    本研究は，高大接続改革に並行する形で平成28（2016）年度から５年間実施された前研究課題［基盤研究（A）JP16H02051］の後継である。前研究課題では，進行中の改革に即応しながら方針転換までを見届け，政策にも一定の影響を及ぼした。本研究課題では，突然の新型コロナウイルス感染症（COVID-19）の蔓延の大学入試への影響に対して，前研究課題で採用した方法論と成果を継承するものである。具体的には「大学入試政策の検証」「COVID-19への対応」「多面的・総合的評価の追究」「評価測定技術の追求」という４つの柱を基に進める研究成果を，本科研費のために構築するウェブサイトの「研究報告」のページを駆使し，エビデンスを重視した対応策の提案を行うことを旨とする。 令和２（2020）年１月頃から流行が始まったCOVID-19は令和３（2021）年度入試を直撃した。５年計画の本研究の初年度は五里霧中でコロナ対策が行われた令和３（2021）年度入試の検証から始まることとなった。令和３（2021）年度入試は高大接続改革の初年度と目されていた時期であり，コロナ対策と高大接続改革の方針転換は輻輳的に大学入試に対する影響を及ぼした。５月には対面とオンラインのハイブリッド形式で開催された第34回東北大学高等教育フォーラム「検証 コロナ禍の下での大学入試」において本研究の研究分担者が基調講演者及び現状報告者として３名登壇し，令和３年度入試におけるコロナ対応について実践報告を行った。12月には大学入試センター理事長裁量経費と共催でオンラインによる「プレイバック座談会 大学入試におけるコロナ対策 ――令和3年度入試の舞台裏――」を開催し，令和3年度入試の検証を行った。 その他，大学入試に対するコロナ禍の影響に関する研究論文２編を含む計４編の論文を成果として輩出した。

    質問を評価するための理論的枠組みとして、この世界のすべての知識を5つの領域に分けたK5理論を開発し、この理論に基づいて質問を評価することの難しさと可能性について整理した。また実際に質問を評価するために、人間の思考方法の観点から質問を３種類に分類した。すなわち、帰納推論を疑う質問、演繹推論を疑う質問、そして仮説推論を疑う質問、の3つである。 そして、被験者（高校生）にこれらの３種類の質問を挙げてもらうためのテスト問題を開発した。まず受験者が質問する対象となる資料を提示する。この資料では作者が導いた何らかの主張（一般的規則）が提示される。この主張について、以下の三つの設問が提示される。設問１：資料に提示された主張が導かれれるまでのプロセスについて疑問に思ったことを作者への質問としてできるだけたくさん挙げさせる。この設問では作者の帰納推論における論理の不備を問う質問力を測定する。設問２：資料に提示された主張が正しいと仮定して、その主張によって引き起こされる結果までのプロセスについて疑問に思ったことを、自分が探究するための自分への質問としてできるだけたくさん挙げさせる。この設問では作者の主張から演繹推論によって考えられる結果までの論理を批判的に問う質問力を測定する。設問３：設問２における結果を実現する、あるいは防止するために、するべきことを明らかにするために、探究しなければならない事柄を質問の形式でできるだけたくさん挙げさせる。このような一連の3つの設問を伴った大問を３題開発した。それぞれの題材は、健康問題、環境問題、食糧問題であり、これらはいずれもSDGsとして世界中で取り組まれているものである。 被験者は探究活動に積極的に取り組んでいる4つ高校の１、2年生合計195名であった。質問を回収し、現在、設問ごとに質問を分類している。

    本研究は、イギリス、フランス、韓国、日本の大学入学者選抜に焦点を当て、制度の並置比較と大学のケース・スタディに基づき、国内外の多様な資格の認証の特質と課題を明らかにすることを目的とする。 2020年度は、文献研究を進めるとともに、前年度までに収集した調査データの整理・分析を行った。イギリスについては、前回実施した調査のデータ分析を進めるとともに、調査項目（大学の背景、組織体制とアドミッションのプロセス、入学資格要件と選抜基準、資格枠組み、各資格・従前の学習経験の取り扱い、進学移動、入学後の教育・成績、高等教育政策の動向と教育市場の競争的環境が入学者選抜に与える影響）の整理を行った。それに加え、次回の調査で必要となる大学の基礎データ一覧を作成した。また、韓国については、日韓の大学入学者選抜における国際資格認証の課題を俯瞰的に捉えた上で、高校単位制とハングル版IBの導入が大学入学者選抜に与える影響について検討した。 フランスについては、3つの大学を対象としたオンラインインタビュー調査を実施した。まず、ディドロ大学（異文化間コミュニケーションのプログラム）の調査では、振分け（選抜性・非選抜性）にかかわる委員会組織や志願者数に関する情報に加え、外国人志願者の振分け方法に関する情報を得ることができた。次に、パリ西大学の調査では、特に修士課程への入学を志願する外国人学生の選抜に関する情報を得ることができた。最後に、ヴェルサイユ・サンカンタン・アン・イヴリーヌ大学（社会学プログラム）の調査では、外国人志願者の選抜方法に関する情報を得ることができた。 以上を踏まえ、3月に研究会を開催し、今後の研究の方向性と推進方策について協議した。その結果、新型コロナウイルス感染症の感染拡大が収束しない場合は、可能なかぎりオンラインでのインタビュー調査に切り替えることとなった。

