    English, Scientific journal, Due to the severe climate, residents of winter cities tend not to utilize public open spaces inwinter. Temporary design interventions such as emblematic events are always proposed in wintercities to enhance pedestrian activity by celebrating the season and improving the perception ofwinter. In this study, we clarify the impact of the event on pedestrians’ perception to determinethe role of temporary design in improving the perception of public open spaces in winter cities.Using the example of event known as “Ice Town” on the Lenin Square in Khabarovsk, the contentof the Instagram images was analyzed to determine their perception during and after the event.The analysis includes classification of the images into clusters related to dierent urban elementsusing transfer learning with CNN (convolutional neural network). A total of 10,200 generated imageson the Lenin Square were considered, with 1700 images which relate the event itself. This accountsfor approximately 20% of all data, while those which related to the during the permanent use of LeninSquare accounted for just 6%. Temporary design of public open spaces has great potential to involvepedestrians in interacting with urban and natural environments in winter cities, even in severe coldclimate, by improving an impression of a place.

    English, Scientific journal, Regional cities in Japan are facing a decline in the downtown area owing to urban expansion and a decrease in the population. Promoting downtown living is indispensable for the realization of downtown revitalization. Since many coastal cities originally developed outward from a port, their downtown areas are located near the coast and are at high risk of tsunamis. The purpose of this research is to reveal the effectiveness of dealing with the above two issues in parallel by evaluating the Deae-ru Saiwai estate, a public housing relocation project in downtown Kushiro, Hokkaido, Japan that incorporates a tsunami evacuation facility with questionnaires and a GIS survey. Placing public housing in the downtown area shortens the distance to public facilities and improves the convenience of the surrounding environment for many residents. Installing the tsunami evacuation facility improves the feeling of reassurance of residents who would feel anxiety about immigration with regards to tsunamis. This research has clarified the synergistic effect of dealing with the daily and emergency issues in parallel for promoting downtown living. Planning downtown revitalization and disaster prevention concurrently, which has been separated so far, is a fundamental planning approach for urban revitalization in regional coastal cities.

    Japanese, Scientific journal, Generally, in Japan, two public land supply projects have been employed in Tsunami mitigation: Promoting Group Relocation for Disaster Mitigation and the Land Readjustment Project. Because these projects require much time for completion, some affected households withdrew from participation in them, and instead rebuilt a house on land that they located themselves.
     Housing reconstruction is the most basic element of rebuilding life after a disaster has struck. Timing or placement of housing reconstruction varies with each household's character. This study focuses on private land supply methods offered by private companies or individuals. The area, where it is assumed future tsunami damage will occur, needs to develop a “Housing Reconstruction Scenario” that uses residential land supply methods and considers temporal or spatial demands. This paper clarifies the characteristics of each Residential land supply methods and demonstrates how to frame a “House Reconstruction Scenario.”
     This study conducted a temporal and spatial analysis using a “Building Plan Outline” from buildings that were built after the Great East Japan Earthquake. Residential land supply methods are grouped into the following types, which have various living environment characteristics:
     1) Promotion of group relocation for disaster mitigation, or land readjustment projects that can provide a large amount of favorable housing but at the earliest will take three years to supply.
     2) Development projects by a private company that will take two or three years to supply at the earliest but has relatively low accessibility.
     3) Development projects of infill housing in existing urban areas that can be supplied immediately but are few in number, small, and expensive.
     4) Development projects by individuals that can be supplied immediately and at a low price but are not secure, safe, or accessible.
     5) Land and housing stock that is available immediately but are few in number.
     A “Housing Reconstruction Scenario” is necessary as a prior plan to match methods with temporal or spatial demands.
     To smoothly promote housing reconstruction, the local government should make preparations before disaster occurs, including plans for vacant land, utilization of the built-up area, small unit area development by public-private partnership, promotion of existing house distribution, group relocation project for community units, etc. It is also important that such a plan be positioned as part of a larger strategy, such as a general plan or an urban master plan.

