    2010年以降，北極海航路による東西輸送が拡大中である．当初は燃料や資源の高騰を背景とした欧州・アジア間輸送が拡大し，それが2014年に急減した後は，ロシア北極海沿岸の資源開発が駆動力となって，輸送貨物量は増大傾向にある．夏期北極海では海氷減少が進行中で，船舶の航行環境は緩和しつつあり，近年は多様な船が夏の北極海港航路を航行する様になってきた．北極海航路の輸送距離短縮により，燃料費や船体償却が低減され，ロシアの砕氷船料金などのコスト増を相殺する効果が出る．これにより，バルク貨物は輸送コスト削減が実現しやすい．当面はロシア北極海沿岸での天然資源開発に関連するバルク貨物が，北極海航路の主要貨物となって，海上輸送が拡大していくと考えられる．

    The purpose of this study is to examine Japan’s Arctic policy from the perspective of ‘directoriology.’ As a result, it revealed the following three observations. The first one is that Japan’s Arctic policy is a part of ocean policy of the government. Secondly, it also revealed that the directories of the Arctic policy consist of basic policy of measures and individual measures. Thirdly, the basic policy of measures includes perceptions on current conditions and issues, measures intensively prompted and direction of measures. Fourthly, there are three pillars in the individual measures. These findings lead to a hypothesis that directories for national policy consist of basic policy and individual measures.

    本稿における主題は、国境を相対化しつつ欧州において進行する周辺域際関係である。本論において、まず国境に関する研究であるボーダースタディーズについて整理した上で、国境を相対化して理解するための議論であるボーダーオロジーについて述べる。次に、ペリフェラル・セントリシティという新概念によって、様々なトランス・ナショナル地域の構築過程において、地域創出のモデルとなりうる中核的周辺地域としてバレンツ・ユーロ北極地域が登場しているということを明らかにする｡

    本稿の目的は、国際政治学的観点から1990年代に北極地域協力の発達を生み出した国際政治上の構造的要因を解明することである。このことを明らかにするため、本稿は、冷戦期における北極地域協力構想、1990年代に入ってから設立された北極環境戦略(AEPS)、バレンツ・ユーロ北極評議会(BEAC)、北極評議会(Arctic Council) をめぐる政治力学を考察し、冷戦期と1990年代の北極国際政治にみられる構造的な連続性と非連続性を解明した。この結果、１）国際政治上の緊張の低下（緩和ないしは消滅）という「連続性」と、2)安全保障概念の多様化と2極構造の崩壊という「非連続性」が、1990年代に北極地域協力の急速な発達をもたらした国際政治上の構造的要因であると結論できる。

    冷戦終結以降の過去25年間、北極国際政治は政治的に安定した状態にあった。 しかし、気候変動の影響に伴う地政学的環境の変化による安全保障環境の新局面、非北極圏諸国の経済的進出、グローバル国際政治における西側とロシアとの関係悪化の影響といった新しい諸問題が浮上し、北極協調体制は難しい舵取りを迫られている。特に西側とロシアとの関係悪化は深刻であり、北極協調体制にも暗い影を落としつつある。
