    <p> 2017年に続いて2回目となる本セッションでは,北極海航路を実際に海洋開発プロジェクトの場として実施されたプロジェクトの概要と,技術的困難,課題とその取り組み,および今後の展望を紹介した.また,北極海航路のフィージビリティに関する海上物流分野および氷海工学分野にからの研究発表を行った.最後に総合討論として,北極海航路や北極圏の開発と商業利用における特徴的な課題と今後の展望について討議を行ない,海洋に関する工学研究者への情報提供とともに,議論の場を提供した.</p>

    <p>Northern Sea Route (NSR) is focused on because it might bring a higher efficiency of logistics between Europe and Asia. However, until the route becomes a major transport route, there will be challenges. The purpose of this paper is to discuss both opportunities and challenges by focusing on different elements: technical feasibility, economic feasibility, and geopolitical/policy aspects. Regarding the technical feasibility, discussion starts with the monitoring of actual vessel movements. By analyzing transit time/reliability as well as navigability, current service levels and technical challenges are examined. Regarding the economic feasibility, we will mainly focus on the possible advantages of NSR for supply chain efficiency of shippers. Some conceptual ideas are proposed. Finally, the geopolitical and policy aspects are also critical. In this regard, recent policies including the Polar Silk Road are reviewed, and future prospects are examined.</p>

    Accelerated retreat of Arctic Ocean summertime sea ice has focused attention on the potential use of the Northern Sea Route (NSR), for which sea ice thickness (SIT) information is crucial for safe maritime navigation. This study evaluated the medium-range (lead time below 10 days) forecast of SIT distribution in the East Siberian Sea (ESS) in early summer (June-July) based on the TOPAZ4 ice-ocean data assimilation system. A comparison of the operational model SIT data with reliable SIT estimates (hindcast, satellite and in situ data) showed that the TOPAZ4 reanalysis qualitatively reproduces the tongue-like distribution of SIT in ESS in early summer and the seasonal variations. Pattern correlation analysis of the SIT forecast data over 3 years (2014-2016) reveals that the early summer SIT distribution is accurately predicted for a lead time of up to 3 days, but that the prediction accuracy drops abruptly after the fourth day, which is related to a dynamical process controlled by synoptic-scale atmospheric fluctuations. For longer lead times (> 4 days), the thermodynamic melting process takes over, which contributes to most of the remaining prediction accuracy. In July 2014, during which an ice-blocking incident occurred, relatively thick SIT (∼ 150 cm) was simulated over the ESS, which is consistent with the reduction in vessel speed. These results suggest that TOPAZ4 sea ice information has great potential for practical applications in summertime maritime navigation via the NSR.

    地球温暖化に伴って北極海の海氷減少が顕著になるなか,北極海航路研究への国際的な関心が高まっており,その対象は理工学だけでなく,環境,経済・社会・国際政治など学際的な広まりを見せている.本特別セッションは,北極海航路の最新の動向,航路利用と北極をめぐる国際関係,北極海における石油・天然ガス開発の動向,北極海航路に関連する課題に関する日本における研究動向を紹介し,海洋に関する工学研究者への情報提供とともに,議論の場を提供した.

    北極海航路を航行する船舶の航跡・航行速度を衛星AISにて取得し,氷海中における実際の航行実態を調査した.同時に,データ同化システムによる毎日の平均海氷密接度および海氷厚さから,各船が航行した位置の氷況を求め,氷海中の航行難易度を示す指標であるアイスインデックスを算出し,航行速度記録と比較分析を行った.この結果,氷海中での航行可能な速度を,アイスインデックスを用いて評価できる可能性のある事を示した.

    地球全体に先駆けて北極域で進行する温暖化により,北極海の船舶航行環境が緩和されつつある.しかし北極海航路の利用は,環境や安全に最新の配慮を払って持続的に行われなければならない.本稿は,近年,北極海航路の持続的利用を目指して実施されてきた工学研究における研究課題への取り組みと研究成果を総括し,今後の課題について考察する.研究分野は,気象,衛星観測,海氷予測,波浪予測,着氷,船体への氷力,航路探索,経済性およびデータアーカイブを取り上げた.

