    This paper discusses resilience of coastal agricultural fields for applying the concept of resilience to agricultural structure improvement projects in near future. We interpreted recovery of the coastal agricultural fields which affected by the 2004 Indian Ocean Tsunami in terms of resilience theory. It was revealed that paddy system depending on inherent hydraulic regime possesses desalinization function. In this study, we showed that the function can be defined as general resilience before the tsunami, and then it changed to specified resilience after the tsunami. This dynamic change of resilience definition of the function sheds light on building resilience of the coastal agricultural fields. From these findings, knowledge and technologies established by agricultural engineering can be interpreted as elements which elicit beneficial effects on recovery of the fields from natural disasters.

    While the effluent pollutant loads of nitrogen, phosphorus, and COD from paddy fields are very important basic figures in a wide variety of environmental planning and research tasks, more reliable figures have been required. In this paper, the database of the pollutant load from paddy fields in Japan, established by the authors, is explained and the analytical results and future issues are presented. The database is based on the 72 references published since 1980s and it includes 467 data sets of the pollutant loads and information on the references, and investigation and farming conditions. The investigation of the irrigation season and the verification of the effects of the wide variety of improved farming methods during the irrigation season have been conducted in Japan. However, data for nonirrigation season and specific data obtained in paddy fields cultivated using variety of farming methods will be needed. The verification of the effects of the improved farming methods in the nonirrigation season and the development of the best management practices for the reduction of the pollutant load in the nonirrigation season are also required. The figures for phosphorus and COD adopted for the Seventh Total Water Pollutants Reduction Plan and the water conservation plan for selected lakes are much lower than the average values for by conventional farming methods available in the database. Therefore, the values for the Seventh Total Water Pollutants Reduction Plan will be revised referring to our database. The pollutant load from a paddy field cultivated by custom farming decreased with the decrease in the amount of fertilizer used. Thus, the recent data will be of great value. Other countries are facing a shortage of the data on pollutant loads in paddy fields. In the countries, there is a lack of experience in improving methods of farming to reduce the pollutant loads in paddy fields. Therefore, our database will be useful for other countries. The database is available on the web, and it is expected to contribute to future governmental and research activities.

    In this study, the government-operated agriculture and rural development project in Hokkaido, Japan, has been examined based on the evaluation made by the viewpoint of beneficiary farmers of the project. The consideration for the future projects is also discussed. From the result of the questionnaire, it became clear that the beneficiary farmers are recognizing the effectiveness of the project, such as increase in income, increase in the yield, and quality improvement of the products. The farmers value the project for its low burden charge as well as its coupled correspondence between the measures and the policies. Farmers of paddy field farming and upland farming gave different results in the questionnaire. This difference seems to be a result of the disparity of the agricultural policy in both farming type.

    Effects of soil physical properties on the salinization of farmlands at northern region of Taklamakan desert were investigated by basin and drip irrigation methods. Regardless of the irrigation methods, salt did not accumulate on the surface for soils having higher permeability conductivity but it appeared on the surface of soils having fine impervious subsoil because of insufficient salt leaching. Removal of the surface soil remedied the growth of cotton but salinization proceeded gradually with year.

    There is a demand for cooperation with farmers and local residents to maintain the irrigation and drainage facilities. In this study, we analyzed and evaluated the factor of local residents' participation in the maintenance works of irrigation and drainage facilities, using a questionnaire survey.
    As a result, we found that these are important to notify the works, to explain about the multi-purpose function of these facilities, and to plan the appropriate operation work for promoting local residents participate in the irrigation and drainage facilities' maintenance works.

    Irrigation at the arid region like the Tarim river watershed causes the salinization and influences to the regional environment. In this paper, problems between the agricultural wateruse and environmental conservation discussed by real conditions of the water resource utilities. The investigated area is the Syaya irrigated district in the Ugen river basin, one of branches of the Tarim river.
    The results confirmed by investigation are as follows. (1) The present conditions of irrigated agriculture has various contradictions and there are many points of improvement for conservation of the regional environment. (2) The water saving is necessary in the over all irrigation system for agricultural development. (3) Irrigated agriculture must be consolidate with drainage system for prevention the salinization and the desertification.