    English, Scientific journal, Microclimate in open space affected by the urban layout and spatial forms plays an important role in the outdoor comfort, thus the outdoor activities based on the comfort sensation will directly affected by the microclimate. An outstanding open space should satisfy different requirements of outdoor activities and create relatively comfortable sensation. Most studies have been conducted on these relationships only above 0 Celsius degree. However, only few have focused on extreme situations in both hot and cold seasons. Therefore, from microclimate perspective, taking people’s comfort and spatial behaviors as criterions, this research discussed how the open space forms affect microclimate, thus affect comfort sensation and spatial behaviors. The outcomes may provide some useful insights for planners and architects to understand the relationship among microclimate, open space and people. Results showed that microclimate obviously affected people’s comfort. In hot season, shade and air-flow played crucial roles in outdoor comfort. People tend to stay outside in the shade and the area with higher air velocity. After sunset is popular period for outdoor activities. In cold season, at the same ambient temperature, lower air velocity raised the comfort level. Shade also had influences on comfort sensation but do not affect spatial behaviors significantly. This paper also proposes optimization design proposals of densely populated open space based on extreme microclimate and spatial behaviour.

    Japanese, Scientific journal,  Winter cities suffer from heavy snowfalls and cold winds and must perform costly and energy-consuming snow removal. Within these winter cities, an urban design approach that considers public space environments and energy saving is required. This paper developed the concepts of smart block designs that reduce negative impacts of snow and wind as well as the saving energy during winter for winter cities. The study focused on the high-density blocks in downtown Sapporo, Hokkaido Japan (Fig. 5). Three urban block models, existing type, high-rise congregated type and skyscraper integrated type, were assessed by using snow and wind simulations in wind tunnel (Fig. 3). Climatic impacts of snow and wind in the public spaces were analyzed in Chapter 6 (Fig. 7~9). Using the results of the snow simulations, the energy requirements for removing snow in the public spaces were estimated in Chapter 7-1 (Table4). Building energy consumptions during winter in each urban block model were calculated by ‘Program for Primary Energy Consumption in Buildings’ in Chapter 7-2 (Table10). Based on the results of Chapter 7-1 and 7-2, total energy consumptions during winter in the urban block models were analyzed (Table10).
     The results of this study lead to five desirable urban block design concepts for high-rise and high-density building blocks in winter cities, and showed the relationship between block energy consumption and energy for removing snow as follows:
     [Desirable urban block design concepts]:
     1) Skyscraper integrated type and high-rise congregated type presented fewer snowdrifts on the public spaces than the existing type. They were controlled by the urban block designs such as the unification of the building external facades and the heights of buildings, reducing the wind turbulence, thereby causing the fewer snowdrifts.
     2) Skyscraper integrated type and high-rise congregated type presented less snow cover on the public spaces and less snow removal energy consumptions than the existing type.
     3) Skyscraper integrated type presented fewer snowdrifts on the public spaces than high-rise congregated type. Because the buildings was taller in skyscraper integrated type, stronger deflected winds produces larger areas without snowdrifts. In addition, the roof of the podium in the skyscraper integrated type could catch the snow and reduce the snow cover on the public spaces.
     4) Skyscraper integrated type presented less snow cover on the public spaces and less snow removal energy consumptions than high-rise congregated type. The snow removal energy consumption in skyscraper integrated type was about twenty percent less than in high-rise congregated type.
     5) In skyscraper integrated type and high-rise congregated type, the external facades were set back from Kita 3 jo street and the open-spaces were set along the sidewalks. The snowdrifts were formed on the open-spaces and the snowdrifts on the sidewalks could be reduced.
     [Relationship between block energy consumption and energy for removing snow]
     Energy consumptions of snow removal were equivalent to about ten percent of the total energy consumptions during winter. In addition, saving the energy consumed by buildings will increase the ratio of snow removal energy to total energy consumptions during winter. It is important to consider not only saving building energy consumption but also the snow removal energy consumption for the smart block planning in winter cities.
     This study shows the relationship between urban block design and snow removal energy consumption and the importance of snow removal energy consumption in the total energy consumption during winter. Future related research will consider detailed urban design guidelines to decrease total energy consumptions during winter.
  • New City Block Design Approaches Incorporating Environmental Assessment for Downtown Districts in Cities with Severe Winter Climates

    English, Scientific journal, Urban design approaches in many Japanese cities are based on principles that are similar throughout the country without considering the variety in regional climates. Especially in cities with severe winter weather, providing desirable environments for public spaces under conditions of snow and strong winds is an important issue in urban design. This paper proposes new approaches to urban design with environmental assessments using snow and wind simulations to enable the development of original urban design concepts to improve the quality of public space. Using city blocks in downtown Sapporo, Japan as a case study, a design process flow is established together with conceptual models of city block design, assessing each of the steps of the process. The results of the assessment are then reflected back to the models and re-evaluated with an environmental assessment. With the results, the authors identify a number of principles of city block design for downtown Sapporo.
  • THE COMMUNICATIVE PLANNING PRCESS AND EVALUATIONS OF THE INTENSIVE HOUSING ESTATES FOR THE COMPACT CITY:The intensive project of MAYACHI public housing district based on the master plan of YUBARI City