    2010年以降,北極海航路による東西輸送が拡大中である.当初は燃料や資源の高騰を背景とした欧州・アジア間輸送が拡大し,それが2014年に急減した後は,ロシア北極海沿岸の資源開発が駆動力となって,輸送貨物量は増大傾向にある.夏期北極海では海氷減少が進行中で,船舶の航行環境は緩和しつつあり,近年は多様な船が夏の北極海港航路を航行する様になってきた.北極海航路の輸送距離短縮により,燃料費や船体償却が低減され,ロシアの砕氷船料金などのコスト増を相殺する効果が出る.これにより,バルク貨物は輸送コスト削減が実現しやすい.当面はロシア北極海沿岸での天然資源開発に関連するバルク貨物が,北極海航路の主要貨物となって,海上輸送が拡大していくと考えられる.

    <p>従来のスエズ運河航路(Suez Canal Route: SCR)輸送に比べて約40%の航路距離短縮効果が期待できる北極海航路(Northern Sea Route: NSR)輸送の実用化に向けた機運が国際物流の大動脈(東アジア~欧州間)において高まってきている.2010年以降,北極圏で産出された天然資源を中心にNSR商業輸送量は急伸している.一方で,スケジュール運航と定時性が求められるコンテナ輸送においては,気象・海象条件によって航行が不安定になりがちなNSR輸送にはSCR輸送の補完航路としての期待が大きい.著者らが行ったコンテナ輸送のケース・スタディでは,夏季のNSR通航可能期間はNSRを通航し,冬季には従来通りSCRを通航するNSR・SCR組合せ輸送費用は,NSR通航可能期間を年間105日から225日間と想定した場合で8,000TEU級から15,000TEU級のコンテナ船によるSCR輸送費用に匹敵することが明らかになっている.一方で,さらなる規模の経済効果が期待できる20,000TEU級の超大型コンテナ船が2013年以降SCR輸送に投入されたことにより,NSR・SCR組合せコンテナ輸送のSCR輸送に対する相対的な競争力が低下してきている.本研究は,コンテナ船の超大型化がNSR・SCR組合せコンテナ輸送の競争力に及ぼす影響について分析,評価するものである.</p>

    Maritime trade between East Asia and Northwest Europe using the Northern Sea Route (NSR) has been recently increasing, because ship operators may take advantage of the shorter sailing distance of NSR whose navigable season has become longer because of retreating Arctic sea ice. As Arctic sea ice continues to retreat because of global warming, the NSR is now approximately 40 per cent shorter than the Suez Canal Route (SCR) for such trade. In 2013, shipping on the NSR marked a record 10 year-high volume of 1.36 million tons with 71 voyages. Accordingly, comparative analyses of estimated shipping cost via the NSR and the alternative conventional routes, especially the SCR, have been carried out. Furthermore, NSR/SCR-combined shipping, that is, when a vessel transits the NSR during the warmer months and the SCR in the colder months, has already been proposed as a realistic scenario for Arctic shipping in the previous studies. Since assumptions used in the cost estimations vary among the studies, as discussed by Lasserre, there remain some difficulties when comparing estimated shipping costs. This study aims at establishing a common platform of a wide range of cost estimation assumptions, through clarifying and analysing the cost components contained in the current literature. In addition, interviews with NSR shipping professionals were conducted concerning the NSR fee on an unofficial basis, since typically such fees are determined based on negotiations between ice breaker escort service provider and shipping company. An empirical analysis revealed that NSR/SCR-combined shipping of container cargo between East Asia and Northwest Europe can be commercially feasible.

