フランス労使関係は、労働組合の初期形成期からすでに単純な二元構造ではなく、多元的構造を持った。その中でも20世紀初頭のスト破り組合は、経営者団体にも労働組合にも属さない「中間的団体」の先駆であった。スト破り組合=黄色組合の盛衰は、敵対する労働総同盟=赤色組合と表裏一体であり、第1期の初期組合(1897年)以来、10年ごとに3つに時期区分できる。とくに第2期(1909-1920年)の自由(国民)労働会館は黄金期をなした。異なる視点を組織史的に統合することにより、その3つの顔が明らかになった。労使協調を志向する穏健派組合が第1 の顔であるが、半犯罪者の組織する人夫供給機関という第2 の顔の方が実態に近いと思われる。第1次世界大戦では、ナショナリスト労組という第3 の顔を得て急成長する。ところが、同大戦後の第3 期には、対抗すべき労働総同盟がイデオロギー的に分裂すると同時に、キリスト教組合や技術者・ホワイトカラー組合など、より洗練された中間的団体が興隆した。そのため、ときに粗暴なスト破り組合は歴史的役割を終えたが、労使協調的な中間的団体はその後も姿を変えて存続し、多元的労使関係の第三極を形成する。, Hokkaido University, Japanese - 歴史・経済・グローバル化をどうみるか－クレオールが指し示す視点

The book focuses on how economic developments changed the everyday lives of ordinary women in early-modern and modern Japan. Different from precedent gender studies, the spotlight here is on the daily activities and structural positions of women rather than feminist movements or activities of elite women. Using demography, anthropometrics, and labour economics, this book explicates childcare, physical development of girls, and women’s labour migration. The dynamics of ordinary women in prewar Japan may change deep-rooted images of women as oppressed beings. Using quantitative data multi-dimensionally with the latest statistical analysis methods, this book shows how Japanese economic historians can contribute to historians of gender and family who are interested in early-modern and modern Japan.
The first part consists of four chapters that discuss women migrant workers in the Tokugawa period, women’s work, and family strategies in the underdeveloped regions of the country, conflicts between child-rearing and women’s work on family farms, and living standards of teenaged girls in early twentieth-century Japan. Those chapters provide a bridge between economic historians and feminist historians and articulate new research fields for both.

現在のアフリカのビジネスはどこに起源があり、これからどこに行くのか。それを考察するためには、歴史学の帝国主義論、開発経済学の経済システム論、国際経営学のアフリカビジネス論を融合する「アフリカ経営史」が必要である。その発展と危機は、欧米はもちろんアジアとも異なる。また、諸国独立から半世紀間でアフリカ経済が大きく変質する一方、アフリカ人自身が歴史の記憶や史料を急速に失いつつある。動乱で散逸する史料を発掘・保全し、経済的「事実」を政治から相対化することも、日本人とアフリカ人がいま共同作業できることである。植民期の事例として旧仏植民地経済団体は、グローバルな交易網の中にアフリカを再定義する。脱植民期の事例としてコンゴ銅産業は、植民会社が国策会社に転じ、日本企業まで参入しつつ、「資源の呪い」の戦争・政変に揺さぶられる。仏語圏を中心にアフリカ経営史の可能性を検討したい。, [Invited], [Domestic Conference] - Chair of a business history session

- Vision 2050 of the Sapporo Maruyama Zoo (2019)
Sapporo City, Sapporo Maruyama Zoom, Citizen Conference on, Sapporo Zoo, Deputy Chairperson, Tetsuhiko Takai, Mar. 2019 - Present, 1951年（昭和26年）５月、道内で最初に開園した円山動物園は、ヒグマ、エゾシカ、オオワシの３種の飼育動物からスタートし、現在、約170種900点もの動物を飼育展示しています。また、昨年のホッキョクグマ館のオープンに続き、今春からはアジアゾウ４頭の展示も始まっています。
円山動物園は、札幌市円山動物園基本構想（2007年（平成19年）3月策定）に基づく基本計画により、アジア・アフリカゾーンの整備のほか、世界基準を満たすホッキョクグマ館やゾウ舎の新設など着実に事業を進めてきました。また、獣医療体制の強化を図るとともに、動物専門員を新設するなど、円山動物園の人員体制も大きく変わりました。
一方、動物福祉や生物多様性の保全など、国内外の動物園を取り巻く環境や役割が構想策定時から大きく変化してきており、そうした変化への対応が求められています。
こうしたことを踏まえ、基本構想に替わる新たな基本方針として「ビジョン2050」を策定します。「ビジョン2050」では、開園100年を迎える2050年までの動物園の役割や野生動物に向き合う姿勢を明確にし、動物福祉を根幹に据えた飼育展示を行いながら、動物園の社会的存在意義や本来的な役割を市民や来園者に理解してもらうための活動を行っていきます。, [Others] - Action Plan for measures against novel influenza (2014): 6 Socio-Economic Plan

札幌市では、2006年に「札幌市新型インフルエンザ対策行動計画」を策定後、国の行動計画改定及び2009年の新型インフルエンザ(通称「豚インフルエンザ」)流行の経験を踏まえ、2012年3月に札幌市の行動計画の改定を行い、新型インフルエンザ対策を進めてまいりました。