    Japanese, Scientific journal, On the population reducing situations in Japanese local cities, planning Integrated Compact Cities are required on its future visions. Authors focus on Yubari City that have lost out financially has been planned to Integrated Compact City with shrinking urban area depend on the fiscal restraint. Considering not only the financial reconstructions but also improving living environment of residents should be required on the planning of Integrated Compact City. The planning team (City of Yubari, Hokkaido University and Northern Regional Building Research Institute) enforced the urban shrinking project of Mayachi public housing estate district one of the districts in Yubari City with that policy. The shrinking project was carried out with Communicative Planning between Yubari City and the residents for their relocation on the shrinking district. Authors developed Communicative Planning on this Mayachi housing shrinking project with five mutual steps. On the First step, the planning team figured out the 7 basically points for the project, integrations housing estates, rehabilitation of housing units and so on. In the next step, the team provided to the tenants those points and took their intention. After that, Yubari City made the draft plan of the shrinking project with reflection of the tenant's intents. In this third step, the basically points were increased to 11 points with the reflection. In the fourth step, the planning team asked the draft plan to all of the tenants by the questionnaire. Over half of the tenants who were planned to relocate inside the Mayachi housing estate indicated their intention approval or conditional approval to the draft plan of the shrinking project. Finally in the fifth step, Mayer of Yubari City decided the shrinking project of Mayachi public housing estate with 16 points of planning. This communicative planning between Yubari City and the tenants was very important on the shrinking project. The shrinking project should be proceeded with both advantage of municipality and residents, because it is required residents agreements on the shrinking projects. At the result, author provided the eight important points on the Communicative Planning on the shrinking district as follows. 1) The planning of shrinking district should be made for effects of financial rehabilitation. 2) On the process of the district shrinking planning, important points from both the financial rehabilitation of the municipality and the improvements of the residents living environment should be reflected. 3) The intention of residents for the shrinking planning are better taken in the residents work shop. 4) The details of intention of all of residents may be grasped by questionnaire for the project. 5) The intention of no-relocation residents also important on the shrinking project. Their agreements for the district shrinking project have some influences for approval of the project. 6) The renovation of common facilities of the district is very important for the shrinking project, because it has possibilities improving most of residents living environments. 7) At the results of the reflecting resident's intention to the district shrinking project, resident's evaluations may be good after the project. 8) On the district shrinking projects, considering to improving residents living environments and common facilities are the most important planning points.

    English, Scientific journal, Urban design principles in many Chinese cities are similar to each other without considering regional climate variation. Especially in winter cities, without climate responsive urban design principles, most public open spaces are turned into useless places in winter, which is not only because of the low temperature, but is also due to strong wind influenced by the design of surrounding buildings. Therefore, by using wind tunnel simulation, this paper presents one scientific approach to developing original urban design guidelines for cities in cold regions. Taking typical blocks in downtown Shenyang, China as a case study, a series of high-rise buildings with various concepts of podium design are tested in a wind tunnel. According to the results of experiments, the authors concluded several urban design principles concerning regional climate for open space design and streetscape design in downtown Shenyang.

    English, Scientific journal, An urban design which reduces snow problems is one of the most important approaches in heavy snow and cold climate cities. In this paper, the author evaluated the urban design for the new Wakkanai Station redevelopment project in Hokkaido, Japan. Wakkanai City is the northernmost city of Japan, and is located in a strong snowstorm area. Two types of station design, the Trapezoid type and the Curved-surface type were tested in snow simulations using a wind tunnel that belongs to the Hokkaido Northern Regional Building Research Institute.
    Comparing the two types of Wakkanai Station redevelopment design, the Curved-surface design is better suited to alleviate the negative impact of snowdrifts on the pedestrian pathway. The formation of snowdrifts in the public areas will be less likely to occur due to obstructions, and there will be better access for passenger transfer and better approach for public transportation and private vehicles. But some provision for the shelter of pedestrians from strong wind should be included in the redevelopment plan.
    The results of this simulation will be reflected in the station redevelopment planning and design of this project. This urban design study with snow simulations might provide the most progressive approach.