    北極海航路を用いて北極圏で産出される鉄鉱石及びLNGの我が国への輸送コストについて検討した.鉄鉱石・LNGそれぞれについて,北極海航路による輸送シナリオのほか,既存産地からの輸送シナリオを検討し,輸送コストを算出した.鉄鉱石の輸送コストでは,燃料費が最も大きな割合を占めた.北極海航路輸送では,距離短縮と航行速度低下によって燃料消費量が削減され,砕氷船支援料等のコスト増分を相殺した.LNG輸送コストでは,減価償却費が大きな割合を占めた.北極海航路の場合,航行日数が削減されて,高額な船価に起因する減価償却費増分が相殺された.以上より,北極圏で算出される天然資源を北極海航路で輸送する場合,輸送コストは,競合する既往産地からの輸送コストに対して競争力を持ちうることを示した.

    The seabed stability is usually discussed from the viewpoint of scouring in coastal engineering, while it is evaluated from the viewpoint of liquefaction in geotechnical engineering. In fact, both scouring and liquefaction must occur and lead to the seabed destabilization. Moreover their effects can complement each other. The purpose of this study is to analyze the combined effect of flow velocity, which causes scour, and water pressure change, which causes liquefaction, on the wave-induced seabed destabilization. The correlation between water flow velocity and the fluctuation of vertical effective stress in the seabed due to water pressure change is examined in both linear waves and a non-linear wave considering the effect of the nearby structures. It was found that water pressure change enhances the scouring irrespective of wave types.

    The purpose of this study is to propose a stabilization method for seabed subjected to sea wave loading and verify the efficiency of the method through a FEM analysis. The principle of the stabilization method proposed in the study is the suppression of the seepage force inside the seabed. Since the seepage force is a kind of body force and is fundamentally related to the gradient of potential water head in the seabed, the unification of potential water can be effective for reducing the hydraulic gradient and the associated seepage force. In the method permeable columns which are installed into seabed near structures with a certain interval and depth are utilized for propagating water pressure from the surface to the inside of seabed.

    The response of seabed to sea wave loading was observed in New Ishikari Gulf Port, Hokkaido, Japan. We developed the observation rod, which is equipped with pore water pressure cells and earth pressure cells. Two observation rods were installed vertically near a sand groin located east side of the port; one of the two observation rods was surrounded by permeable columns installed vertically. The fluctuating pore water pressure and horizontal total earth pressure in the seabed were thus monitored at different levels of depth. The purpose of the field observation is to examine; (1) a method for estimating the response parameters of seabed to sea wave loading, (2) the effect of permeable column method for stabilizing seabed. The method of the observation is described and the observation results are analyzed to discuss the response behavior of the seabed.

The suppression of the wave load is one of the most effective measures to stabilize the seabed, and breakwaters are often applied to reduce the wave impact. Our proposal for the stabilization is the suppression not of the water pressure itself, but of seepage force in the seabed. The seepage force is a kind of body force induced by the gradient of potential water head in the seabed. Thus the unification of potential water head must be effective for the stabilization of seabed. In the method proposed in this paper, the permeable columns are installed in seabed to propagate the water pressure applied to the seabedsurface into the seabed. The efficiency of the method proposed was examined by means of 3-D FEM analysis.

    In the winter of 2006, Panaman cargo ship "Outsailing" had run aground on the Southwestern Coast of the Hokkaido Island and heavy fuel oil had spilled into seawater. The spilled oil had spread along the coast and polluted the shoreline which was consisted of pebbles and granules. This paper aims to describe the characteristics of oil pollution in the coast and transition of oil contaminated sediments on this accident.

