The First Group Meeting with ‘Fellows’ at Hokkaido University in 2013-Results of a Survey on the Nitobe College Students

With the goal of educating a new generation of global leaders, Hokkaido University established a new program called "the Nitobe College," which recruited the first batch of 129 students in May 2013. The College is being operated in cooperation with the Hokkaido University Alumni Association, which also nominated a number of alumni called 'fellows,' who are in charge of interacting with groups of students, and some of whom will become mentors helping students pursue their career goals. The first meeting of the fellows and the Nitobe College students on Hokkaido University campus in May 2013. To evaluate the effectiveness of this meeting, a web-based crosssectional survey was conducted among the student participants. This report summarized the results of the survey. The findings suggested that the meeting was successful for helping the students build mutual understanding among themselves and with the fellows; however, further periodical meetings are necessary to maintain what they have already built and subsequently develop more interactions and communications among them so that mentoring by the fellows will be effectively established. The use of communication technology can facilitate this process because it will help overcome the difficulties in setting up regular meetings that all of the students as well as the fellows can attend., 北海道大学高等教育推進機構, English

A Survey on Awareness of the Nitobe College among the First-year Students of Hokkaido University, 2013

The Nitobe College, named after one of the most notable Hokkaido University alumni, Inazo Nitobe, is one of two new programs to promote the globalization of Hokkaido University, which aims to educate a new generation of global leaders. A web-based anonymous cross-sectional survey was carried out to determine how, and how well, the Nitobe College has become known to first-year undergraduate students of Hokkaido University. The survey results provided the Nitobe College with a precious basis for its operations, planning and evaluation in the years to come. Their comments and concerns were pertinent and to-the-point, a reflection of their expectations for the Nitobe College. 「ホリデーイン日高」は毎年留学生センターと国立日高青少年自然の家が共催で行う国際交流行事である。2011年は「ホリデーイン日高」のプログラムを、留学生への支援サービス的なものから多文化交流に比重を置いた、より教育的なプログラムに改訂した。日高の夏祭りである「樹魂まつり」への参加が主な内容となるプログラムのため、限られた時間と従来からの活動の中に、どのような交流のための「しかけ」を盛り込めるかが課題であった。参加者同士の積極的なかかわりをつくるため、バーベキューやワークショップ等の活動を入れたほか、グループでの活動を通した様々な交流場面を作ることで、異文化コミュニケーションを促した。終了時のアンケートではグループの仲間と交流ができたと回答した参加者が9割を超え、多文化交流の目的は概ね達成された。しかし、関係教職員の振り返りやアンケートから、いくつかの課題も浮かび上がった。この稿では、今年度の改訂の意図から、その過程、実施状況と今後の課題・展望について報告する。Holiday in Hidaka is a cultural-exchange program, co-organized by International Student Center, Office of International Affairs, Hokkaido University and National Hidaka Youth Outdoor Learning Center. The program has been a support program for international students, designed to offer them the opportunity to enjoy a trip and learn about Japanese culture. International students have been considered to have difficulties with going on trips for financial reasons and language barriers. However, there has been a change in the situations of international students: English sings for international travelers are now seen around Sapporo, and there are various exchange events for international students offered by other organizations. This year, therefore, the organizer decided to change the character of the program from the event to support international student life to a program for cross-cultural understanding, focusing more on interaction between participants. The first year of ISC student support desk

本稿は、北海道大学留学生センターに2008年11月に設置された「留学生サポート・デスク」の一年を振り返り、その活動と実績を報告するものである。留学生サポート・デスクは、ピアサポートを実践する、留学生による留学生のための支援制度である。留学生数の急増を背景に、全学的かつ組織的な支援の提供を目的に設置された。デスクには、常時、2名の「先輩」留学生が勤務している。主な業務は、留学生からの各種問い合わせへの対応であるが、これまでに、「ブック・エクスチェンジ・ウィーク」や「こんにちはウィーク」等、様々な催しも企画・実施してきた。今後、「留学生30万人計画」の下で留学生数の増加が見込まれるなか、大学をはじめとする各教育機関では、留学生に対する効率的かつ組織的な教育支援の提供が求められている。本稿が示す留学生サポート・デスクの実践は、同様のサービス・支援の提供を考える他機関、また行政や地域コミュニティ等にとって一定の示峻を提供するものと考える。The aim of this paper is to report the service and performance of the Student Support Desk at the International Student Center (ISC), Hokkaido University. The ISC Student Support Desk, which was launched in November 2008, is a peer-support service for international students at the university. The students are able to ask anything about important procedures and their daily lives to their fellow students whenever the Desk is open. Although its main service is to deal with students enquiries, it also sometimes arranges events such as Book Exchange Week and Konnichiwa Week which is like a garage sale without money transaction. The Support Desk contributes not only to answering students' questions but also to encouraging students to come to the ISC. 本研究の目的は、合理的配慮を必要とする留学生に対する教育上・授業実践上の支援の現状と課題を明らかにするとともに、ダイバーシティ・マネジメントの観点から、授業参加者がかれらの特性を理解し、たがいの弱み・強みを補強しあえるような関係性の構築に資する授業実践上の工夫やしくみ、戦略を提示することである。それにより、これまで出身地やエスニシティ等の文化・政治面に焦点が当てられがちであった国際共修授業における多様性の捉え方に変更を迫ると同時に、より実生活に即し柔軟性を持った汎用的スキルの育成に貢献する授業展開を提案する。そのため具体的には、日本国内の動向（平田）の把握とともに、留学生を多く受け入れ、かれらの多様性を国内学生の国際化の手段として活用するオーストラリア（青木）、イギリス（髙橋）、韓国（鄭）のモデルケースを収集し、その分析から、授業内で多様な差異を積極的・効果的に活用するための工夫・しくみを検討する。
初年度にあたる2020年度は、新型コロナウイルス感染症拡大の影響により、新規プロジェクト等に共同であたる余裕がなく、かつ当初計画で予定していた国内・海外調査が実施できなかったため、補助期間を1年間延長することを前提に、具体的な活動は行わなかった。2021年度は、プロジェクト実質1年目として、それぞれが担当する国・地域における「合理的配慮」の考え方や大学における支援のあり方等について、歴史・政策・制度面からの整理を行い、オンラインでの会合にて、それらの結果を共有する作業を行なった。
韓国を担当する鄭は、在外研究のため一年間ソウルに滞在し、可能な範囲ではあるものの、現地にて資料・情報収集を行なった。また、2022年3月からは、カナダ・ヒューロン大学の赤井佐和子氏が、研究協力者として本プロジェクトに参画することとなり、カナダの事例についても調査・共有を開始した。

The research here attempts to study the conceptual foundations and a framework for co-learning in multi-cultural classrooms with international and Japanese students studying at universities in Japan from an international perspective. Through the research and studies of Australian, British, Korean, and Japanese cases, this project showed the importance of consideration of a range of conditions surrounding the multi-cultural classroom when planning and improving courses, including the conditions and patterns in education in the various countries, educational goals and purposes followed by the universities, the position and roles of individual courses provided, the number of international and Japanese students in a course, and other aspects of the educational settings in which the courses are taking place.

This research project aimed to improve international student support in higher education in the field of policy making as well as at individual universities. It examined international student support at higher education institutions in the UK, Canada, Australia and Japan and attempted to construct the theoretical framework of international student support through an analysis of the features of student support in the four countries.
