    In this study, a method for optimizing the design of otter boards by computational fluid dynamics (CFD) analysis was developed. The optimization was based on response surface methodology. Here, a neural network model was employed for the response surface, then the design parameters of the otter board were optimized by a multi-objective genetic algorithm. In the optimization, lift and drag coefficients (C-L and C-D) were employed for the objective function such that C-L was maximized and C-D was minimized. The proposed method was applied to the biplane-type otter board. The hydrodynamic characteristics of the optimized otter board were compared with those of a comparative model. In the balanced model, one of the optimized models, C-L was slightly increased, and C-D was decreased by 14. compared with the comparative model. Furthermore, the separation area of the optimized model was decreased relative to the comparative model. From these results, it was concluded that the proposed optimization method is useful for designing otter boards with CFD.

    According to the maritime norm, the nationality of ship is authorized with the registration of ship by the state concerned, and the ship registered is allowed to fly the flag of the state. The Japanese legislation for the registration of ship requires that the nationality of the ship shall be genuinely linked with the nationality of owner(s) of the ship, and does not allow a bareboat chartered-out vessel to the foreign state to temporarily terminate the registration of the ship in Japan. Under the regime of EEZ, many Japanese far seas fishing vessels(FSFVs) were decommissioned or forced to transfer of ownership to the coastal state if they wanted continuation of fishing operation in the EEZ of coastal states concerned, which led drastic reduction of Japanese FSFVs. The UN Convention of the Law of the Sea(1982) which stipulates the status of ships in Article 92 does not regulate the linkage between nationality and ownership of ship, and the United Nations Convention on Conditions for Registration of Ships(1986), while not in force, clearly recognizes the case of registration of the bareboat chartered-in ship. Some States(Canada, New Zealand, England, etc.) allow the bareboat chartered-in vessel to register it with their registration of ship. As the shortterm bareboat chartered-out would be one of breakthroughs for the plight of Japanese FSFVs loosing opportunity in the high seas, it is keenly requested that Japanese policy of ship registration allows temporary termination of the registration of Japanese ship for bareboat chartered-out.

    Overfishing has occurred in several regions around Indonesia, including the Northern Java Sea, primarily due to the large number of artisanal fishers and fishing boats, and the use of "un-environmentally friendly fishing gear", such as trawl nets. Consequently, Presidential Decree No.39 was enacted on July 1, 1980, which prohibited trawl operations in Indonesia to reduce fishing and social conflicts, and to protect resources. Fishers have responded to this government regulation by modifying their gear to elude its enforcement. However, these modifications are oriented more economic than conservation benefits. To rectify this issue, an environmentally-frendly trawl net that enables resource conservation needs to be developed and authorized. Therefore, in this study, a modified trawl net that included a flapper, selector, and square mesh was trialed and compared with a conventional trawl net following the experimental design. It was found that the modified trawl net has the potential to contribute to fishery resource preservation with no associated economic loss to fishers.

    Computational fluid dynamics (CFD) analysis was conducted for a biplane-type otter board model to validate the use of CFD analysis in designing otter boards. In the base mode (aspect ratio 3.0, camber ratio 15%, gap-chord ratio 0.91, and stagger angle 30 degrees), CFD analysis results show a maximum lift coefficient value of 1.65 for angle of attack 17.5 degrees, which is in agreement with results of the flume tank experiment (C-Lmax = 1.64 when alpha = 20 degrees) under the same conditions. In addition, the streamline and separation zones around the otter board were visualized and compared to the results from past tank experiment studies. CFD analysis results showed patterns similar to the experimental results, and the details of flow with a trailing vortex were confirmed. We concluded that CFD analysis is useful in the designing and development of otter boards. (C) 2014 Elsevier B.V. All rights reserved.

    漁船と漁港における一連の漁獲物取り扱いの過程は,漁獲物を極力高い商品価値を有した状態で販売することを目指す。この行為を製造業と比較すると,製造業は組み立てが主体であるのに対して漁獲物取り扱いは選別が主体であるという違いがあるが,搬入される原材料を,工程を経由して商品にする点で共通している。従って製造業と同様に労働生産性の向上が必須命題となる。それは単純に機械の稼働率の向上や作業速度の向上のみでは実現しない。作業者が不快と感じる作業を見つけ,好ましい作業に改善して経済的な効果を高める必要がある。漁港では,漁獲物を魚種別,大きさ別に商品化する必要があるため,特に定置網や底曳網の多種多様な魚種を取り扱う場合において,その選別やロット調整の工程は日々の漁獲内容に応じて変化する非定型的なものとなる。この工程の中に含まれる作業を生産システム工学的に解明し,身体負荷や安全の評価を実施した調査研究事例が存在しない。そこで本研究では,工程の非定型性を包含した記述や分析を可能とするような改良された工程・作業分析手法を用いて,漁港における定置網漁業および底曳網漁業による漁獲物取り扱いの工程と作業の構造が解明された事例を基に,就労者らに対しSD法(Semantic differential method)によるアンケートを実施し,漁獲物取り扱いおよびそれに付随する作業について,就労者らの疲れ,危険等の意識を定量化して評価した。評価の悪い作業については個人属性との因果関係の分析,就労者への聞き取り調査も実施して作業内容との関連性を検討した。また,身体負荷の指標値である腰部椎間板圧迫力の推定値とも照合した。以上により評価が悪い原因を究明し,今後の労働改善の方策を検討した。本研究で取り組む内容は,漁港の漁獲物取り扱いに関して,問題ある作業を一次的なスクリーニングする技法に相当する。この技法を現場に適用し,作業の中に潜在している危険性や疲労等の問題を評価値として就労者と管理者が共有することにより,道具の改良のような自主的な改善の動機づけとなったり,専門家が参画する根本的な労働改善へと発展したりすることを念頭に置いている。

    我が国の漁港では,漁船から陸揚げされた漁獲物に対して,市場での取引に備えて選別や荷姿の調整を市場職員,漁業者,漁業者の家族などが実施しているが,その中に多くの人力による運搬が存在する。大型の魚体を運搬する場合や,多量の漁獲物を収めた容器を運搬する場合には作業者の身体負荷が大きくなると考えられる。また,漁獲物を地表から挙上したり地表に置いたりする場合には前屈姿勢となって一層身体負荷が大きくなると考えられる。特に腰部への負荷による腰痛の発生が懸念される。そこで,我が国の典型的な漁港における漁獲物取り扱い時の画像に基づき就労者の身体の姿勢を把握して,腰部への負荷を表す指標値である腰部椎間板圧迫力を推定したので報告する。なお本稿は比較的簡便に実施できる評価手法を使用しており,対象作業の厳密な評価を意図するものではなく,漁獲物取り扱い時の身体負荷の問題の存在を示すことを目的とした。

    A seawater sampling system using underwater towed body was developed to obtain the water continuously. The systemwas composed of two towed bodies, which are vertically linked each other, to sample water in different layers. The range oftowing speed and target depth of the system were planned as up to 5.0 kt, and 10.0 to 20.0 m, respectively. At first, hydrodynamiccharacteristic of the towed body was examined using CFD analysis, and then the towing depth under the planned speedwas predicted dynamically. Finally, the validity of the towed body was confirmed at sea experiment. In the sea experiment,the depth of each towed body was measured changing towing speed on both conditions with hose to pump-up water and withoutit. The depth at the case with hose decreased by about 60 percent to compared with the case without hose. The depth of thelower side body with hose reached 20.0 m when the towing speed was 3.3 kt. Based on these results, it was estimated that thetowing speed to attain the depth of 20.0 m will increase to 5.0 kt by decreasing hose diameter from 18.0 mm to 8.0 mm, orincreasing each body weight to 150.0 kg.

