    今年度については、新型コロナウイルスの流行により、現地調査が困難であるとの予想していたことから、主としてマイクロ化された米国国立公文書館の国務省文書(M976のうち日中戦争に関する部分)および米陸軍軍事情報部の中国関係文書(M1513のうち現地軍事政治情勢部分)を収集し、あわせて台湾の国史館でデジタル化され、オンライン公開されている、日中戦争に関する中国側の戦争指導関係、および情勢判断に関する史料を収集し、データベース化を行った。また、日本側に関してはまん延防止措置期間を避け、防衛研究所戦史研究センター史料室および呉市海事歴史科学館資料室において、それぞれ陸海軍の史料収集を行った。 また、すでに入手済みの公刊史料集である『20世紀の露中関係』第4巻(第1、2冊)ソ中関係1937-1945のうち、1938年から1942年分について、目次と各文書のデータベース化を行い、必要な文書の選定と検討を実施し、文書の翻訳を開始した。 そのほか、既刊行の先行研究についての分析を進めるとともに、1940年から1941年にかけて、日米の開戦に向けて中国側がアメリカ、イギリス、オランダ、オーストラリア等に対して行った働きかけについて検討を行った。今年度については、中国およびアメリカの二国間についてはすでに収集した史料について分析を終えた。次年度は、現時点においては国外における調査が一部可能となる見通しであることから、調査を待ってイギリス、オランダ、オーストラリアの部分を補完し、成果を取りまとめたうえで公刊する予定である。

    第四年度においても、引続き新型コロナウイルスの感染拡大により主たる調査地である台湾における史料調査が実施できなかったため、これまでの成果の取りまとめと今後の研究の方向性を検討し、川島真・岩谷將編著『日中戦争研究の現在―歴史と歴史認識問題―』東京大学出版会、2022年を成果物として出版した。 また、トラウトマン工作の失敗と第一次近衛声明から武漢会戦に至るまでの時期の中国側の政治的・軍事的展開について、未検討であった第三国の観察を検討するに際して必要となる、米国国立公文書館所蔵の米国国務省文書の中国関係部分(M976)、ならびに米陸軍軍事情報部の中国関係文書(M1513)のマイクロフィルムが1年以上遅れて納入されたことから、現在これらの文書を用いて検討を進めている。 和平工作に関する検討については、昨年度においても引き続き新型コロナウイルスの感染拡大への対応により一部調査ができないために検討できなかった部分の調査が実施できなかったものの、未検討部分については台湾の研究者との共同研究としておおむね令和4年6月を目途に公刊予定である。また、令和4年度においては、現時点の見通しとして現地調査が実施可能な見込みであることから、調査を実施のうえ、別途成果としてとりまとめる予定である。 令和4年度においては、研究の進展に影響を与えていた台湾での調査が段階的に緩和される見通しであり、制限が解除され次第調査を実施して最終成果のとりまとめを行い、公刊を目指したい。

    This is an academic research project that aims to historically study the question of how the ethnic elites of Southwest China lived through before and after the founding of the People's Republic of China, and what kind of political choices they made as the result. YOSHIKAI completed his research on the life history of YANG Dizhong, an Yi ethnic elite who was active in Guizhou, Yunnan, and Sichuan during the Republican period, at the same time, he attempted to use the results of TORII Ryuzo's research on the Miao and Yi peoples as historical materials for modern history research and published several articles as the result of this attempt. MATSUMOTO, KAWATA, and SHIMIZU published their research results on the Hui, Tibetan, and Yi peoples, or completed preparations for the publication. IWATANI gave advice to YOSHIKAI and others on their research as a specialist in political and military history, and he himself published related results.

    This research project compared regional order, or ‘commons’ formation in East Asia and Europe, from historical, theoretical and current-policy viewpoints, aiming at academic outputs as well as wider social proposals. While the COVID-19 crisis slowed our research at the final stage, we have produced numerous books, articles and oral presentations. Notably, the team members published an edited book on state sovereignty, a book and articles on nationalism, and several articles about historical reconciliations, all of which could be the basis and obstacles for regional commons formation. In order to smoothly construct it, one would need to manage the complex politics involving security, functional cooperation, and civic reconciliations. This research project could be seen building up the theoretical and policy foundations for the comprehensive regional order formation.