    Japanese, Providing desirable public space environment against snow and strong wind, and protecting people's activities in winter is one of the big issues on urban design in snow and cold cities. Author developed the original and unique approaches for the environmental assessment on public space comparing between high-rise and medium-rise building block using the wind tunnel simulation. At the result, the high-rise building block caused much snow scatters and snowdrifts on the surrounding public space. For protecting the pedestrian environment on public space against snow and strong cold wind, the medium-rise development with unified height of the building is better.

    Japanese, Winter cities with heavy snow and cold regions, it is important how to apply urban design process to place entrenched within winter climate. In Hokkaido cities, new urban design approaches have to be developed considering to regional climate, snow and cold wind. Authors provided the new approaches with relationship between urban designs and environmental assessments, with the snow and wind simulations using the wind tunnel. Two kinds of "positive" and "negative" urban design guidelines are provided for the new Wakkanai station district redevelopment program. Those guidelines depend on the environmental assessments are useful for reflection to the new urban design process

    English, Scientific journal, It is important to clarify how to apply urban design principles to protect areas within winter climates. Therefore, a question is addressed that do the blocks after infill developments provide desirable environment against snow, or not. The purpose of this paper is to answer this question and clear to unders sirable block images for reducing snow problems (snowdrifts and snow blow) on its surrounding public spaces on infill developments in Winter Cities. Author studied the differences of the snow problems between “before” and “after” the infill developments consisted of medium-rise buildings in Downtown Sapporo on snow simulation tests using wind tunnel. On this snow simulation tests, snow problems in the blocks and streets were improved after the infill developments. One of the main reasons of the observations is considered that the little variation of the building heights reduces snow problems on the public spaces in the blocks. For making the desirable spatial images in Winter Cities, the blocks have to be consisted of medium-rise buildings and unified the heights of buildings. The infill developments with medium-rise buildings with unifying building heights are effective against snow problems in downtown area, and making the desirable special block design for Winter Cities. © 2004, Architectural Institute of Japan.     Japanese, The purpose of this paper is to considering planning guidelines in urban fringe area for local cities planning. The guidelines were based on intention of experts living in Obihiro urban area and comprehensive plan of Obihiro city. We pointed out that three main frames for planning guidelines: environment of a city, environment of a farm village and environment of nature, and pointed out five planning processes: assessment, individuality of the district or area, land use, district environment and design regulation. They are important for the planning guidelines.

    Japanese, Since 1991, Russian housing policy have been confused because of Russian democratization. Most of public housing enterprise in Russia have many housing problems. This year, Russian housing policies have been changed so that the institutions of beneficiary charge will be started. These institutions of beneficiary charge are; for example, tenants have to pay house rent under 16% of the householder's income in 1997, have to pay the provisions for repairs, and Federal Government established Housing Standard.

    Japanese, The purpose of this paper is to classify residents' demands for the renewal program of housing estates, built by Japan Housing Corporation in the late 1950 s. The study showed that residents' demands for renewal program are classified into five groups, 1) rebuilding all of dwelling units of the housing estate, 2) rebuilding the housing estate in several stages, 3) something to be renewal in the dwelling units, 4) enlargement of the dwelling units, 5) repairing the dwelling units only, And analyzed the characteristics of these five groups. We pointed out the relation of these characteristics to residents' lifestage and their income.

    ①対象地方都市のうち函館市と釧路市の中心市街地における、災害危険度と避難可能性について明らかにした。両市が公開する災害危険区域やハザードマップなどを用いて、津波想定浸水区域を500mメッシュごとに示し、津波想定浸水深を3m区分で図示した。同時に、両市の都市計画基礎調査より、建物高さをGIS上で示した。それらを統合して、津波想定浸水深+2階分をバッファーとし、それよりも高い建物、かつ新耐震基準を満たしている建物を、津波被害を免れる残存可能性が高い「津波避難可能ビル」とし、GIS上で示した。さらに「津波避難可能ビル」のうちで、津波想定浸水深+2階分よりも高い階数部分の床面積を、それぞれ明らかにしGIS上に明示した。その結果、自治体が指定する「津波避難ビル」に加えて、「津波避難可能ビル」が大幅に上回ることが明らかとなり、津波災害時に避難できるビルが大きく増加することを示した。
    ②「津波避難可能ビル」に避難可能な人口を明らかにした。対象地方都市にうち函館市において、「津波避難可能ビル」周辺に居住する人口から、高齢者の避難を考慮して分速28mで「津波避難可能ビル」に到達できる人口を明らかにした。その結果、中心市街地居住人口91,962人のうち、函館市が指定する「津波避難ビル」へ避難できる居住人口は49,279人(居住人口の53.6%)に留まることに比べて、「津波避難可能ビル」全体を対象とすると88,428人(同96.2%)が津波からの避難が可能となることが明らかとなった。中心市街地にある多くの建物ストックを「津波避難可能ビル」として指定し、活用することで、多くの人命を津波被害から免れる可能性を示すことができ、防災計画において画期的な結果が明らかとなった、また、中心市街地へのコンパクトシティを推進する都市計画においても、津波からの甚大な被害を回避できる可能性が高まり、有用な結果となった。