    It is known that a loading condition of fishing vessel changes frequently by fish catching and fuel oil consumption. This paper describes the study on influence of loading condition on drifting motion of fishing vessel in a regular wave. In previous paper, model experiments were carried out and it was shown that the trim condition of vessel affects the beginning of drifting motion. In this paper, the characteristics of steady drifting motion in a regular wave were examined by numerical simulation based on experimental data of forces acting on a hull. As the results, it was found that the trim condition of vessel affects the speed and direction of drifting motion. Especially, according to the incident angle of wave, the direction differs significantly. Therefore, it is important to consider the trim condition of vessel for the prediction of drifting motion.

    漁船の転覆事故や大角度傾斜に至る過程を明らかにするためには,船体運動の動的な変化をたどることが有効的方策である。漁労作業時の船体運動は必ずしも定常状態でなく操業過程で瞬間的に変化するため,操業の各過程における運動の特性を把握することが重要となる。そこで,運動の時間と周波数特性を同時に推定できるウエブレット解析に着目した。筆者等は,ウエブレット解析を160GT型沖合底曳網漁船の航走時とかけ回し操業時における船体運動に適用した。その結果,操業過程で変化する状態で運動特性を適切に推定することができた。さらに,船体と出会い波との共振による運動の周期的な変化を示唆した。

    A study of coastal fishing boats (small purse seiners) was made in North Sulawesi province, Indonesia. The goal of this study is to clarify the rolling motion under fishing operation of the small purse seiners. First of all we examined the boat form of the purse seiners and practical conditions of rolling motion under fishing operations. Based on the data, the characteristics such boat's stability and rolling motion under fishing operation were calculated. The results of the analysis are as follows: the boat types were relatively slim around the hulls, and the boats had the round shape under water, and a boat still used by fishermen had extremely poor stability, and the roll angle increased remarkably in stage when the boat crossed the wave direction with hauling process, and results of Wavelet analysis showed that the purse seiners used in North Sulawesi had the same characteristics of rolling motion, and wavelet coefficients became large in hauling process.

    In recent years in Japan, falling fish prices and rising fuel costs have worsened the economic conditions for many fisheries-dependent households. Many fishermen select the fishing ground in which they anticipate they can maximize their total catch, even when such grounds are far from their home harbor. As a result, fishermen have the potential to select a fishing ground in which they do not maximize their income. Especially the Japanese coastal squid jigging fishermen need to develop energy-saving squid jigging fishery practices, because of the high fuel consumption in comparison to other fisheries. By using the Management Simulation Method, we show that income fluctuations are caused by various factors. We used social factors and fishing ground factors in this simulation. According to the simulation results, small changes in social and fishing ground situations can result in changes in selection of the optimal fishing grounds. We conclude that the selection of fishing grounds by fishermen based only on their own knowledge and/or intuition might not result in choices that maximize their income, and it is necessary to develop objective methods to choose the fishing ground in which they can maximize their income.

    Danish seine trawl which is major offshore trawler in Hokkaido is regarded as having high risk of the resonance due to the characteristics of its operation method. However, as there are few study of ship motions in fishing operation, the actual condition is not clear. In this study, we perform estimating ship stability and the characteristics of ship motions by frequency analysis based on the data of ship motion. In the result, the ship stability decreased at short wave length and the resonance occurred between the natural period of rolling motion and the encountered period of wave in hauling where ship speed decreased in the following sea. It is considered that the resonance should be avoided by hauling in quartering sea to prevent excessive rolling.

    In recent years, the way of handling and carrying fish within fishing ports has improved from a sanitary perspective. With a view of improving safety of workers, there has not been examined in any detail. This study reveals characteristics of accidents during handling and carrying fish. Upon hundreds of work accident data gathered by JF Zengyoren(A nationwide federation of fisheries cooperatives in Japan), accident types with high frequency or high fatality rate are extracted. Furthermore, using Fisher's exact test, factors influencing the occurrence of accidents are extracted.

    Aging of fishing boats has been serious problem on the sustainment and reorganization of fishery with fishing boats because of prolonged wrong condition without renewal of fishing boats. Finally, the renewal of aged fishing boats gets underway by the policy of the fisheries agency from 2007. These measures are aiming at the rebuilding of the production system in the offshore/pelagic fisheries. On the potential problem about the seakeeing qualities and labor environment on the Japanese fishing boats, it is well known that regulation of gross tonnage has been strong restriction for various improvements of fishing boats. Further, it is suggested that the resource management by gross tonnage and allowed number of fishing boats has no rationality. Then, considering future fishing boat and fishing production system, we need special freedom to design. It is a good opportunity now because built fishing boats will be used in future.

    The work accident incidence 11.2per 1000 workers, is 2.4 times higher in other industries. The death rate 0.6per 1000 workers, 6 times higher that than in other industries. To protect health and safety of seamen, it is important to implement international standards as well as other IMO agreements. On land, ILO-OSH 2001 serves as the indicator of the international standards on health and safety at work. The WISE (Work Improvements in Small Enterprises) training method developed with the support of the ILO has proven effectiveness, and a new training program called WIB (Work Improvements on Board) has been developed to implement an action-oriented and systematic approach for improving safety at work on vessels. We studied the effectiveness of WIB for students of the merchant vessel school and the nursing school. The participants 518 students of the merchant vessel school and 88 students of nursing school. Both students of merchant vessel school and nursing school understood the need for improvement easily. The new checklist proved usefulness for proposing improvements for reducing dangers at work and specific risks. The participants including the merchant vessel students could point out many improvements.

    A series measurement of coastal fishing boats (small purse seiners) has been made in North Sulawesi province, Indonesia. The goal of this study is to clarify the physical characteristics of the small purse seiners in North Sulawesi. First of all we examined the boat form of the purse seiners and practical conditions under fishing operations. Based on the data, the characteristics such coefficient of fineness and the boat's stability were calculated. Typical fishing boats in Indonesia have conventional round hull shapes with a long bar keel. Purse seiners in North Sulawesi have different characteristics in every region, especially for principal dimensions and boat's designs. The results of the analysis are as follows: the boat types are relatively slim around the hulls and have the round shape under water, stability values are relatively small, and the cluster based on the principal dimensions and the coefficient of fineness has been categorized into two groups and three classes.

    人工魚礁に蝟集する魚種は単位魚礁の形状によって異なると考えられている。北海道の人工魚礁設置事業においても単位魚礁の構造は、回遊魚(浮き魚)を対象とする高さのあるタイプ、根付魚を対象とする小型魚礁ブロックを集積させたタイプ、カレイ類を対象とする小型ブロックを分散させたタイプに大別される。柿元は、新潟県他、各地の単位魚礁のタイプと蝟集魚の関係について多くの事例を検討し、魚礁の構造によって蝟集する魚の種類、量、発育段階が大きく異なることを明らかにしている。しかし、単位魚礁の高さ、集積および分散の程度などの要素・構造と蝟集魚の関係については不明確な部分が多い。これを明らかにすることは、魚礁設置事業の諸元を明示する上で重要であるとともに、魚礁性の本質を解き明かす上での重要な手がかりと考えられる。本研究では、北海道において実施した異なる形状の単位魚礁で形成された魚礁群と対照区での環境調査および漁獲試験調査の結果に基づいて単位魚礁の要素・構造と蝟集魚種の関係を明らかにした。さらに、この結果から蝟集魚の魚礁形状に対する蝟集特性と食性や捕食行動との相互関係を検討し、魚礁性の形成に関する仮説を提案した。

    This paper describes a process of modeling a towed sampling gear system that consists of a towed net and a vessel. Two inputs into this model are blade angle of a controllable pitch propeller (CPP) and warp length. To represent the flexibility of warp, a lumped mass model was derived by using the Lagrange equation of motion. The system model of the FMT (Framed Midwater Trawl) and R/V Ushio Maru of Hokkaido University accurately simulated the motion of the system in operation.