Administrative Evaluation Committee, Sapporo City, Deputy chairman, Tetsuhiko TAKAI, Sep. 2009 - Sep. 2009, 外部評価の仕組みが札幌市の行政評価制度に導入されて、今年度で５年目を迎えた。この 5年間、行政評価委員会は、企業会計を除く全 11 局と教育委員会に対して、既に、400 を超える事業を評価してきた。評価に当たっては、「事業の必要性」、「事業の有効性や効率性」、「設定した指標・目標値の妥当性」等を評価の視点の基本としつつ、毎年、評価の重点を定め取り組んできた。
今年度の外部評価は、昨年同様、「施策の目的に対する事業の貢献度や必要性」に重点を置き、施策単位で選定し、3 施策 46 事業を評価した。また、公共施設も 2 施設を評価対象に加えた。
評価に当たっては、昨年から実施している事前質問方式により、あらかじめ質問事項を所管局に伝えたうえで質疑（ヒアリング）を行い、改善が必要と思われる事業に対しては、仮指摘として各所管局に通知し、必要があると判断した施策については再質疑を行った。
人口の減少により自治体の財政余力が低下していくことは必然であり、札幌市にあっても例外ではない。行政には、これまで以上に政策決定過程における議論の透明化が求められる。行政評価委員会の活動が、最小の経費で最大の効果を上げる行政運営の推進に、多少なりとも役立てば幸甚である。, [Others] - External administrative evaluation for Sapporo City (2008, 27p)

札幌市行政評価委員会は、平成19年度に実施した各局の施策と事業の中から、４施策53事業と大型の公共施設６施設を外部評価対象とした。施策や事業に対する指摘は67件となった。
ヒアリングでは、あらかじめ質問事項を所管局に伝えたうえで質疑を行った。ヒアリングの結果、改善が必要と思われる事業に対しては、指摘事項を仮コメントとして各所管局に通知し、さらに、仮コメントに対する回答を得てから、必要があるものについては再ヒアリングを実施した。
こうして、所管局とのコミュニケーションを十分に図りながら、各委員は事業に対する理解度を深めることに努力した。また、職員からも事業の必要性や事業の実施の背景などについて、真摯な説明があり、その結果、双方の理解が深まったと感じた。各所管局も程度の差はあれ、評価への取り組みが定着してきたことがうかがえたのは収穫であった。
各所管局の評価に対しては、分かりやすくより適切な指標設定を求める指摘を行ったが、全体的には改善されてきたという印象を持った。また、事業内容に対しては、効率性を求める一方で、事業の改善や連携強化などにより事業を伸ばす方向の指摘も行った。さらに今年度は、行政評価委員会の新たな取り組みとして指定管理者制度に対する課題提起を行った。これは、大型公共施設のヒアリングを通じて浮かび上がった様々な課題や問題点をまとめたもので、指定管理者制度の見直しに当たっては、これらの指摘も踏まえて検討が進められることを期待している。, [Others] - External administrative evaluation for Sapporo City (2007, 81p)

This study analyzes their structures. It also aims to create an international network and a regional center for the African economic history.

How the French economic system has been expanded and localized in the ex-colonial countries from the imperial period to the independent period? Chambers of commerce and national companies are the crossing of the governmental policy and the market economy. They are a bridge between the government and the business during the colonial period, a part of the planned economy in the socialist post-colonial period, and a window to the international trade and investment in the liberalized period. We compare the North Africa as the French-controlled model, Sub-Saharan Africa as the hybrid model and Indochina as the localized model.

本研究では、フランス帝国の旧植民地が、植民地化、独立戦争、社会主義化・内紛、経済自由化など、幾多の危機に直面しつつ多元的に再編される経緯を分析した。経済的秩序はとくに商工会議所、技術的秩序は技術教育を事例に、組織史的な連続性と断絶性を比較分析した。地域としては旧インドシナおよび北アフリカに重点を置き、旧英植民地に増して危機が深刻化した旧仏植民地を比較分析した。

First, our historical analysis is based on primary sources of economic organizations whose archives are dispersed in various locations in the world. We collects archives of French chambers of commerce at 13 archives in 7 countries: 7 archives in France, 2 in Algeria, 1 in Morocco, 1 in Senegal, 1 in Laos and 2 in Vietnam. Second, we interviews leaders of chambers of commerce in ex-French colonies, especially veterans who know the French-speaking period in Vietnam, Laos and Cambodia. 日本の建設土木業は、協調的ビジネスシステムを特徴とし、ときには市場経済の歪みとも海外から批判されてきた。しかし、企業合併と市場競争を特徴としてきた米国のモデルはむしろ特殊であり、たとえばフランスでは、企業間、組合間のネットワークが発達し、そこに政府が構造的に深く関与することによって、建設土木業が発展してきた。日本最初の業界団体のひとつである商工会議所が、フランスをモデルに結成されたことに象徴されるように、アメリカのみならず、フランスの歴史事例と比較することが必要である。本研究の海外資料収集では、フランスのF d ration Nationale des Travaux Publicsなどによるネットワーク機能が、アメリカのAmerican Public Works Associationなどの圧力団体機能より広いものであることを検証し、同時に旧植民地を通じて海外のビジネスシステムにも影響を与えたことを確認した。そして、組織史としての制度史的考察が重要であると結論した。その成果の一部は、International Symposium on knowledge-based economy & global managementにおいて、Southern Taiwan University of Technology(台南)、台湾文部省および全国学術評議会による招聘で、業界団体の進...

Taking an example of trade associations and trade unions, this study focuses on the historical change of economic system environments. These organizations have both a formal aspect, such as institutions, laws and organizations, and an informal aspect, such as academic cliques, parachuting, administrative advises. The American literature on the history of the American Public Works Association tends to stress the former aspect and the Japanese debate on the prearranged bidding stresses the latter one. However, this study clarifies that French organizations have developed both aspects mutually, by analyzing the history of the Sydicat des entrepreneurs des travaux publics and the Bourse Libre du Travail. Therefore the French network model is a hybrid of the Japanese prearranged model and the American market model.