  • The Study of Developments to Winter City Smart Block Design with Free Energy of Snow Cleaning using Snow Simulations

    Author developed “Northern Smart Block Model” which reduce both the snow cleaning energy and the building consumption energy in the snowy and cold cities.
    On the snow and wind simulations using wind tunnel, author evaluated the pedestrian environments on the pedestrian public spaces in winter season for downtown Sapporo City, and simulated the snow accumulation and snow cleaning energy on the pedestrian public spaces.
    At the result, author developed and cleared the effectiveness of “Low-rise Podium and Tower Building” as “Northern Smart Block Model” which reduce the both snow cleaning energy and building consumption energy.

    The planning methodology for shrinking compact cities with integrated urban area using vacant dwellings and lands are developed in this research. The results are as follows. 1) The planning methodology is developed in Yubari city with integrating residents using vacant public housing units in Mayachi district. 2) The planning method integrating residents to downtown using the vacant units and new developments of public housing is useful in small local cities. 3) The planning method for making urban core is developed on the vacant land in Shimizusawa districts in Yubari City.

    Green Compact Cities (GCCs) are the goal of the spatial images for downtown area in local cities instead of the high-rise redevelopment program. GCCs model districts are consisted of low-rise high-density wooden buildings and more effective for revitalizations with spatial images, facilities, economy, environment, planning than the high-rise developments. With effective location of open spaces in the wooden districts are successful spatial images for GCCs.

  • The Urban Design for Urban Block with Free Snow Cleaning in Cold andSnowy Cities Using Snow and Wind Simulations

    In the heavy snowy and cold cities, huge energy and cost have been spent for cleaning snow in urban area, especially in public area roads and pedestrian ways. Therefore cutting back on the emission of gases is required to the urban design in the snowy cities. Authors developed the block designs that reduce the snow accumulation on the public roads and pedestrian ways in downtown area Sapporo City. The block design with close rounding type should be most desirable design for reducing snow cleaning energy and emission CO2 gases in downtown area.

  • 積雪シミュレーションによる交通結節点における都市デザイン手法の開発

    北海道のように冬季の積雪が多い寒冷地では、駅やバス停など公共交通機関の交通結節点の計画において雪や寒さへの対策が必要で、都市デザインにおいて重要な課題である。本研究では積雪寒冷の都市を対象に、積雪シミュレーション実験を行い、冬季に吹雪の影響を受けにくい交通結節点(駅やバスターミナル)のデザインを研究し、交通結節点における都市デザイン手法を確立した。わが国では、積雪時の都市デザインシミュレーションを行った研究は、筆者以外には無い。
    本研究では、稚内駅および中心市街地を対象に、積雪インパクトの評価を大型風洞実験装置による積雪シミュレーションを用いて行った。実験装置は、旭川市にある北海道立北方建築総合研究所が所有するものを利用した。積雪シミュレーションにより、稚内駅舎のデザインや建物配置、乗客動線システムを具体的に計画し、実際に設計に反映できる結果を得られた。
    積雪シミュレーションにより、稚内駅舎計画に反映した内容は以下の3点である。(1)稚内駅舎は歩行者動線に吹きだまりをつくらないよう、曲面型のファサードとした。(2)駅前広場に雪の吹きだまりが溜まるため、堆雪スペースを中央に設ける。(3)線路の先端部分に雪の吹きだまりができにくいよう、吹き払いができる駅舎設計にするとともに、除雪がしやすいようにする。
    さらに、積雪シミュレーション結果を実際の設計プロセスに反映させるための、デザインガイドラインを開発した。