    This paper describes the characteristics of a towed sampling gear system by using a linearized equation of motion. The linearized model was validated by comparing the results of the simulation and actual operation using the system of R/V Ushio Maru and a FMT (Framed Midwater Trawl). Damping factor and natural frequency, which are two parameters of a second-order system, were expressed as a function of the specifications of the sampling gear and operational conditions. As a result, the motion of the system was regarded as over-damping in common operations, and so the system generally seemed to be approximated by a first-order system. In this approximation, the value of the time constant remained constant even though the virtual mass of the net was varied. It was also found that the advantage of stable towing depth was obtained by using warp with a small scope ratio.

    In Japan, the accident rate for seamen is 5 times higher than that for all other industries. Many maritime work accidents are related to the poor ergonomic conditions of the working environment. It is particularly important to examine seamen safety in terms of vessel type and seamen age, as these factors are related to various sorts of accidents. In this paper, maritime work accidents were analyzed according to fundamental factors including vessel type, seamen age, and seamen rank. It is suggested that safety education should be provided according specifically to seamen age and vessel type, as they are revealed to be strong factors relating to maritime work accidents. Such education and further research may also lead to improvements in maritime equipment in relation to worker safety.

    There are a lot of human errors on casualties caused at sea. We conducted an ergonomic analysis of the casualty of Shiun Maru, which was the worst fatal maritime casualty in Japan in 1955. The accident's factor 4M (Man, Machine, Media, and Management) was applied to analyze the accident in the same method as aircraft accidents investigation. We tried to extract some human factors by using "The human accidents investigation manual" of Japan Ergonomic Society. From the result of this analysis, the Shiun Maru accident occurred due to the improper inducement for evacuation, the captain's misjudgments and other factors. If one of the accident's factors could be removed, the accident might have been prevented.

    The marine construction by the Cement Deep Mixing method (CDM method) is widely done to the improvement of the soft subsoil in the breakwater construction work etc. The number of marine construction vessels corresponding to the CMD method is little, and the vessels are towed to the tugboat and are bringing all over the country. However, the accident such as floods is not detected easily because the vessel becomes uninhabited when bringing, and there is a possibility of causing a serious accident. In this paper we developed the monitoring system of marine construction vessels under tow. In the monitoring system, the presence of the position, the roll angle, and the flood is in real-time monitored, the information is recorded in the database, and the report is delivered by using E-mail. The monitoring system is introduced into the marine construction vessels, and has already put it to practical use. And analyzing the time series of roll angle recorded in database, we confirmed to be able to detect the change in the pay state of the marine construction vessel by the Fourier transform of the roll angle, and analyzing it as a spectrum of the roll frequency.

    Recently, port disturbance and mooring disturbance caused by oscillation has been seen as a problem at many ports and harbors, and fishing ports. The authors clarified the mechanism of port disturbance generation at Kumaishi fishing port, based on field observation and numerical simulation. However, the limit wave height which cause mooring disturbance on small fishing boats has not been clarified. The authors have analyzed mooring limit focusing on long-period wave heights based on past disasters exempla and the numerical simulation results. Conclusions below have been obtained from the analysis. (1) Mooring disturbance accompanied by the pass of low-pressure or typhoon, which damage ship bodies and require evacuations to other ports, occur several times a year at Kumaishi Fishing port. (2) From the hydrographic conditions in case of mooring disturbance, it is clarified that the mooring disturbance occur in case where H_1/3, which is the inrushing long-period wave height, is over 2.0m and H_L is over 0.10m. It is also clarified that the limit for long-period wave for small fishing boats is 0.25m since long-period wave inside the port is amplified 2.5-fold on these cases. (3) From the frequency of long-period wave inrushing to Kumaishi fishing port, it has been clarified that hydrographic conditions whose H_L is over 0.10m is 5.75% through a year and it is 14.71% in winter, which is the greatest value in the year. (4) The quantitative indicator "H_1/3 (over 2.0m)" has been introduced as a decision indicator for evacuations.

    The number of fisherman in Japan is declining. As people currently involved in the fishery industry grow old and retire fewer and fewer young people come into the industry to replace them and it is said that Japan may face a fisheries crisis within a few decades. Under these circumstances, it is important that the efficiency of coastal resource management be increased in order to conserve the present catch. This can be done with the help of Information Technology. Scientific information about the spatial and temporary dynamic nature of marine habitats is especially important in coastal resource management and Geographic Information System (GIS) is a tool that can be used to assess and manage this kind of marine information. In order to get marine information for GIS effectively and efficiently the authors have developed a general-purpose real-time sensor platform called "MovaCom (Movable Computer)". In this paper, experimental data for a 3-D topographic map of a seabed obtained by MovaCom combined with fishing echo sounder is reported to show the effectiveness of using MovaCom. The experimental data is in good agreement with measurements of multi-beam echo sounder and it is accurate to within approximately 1m.

    At many ports throughout JAPAN, port disturbances caused by long-period oscillations are currently posing problems at many harbors and fishing ports but many questions about the mechanism of port disturbances are still remained. In the present study, phenomena were analyzed by field observations and factors were analyzed numerically to clarify the mechanism of the port disturbance generation accompanying the advance of long-period waves into ports. The results are as follows; (1) The port disturbances at Kumaishi Fishing Port could be attributed to resonances between the natural periods of this port in Modes 1 through 3 and the long-period components of incoming waves. (2) The results of observations and numerical analyses show, if a port has a natural beach and water passage, the resonance phenomenon reduces the amplitude amplification factor.

    The detailed topographical changes of the inshore area caused by the sea waves have yet to be elucidated. One of the reasons is the difficulty of inspection of shallow areas by usual vessel due to danger of the stand or overturn. However, the demand to catch correctly the inshore topography is of great importance for the coastline preservation. Recently, the miniaturization of the measurement devices made a rapid progress due to technological innovations. This has stimulated the intensive use of the Real Time Kinematic GPS (RTK-GPS) technology featuring an extremely high accuracy about the vertical axis for maritime measurements. The accuracy characteristics of the RTK-GPS allow the detection of the vessel heaving. In this paper, a system for safety sounding is proposed, and the testing results are discussed. The system equipment includes the RTK-GPS, echo sounder, motion sensor, magnetic compass, indicator and cellular phone, which are mounted in personal water craft. An original short-range echo sounder was newly designed to meet the demands of limited working space. The transducer of the echo sounder was fixed to the inside of the bottom to prevent possible damages in the case of stand. It has been found experimentally that the proposed sounding system with use of personal water craft is accurate to better than 0.1m.

    This study presents the results of a survey on the operation characteristics of landing sites managed by private owners in Thailand. The survey was conducted by interviewing private landing site owners, managers of fishery cooperatives, middlemen, and fishers. The results of interviews were summarized with respect to scale of business, fisheries, transaction, types of people associated with landing sites, location, and daily schedule. Landing sites were located along canals in coastal provinces. The scale of businesses was variable, depending on the type of middlemen ; local retailers, processing factories, export companies, etc. We visited landing sites for commercial fishing boats. The main fishing boat tipes were trawlers and purse seiners. The most common characteristic in the operation of private landing sites was the reliance of almost all transactions on individual relationships between fishers, landing site owwners, and middlemen. Private landing sites were essential for fishers to land fish near fishing grounds and played the role of wholesaler for middlemen to acquire fishery products as per amounts and species needed. The management system of landing sites and fishery wholesale markets is now in the transition period in Thailand.