    The research questions were “How does a transnational framework for vocational and career curriculum function in national and local development?” and “Does the framework function inclusively, fairly, and sustainably across different national contexts?” with sub questions, a. Is rigor maintained across general and vocational learning? b. How is socio-economic inclusiveness ensured?” and c. “Is resource management sustainable, particularly regarding financial matters?” The findings will not comprehensively answer these questions, but the comparison between the three target areas will shed light on them both. The research project team can interpret the IBCP as a transnational framework in each area, as demonstrated as three matrixes regarding the comparison of the IBCP between the three targets focusing on "the three layers of transnational, national, and local," "rigor, attainment, inclusiveness, and sustainability in financial aspects" and "purpose and admission at each school."

    This study aims to examine the development and implementation of the UCAS Tariff that enables a comparison of a wide range of academic and vocational qualifications in the United Kingdom and elucidate the factors that influence patterns of entry requirements and selection criteria of universities. As a result, the presence of the factors such as competitive environment in the higher education sector (reduction in government subsidy allocation, order of university rankings, etc.) and university’s historical and academic background and selection characteristics (recruiting universities that take into consideration various qualifications and UCAS Tariff Points as entry requirements, and selective research universities that prefer academic qualifications) was clarified.

    This research aimed to explore how functional differentiation and quality assurance of education programmes at universities and non-universities should be respectively in universal tertiary education systems. From the perspective of objectives, methods and governance of education, each education of academic type and career-oriented one was understood empirically. According to the graduate survey aiming at cooperative IR activities, two vectors meaning the application of acquired learning outcomes and acquisition of competencies needed for jobs were found. The survey for teaching staffs at non-universities showed their conflict that occurred between career and regional orientation by their institutions and research orientation by themselves. Based on the results of curriculum survey like WIL, sectoral features about upgrading of education and the relationship with stakeholders became apparent. National Qualifications Framework would provide implications for the feasibility in Japan.

    From the point of view of analyzing the governance that is thought to have a major influence on the system of higher education and its environment, we will develop the research project vertically to develop macro level (reform trends in higher education policy), middle level (the organization of university management: functions and actual practice), and micro level (student and teacher's consciousness and behavior). We will also examine what kind of governance functions are involved in the "promotion of bachelor's education reform". We comprehensively compare the necessary conditions, sufficient conditions, and obstacles to overseas British higher education system and present the way of teaching governance in Japan from a comprehensive perspective.

    Does IB Model bring some breakthrough to vocational/career education？ In order to get meaningful findings, the research project team conducts Case Study through visiting research at the schools in the UK. The focused educational programme is the International Baccalaureate Career-related Program: IBCP, which the International Baccalaureate [Organization]: IB[O] itself does the R & D and awards the IB certificates. The IBCP is for progression routes both to employment and higher education. The research project team deeply realizes IBCP has transnational curriculum framework, with the 'career-related study' instituted on each country's existing educational and qualification system. Regarding how IBCP faces assurance of quality and standards and brings educational equity and social inclusion, there remain tasks to tackle.

    The aim of this study is to investigate the actual situation of "academic-vocational divide" in England based on a qualitative case study of universities and enterprises and to examine the consistency of its result with some points revealed by the previous secondary school survey. According to the result of the case study, 1) some recruit universities tend to prefer academic qualifications (the GCE A-levels and the GCSEs) rather than various vocational qualifications as well as top 20 universities, and 2) school-industry collaboration is greatly influenced by the degree of geographical proximity between shools and enterprises and this point corresponds to the result of the previous survey.