    This study aims to investigate the proper mathematical formulation of soil materials for the analysis of the transient response behavior of seabed subjected to sea wave loading. Since soil is multi-phase material, the exact formulation of the mechanical behavior of soil is usually quite complicated and requires a large amount of calculation effort. Although soil materials generally are three-phase materials which consist of solid, fluid and gas phases, i.e., soil particles, pore water, and air, they are simplified in practical analyses, and modeled as single phase or binary-phase materials. Also the analytical calculation is often conducted in static or quasi-dynamic conditions even for the dynamic problems. We have to select the appropriate procedure of modeling and calculation of soil materials taking account of the mechanical condition and target feature of the problems to be analyzed. Four variations of the formulations are selected in this study;: u-w-p, u-p, u- and w-p models. And the applicability of the models is comparatively examined for the coupled response analysis of the seabed to sea wave loading.

    This paper summarizes the special session "Coastal Disaster Prevention -- Rehabilitation and Disaster Preventing City Against Tsunamis--. " This session has been planned to understand the tsunami disasters and there rehabilitations. Presentations include the experiences in Okushiri Island which had severe damages in the 1993 Hokkaido Nanseioki Earthquake Tsunami and the 2004 Indian Ocean Tsunami. Also, countermeasures against huge tsunami disaster have been introduced by Miyagi Prefecture and Ministry of Land, Infrastructure and Transportations. After presentations, the countermeasures against tsunami disasters have been discussed. Throughout the presentations and discussions, many important issues have been pointed out.

    If an oil spill occurs under pack ice fields in the ocean, oil would spread beneath the ice cover and then trapped into recesses under pack ice. In this paper the method for separating oil that trapped into recesses beneath the pack ice is investigated. In this method, it is proposed to remove oils from recesses by introducing air bubbles and flush out by relative velocity between ice and seawater. In order to create relative velocity between ice and seawater, authors are proposing ice booming to control ice movement. A series of experiments for separating oil, which trapped into recesses of model ice, were carried out by using water tank. From the experimental results, the behavior of oil and air bubbles was investigated.

This session has been planned to understand the tsunami hazards and current status of countermeasures, simulation technique, measuring system and international network system. In the session, details of each topic have been presented. After presentations, discussions on the countermeasures against tsunami hazards have been done. In the discussions, safety of residents was one of the main topics. Also importance of education for disaster prevention and provision of adequate information have been pointed out.

    In the Nahotokha oil spill, the use of a crane bucket was found to an effective method for recovering the oil under low temperature and rough sea. However, a system for separating oil from water that is also collected in the bucket is needed for this recovery method. This paper describes the system for separating oil and water that uses conduit with a semi-circular cross section that has drainage holes in the bottom. Experiments were carried out under the conditions of unsteady flow. From the experimental results, design parameters of the system were discussed.

    This paper summarizes the special session "Application of Recent Numerical Simulation Models to Engineering Design-from wave forecast to wave resistive design-." This session has been planned to understand the latest numerical simulation models which are employed in engineering design of coastal and offshore project in a variety of the design stages from wave forecast to wave resistive design. In the session, details of the models have been presented as well as their application results. After each presentation, discussions have been done. In the discussions, the advantages and disadvantages in each model have been discussed. As far as the flow model is concerned, the numerical simulation in wave field remains many rooms for improvement. Moreover, important attentions in employing the numerical models have been explained in the discussions.

    In the early morning of Sep. 26, a huge earthquake, which named "2003 Tokachi-oki earthquake" had stricken to the eastern coast of Hokkaido Island. This earthquake caused serious damage to roads, dikes, lifelines as well as harbor facilities. The significant damage of quay walls was found in the wharf No.4 in the western port of Kushiro. This paper aims to examine the process of seismic damage which occur to the gravity type quay walls of the wharf No.4 in the western port of Kushiro. Field survey to measure the deformation of gravel backfill behind concrete caisson and numerical simulation of seismic response on the damaged quay walls were conducted. And the causal factor and process of seismic damage to quay walls were discussed.