    According to the statistics by Japan Coast Guard, half of dead or missing at man-overboard accidents are not related to the perils of the sea. In such case, even the victim immediately give notice anyone of the accident, the survival rate would be improved. In this paper, we propose a local area rescue system using low-power transmitter. Technically, the mobile device and the receiver have newly designed. A flexible antenna was adopted to put the mobile device in a safety jacket and GPS was installed into the mobile device to locate the victim. When the receiver catches an emergency signal, it calculates the relative position and displays the data to support a rescue operation. It has been found experimentally that the emergency signal with the position information from the mobile device at intervals of 700m was received correctly. The proposed rescue system is characterized with high practical applicability due to the coverage of the rescue system is sufficient to man-overboard accidents and the weight of the mobile device is only 0.07kgf.

    [1] Previously, studies on the dynamic structure of the spectrum in the wave development process have considered only the physical mechanism of the transmission of energy from wind to wave or have considered purely mathematical methodologies. Few studies have examined the statistical mechanism of the dynamic relationship between sea surface movement, wind motion, and the time-varying spectrum of the sea surface movement. In the present paper, we investigate the statistical structure of the sea surface movement and the wind motion in developing wind waves and propose a spectral model to estimate the time-varying spectral density function. The validity of the proposed model is demonstrated through numerical experiments to evaluate the forecasting accuracy. The proposed model is used to examine the degree of the influence by wind motion, which affects the spectral density function. In the present study, we analyzed the time series record in the wave development process measured in Uchiura (Funka) Bay, Hokkaido, Japan. The basic results are summarized as follows: ( 1) the nonstationary statistical structure presented herein yields one of the effective classes by which to explain the dynamic mechanism between the time-varying spectral density function of sea surface movement and wind motion, and ( 2) in our numerical experiments the spectral model allowed effective forecasting, especially in the case of high wind speed.

    The present paper proposes two estimation methods for estimating not only the coefficients of roll damping moment but also the coefficients of toll restoring moment without calculation of hydrostatics. The first method is an energy method which involves expanding Froude's method [5] to the case for which the restoring moment is nonlinear. The second method can identify the coefficients of arbitrary form of nonlinear damping and restoring moments by genetic algorithm. The advantage of these methods is that identification of a highly precise coefficient is very easy compared to other conventional methods. This advantage is most important in applications to practical problems. These methods are first applied to numerical simulation data and then to real free-decay data obtained from scale models.

    The higher incidence of accidents occurring on board among the high-speed vessels has motivated this study focusing on the actual operating conditions contributing to the incidence. The working activities and workload of the officers and quartermasters were compared between the conventional and high-speed vessels of regular service ferry, by recording video-pictures and heart rate of the crews during actual navigations. An autopilot equipment was installed in the conventional vessel of over 6, 000 tons, but not in the high-speed vessel of about 1, 500 tons.Either on the conventional or high-speed vessel, dominant activities of the officers were lookout and watching radar, which were conducted in standing on the conventional vessel and in sitting on the high-speed vessel. Major works of the quartermasters were lookout and radar watch in standing on the conventional vessel and steering operations with a joystick in sitting on the high-speed vessel. Despite these differences in postural conditions, the mean % heart rate increase in both crews was significantly higher on the high-speed than on the conventional vessel. In the quartermaster, the events requiring steering maneuvers on the high-speed vessel were associated with increase in heart rate.The findings as a whole suggest occurrence of substantial mental strains in the crew on the high-speed vessel. These strains, certainly derived from caring for the safety in the absence of autopilot equipment, must have intensified the workload in the crew. In connection with the workload, the necessity for some fail-safe systems, including the autopilot facilities, and educational systems for techniques of steering high-speed vessels was discussed.

    In Japan, the occurrence rate of accidents for fishery workers is eight times as high as that for all industries. Many fishery work accidents are related to poor ergonomics in the working environment. It is particularly important to analyze the various factors causing accidents in fishery work and to apply ergonomics to the conditions on fishing boats. In this paper, work accidents relating to seine purse and trawler workers were analyzed using fundamental factors (type of fishing, age of worker, work process, cause and injury). After quantification-III analysis, we discerned three factors (cause, work process and age) in fishery work accidents. The main causes of work accidents were waves for fishery workers under 29 years old, and risky conditions for those from 50 to 59 years old. The pitching and rolling of the ship were found to affect operations, which require skill and experience from the workers. The results bring us to the obvious recommendation to follow safe work procedures and the safety rules for fishery work.

    This study was conducted to help reduce the number of fatalities that occur when people fall overboard from fishing boats. The survival rate for people who fall overboard is extremely low. There are two reasons. First, there is generally a time lag between when someone falls overboard and when it is recognized by others that this has happened. Second, once it is recognized that someone has fallen overboard, it can be difficult to locate the victim. To solve these problems, a system is proposed using a portable device combining GPS and a communication unit. When someone falls overboard, the device generates a rescue-request signal. The system transmits data via satellite, so it can be used worldwide. Experiments have shown that the system functions properly, but several problems have yet to be resolved, such as miniaturization of the device.

    At many ports throughout Japan, long-period oscillation of the sea level can cause serious problems. This phenomenon can cause cutting of mooring ropes, damage to mooring posts, and workers to fall overboard from ships. Unfortunately, it is difficult to predict such phenomenon using numerical simulation because the standard spectrum of wind waves commonly used, such as the B_M type spectrum, lack a long-period component. This research was conducted to analyze the characteristics of waves around ports in Hokkaido, and to clarify the regional characteristics of long-period component of gravity waves. Finally, we propose a standard spectrum of long-period gravity waves based on these results. Our results are shown as follows ; (1) Long-period component of gravity waves can become amplified due to resonance with the natural frequency of each port. (2) The energy share of long-period gravity waves (E_L) is about 1% and varies regionally. Considering these results, by using a survey spectrum when there is an observation value and the standard spectrum for long-period gravity waves with E_L as the parameter when there is no value, numerical simulation with high accuracy becomes possible.

    Estimating dynamic roll motion under fishing operation conditions is one of the unresolved problems with respect to the capsize accident of fishing vessels. In addition to potential non-linear response of the roll motion to the wave, unexpected factors occurred by fishing operations make the roll motion complicated. Considering the estimation for the dynamic phenomena generating on the fishing vessels, the numerical simulation based on non-deterministic approaches is one of the effective methods. Among them, it is well-known that a Neural Network model is a practical methodology. Based on the tank tests, the roll response models in fishing operation conditions were constructed. Appropriate estimates for the actual roll motion with a full-scale showed the effectiveness of the Neural Network model. Furthermore, as the model forecasts properly the critical condition occurring for the shipping water, it is suggested that the model is also effective utilizing as the forecasting model to avoid the fishing disaster. © 2002, The Japanese Society of Fisheries Science.     In steering of a ship, the communications among crewmember is important for the safety steerage of the ship. The navigator selects the information, and makes decision. The officers and other members repeat the order to the navigator. In this study, the communication at the normal ship compare with the communication at the joystick-control system (advanced) ship. We recorded and analyzed all orders of the navigator and other crewmembers at the steerage bridge during arrival at the port and during departure from the port. We analyzed the two ships. The advanced ship has joystick-control system, was 1, 498 ton, passenger 400 persons and crew 8 persons. The normal ship was 6, 356 ton, passenger 400 persons and crew 14 persons. The numbers of communications between the navigator and another crew at the joystick-control system (advanced) ship were less than the numbers of communications at the normal ship. The joystick-control system (advanced) ship often contact another ships. When crew could not contact another ship (pleasure boat, fishing boat, etc.), the numbers of communications between the navigator and another crew in the high-speed ship increased sharply. It is important to construct the system, which can back up the navigator.