  • The Development to New Urban Design Approaches with the Wind Tunnel Snow Simulation for Northern Regions

    An urban design which reduces snow problems is one of the most important approaches in heavy snow and cold climate cities. In this paper, the author evaluated the urban design for the new Wakkanai Station redevelopment project in Hokkaido, Japan. It is important to clarify how to apply urban design principles to protect areas within winter climates. Therefore, a question is addressed that do the blocks after infill developments provide desirable environment against snow, or not. The purpose of this paper is to answer this question and clear to understand the desirable block images for reducing snow problems (snowdrifts and snow blow) on its surrounding public spaces on infill developments in Winter Cities. Author studied the differences of the snow problems between "before" and "after" the infill developments consisted of medium-rise buildings in Downtown Sapporo on snow simulation tests using wind tunnel.
    On this snow simulation tests, snow problems in the blocks and streets were improved after the infill developments. One of the main reasons of the observations is considered that the little variation of the building heights reduces snow problems on the public spaces in the blocks. For making the desirable spatial images in Winter Cities, the blocks have to be consisted of medium-rise buildings and unified the heights of buildings. The infill developments with medium-rise buildings with unifying building heights are effective against snow problems in downtown area, and making the desirable special block design for Winter Cities.
    The results of this simulation will be reflected in the station redevelopment planning and design of this project. This urban design study with snow simulations might provide the most progressive approach.

  • Field Works of Schoolchildren's & Adults' Adaptation to Winter in Cold Regions

    We have common subjects in Cold Regions. One of them is development and substantiality of outdoor life in winter. In this research project, schoolchildren were asked by questionnaire method how much they like or hate winter. For comparing with adults' adaptation to winter, adults were also asked by the same questionnaire method. The field works were done in Japan (Sapporo, Morioka and Sendai), Canada (Waterloo and Gatineau), Finland (Espoo), Russia (Khabarovsk) and China (Harbin) in the winter season in 2005.
    Playing by schoolchildren and going out by adults such as typical outdoor lives in the winter season were observed in the above cold regions. Particularly, microclimates of schoolchildren under their overcoat were measured while going out and indoor climate in their bedrooms were also measured while sleeping.
    In the international forum attended by investors and research cooperators such as urban researchers, city planners, landscape architects, play ground designers and administrators in Winter Cities, how to have pleasures through outdoor activities and how to set up public open spaces for supporting active outdoor lives and how to make up networks of community for adapting to winter were discussed. Interesting facts and some proposals were found out from this investigation.
    Good fruits after oversea field works and international forum will be spread to citizen in winter cities through institutes and administrative announcement.

  • ウィンターシティにおける都市デザインのための積雪シミュレーション研究

    本研究は、冬季の積雪が深刻な札幌市の都心部において、都市デザイン方策をインフィル開発に関する効果を中心に、大型風洞実験による積雪シミュレーションを行い明らかにしたものである。
    大型風洞実験装置は北海道立北方建築総合研究所の粉体風洞施設を用いた。積雪シミュレーションには、気象庁の札幌管区気象台で観測した過去5年間の気象データ(1999-2003)を採用した。札幌都心部では、11月中旬より4月上旬まで約5ヶ月間の降雪があり、積雪のあった日の卓越風は北西になるため、積雪シミュレーションでは北西風を採用した。札幌の都心部18ブロックを対象に300分の1の模型を用いて積雪シミュレーションを行った。
    積雪シミュレーションはつぎの課題を設定して進めた。(1)ウィンターシティにおいて、街区ブロック単位で建物の高さを揃えると、雪や風の影響を受けにくいか?(2)空地に充填的に開発を行うインフィル型開発は、雪や風の影響をどのように受けるか?また、どのような効果があるか?
    その結果、つぎの点が明らかになった。(1)ウィンターシティである札幌都心部では、建築物の平均階数である10階程度で建築物の高さを揃えると、街路や中通りなどの公共空間への雪の吹き溜まりや吹き払いの影響を少なくできる。(2)現在、都心部に散在する小規模な空地に、10階程度の高さの建築物でインフィル型の開発を行うと、吹き溜まりなどの積雪の影響が少ない都市空間が形成され得る。
    本研究のように、都市の積雪シミュレーションを行った研究は、日本の都市デザイン研究において初めての試みであり、ウィンターシティのためのさらなる研究が望まれる。