    This paper aims to reveal the size effects of earth pressure cells on measurements in sand and gravels and propose a guideline for the selection of an appropriate size. In the case of gravel containing large particles, point loadings at several contact points in the cell make it difficult to measure the earth pressure with sufficient accuracy and reliability. Four types of earth pressure cells were used in this study with different sizes of sensitive panels and principles of measurements. A series of loading tests were conducted with sand and four types of gravels. The reliability of the test results was first examined ; the influence of parameters such as the stiffness of the earth pressure cell, and the sidewall friction of the test container were investigated. From a comparative study of the measured data, the appropriate size of the earth pressure cell was determined as a function of the grain size of the gravel and accuracy needed in the measurements.

    In the oil recovery operation of Nakhodka oil spill, recovered oil was temporary stored in the storage pit that excavated on the backland of quay wall. In the case of using the temporary oil storage pit, the oil contamination of sandy ground was to be considered. In this paper, a series of experiments on permeability coefficient of sand against oil, capillary height of oil against sand and 2-dimensional oil distribution into sand were carried out. And characteristics of oil permeation into sand were discussed.

    The Ishikari Bay New Port is located at a distance of 15km from the central partof Sapporo City, which is largest consumer market in Hokkaido. The favorable location, together with the fully arranged port facilities and road network, provide a lot of benefits to business activities. On the other hand, the region of Ishikari River has many peoples, many factories, and so on, and is the main part of Hokkaido.<BR>In this paper, we discuss the benefit of reductions for transportation and distribution costs by shifting thetransportation route from roads to Ishikari River.

    In this study, close examination about the safety factors of gravity type quay walls that had been stricken by strong earthquake motion during two big earthquakes that occurred in Hokkaido Island, "1993 Kushiro-oki" and "1994 Hokkaido Toho-oki" earthquakes, was conducted. And the characteristics on the seismic earth pressure were discussed based on the extent of damage and seismic forces estimated by the seismic coefficient method.

    A series of experiments for separating oil which trapped under cavities of model ice floes were carried out by using water tank. In the experiment air bubbles were injected beneath the model ice with water flow.     Long-period wave problem is selected as the theme of the special session on the design and the construction of maritimes tructures. Firstly, the basic properties of the long-period waves, such as the generation and propagation of long-period waves, the engineering problems on those and the countermeasures against the long-period wave problem, and its reflection on the design maritime structure at present are lectured. The panel discussion for the reflection of long-period waves on the design of maritime structures was opened. The practical problems in the design stage and the direction of the future research on the long-period waves were discussed.

    Inland navigation had played a key role for physical distribution in earlier times. As railway androad had developed, however, inland navigation had declined. Recently, inland navigation draw renewed attentions from the aspects of reduce of physical distribution cost and global environmental problem.<BR>Ishikari River is located in cold region and it is known that the water is frozen in winter season. So the measurements for the ice problem are needed on the facility of inland navigation.<BR>In this study, some measures of ice problem for locks are considered.

    In the Sea of Okhotsk, crude oil production had started in the summer of 1999, on the northeastern shelf of Sakhalin Island. And crude oil was exported by oil tanker from July to November because of ice foes in the winter season. However, it is planed to continue the production of crude oil through the year by sub sea pipelines. This development increases the risk of oil spill accident in the ice-covered waters.<BR>In this paper, experimental study is presented in order to investigate the behavior of crude oil spreading among pack ice. The experiments were carried out including model pack ice consist of the board of circular ice, and some cases of different discharge, volume conditions and ice concentrations.

    The project for the field observation of the behavior of quay walls at West District of Kushiro Port, Hokkaido, Japan is introduced. Two caissons with the same dimensin were prepared and the backfill ground of the one was treated with sand compaction piles against liquefaction; the backfill ground of the other was not treated. Accelerometers, velocitimeters, pore water pressure cells, and earth pressure cells were installed for the observation of the behavior of the quay walls, that is the caisonns and backfill grounds. It is planed that the behavior of the quay walls during construction process and earthquake vibrations are observed with special attention to the effect of liquefaction of backfill ground.<BR>In this paper the test site of this project and the outline of the observation system are introduced. And a result of a verification test on the system of measurement is presented.