    The occurrence rate of the merchant crew's accidents becomes 4 times as many as that of all industry's worker's accidents in Japan. But, the scientific studies are not enough about the merchant crew's accidents. So we studied the cargo handing that is one of the most occurrences of accidents in the merchant crew's accidents. In this study, we analyzed the movements of the cargo handing at the bulk cargo ship, the oil tanker, the chemical tanker and the roll on/roll off vessel, studied for the safety of the worker from the point of the ergonomical approach. And will make the procedure book to reduce the dangerous work. We recorded fishery work by the VTR, and analyzed movements of fishery the merchant crew workers, as a result there was a difference work movement and work posture to each factors of the work, and this study was able to extract the dangerous factors from the point of the ergonomical approach.

    135GT型まき網漁船の操業時における網船の鐶締めワイヤー張力の動的制御を行うための第一段階として、ワイヤー張力が最も大きく、船体横傾斜も大きいと言われる鐶が閉まる前後状態において、その入出力関係に対し非線形な応答関係を想定し、ニューラルネットワークモデルを用いて張力の推定を行った場合の有効性について模型実験(ワイヤーの巻き上げスピードは無し)を行い検討した。その結果、線形モデルでは推定が難しいとされる波がうねる様な状況においても、ワイヤー張力変動を良く推定しており、非線形性の強い横波状態におけるまき網漁船の鐶締めワイヤー張力の応答系に、ニューラルネットワークモデルを適用することの有効性が確認された。

    In this paper, we are concerned with the problem on estimating and forecasting the spectral density function of the sea surface oscillation, which generates in Uchiura (Funka) Bay, Hokkaido. Our previous statistical researches have been concluded that the sea surface oscillation in winter should be treated by taking the possibility of nonstationarity into consideration. It may suggest that some of well-known statistical methods for estimating the spectral density function of the sea surface oscillation, such as the methods of FFT (Fast Fourier Transform), Blackman-Tukey and Periodgram, do not necessarily give reasonable estimates of the spectral density. This paper proposes a statistical method for estimating and forecasting the above spectral density function based on nonstationarity. The application of the proposed method to the sea surface oscillation has been shown their effectiveness on the forecasting comparing with the numerical results.

    The collision of the fishing boat is occurred at high ratio. The fishing boat can not be seen from ship operator on the sea because it is small. Furthermore, it disturbs quick finding in search of fishing boat. From a point of view the authors investigated the color of the fishing boat and carried out questionnaire investigation regarding easiness of finding. As a result, it became clear that the longest distance between two colors of fishing boat and sea surface on the hue-lightness axis decided easiness of finding.

    Strong nonlinear movements emerge frequently on the rolling motion of fishing vessels since complicated forces generated during the fishing operation would act the dynamic response system. It is so serious to estimate the safety of a purse seinor because of using fairly huge fishing gear from the ship side. However, there are difficulties to forecast appropriately such rolling motion using the differential equation based on the physical model. In this paper, the authors took notice of a methodology for applying a Neural Network model to the data measured on the model test in the tank, that exhibited nonlinear response to the wave, and then inspected the effectiveness of the forecasting the above rolling motions. The comparisons of the performances of forecasting between a Neural Network model and a Vector Autoregressive (VAR) model have been suggested that it might be reasonable to estimate the safety on the characteristic rolling motion by using a Neural Network model.

    噴火湾周辺海域で発生する風、及び波浪の出現特性について以下に要約する。1.海上風については、夏季はE、SEの風、冬季はW、NWの風が非常に卓越した風向であり、春季と秋季は両方の風が混在するという明確な風向の季節移行が見られた。また、風力階級は夏季よりも冬季のほうが大きく、春季は夏季、秋季は冬季に似た分布形状を示した。2.波高については1年を通じて1.00(m)未満が80パーセント近くを占めた。また、1.00(m)以上の高波高出現海域は、夏季、冬季それぞれ卓越風向の風下側に集中するという特徴が見られた。3.スペクトル形状については、夏季と冬季ではその出現頻度が異なり、夏季は風速は穏やかであるが吹送距離が長いため十分に発達した波が多く、冬季は風速は強いが吹送距離が短いため未発達の波が見られた。また、湾南東の開口部から入り込んでくるうねりの影響で双峰型であるものが多数見られた。以上のような結果が得られたが、これらは気圧配置が安定している時に調査研究船が出港可能と判断して観測した結果であり、前線通過時等の海象は含んでいない。すなわち、漁業従事者が操業可能と判断して出漁した日の特徴であるといえる。

    The previous paper which we reported before described a kind of damping function in the equation of single degree of freedom rolling motion which applicable to small fishing vessels. There is no problem in the application of the damping function to the free roll motion in the absence of the roll excitation moment, however there is something wrong in the case of the roll motion with roll excitation moment. This paper describes improvement on the above problem with consideration for the characteristics of angle-dependent damping. And, this paper describes a new method that is able to estimate the characteristics of roll damping in the case of large roll amplitude from free-decay data in the case of small roll amplitude. This method is based on an approximative solution by the averaging method and an analytical solution of the equation of the rolling motion. This method is useful in that it is not necessary to use many data to estimate.

So there should be great needs of sufficient seakeeping quality to secure a safety during the fishing operation. On basis of tank tests and researches of actual fishing operating condition, it is clarified the stability and rolling response characteristics of the fishing boats in various working conditions. In this paper, using wave data measured in fishing ground, the authors would propose the critical wave height that these fishing boats could be on the sea with safety. The results are obtained as follows ; (1) As the scallop would load on the deck from 0 to 5ton, the value of rolling response function would slightly increase. (2) As ship body would fix to the main rope of the raising facilities, the rolling responses would force little. Furthermore, the rolling motion to the mooring direction would become bigger than that to the opposite direction. (3) On the condition using the hydraulic crane, the rolling responses would fairly increase. (4) From the viewpoint of safety for all considerable conditions of the fishing operations, it would be estimated the significant wave height H_<1/3> that the fishing boats could do fishing is 1m.

    In order to study on the safety of fishing operation on the small fishing boat for raising scallops in Funka bay in a severe winter, the authors have measured the wave height on the fishing ground at stormy weather, and the seakeeping qualities. In this paper, the safety is discussed from the stand-points of the wave height and the rolling angle of the fishing boat. We got the following results ; (1) The distribution of power spectra of the movement of the sea surface in the coastal area, whose sea condition is dangerous for fishing operation, exhibits two strong powers, because the movement is consisted of the short periodical wave generated from the periodic wind blowing from the direction of north-west and the long periodical swell transmitted from the Pacific Ocean. (2) The distribution of the wave height in the above condition can be approximated well by using the distribution function of the Beta distribution, although the fitting of distribution functions of the Rayleigh distribution and the Log-Normal distribution are not successful. (3) The results of the fitting to the estimated distribution for the rolling angle of the fishing boats, by using several distribution functions, suggested that the distribution function of the Beta distribution can estimate well the probabillity concerning the safety, although the distribution function of the Rayleigh distribution underestimate it.

    Fishermen aboard small fishing boats often fall overboard without a life vest and then lost their life. The primary reason why fishermen cannot put on a life vest is that a life vest interrupt their fishing work. However fishermen must keep their life vest on in preparation for a man-overboard. Therefore the new life vest which is light and safety is developed. It's buoyancy is 6.5kgf and it became possible to do fishing work smoothly. For the advance of studing on this field, we need information about characteristics of the human body motion in waves with the new life vest to ascertain safety of it. This paper describes some parameters that have strong influence on the human body motion in waves and relations among those parameters. We studied the heaving of a man with new life vest which as buoyancy under regulations in the process of development. As a result the main points of this study are summarized as follows ; 1. Specific gravity of human body and only head are measured. 2. The relationship between a weight of the head (y) and a head measurement is given in the following equation ; y=30.4x-0.925 x : the third power of a head measurement 3. The damping coefficient and restoring coefficient of heaving of the human body with life vest are measured. 4. The heaving of a man with life vest in regular waves is simulated. 5. It become clear that a man with new life vest can float enoughly and it is naturally as well as possible to be breathed in waves.

