Japanese, When the risk-management of the business administration is examined, first, we must set up that examination category, a risk occurrence factor and such as control possibility. In this paper, the enterprise organization system that it is represented by Knowledge Management System is taken as the examination category and the occurrence factor as the production element of the risk occurrence environment. That is being taken as the control possible element. When the system building for putting enterprise organization information together and to share it efficiently and to deal with it, if effective combination isn't fulfilled in the combination with the machine capital and the human resources (intellectual capital) ,labor productivity declines and profit rate also declines. These risk possibility are supposed. If it is said in other words , I tries to point out that the risk environment that obstructs enterprise activities to profit maximization is to occur.

Firstly, by employing the HACS model (organization learning theory of neo-cybernetics), I asserted the hypotheses (organization would acquire the concrete images about social realities, and getting labor images and how responsibilities about organizational behaviors should be considered) on “Sangyo Teihou System”. Secondly, regarding “Business Kenbikyo”, I asserted the possibility of letting emerge the happiness of labors in the perspective of HACS model. Finally, I asserted that the communication structure of “LINE WORKS” could be explained by HACS model.