    非排水条件での有効応力地震応答解析 (FLIP) において, 捨石材はc=0, φ'<SUB>f</SUB>=40° とし, 水の体積弾性係数K<SUB>f</SUB>=2.2×10<SUP>6</SUP> (kPa) とするモデル化が広く行われてきた. 本検討では, ケーソン岸壁の捨石材に着目した想定モデルを対象に地震応答解析を行い, 排水および非排水条件の初期の振動特性を比較した. その結果, 水の体積弾性係数K<SUB>f</SUB>がゼロに近い値をとれば排水条件と同等になることを確認した. また, 捨石材における水の体積弾性係数Kfを小さくするだけではなく, 室内試験で確認されているc=20 (kPa), φ'<SUP>f</SUP>=35° の設定を行わないと, ケーソン周辺で局部的に破壊領域に至り, ケーソンの残留変位が大きくなることが明らかとなった.

    前報 (その1) で明らかとなった結果を基に水の体積弾性係数K<SUB>f</SUB>とc, φ'fを設定し, 兵庫県南部地震における六甲アイランドRF3岸壁および神戸港第七防波堤, 釧路沖地震における北釧路港岸壁の各被災断面を対象に地震応答解析を行い, 被災後の観測結果との比較を行うことで評価を行った. その結果, c=20(kPa), φ'<SUB>f</SUB>=35(°), K<SUB>f</SUB>≒0(kPa) で基礎捨石および裏込石をモデル化することにより, ケ-ソンの残留変位量は, より観測値に適合する結果が得られ, その妥当性が確認された.

    In the Nahotokha oil spill, which occurred in the Japan Sea in the winter of 1997, recovery operations using buckets hauled up by crane barges and grab dredgers showed good results. It was thought that this method would be more useful than other oil recovery methods for the recovery of high viscosity oil because crane barges and grab dredgers can operate even in rough sea, and crane buckets have proven to be effective for the recovery of oil of high viscosity. However, one drawback of this method is that a huge volume of water is collected together with the oil. A large storage pit and an efficient method for treating the polluted water are therefore needed. Thus, for effective utilization of the bucket recovery method, a method for separating oil and water and increasing the oil/water ratio is needed. Experiments were conducted in the present study to find an effective method for separating oil from seawater recovered using buckets in a low-temperature such as the Okhotsk Sea in winter.

    If an oil spill were to occur under the sea in the winter drift ice season, the spilled oil would spread along the lower surface of the ice. In this case the spilled oil is thought to gradually settle in the cavities and gaps under ice sheets. Accordingly, the recovery of spilled oil becomes very difficult. However, the oil can be separated from those cavities by introducing an air layer between the oil and the ice floe. But these gaps between ice floes are usually thin and weak. This paper examines a characteristics of air layer which formed under the lower surface of the gaps of ice floes. The experiments on bearing capacity of ice between gaps of ice floes against the pressure of air layer and characteristics on heat transfer of ice and air layer were conducted. The experiments showed that the ice between gaps of ice floes could be stable against air pressure, and the air layer insulated the heat transfer through ice and saline so that growth of ice would be prevented.

In experiments used crude oil, it is hard to keep on invariable conditions because crude oil viscosities are influenced by temperature and evaporation on oil is proceeding rapidly in the air. In addition, it is dangerous to use crude oil due to its toxicity and inflammable in the components of evaporation. Thus, in the experiments on the behavior of oil spreading under ice floes and recovery method for spilled oil is included in variable constrained conditions.<BR>In this paper, alternative materials of crude oil and ice sheet for experiments were selected by digging the interface between ice sheet and crude oil, so that the experiment method of recovery method for spilled oiland thebehavior of oil spreading can be carried out systematically and safety.