    This paper describes comparison between roll motion when small amount of deck water present and when no deck water. In most of cases, it is said that a small amount of water on deck acts as a rather effective roll damper and a roll of vessel is less when a small amount of deck water present than no deck water(4). In our experiments, we recomfirmed the above effect of a small amount of water on deck. However, in our experiments there were some cases that a small amount of water on deck did not act roll damper but encouraged the roll motion. This paper describes those cases from a view point of resonance.

    In an approach by the human factor for prevention of the sea disaster in fishing vessel, it is very important to realize the fishing environment for the fisherman. We often hear that the fisherman works in the condition of lack of sleep or fatigue. In this paper, the authors investigate the relationship between insufficient lookout on the collision of fishing vessel as a human factor of the sea disaster and fishing environment by a case study. As a result, the following items were obtained for prevention of the collision. 1) To prevent a doze during the operation of fishing vessel, fisherman have to prevent the overwork, especially for not to remain the fatigue to the next day. 2) In the trawler, it is necessary to station the operator of the ship and observer of a fish detector respectively. 3) It may be necessary to develop the fishing machinery in consideration of possibiliy of lookout during fishing when the fisherman operates the ship.

    Japanese small fishing vessels have un-smooth bodies (Fig.1), threfore we can not apply the old damping function in single degree of freedom rolling equation with no excitation to such vessels. This paper presents a new type damping function which is applicable to small fishing vessels, outlines a method for detetminating parameters in the nonlinear equation of free rolling and describes characteristics of roll damping of small fishing vessels.

    About one thousand and four hundred of fishermen lost their lives due to capsize, collision or man-overboard for the last twenty years in the coast of Hokkaido. Primary cause of death is that fishermen do not wear the life vest. Consequently, in order to save the life of fishermen on boats, it is necessary that they keep their life vests on. Therefore, the authors examined about fundamental factors of the life vest, especially the adequate buoyancy, the comfort to wear and the efficiency of work aboard fishing boats, irrespective of existing standards.

    まき網漁業は多獲性回遊魚を対象とした漁法で、漁獲高から見ても現在わが国の中心的漁業として位置ずけられている。最近、経営上の問題もあり、操業形態の省人化・省隻化を図るため、新しい漁業技術が検討され試験操業も行われている。しかし、漁法の違い、船の大小、地域性等運航実態は千差万別であり、さらには法的な問題もあって、新しい漁業技術の導入実現にはまだ時間を要すると考えられる。一方、現在稼働しているまき網漁船は、より高い収益性を求めて漁撈装置の改良、網規模の拡大を行い漁獲性能の向上を図っているが、これら漁撈装置、網規模の大型化に伴う船体への搭載重量が増加し、乾舷の不足、重心の上昇をきたす傾向にある。漁船の耐航性や安全性については、理論的な解析と実船・模型船実験により明らかになりつつあるものの、大中型まき網漁船の実船の資料は極めて少ないようである。本研究では、135GT型まき網漁船(網船)の魚群探索中における動揺計測を実施し、その基礎的な解析から動揺特性を検討し、さらに、探索中の動揺予測値を求め行動の限界について検討した。

    Inner factors, such as seasickness or fatigue, have a seriously influence on the function of human body. As a result, on the response characteristics of human body to ship oscillatory motions changes. To clarify the relationship between the inner factors and the response characteristics, we gathered information about inner factors during the voyage by the questionnaires. Also we measured ship motions and sea conditions. We tried some statistical analyses with the sampled data. The results are summarized as follows; (1) There is an existence of high correlation between seasickness and physiological, psychological, nerve sensational symptom of fatigue, respectively, and those relations are statistically significant for each navigation. (2) Ship accerelations in X, Y and Z-direction influence strongly on a degree of seasickness and every subjective symptom of fatigue, and the period of encounter waves indicate negative correlation with them. (3) We could estimate seasickness with nonlinear multi-regression analysis. As explanatory variables, we selected the first moment of spectrum (M_1) of ship accelerations in X, Y and Z-directions, and time hours underway.

    In this paper, the authors propose the statistical method to give us information about the balance of the subjects on the ship. As the consequense of the cross-correlation and cross-spectral analysis, we got inferences that statistical characteristics when subjects can't keep his balance, it is significantly different from the one that subjects can maintain his balance stable. The large changes of these statistics occur from several seconds before off-balance. Based on this result, we-show that these information can be compounded to the component of eigenvector of correlation matrix. The application of this method to our data showed that the movement of eigenvectors which correspond to the largest and the secondary largest eigenvalue could evaluate the condition of balance and forecast when human body can't keep balance.

    The authors have studied about the relationship between ship motions and human balance and clarified the response characteristics of human body for ship oscillatory motions and the statistical discriminant method of human balance^<(1-4)>. In this paper, the authors estimated the frequency response of human body, particularly on the X-direction (anterior-posterior). In regard to the human balance for ship motions, we carried out the sufficient experiments and analyzed statistically. The following results are obtained : (1) Response characteristics for large ship motions that subject can't maintain his balance is almost the same as those for ordinal ship motions that subjects keep his balance stably. (2) As differences between the response characteristics of human body for all subject is very small, the response characteristics of human body for the ship motions indicate inherent value on frequency response.     It is considered that the most important factor causing "a man overboad accident" from a fishing vessel is the ship motions, particularly the accelerations. From this point of view, the authors have been studying human dynamic responses to the ship motions. This paper describes experiments performed by the authors on human dynamic responses to the ship motions, on the degree of mental and physical fatigue in long-term navigation. The results of the experiments are as follows. 1) A period keeping human posture on ships consciously is nearly one minute. 2) The maintenance of human posture on X-direction (front-to-back) is hard to conrtol in comparison with Y or Z-direction. 3) The response amplitude characteristics of human responses to the ship motions on Y and Z-directions are approximately equal to 1, and on X-direction is given as linear function for all ω between 0.9 and 1.5.

    The authors have previously made clear the relationship between human dynamic response and ship oscillatory motions. In this paper, based on the discriminatory analysis, the threshold value within which the subjects can maintain their balance for ship accelerations is estimated statistically. In order to evaluate the distribution of acceleration occurred on the ship deck, the towing experiment with model ships and OSM-calculations were carried out. Furthermore, based on the threshold value and the distribution of the accelerations on the ship deck, the working environment in regard to the balance of the subject was estimated and discussed.

    定置網や底曳網の漁獲物取り扱い工程は,日々の漁獲内容の変動の大きさと,個々の漁獲物に対して詳密な価値判断を要求する水産流通の特性が相まって,非定型性を有する。その個々の作業や動作と関連づけて身体負荷や安全性を分析するためには,従来の工程分析技法に対して,工程の非定型性を包含した記述や分析を可能とするような改良が必要となる。以上の問題意識に基づき,本研究では,漁港の漁獲物取り扱いに携わる就労者の健康および安全の実現に貢献することを目的として,漁獲物取り扱いの工程及びその中に含まれる作業の構成を時系列的かつ階層的に記述する技法を,既存のIE(Industrial Engineering)分野の基礎技法を素地として開発した。この技法は,漁獲物の内容に応じて選択される複数の作業方法の体系的な記述を可能とする。また,身体負荷や安全上問題ある作業を明らかにし,それが発現する条件を示すとともに,身体負荷や危険性の評価値を当てはめる枠組みの役割を果たして客観的評価を可能とする。さらに,その記述技法を,定置網及び底曳網による多様な漁獲物を取り扱う2箇所の現場に適用し,現場でなされている労働を工程と作業の階層に体系的に整理してその実態を解明した。

    It is known that a loading condition of fishing vessel changes frequently with fish catching and fuel oil consumption. This paper describes the study on influence of loading condition on drifting motion of fishing vessel in a regular wave. To investigate the influence, model experiments to measure hydrodynamic forces and wave drift forces acting on a hull in various loading conditions were carried out. Based on the characteristics of the forces, the results of drifting motion test in a regular wave were examined. As the results, it was found that the trim condition of vessel affects drifting motion significantly. Therefore, it is important to consider the trim condition of vessel for the prediction of drifting motion.