  • コンパクトシティ形成に向けた中心市街地居住の実現方策に関する研究

    本研究は、北海道内の地方拠点都市を対象としてコンパクトシティを形成するために、中心市街地居住の居住イメージを明らかにし、その実現方策について研究することを目的とするもので、以下の結果が得られた。
    1)北海道内の拠点都市において、中心市街地内に残っている低未利用地に住宅供給がされ始めている。札幌市では中央区の人口が増加に転じており、中心市街地居住は徐々に実現化されていることが明らかになった。
    2)中心市街地の居住イメージとして、高齢者などの交通弱者のほかに、IT産業に関連するSOHO型の中心市街地居住があげられ、そのための住宅供給が重要である。
    3)積雪時の都市デザインシミュレーションを、札幌都心部を対象に、大型風洞実験施設を用いて行った。その結果、中心市街地居住を推進する中心市街地の空間イメージは、北海道の諸都市に見られる既存のグリッド状の都市基盤を活かして、ブロック型の都市空間を形成することが望ましい。ブロック外周に供給する集合住宅は高さを抑える方が、高層集合住宅を供給するよりも、積雪に強い中心市街地を形成できることが明らかになった。
    4)世界のなかでも郊外化が著しいアメリカにおいて、比較的コンパクトな市街地が成立しているサンフランシスコ市では、中心市街地居住において以下の課題があげられている。
    (1)中心市街地において、中堅所得世帯や低所得者、高齢者が住み続けられる、アフォーダブルな住宅を確保すること。(2)IT関連産業の増加とともに、SOHO(LIVE/WORK)などの職住一体型の住宅供給が必要とされている。

  • Study on Design and Management System of Self-supported and Sustainable Cities

    This research is focused on local urbanized area to find and establish Sustainable Planning System for self-supported local cities under the decentralized situation.
    The abstract of the results and conclusion are follows:
    1. We mentioned the basic needs and importance of plan-making support system and suggest their framework. And we find the importance the meaning and role of regional planning-system.
    2. The framework of resuscitation of urban environment under the process to make the consensus of urban future figure, and the twin system of Land-planning and Community-design.
    3. We could find the role and meaning of Urban Master Plan, and the realization processes of future space figure taken in common.
    4. We suggested the importance of Urban-fringe Planning and the guideline for resuscitation planning of their environment.
    5. The principles of urban organization which make easy to redesign our urban space and environment should be considered from sustainability and diversity of open space network system in planning.
    6. We could make clear the framework of the guideline for urban space and district plan in down town of Gridiron City.
    7. We strongly mentioned the importance of new management system and profession system to realize the urban planning and enterprises.

  • 地方拠点都市の中心市街地における居住空間イメージの形成研究

    本研究は居住人口の空洞化が著しい北海道内の地方拠点都市の中心市街地において、居住空間イメージを提示し、中心市街地の活性化方策の一部を明らかにしたものである。
    まず、中心市街地の未利用地の計画条件を明らかにした。北海道内地方拠点都市の中心市街地は殖民区画に基づいて、間口5間奥行20間程度の規模の敷地割りがされている。小規模な敷地が2〜3区画集まって中心市街地に空閑地ができていることを明らかにした。
    つぎに、それらの空閑地を含んで街区を整備するときの課題を3点明らかにした。1つ目は、駐車場の確保である。地方都市の中心市街地としては比較的容積が高い街区のネット容積率120%の場合、必要な駐車場面積は街区の45%にも達する。2つ目は、街区内の雪処理を軽減するための建築物の配置である。その方策として、(1)街路から集合住宅に入る敷地内の人と車の動線を一本化して短くし、除雪が必要な面積を減らすこと。(2)排雪せずに雪を堆積できる堆積スペースを確保すること。(3)大雪時の雪処理のために融雪槽を設置するスペースを確保することである。3つ目は、親しみのある通りをつくるために、街路沿いに中層の集合住宅を配置し、生活の表情が通りにでるようにすることである。同時に、店舗併用の集合住宅を計画する。
    最後に、次の7つの空間整備の条件から,まちなか居住の空間整備イメージを街区レベルで明らかにした。(1)街区は基本的に中層住宅で構成する。(2)短冊状の細長い敷地を前と奥とで使い分ける。(3)短冊状敷地の前部に歩行空間を確保し、小さな公共空間をつくる。(4)生活の表情が出るよう住戸の開口部を中通りに向け、親しみのある通りをつくる。(5)短冊状敷地の奥側には駐車場を通りから隠れるように配置する。(6)雪を堆積できるスペースをつくる。(7)建築物の屋根は雪を堆積できるよう陸屋根とする。

