これまで通り以下の3つの領域に分かれて研究を展開してきた。（1）地方における専門学校、短期大学の役割と政策に関する調査、（2）企業立学校、専門職の歴史的・現代的意義に関する資料収集、（3）地方産業が抱える課題と職業教育訓練に関する調査、である。
  （1）の領域に関しては事例分析に先立って、医療・看護系の専門学校進学の比率が高い地域について市町村別データにまで立ち入って分析を加えた。これまでの研究は、都道府県別の分析にとどまっており、今回の市町村別（それらを地域ブロックに加工）データ分析は、高卒後の進路研究に新たな地平を切り開く一歩となろう。それ加えて専門学校教員のキャリアに関する研究に新たに着手し始めた。また、保育士養成学校の発展についての分析や専門学校教員のキャリア形成に関する研究も展開しつつある。（2）の領域に関しては継続して中部地方の織物産地に関する資料収集を行っている。（3）の領域に関しては地方の水産業や農業の構造分析及び技能実習生、若者への就農支援に関する調査を継続している。前者については、沿岸域の過疎・高齢化で、若年層や労働集約的な作業形態を必要とする水産業・水産加工業分野での外国人依存の実態について具体的に明らかにした。後者については夏秋イチゴ農家等への調査を行い、新規農家同士の関係が就農後の職業能力形成に大きな役割を果たしていること、地域社会生活や余暇も含めた新規就農が促す就農者同士の関係の特質、持続可能な経営と農産物品目の特徴の関係が明らかとなった。
  また、懸案であった東アジアの実態についての一定の成果を取りまとめた。

• Analysis of realities of fisheries and fishing ground utilization by Japan, China, and Taiwan in the East China Sea

  This research aims to determine recent trends in the fishing operations of Japan, China, and Taiwan in the East China Sea. The results and analysis of concrete cases revealed that at the northern latitude of 27 degrees, Japanese fishing boats are overwhelmed by Chinese fishing operations in the north and pressured by Taiwanese fishing boats and Chinese government vessels in the south.
  The growing difficulty in making use of these fishing grounds may be attributable to background matters; economic disparity is growing in Chinese fishing villages because of urbanization, and the East China Sea consequently remains important to the Chinese government as a means to allow smaller fishers to maintain their livelihoods. In addition, the East China Sea is growing more important to Taiwan. Relatively big Taiwanese fishing boats have had to quit the South China Sea, because China is energetic in its maritime advance and also because of deteriorating relations between Taiwan and the Philippines.

  Japanese fisheries are shrinking. Amidst this situation, the motivation to study at educational institutions for fishermen has decreased, and the ties between education and employment are growing weaker. One factor is the decline of pelagic fishery as a dominant industry. This present situation is in contrast to the previous generation where fishery schools that produced human resources in pelagic fishery had the support of the old warrior class; and to the situation in the 1970s, when fishery high schools displayed their presence until the establishment of the 200 nautical mile system.
  However,today,educational background is regarded as more important for the Indonesian laborers who support Japanese fishing. Coming to Japan as technical trainees means that they must have an educational background from fishery schools. It is shown that transforming industrial structures and the transition to a global labor have an impact on the relationship between fisheries and educational background.

  The Provincial Fisheries Institute under the jurisdiction of the Ministry of Agriculture and Commerce was an educational organization characterized by its designated research functions and a flexible curriculum, and it aided the development of many human resource practices involved in fishery production. The fisheries school underthe jurisdiction of the Ministry of Education was asked to be consistent with junior andgirls' high schools with respect to the level and content of education. At the same time, ithelped in human resources development in public organizations and large fishingcompanies, as graduates were given the choice of advancing to a special school or becoming junior officials. In other words, it was clear that the ongoing fishermen development systemwas structured to satisfy the requirements imposed by the controlling office and give students the necessary educational background and qualifications.

  本研究は、持続可能な漁業を実現することを可能にする漁業者養成制度の確立を目指した制度研究の一環として実施されている。具体的な研究目的は、わが国の漁業が明確な方向性をもって展開しようとしていた明治期において、わが国の水産教育をリードした官立水産講習所(現東京海洋大学)の歴史的役割を分析し、漁業後継者問題を解決する糸口を見いだすことにある。すなわち本研究は、漁業者が体系的に養成できていた近代日本における水産教育実践と漁業経済の特質を解明し、漁業者一人一人に必要とされる水産教育体系を確立するために必要な要素を明らかにすることを目指した研究といえる。
  本年度の研究活動は、明治初期の官立水産講習所がおかれていた環境、ならびに官立水産講習所で学んだ者一人一人の「生活史」を紐解くことを課題として実施した。具体的には、1890年代の漁業を取り巻く国際情勢を、日・米・英・露の角逐から把握するため、大日本水産会関係の文書(例えば『大日本水産会報告』)に依拠して、ベーリング海や小笠原諸島周辺での各国の対立を浮かび上がらせる作業をおこなった。さらに、かかる国際情勢が、日本政府の遠洋漁業奨励策と人材養成策に与えた影響、ならびに国内の漁業資本の成立におよぼした影響の双方を把握するため、株式会社ニチロ(旧日魯水産)や日本水産株式会社(旧共同漁業)での漁業関係史料の発掘をおこなうとともに、政策動向や水産業界の意見が集約されている水産関係史資料の蒐集整理・保存作業を実施した。現在は、これら史資料の分析と、論文の執筆のための研究ノートの作成をおこなっている。なお、分析結果の一端は、2007年9月に開催された教育史学会大会において、「近代日本における遠洋漁業型水産教育の確立-官立水産講習所の漁業者養成に注目して-」と題して口頭発表した。

• 近代日本の資本制漁業成立期における「遠洋漁業型水産教育」の展開に関する歴史的研究

  今日の日本漁業は、断続的に縮小再編の流れが続いている。各地域の漁村では、漁業の新たな担い手を確保することが困難な状況にあり、漁業者の減少に歯止めがかかっていない。しかしながら、こうした困難にあっても、従来の議論では、体系的に漁業者を養成する制度や教育機関への関心は低いままであった。はたして、水産教育の果たすべき役割や機能についての検討は、十分為されてきたとはいえない。本研究は、以上の問題関心にたって、体系的な漁業者養成の実態を追究する制度史研究の一環として、府県水産講習所制度の展開過程を把握することを試みた。
  その結果、長崎県の府県水産講習所が、日露戦争後の資本制漁業の早急な確立と遠洋漁業の外延的拡大を目指す水産政策、すなわち「遠洋漁業奨励法」に依拠する遠洋漁業推進策との連関のもとで、遠洋漁業に関する知識と遠洋漁船乗組員資格を付与する「遠洋漁業型水産教育機関」として展開することを目指した過程を明らかにすることができた。また、こうした資格付与機能が、水産教育機関にとって「諸刃の剣」であったことも確認した。すなわち、資格付与機能が船員の需給バランスが均整しているときは、水産教育機関の必要性を顕示する材料となったものの、その需給バランスの悪化、もしくは水産教育機関が資格付与機能を放棄した場合には、水産教育機関の存立意義すらも脅かす危険性をはらんでいたことを明らかにすることができた。
  これはすなわち、府県水産講習所にみられる遠洋漁業奨励策との親和性と、資格付与機能との一体性が、日露戦争を背景にして強固なものになっていったことを意味したものであった。