    Maintenance of fishing ports have been advanced till today for the purpose of keeping for safe mooring of small fishing boats or improvement in cargo work efficiency. However, occurrence of mooring disasters of small fishing boats is still reported and it has been a serious problem. Then, in this study, we made experiments using a model ship based on the actual condition of the mooring method and considered interrelation between the ship motion and tension of mooring lines. In addition, we suggested safe mooring of small fishing boats such as how to take a mooring line and the mooring method.

    It is very important to improve the working condition of a ship by the direct involvement of crew to raise the efficiency of work and to prevent the work accidents. ILO (International Labour Organization) adopted ILO guidelines on Occupational Safety and Health management systems (ILO-OSH 2001), which aim at providing a practical instrument for policy and work place to improve safety and health at work. WISE (Work Improvements Small Enterprises) training method which is a participatory action oriented training tool has been developed by the support of ILO, and proposes a model guideline to implement the action-oriented, systematic approach to improving safety on board. With the collaboration of crews of Taisei Maru of Institute for Sea Training, we conducted the two-day WISE training. Such steps of the activities are as follows; 1. A lecture of outline of the group participatory risk improvement activities, 2. Look around the working and living place on the whole ship with action checklist exercise, 3. Group discussion to propose practical improvements, learning the successful examples, 4. Evaluation of effectiveness of these tools.

    There are a lot of human errors on casualties caused at sea. We conducted an ergonomic analysis of the casualty of Shiun Maru, which was the worst fatal maritime casualty in Japan in 1955. The accident's factor 4M (Man, Machine, Media, and Management) was applied to analyze the accident in the same method as aircraft accidents investigation. We tried to extract some human factors by using "The human accidents investigation manual" of Japan Ergonomic Society. From the result of this analysis, the Shiun Maru accident occurred due to the improper inducement for evacuation, the captain's misjudgments and other factors. If one of the accident's factors could be removed, the accident might have been prevented.

    The marine construction by the Cement Deep Mixing method (CDM method) is widely done to the improvement of the soft subsoil in the breakwater construction work etc. The number of marine construction vessels corresponding to the CMD method is little, and the vessels are towed to the tugboat and are bringing all over the country. However, the accident such as floods is not detected easily because the vessel becomes uninhabited when bringing, and there is a possibility of causing a serious accident. In this paper we developed the monitoring system of marine construction vessels under tow. In the monitoring system, the presence of the position, the roll angle, and the flood is in real-time monitored, the information is recorded in the database, and the report is delivered by using E-mail. The monitoring system is introduced into the marine construction vessels, and has already put it to practical use. And analyzing the time series of roll angle recorded in database, we confirmed to be able to detect the change in the pay state of the marine construction vessel by the Fourier transform of the roll angle, and analyzing it as a spectrum of the roll frequency.

    There are a lot of human errors causing casualties at sea. We tried to extract some human factors by using "The human accidents investigation manual" of Japan Ergonomic society. From the result of this analysis, the Touya Maru accident occurred due to the captain's misjudgments, the delay of weather information and other factors, and the Yamato Maru case occurred due to the ambiguous operation rule in the typhoons, adding to the same factors of the Touya Maru case. If one of the accidents factors can be removed, the accidents might have been able to be prevented.

    The number of fisherman in Japan is declining. As people currently involved in the fishery industry grow old and retire fewer and fewer young people come into the industry to replace them and it is said that Japan may face a fisheries crisis within a few decades. Under these circumstances, it is important that the efficiency of coastal resource management be increased in order to conserve the present catch. This can be done with the help of Information Technology. Scientific information about the spatial and temporary dynamic nature of marine habitats is especially important in coastal resource management and Geographic Information System (GIS) is a tool that can be used to assess and manage this kind of marine information. In order to get marine information for GIS effectively and efficiently the authors have developed a general-purpose real-time sensor platform called "MovaCom (Movable Computer)". In this paper, experimental data for a 3-D topographic map of a seabed obtained by MovaCom combined with fishing echo sounder is reported to show the effectiveness of using MovaCom. The experimental data is in good agreement with measurements of multi-beam echo sounder and it is accurate to within approximately 1m.

    This study presents the results of a survey on the operation characteristics of landing sites managed by private owners in Thailand. The survey was conducted by interviewing private landing site owners, managers of fishery cooperatives, middlemen, and fishers. The results of interviews were summarized with respect to scale of business, fisheries, transaction, types of people associated with landing sites, location, and daily schedule. Landing sites were located along canals in coastal provinces. The scale of businesses was variable, depending on the type of middlemen ; local retailers, processing factories, export companies, etc. We visited landing sites for commercial fishing boats. The main fishing boat tipes were trawlers and purse seiners. The most common characteristic in the operation of private landing sites was the reliance of almost all transactions on individual relationships between fishers, landing site owwners, and middlemen. Private landing sites were essential for fishers to land fish near fishing grounds and played the role of wholesaler for middlemen to acquire fishery products as per amounts and species needed. The management system of landing sites and fishery wholesale markets is now in the transition period in Thailand.

    According to the statistics by Japan Coast Guard, half of dead or missing at man-overboard accidents are not related to the perils of the sea. In such case, even the victim immediately give notice anyone of the accident, the survival rate would be improved. In this paper, we propose a local area rescue system using low-power transmitter. Technically, the mobile device and the receiver have newly designed. A flexible antenna was adopted to put the mobile device in a safety jacket and GPS was installed into the mobile device to locate the victim. When the receiver catches an emergency signal, it calculates the relative position and displays the data to support a rescue operation. It has been found experimentally that the emergency signal with the position information from the mobile device at intervals of 700m was received correctly. The proposed rescue system is characterized with high practical applicability due to the coverage of the rescue system is sufficient to man-overboard accidents and the weight of the mobile device is only 0.07kgf.

    This study was conducted to help reduce the number of fatalities that occur when people fall overboard from fishing boats. The survival rate for people who fall overboard is extremely low. There are two reasons. First, there is generally a time lag between when someone falls overboard and when it is recognized by others that this has happened. Second, once it is recognized that someone has fallen overboard, it can be difficult to locate the victim. To solve these problems, a system is proposed using a portable device combining GPS and a communication unit. When someone falls overboard, the device generates a rescue-request signal. The system transmits data via satellite, so it can be used worldwide. Experiments have shown that the system functions properly, but several problems have yet to be resolved, such as miniaturization of the device.

    At many ports throughout Japan, long-period oscillation of the sea level can cause serious problems. This phenomenon can cause cutting of mooring ropes, damage to mooring posts, and workers to fall overboard from ships. Unfortunately, it is difficult to predict such phenomenon using numerical simulation because the standard spectrum of wind waves commonly used, such as the B_M type spectrum, lack a long-period component. This research was conducted to analyze the characteristics of waves around ports in Hokkaido, and to clarify the regional characteristics of long-period component of gravity waves. Finally, we propose a standard spectrum of long-period gravity waves based on these results. Our results are shown as follows ; (1) Long-period component of gravity waves can become amplified due to resonance with the natural frequency of each port. (2) The energy share of long-period gravity waves (E_L) is about 1% and varies regionally. Considering these results, by using a survey spectrum when there is an observation value and the standard spectrum for long-period gravity waves with E_L as the parameter when there is no value, numerical simulation with high accuracy becomes possible.