    Water quality of oxbow lakes in middle and lower reaches of Ishikari river basin, Hokkaido, was investigated with special notice to the Ianduse of their surroundings and the form of usage of water in oxbow lake itself. Water quality of oxbow lake during irrigation period of rice paddy was in good condition. Water quality was also good where its water is utilized as source of irrigation. However, with the increase of upland farming in the watershed, the water quality degraded. It is suggested that the irrigation use of water of oxbow lake will sustain the good condition of water quality, so that the conservation of oxbow lake as one of the important element of rural resources must focus on relation with surrounding agricultural activity.

    Objective of this study is to clarify the functions of oxbow lakes as one of regional resources in rural area. The present status of oxbow lakes has been briefly investigated through interviews from town officers and farmer's water users association. It became clear that most of oxbow lakes in Ishikari river basin are utilized as source and reservoir of irrigation water, parks for recreational use, and retarding pond for flood prevention. etc. In this paper, the flood control function of oxbow lake is high lightened, by quantitative evaluation of simulation model. It is recommended that the various functions of oxbow lake should be evaluated widely ndd effectively utilized as one of valuable regional resources.

    In this paper, the function of water quality conservation by oxbow lakes in Ishikari River basin was evaluated. Many oxbow lakes of Ishikari River basin have been utilized as part of water resource and reservoir of irrigation water for agriculture, especially for circular reuse of irrigation water. Semi-closed oxbow lake that has no outlet to Ishikari River accumulates the load from catchment area in its body, which means effluent load to Ishikari River has been cut. The function of load reduction by oxbow lake that has outlet to Ishikari River was also evaluated from balance calculation. More than 50% and 70% of T-N was reduced by oxbow lake during puddling period and normal period, respectively.

    Water quality was studied on the rice grown paddy field areas in Ishikari River basin of Hokkaido, Japan, with special concern to irrigation and drainage management. Irrigation water of the study sites show relatively good condition due to less effect of human pollution. Concentration and load of nitrogen(N) and phosphorus(P) are generally higher in drainage water than in irrigation water. Water quality of drainage water tend to fluctuate in wide range, with N and P in various form. Apparent discharge of N and P just after fertilizing were captured. During later period of rice growth, the accumulated N and P in form of organism in soil and water of paddy field, changes its form into inorganic matter, and discharges to the river. As discharge of N and P from rice paddy is restricted in particular period, thus, not only about the control of loss of fertilizer component, but about timing of fertilizing and way of water management will be also necessary for less load discharge.

    This study's objective is to develop quantitative evaluation methods to clarify the factors that enhance the farmers' resilience in the salinization region. We performed the interview research to residents and field research to grasp salt and groundwater changes in the saline field and revealed the following. (1) extracting resilience factors and considering their relationship, (2) leaching effect in the rainy season was more effective in paddy fields than saline wasteland. And annual EC change in the surface of saline wasteland is small, (3) Farmer's family budget become stabilized by taking several sources of income, (4) Restoration curve was different from each village. Personal differences in restoration curves related to restoration speed or extent of damage than the form of its curve. Developing the quantitative evaluation method was difficult to achieve due to the difficult situation to collect data in the finalization phase because travel to foreign country has been restricted.

    The study object is to examine the wise use of land and water for establishment of sustainable irrigation agriculture with preventing a soil salinization in an arid area. The field research is carried to grasp of the agricultural water use and the relations with salinization and irrigation on the cultivated field in Turpan district, China. As results, (a) farmers participation water management introduced in late years is effective in water distribution, (b) diffusing of well and increasing of groundwater use affect the decreasing of Karze (Qanat) discharge and (c) water quality in well is different by wells depth and location, were become clear. Then, it was confirmed that accumulating saline between soil surface and about 60cm depth occurs the salinization in the field. This reason is that sufficient water volume for leaching could not be secured because of the drip irrigation introduced by rearranging from border irrigation.

    The objective of this study is to evaluate the impacts of the agricultural water use restructuring project on the physical and chemical water properties of the oxbow lake in Hokkaido, Japan. We predicted that decreased water removal after the pumping station was abolished would increase TN concentrations in the lake water. Though removal of water by pumping tends to take pollution from the lake, TN concentrations fell after pumping station was abolished. The cause of decreased TN concentration was mainly decreased organic nitrogen concentration. Moreover, the TN load balance changed from an outflow type to a storage type in 2011 and 2013 despite decreased input load into the lake. We suggest that this reduction in TN concentration after 2011 reflects the decreased organic nitrogen concentration due to biological purification effects. This is because increasing retention time caused load removal from the lake, and the water retention time also increased significantly in this lake.