  • A Study on the Re-design System of Urban Environment in Small Cities

    The frame of this study is as follows :
    1. The theorical planning method and the vision of reorganaization are observed from the points of view for re-design of regional urban area : a) downtown area in small city, b) local urbanized area, c) subruban area in local, d) residencial area.
    2. The methods of the reorganization and the formation of network in the zonal public center are proposed in concerning : a) the child behavior and those environment, b) the aged behavior and those environment, c) the formation of network for the aged who lives in mountain area.
    3. The new vision for sustainable environment is proposed in concerning : a) residencial area, b) cognition of environment.
    4. The principles of composition of urban space from the points of view of zones and bulidings are observed.
    5. The process planning for the re-design of environment in local residental area in observed from the points of view of zonal planning and civic participation.

  • 地方中規模都市における公営住宅団地の建て替えを核にした地域の住環境再編

    北海道内の公営住宅再生マスタープランを策定している地方中小都市において、公営住宅の建て替えを市街地再編の戦略として位置づける視点としておおきく以下の2点を得た。
    1.地方中小都市における公営住宅団地の敷地の有効性
    北海道内において公営住宅再生マスタープランを策定している自治体にアンケートを行ったところ、地方中小都市では公共的な施設に用いるための敷地が不足している場合が多く、公営住宅団地の立地する用地が有用であることがわかった。例えば、地方レベルのためのコミュニティセンターや高齢者福祉施設の建設のために既成市街地内に新規に用地を取得することは困難であり、公営住宅団地の土地に複合的に配置することが有用であることが明らかになった。
    2.市街地構造を再編する場合の公営住宅団地の移転・集約の有効性
    人口が減少しつつある市町村にとって、都市中心部の活性化のために公営住宅団地の移転・集約は有効である可能性を示すことができた。公営住宅団地は都市中心部よりも郊外部に立地するケースが多く、都市中心部では購買人口が減少するなどして中心商店街の衰退が著しい状態である。そこで、自治体内に分散する公営住宅団地を移転・集約して、都市中心部に再配置しなおすことで、中心商店街の活性化を図ることができると考えられる。このことは幕別町などいくつかの自治体担当職員に対するヒアリングより、可能性が明らかになった。ただその場合に問題となる点は、中心部での公営住宅団地用地の確保にある。これには2つの解決策があげられ、一つは散発的に抜けていく中心商店街の店舗の敷地を、残存する店舗の集約と併せて早急に集約する手法が必要であり、いま一つは小規模の敷地を逐次買収して公営住宅団地として整備する手法の整備が望まれる。本研究では、公営住宅の再生プログラムを考え合わせると、後者の考えにもとづく手法を早急に整備する必要があることを明らかにした。
    なお、本研究の成果は、千歳市や幕別町における策定プランにおいて反映されている。

  • PLANNING STUDY ON SYSTEMATIZATION OF DWELLING ENVIRONMENT IN BUILT-UP AREA OF PROVINCIAL CITIES

    We comprehended the method to create the dwelling environment in provincial cities' district, mainly from the relation of collective public housing estate, and considered the possibility to systematize the method to be applied in the built-up area of those cities.
    1) In the built-up area of provincial cities, we observed the typical problems on its dwelling environment, and arranged the improvement contents as well as the renewal-frame into the 9 types of autonomous districts.
    2) By observing the actual condition of collective public housing district renewal, we pointed out the following aspects:
    (1)New tendencies were occured; especially in (1)the formation of district's community (2)the provision of lots to improve the district in advance (3)the creation of nodal points for living activities in the district.
    (2)The problems hereafter were (1)to overcome the problems of cold and snowy regions (especially to cover the public space) (2)to settle young generation and to renew the urban core area (3)to arrange and to combine the public space and public utilities.
    3) According to those considerations, we proposed "The Infill Model of Dwelling Environment Improvement", and also considered the possibility which systematize the method of creating the dwelling environment in the whole urban area, by the following three points of view: (a)the spatial expansion of improvement and its contents (b)combination with public works (c)the planning subject. We concluded the future method to improve the dwelling environment autonomously as "A Treatise on the Expansion Model of Dwelling Environment in a District".