    In the previous paper, we proposed and evaluated a worldwide usable rescue system, which was based on the use of the mobile device combining the GPS unit and the satellite communication unit. However, the system was not practically applicable because the problem of the size reduction of the mobile device remained unresolved. In this paper, we proposed a new rescue system, which was based on the use of a special low-power transmitter. According to the statistics by Japan Coast Guard, two thirds of man-overboard accidents occurred near by own vessels or in the inshore area. Therefore, we propose a relay system for indirect sending of the SOS signal from the victim through the vessel or the onshore equipment. Realization of the system ensures the size reduction of the mobile device, which performs only the startup function of the relay unit, while the GPS and the satellite communication unit are integrated into the relay unit. The experiments have been carried out at the lake area, inshore area and offshore area. As a result, the special low-power transmitter is able to activate the relay unit in the range of 1, 000m. The proposed rescue system is characterized with the high practical applicability due to the size reduction of the mobile device.

    The occurrence rate of the merchant crew's accidents becomes 4 times as many as that of all industry's worker's accidents in Japan. But, the scientific studies are not enough about the merchant crew's accidents. So we studied the cargo handing that is one of the most occurrences of accidents in the merchant crew's accidents. In this study, we analyzed the movements of the cargo handing at the bulk cargo ship, the oil tanker, the chemical tanker and the roll on/roll off vessel, studied for the safety of the worker from the point of the ergonomical approach. And will make the procedure book to reduce the dangerous work. We recorded fishery work by the VTR, and analyzed movements of fishery the merchant crew workers, as a result there was a difference work movement and work posture to each factors of the work, and this study was able to extract the dangerous factors from the point of the ergonomical approach.

    The safety of the small fishing boats in the rolling motion is extremely harmed if the shipping water should occur. The external force generated by the fishing operations promotes such loss of the safety. Also, the condition of the fishing boats like the loading changes in short time generally. To know accurately the wave condition for the shipping water occurrence, the improvement of the evaluation for safety of the fishing boats in. fishing operation has been obtained. In this paper, we took notice of the application of the Neural Network model to the forecasting of the shipping water occurrence. Based on the 4 input variables by the tank tests ; wave height, wave frequency, loading value and angle of inclination due to the tension with culture facilities, we applied the Neural Network model for the forecasting of the shipping water occurrence. And then, using the forecasting model, a boundary surface on wave conditions for the fishing safety has been obtained.

    噴火湾周辺海域で発生する風、及び波浪の出現特性について以下に要約する。1.海上風については、夏季はE、SEの風、冬季はW、NWの風が非常に卓越した風向であり、春季と秋季は両方の風が混在するという明確な風向の季節移行が見られた。また、風力階級は夏季よりも冬季のほうが大きく、春季は夏季、秋季は冬季に似た分布形状を示した。2.波高については1年を通じて1.00(m)未満が80パーセント近くを占めた。また、1.00(m)以上の高波高出現海域は、夏季、冬季それぞれ卓越風向の風下側に集中するという特徴が見られた。3.スペクトル形状については、夏季と冬季ではその出現頻度が異なり、夏季は風速は穏やかであるが吹送距離が長いため十分に発達した波が多く、冬季は風速は強いが吹送距離が短いため未発達の波が見られた。また、湾南東の開口部から入り込んでくるうねりの影響で双峰型であるものが多数見られた。以上のような結果が得られたが、これらは気圧配置が安定している時に調査研究船が出港可能と判断して観測した結果であり、前線通過時等の海象は含んでいない。すなわち、漁業従事者が操業可能と判断して出漁した日の特徴であるといえる。

    Life rafts which equip on fishing vessels are important survival tools. Although we must immediately find those in emergency, finding of drifting life rafts is very difficult as drift patterns are effected by wind, wave and current, and also dependent on weather conditions. In this study, the authors carried out model test to investigate drifting property of the Type-I inflatable life raft due to wind. Consequently we obtained the following results. (1) Drifting speed is faster in light loading condition than other loading conditions, and that of other loading conditions is nearly same. (2) Drifting speeds by using sea anchor in all loading conditions are nearly same. Drifting speed of the life raft by using sea anchor reduce 22.1% in light loading condition, 15.6% in half loading condition and 23.9% in full loading condition compared with drifting speed by no using sea anchor on each of loading conditions.     The collision of the fishing boat is occurred at high ratio. The fishing boat can not be seen from ship operator on the sea because it is small. Furthermore, it disturbs quick finding in search of fishing boat. From a point of view the authors investigated the color of the fishing boat and carried out questionnaire investigation regarding easiness of finding. As a result, it became clear that the longest distance between two colors of fishing boat and sea surface on the hue-lightness axis decided easiness of finding.

    Strong nonlinear movements emerge frequently on the rolling motion of fishing vessels since complicated forces generated during the fishing operation would act the dynamic response system. It is so serious to estimate the safety of a purse seinor because of using fairly huge fishing gear from the ship side. However, there are difficulties to forecast appropriately such rolling motion using the differential equation based on the physical model. In this paper, the authors took notice of a methodology for applying a Neural Network model to the data measured on the model test in the tank, that exhibited nonlinear response to the wave, and then inspected the effectiveness of the forecasting the above rolling motions. The comparisons of the performances of forecasting between a Neural Network model and a Vector Autoregressive (VAR) model have been suggested that it might be reasonable to estimate the safety on the characteristic rolling motion by using a Neural Network model.

    In order to study on the safety of fishing operation on the small fishing boat for raising scallops in Funka bay in a severe winter, the authors have measured the wave height on the fishing ground at stormy weather, and the seakeeping qualities. In this paper, the safety is discussed from the stand-points of the wave height and the rolling angle of the fishing boat. We got the following results ; (1) The distribution of power spectra of the movement of the sea surface in the coastal area, whose sea condition is dangerous for fishing operation, exhibits two strong powers, because the movement is consisted of the short periodical wave generated from the periodic wind blowing from the direction of north-west and the long periodical swell transmitted from the Pacific Ocean. (2) The distribution of the wave height in the above condition can be approximated well by using the distribution function of the Beta distribution, although the fitting of distribution functions of the Rayleigh distribution and the Log-Normal distribution are not successful. (3) The results of the fitting to the estimated distribution for the rolling angle of the fishing boats, by using several distribution functions, suggested that the distribution function of the Beta distribution can estimate well the probabillity concerning the safety, although the distribution function of the Rayleigh distribution underestimate it.

    Fishermen aboard small fishing boats often fall overboard without a life vest and then lost their life. The primary reason why fishermen cannot put on a life vest is that a life vest interrupt their fishing work. However fishermen must keep their life vest on in preparation for a man-overboard. Therefore the new life vest which is light and safety is developed. It's buoyancy is 6.5kgf and it became possible to do fishing work smoothly. For the advance of studing on this field, we need information about characteristics of the human body motion in waves with the new life vest to ascertain safety of it. This paper describes some parameters that have strong influence on the human body motion in waves and relations among those parameters. We studied the heaving of a man with new life vest which as buoyancy under regulations in the process of development. As a result the main points of this study are summarized as follows ; 1. Specific gravity of human body and only head are measured. 2. The relationship between a weight of the head (y) and a head measurement is given in the following equation ; y=30.4x-0.925 x : the third power of a head measurement 3. The damping coefficient and restoring coefficient of heaving of the human body with life vest are measured. 4. The heaving of a man with life vest in regular waves is simulated. 5. It become clear that a man with new life vest can float enoughly and it is naturally as well as possible to be breathed in waves.