    The study on Chinese students who studied in Japan during prewar period includes: how they were educated, encounters they had and how it influenced their political behaviours. Methodologies used were 1. Sorting out the archives on the Chinese students of Seijo School (coaching school of Japanese Military Academy then), making inventory and record of historical materials in PDF format, 2. Members studied the materials collected to study each student's personal history and background and their behaviours leading to the Sino-Japanese war, 3. Announcing the result at an international conference on East Asia Researchers on Japan.

    This study explores the political regime of the Chinese nationalist party during wartime focusing on a party-military-government relation in the decision making process and central-local relations. The findings are as follows, (1) the power of the central government to control the local military leader is limited. (2) Chiang Kai-shek tried to concentrate powers and establish military-centered regime in order to facilitate decision making during wartime. (3) Chiang Kai-shek restricted the member for decision making exclusive to a small group of staff and optimized governmental organization so as to overcome deficiencies in decision making and implementation of the policy before the Sino-Japanese war.

    In order to collect the necessary historical materials for the purpose of analyzing the Sino-Japanese War from a global perspective, the research project members went surveys in the National Archives as well as National Libraries of the U.S., U.K., Australia, France, Netherlands, Russia, Hawaii and Taiwan. All of the collected materials were used to write each member’s articles. The finding from the collaborative research is published in a book entitled The Sino-Japanese War and Sino-Soviet Relationship -the translation , the thesis and abstract of the 1937 Soviet Diplomatic Archives-, by Tokyo University Press, 2018. In the book Kawaraji Hidetake and Hirano Tatsushi took charge of the translation and thesis, Iechika Ryoko, Kawashima Shin and Iwatani Nobu wrote the abstract.

    This research project focused on reexamining the established theory regarding the Chinese revolution which emphasizes the link between land reform and the military victory of the Chinese Communist Party. During the past three years, we conducted archival research in Taiwan, the United States、and the United Kingdom. Through that process we were able to find multiple new cases where the armed forces lead by the CCP had little if none linkage with land reform. In these cases, The communist forces were mainly composed of mercenaries,local militia, members of secret societies, and bandits. Peasants who were mobilized through land reform, were mainly used for logistical support, but rarely composed the bulk of combat units.

    On the basis of the research on historical materials abroad, the group could clarify the history of the German-East Asian relations in the first half of 20th century. During the 3 years research period, participants have made an on-the-spot investigation and collect the relevant historical documents in Germany, China and Taiwan. On the other hand, research group has made totally 8 session of workshop at Seijo University in order to discuss and check mutually the development of the research. As a result of the group research, a collection of papers was published: Nobuo Tajima/Akira Kudo (ed.), Germany and East Asia 1890-1945, University of Tokyo Press, 2017 (in Japanese). Nobuo Tajima, the research representative, has published a book on the subversion activities of the Japanese army, Yoshikawa Kobunkan, 2017 (in Japanese).

    We have analyzed the public opinion factor in the Chinese decision making by the multidirectional viewpoints in the 20th century. In the all over, the Chinese public opinion has been operated, on another side showed movement beyond the operation of the leaders and had the unexpectedness influence for Chinese decision making. And the public opinion changed under the international propaganda campaign as well as the domestic situation.We have clarified it with the multi Archives in China,Taiwan,UK and America.The study partakers and the cooperators published each articles and had the announcements about the results of research in the some congresses.The result as the whole is going to publish a book(The Public Opinion in China ー Mobilization/Operation /Influence,2016).

    The main goal of this research project was to analyze the relationship between the Chinese Communist Party (CCP) and various armed forces within the Chinese society during the civil war period. In other words, this research project sought to reveal the intimate relationship between the CCP and armed forces such as mercenaries, militias, and bandits. By examining various primary sources including internal documents of the CCP, we discovered that the Central Revolutionary Base of the CCP located in Jiangxi and Fujian, heavily relied on mercenaries which had defected from the Chinese Nationalist Party(CNP). We also found out that the CCP had developed a system aimed to conduct political activity within enemy units since the early 1920s. This kind of activity enabled the CCP to absorb thousands of mercenaries and allowed the CCP to continue its armed struggle against the CNP.