    There are currently several offshore oil and natural gas drilling projects being carried out in the Sea of Okhotsk. Therefore there has been increased the possibility of the ocean pollution of the coastal areas of Hokkaido on both the Japan Sea and Okhotsk Sea sides. Oil spilled from the oil tanker Nakhodka was recovered using buckets lowered from grab dredgers and self-propelled grab barges. This method of oil recovery was effective, but one problem was the large volume of sea water collected in buckets together with the oil. To resolve this problem, the authors developed a new type bucket with many holes in the bottom. The principle of the recovery method is to utilize difference in viscosity. This paper reports the recovery method for spilled oil by using newly developed buckets.

    There are currently offshore oil and natural gas drilling projects being carried out in the Sea of Okhotsk near the northern part of Sakhalin. Following a small-scale oil spill that occurred soon after oil production started due to a detached hose on the oil deserving tanker, there has been an increased awareness of the risk of a major oil spill affecting the coastal areas of Hokkaido on both the Japan Sea and Okhotsk Sea sides. The recovery of spilled oil in the sea is greatly affected by weather conditions, sea condition and the viscosity of the oil. Authors have developed a new efficient method for the recovery of spilled oil, and basic experiments were carried out in this study to test the effectiveness of this method.

    In these days, there are many reports about marine development in several countries especially Japan and Norway. In this paper, we researched for the unsteady fluid lift force on S.F.T modeled by circular cylinder caused by vortex and examined air spouting type actuator for reduction of this unsteady fluid lift force. We can recognize that this actuator has ability to reduce (C_<ln>) at some parameters (void fraction, oscillation ratio, non-dimensioned velocity, oscillation frequency, spouting patterns) but made C_<dn> increased. So that, we propose the most appropriate parameters to reduce C_<ln> and increased C_<dn> at minimum experimentally.

    Nowadays, there are many research reports about submerged floating tunnel (S. F. T.). In this paper, we examined the vibration response of floating tunnel supported by tention legs. We measured angle response and vibration response of the test model of S. F. T. subjected cross flow using by parameters reduced velocity and reduced angle displacement.<BR>From that, we can observed the flatter vibration coupled between angle response and lift motion of S. F. T. and discuss about the mechanism of flattervibration, subjected steady flow, caused by rotating vibration of ballast container mode and some amplitude (3 degrees).

    The fate of spilled oil in sea area is governed by complex interrelated physico-chemical processes that depend on the oil properties, hydrodynamic conditions and environmental conditions. Evaporation begins immediately after spill, and it is the main process which caused the loss in oil volume and the increases in viscosity and density during weathering. It is very important to select the recovery method to clarify the change in viscosity and density of spilled crude oil. In this paper, the authors describe the process of characteristic change of spilled oil, and newly developed simplified measurement technique of viscosity.

    In January 1997, the oil tanker "Nakhodka" spilled about 6, 200 kl of heavy oil into Japan Sea. The spilled oil was followed by mechanical and chemical techniques. Usually, physical properties of spilled oil change rapidly due to the hydrodynamic and environmental conditions, and its viscosity increases quickly. Finally, spilled oil becomes high viscosity substance such as mousse. In case of Nakhodka, mechanical recovery methods such as dredger, vacuum track and concrete placer showed good results in recovering of high viscosity oil. This paper reports the experimental results on more effective recovery method through systematic experiments.

In this paper the authors report the behavior of spilled oil trapped under ice sheet and the permeation of spilled oil into ice sheet.

    Development of oil and natural gas deposits are currently under way at the northeastern coast of Sakhalin. In the early stage of this project, it is planed to transport crude oil by surface tanker. But it is well known that the major spills in the ocean were caused by tanker incident.<BR>In this paper, the simulation of oil spreading and drifting with the scenario of oil spill from the tanker at the Soya Straits was conducted. Based on this simulation, it is pointed out that the coast of Soya Bay could be polluted by crude oil spill, and the heavy impacts for fisheries of the coast of Hokkaido should occur. To reduce the impact of oil spill, some requirements for oil-combating plan was discussed.