    In this study, we examined the water management issues based on present condition, and the mechanisms of soil salinization and its measures, for the purpose of soil and water conservation in Tarim River Basin. As results, we confirmed that the agricultural water distribution is rational system and the water saving irrigation systems have some problems. In addition, the continuous of border irrigation have possibilities to accelerate soil salinization. And sodium tends to flow out from irrigation district in the view on salinity balance.

    Evaluation of water purification and consideration of the purification mechanism in drainage ditch with purified function were study objects. As a result, the purified function for nitrogen components has been kept since its improved, and the purification effect showed at the rainfall period as well as no rainy days. Moreover, it was confirmed that nitrogen purification depended on the denitrification greatly.

    本研究では, 半乾燥地域の持続的農業のために, 適正な水土利用と管理に関する提言をおこなうことを目的とし, タリム河流域の農業水利と塩類集積の発生要因について検討した。その結果, この地域特有の農業水利の現状がある程度把握できた。特に冬季潅漑の特殊性が明確となった。また, 塩類集積の発生についても, 従来, この地域で云われていた高い地下水位を原因とする説とは異なる要因の予測ができた。

    本研究は,浄化型排水路の整備前後における水質浄化機能の把握を目的として,平成16年度より実施し,18年度が最終年となった。調査はほぼ計画どおり実施できたが,秋の豪雨によって観測器等が被害を受け,降雨時の連続観測は十分な成果が得られなかった。以下に整備前後の水質浄化効果の変化について概要を示す。平水時の浄化型水路に整備した区間の濃度を比較すると,T-NとNO3-Nについては,おおむね改修前より改修後に流下に伴う濃度低下がみられた。とくにNO3-Nは,改修後の時間経過によって濃度の低下率が大きくなる傾向にあった。改修区間以外で流下にともなう濃度変化を比較したところ,濃度低下率が小さかった。このことから,浄化型水路への改修によって,窒素成分の濃度を低下させる効果が生じていると考えられる。改修区間におけるNO3-N/Cl-の差(Δ)を比較した。NO3-N/Cl-は生物的作用によるNO3-N除去を示す指標であり,NO3-N/Cl-の低下はNO3-Nの生物への吸収や脱窒により生じるとされている。その結果,水路改修区間では流下によってΔが負となった。これは,流下過程で吸収や脱窒によりNO3-N濃度の低下が生じたことを示唆する。また,改修直後と比べ,1年経過した平成18年では,改修前Δとの差が拡大している。すなわち,この区間では改修後,時間とともに河道周辺の植生や河床の付着藻類などが増殖し,...

    今年度は,天塩川流域の8ヵ所の河跡湖を対象とした地域資源としての機能分析と評価を中心に調査を実施した。また,過去2年間の石狩川流域河跡湖の調査結果とあわせて,研究の最終年度としてのとりまとめをおこなった。まず,天塩川流域河跡湖の利用状況の把握や機能評価のために,当該地区の自治体をはじめとする管理主体を対象にヒアリング調査を実施した。その結果,天塩川流域上流に位置する河跡湖では,周辺土地利用は水田が卓越することから水田用水源・補助水源として利用されるものの,下流域では酪農主体の農業経営のため,単なる排水の受け皿として認識されていることが確認された。中流域の河跡湖では,親水公園利用がみられた。また,水面面積の大きな河跡湖では洪水調節機能が付せられていることもわかった。つぎに河跡湖の水質環境について調査を実施した。各河跡湖において定期的に採水を実施し,さらに重点調査地として2ヵ所の河跡湖では水位変動と流出水量などの連続観測を実施した。窒素,リンに関する各水質項目は,おおむね夏季に良好となり,秋季から悪化する傾向があった。また,春季には,水田地帯の河跡湖で高濃度のSSやT-Nが確認された。これは,水田の代かき・田植えにともなう強制排水の影響と推察された。一方,畑地帯や酪農地帯における春季の水質も高濃度であり,この原因としては融雪や施肥などが影響していると考えられた。現在,前年度の成果...

