本研究は，わが国の高齢者介護組織が「なぜ」そして「どのように」経営されるのかを実証的に解明し，高齢者介護組織の経営に関する理論構築を目的としている。本稿では，「北海長正会」と「さつき会」の2事例を本研究の理論的枠組「資源，活動，価値基準の組織能力パッケージ」にもとづいて詳細に分析するための準備作業を行う。具体的には，（1）聴き取り調査，（2）事業報告書と内部資料の参照，（3）新聞・雑誌記事などの刊行物と各種ウェブサイトの参照によって収集された情報にもとづき，濃密な事例を作成した。2事例はそれぞれ4期間に分けられ，各期間における資源，活動，価値基準，そして3つの結び付きが分析された。

This article examines the community welfare activities and livelihood support services offered by a social welfare council in a hilly, mountainous area. Gohoku district, in the town of Ino, Kochi prefecture, has a shortage of human resources to support in-home living and monitoring requirements despite the existence of livelihood support needs identified during a municipal merger. The social welfare council, which was entrusted by the local government, has addressed livelihood support needs by recruiting home-grown talent and driving the elderly to a small-scale, multifunctional support center for daycare before returning them home, which is not covered by nursing-care insurance or mutual assistance. An interview survey demonstrated that service users enjoy conversations with each other and attending or participating in events. However, providing access to retail stores, banking facilities, and medical services is another important function of livelihood support.

Japanese, 本研究は，社会福祉法人北海長正会の高齢者介護事業である四恩園において，なぜ高い組織成果が達成されたのか，および，どのようにして高い組織成果が達成されたのかの解明が試みられた。理論的枠組にもとづく事例研究の結果，高齢者介護組織の制度，価値基準，活動，資源，組織成果の間の各変化プロセス，およびこれら5つの要素間の相互関係が動態的に解明された。分析の結果，以下の3点が明らかになった。（1）制度，価値基準，活動，資源の各要素が相互に十分に結び付いているか否かが，組織成果を規定することが明らかになった。高い組織成果を達成するためには，特定の要素が変化した場合，その変化に合わせて他の要素を変化させる必要がある。（2）制度，価値基準，活動，資源の結び付けには，2つの方法が存在することが明らかになった。1つはトップダウン型による結び付けであり，もう1つはボトムアップ型による結び付けであった。（3）トップダウン型による結び付けが行われたことが，その後のボトムアップ型による結び付けを可能にしたことが明らかになった。

Japanese, By using an in-depth and chronological case study of the social welfare corporation Hokkaichoseikai, this study examined interaction among institutions, values, activities and resources and dynamical changing process of them. This case study provided three findings. First, the tight interconnection among institutions, values, activities and resources provides high organizational performance. Second, there are two types of interconnection, which are the top-down type of connection and the bottom-up type of interconnection. Third, the top-down type of interconnection encourages the bottom-up type of interconnection.

＜研究論文＞高齢者介護組織のマネジメント : 社会福祉法人の競争戦略と組織特性に関する実証研究

Japanese, 今日わが国では，高齢化の進展や介護保険制度の導入等によって，高齢者介護事業の主たる担い手である社会福祉法人の重要性は以前にも増して高まっており，その効果的かつ効率的なマネジメントが求められている。しかし，社会福祉法人のマネジメントは，従来，部分的にしか解明されておらず，包括的かつ実証的な分析が必要である。本研究では，北海道を拠点に高齢者介護事業を行っている296 の社会福祉法人への質問票調査にもとづいて，社会福祉法人の環境―戦略―組織特性―組織成果間の相互関係の解明を試みた。分析の結果，次の4 点が明らかになった。（1）社会福祉法人においては，有効な3 つの競争戦略（コスト志向戦略，差別化志向戦略，差別化・コスト併用戦略）が存在する。（2）環境不確実性の認知が異なる場合，採用される競争戦略は異なる。（3）競争戦略が異なる場合，採用される組織特性は異なる。（4）競争戦略が異なる場合，有効な組織特性の組み合わせは異なる。