But the natural frequency of S.F.T. is below a few Hz because of three types support conditions that are tension-leg type, piling, and floating support type subjected steady and sinusoidal oscillating flow. So they said that we must consider about the fluid force. In this paper, we proposed the air spouting type actuator to reduce fluid force of S.F.T's main body subjected to sinusoidal oscillating flow. We testified effects of the control system for reducing fluid force acting on S.F.T. to measure C<SUB>D</SUB>, C<SUB>M</SUB>, C<SUB>L</SUB>., and phase angle between displacement and force experimentally.     According to Koblov (1977) and others of the Sakhalin Oil and Gas Research Institute, underground deposits of oil and natural gas in the Russian Far East stretch from the east and west coasts of Sakhalin and the area offshore of Magadan to the west coast of the Kamchatka peninsula and to the Bering Sea. Should an accident involving a spill of crude oil or other effluents occur during the development of the oil and natural gas deposits that is currently under way off the eastern coast of northern Sakhalin, it can be expected to have an impact on the environment and economy of the Hokkaido's Okhotsk Sea and Pacific Ocean coast. This report describes these concerns about the environmental and economical impacts on Hokkaido's coastal areas from problems that may occur from the development of Sakhalin's offshore oil and natural gas.

    The mechanism of the damage to a gravity type quay wall caused by liquefaction of the backfill ground during an earthquake is made clear through a shaking table test and theoretical examination. A series of model shaking table tests was conducted focusing on the occurrence of liquefaction in the backfill ground. The movement of the caisson is found to be quite different depending on whether liquefaction occurred in the backfill ground or not. The fluctuating earth pressure on the caisson suppresses the movement of the caisson when liquefaction does not occur. On the other hand, sliding of the caisson is enhanced since the fluctuating component of earth pressure and the inertial force coincide in phase angle when liquefaction occurs in the backfill ground. When liquefaction occurs, observed earth pressure agrees with that evaluated by Westergaard's formula originally derived for the water pressure on the dam. The fluctuating earth pressure acting on the back wall of the caisson in the process to liquefaction was carefully observed in the model shaking tests. It was found that the amplitude of the earth pressure first decreased to a very small value because of the reduction of the stiffness of the backfill due to the excess pore water pressure generation, and then increased because the phase angle of the earth pressure changed 180 degrees. This indicates that stability criteria of the caisson should be developed not by the onset of the liquefaction but by the sudden phase change. This feature is demonstrated by the simplified mass-spring-dashpot model proposed by the authors.

    In recently, we realize that the problem of marine resources and environment has been engaged actively. In Marine Civil Engineering, new technology for the "algae reproducing structures" which enable marine life reproduction is under developing. In the process of this tecnology developing, we are now researching the numerical model which forecasts algae growth under the variable environmental and structures location factors in the ocean. This numerical model definitively needs the quantification of the algae reproduction and environmental factors. In this study, we analyze the data to clarify the relation between algae growth and trailing factors which has been our marine purpose on this field but never been clarified.

    Stress acting on deformed bars and concrete used for lifting and foundation of a - 14-m quaywall slit caisson was measured at Hakodate Port, to determine the characteristics of inequality coefficient and current states of stress distribution for lifting bars. At the same time, structural analysis of the caisson at the time of lifting was conducted using a threedimensional FEM model. The stress distribution properties of the lifting bars and caisson members were then examined. Strength of each part of the caisson was verified and design methods of reinforcing bars were also examined.

    During the recent big earthquakes in Japan, significant damage was caused in the port and harbor facilities, especially in reclaimed lands. The survey was extensively carried out on the damages during the recent three big earthquakes in Hokkaido Island; i.e., 1993 Kushiro-oki, 1993 Hokkaido Nansei-oki, and 1994 Hokkaido Toho-oki Earthquakes. And the damages were closely examined based on the current seismic design code for quay wall. As a result, it is clarified that the occurrence and the intensity of the damage are strongly correlated to the occurrence of the liquefaction in the backfill grand.