    平成の市町村合併時代を迎えた我が国においては、都市・農村に関わらず行政業務の縮小と行政管轄範域の拡大が進行していく状況にある。同時に近年、特に農村地域でみられた補助事業依存体質の改善の必要性が指摘されている。すなわち、これらの行政サービスのスリム化は、拡大した範域における役所・役場では実行不可能となったきめ細かい公共事業を各地域の住民個人や地域組織が担っていくことを意味する。加えて、近年の農業の衰退に伴い、生産条件が不利な農村地域では農業生産活動を中心とした地域組織は脆弱化し、新たな組織の在り方が求められている。このような背景の中、本企画調査は、市町村合併後の公共サービスの在り方を模索する全国各地の農村地域において、地域ごとの特性を活かしつつ「地域づくり」「地域活性化」を行っていくための『適正計画範域』を検討することにより、「農村地域住民(農業者,農村生活者)」「農村の地域づくり支援者(行政担当者,農村計画コンサルタント,農村計画学研究者,地域出身者,都市住民)」大枠二者間、あるいは大枠内の各々相互に、情報・人材・地域づくりノウハウを共有し活用するための"農村計画ネットワーク"の構築の提案を目指した。具体的には、農村地域住民と農村地域づくり支援者とのネットワーク構築という、来年度以降の各主体の業際的作業始動に向け、モデル地域の現地調査、既往研究やデータ・資料・現地調査結果の分...

    泥炭地湿原植生の復元手法を確立するために、札幌市内に残存する篠路湿地と、道北のサロベツ湿原において復元実験を行なった。篠路湿地は相観的にはササ原の状態にある。現状把握の調査の結果、篠路湿地には、6群落が分布し、乾燥化にともなう退行遷移の進行が示された。ミズゴケが残存し、湿原特有の植物もみられるヌマガヤ-ミズゴケ群落は、空中写真の解析から泥炭をはぎ取った跡地に成立した植生であることが判明した。現地での植生復元実験から、地表から20〜30cmの分解の進行した泥炭を排除すると、相対的に地下水位が高くなり、ササの排除と低層湿原種の出現が期待できることが明らかになった。出現する植物の中には、現植生内では見られないものが出現し、泥炭内の埋土種子由来と考えられた。サロベツ湿原では、道路側溝の影響で地下水位が低下し、ササの侵入が著しい場所でミズゴケ優占植生の復元実験を行なっている。実験は条件をかえ、近隣から刈り取ってきたミズゴケの切片を方形区内におおよそ25%面積を覆うように播くもので、ササの地上部を刈り取り、泥炭地面を覆うリターを取り除くことで、2年で被度80%以上までミズゴケを活着・増殖できることが明らかになった。また、泥炭表土を剥ぎ、相対的に地下水位を高くすると、出現するのは周辺の湿原構成植物がほとんどであるが、一部埋土種子由来と考えられる種が確認された。ただしこの地区の地下水位状況は...

    (1)昨年と同じ地区で調査をおこなった。パンケウレトイ川流域の土地利用は、上流部に農地(改修河川区間)、下流部に林地(自然河川区間)が展開している。この河川で定期的に採水(自然河川区間:500m間隔,改修河川区間:約1km間隔)し,水質分析をおこなった。その結果,T-N,NO_3-Nでは改修・自然河川に関わらず,流下にともない濃度低下する傾向にあった。しかしNO_2-N,NH_4-N,リン,SSでは改修河川区間で濃度が上昇し,自然河川区間で濃度が低下する傾向がみられた。とくに5〜6月にその傾向は顕著であった。(2)同様に負荷についてみると,すべての項目で濃度ほど明確な傾向はないが,5〜6月に改修河川区間で増加し,自然河川区間で減少する傾向があった。このことかち自然河川区間おける浄化作用の効果には,日射や植生の活性状況,気温,水温などの季節的な影響が関係していることが推察された。(3)自然河川区間からの流入負荷の影響を考慮した低減負荷量推定式を用いて自然浄化作用の定量化をおこなった。その結果,負荷についてみると自然河川区間であっても浄化作用効果が十分に発現しているとはいえないことが認められた。またタイルを敷設し,有機物付着量から自然浄化作用について検討をおこなったが,明確な傾向はみられなかった。以上が今年度の研究概要である。これまでのところ,湖沼と違って水の滞留が少ない河川では...
