  • How Iranians See the IRGC Oversea Deployments? An Analysis of the Survey Experiment

    Japanese, Scientific journal, Iran’s Islamic Revolutionary Guard Corps (IRGC) has been responsible for protecting Iran’s revolutionary regime from both domestic and international threats since the 1979 revolution. As part of its mission, IRGC soldiers have been deployed to support Shiites in neighboring countries. However, deployment of the IRGC abroad has the potential to create security dilemmas, precipitate economic sanctions, and lead to other problems that compromise national interests. How have the Iranian people viewed the eployment of IRGC soldiers abroad, which is fraught with such paradoxes? In Iran, where speech is strictly controlled, it has been difficult to accurately gauge public opinion toward the IRGC, an organization that symbolizes the regime itself. By conducting a unique survey experiment, we attempt to overcome the problem of “social desirability bias.” The results show that only about 35% of respondents across Iran support the IRGC’s deployment abroad, and that the difference in approval/disapproval is strongest and most significant among respondents with different attitudes toward the U.S. compared with factors such as support for the regime, religious beliefs, or economic status. This suggests a different view from the conventional wisdom regarding Iran’s foreign policy, which has often been characterized by irrationality based on support for the revolutionary regime or adherence to religious ideology.

  • Parliamentary Politics and Iran-US Relations During the Cold War

    United States, Influential literature on Iran-US relations has assessed economic and security issues as having profound impacts on the rise and fall of Mohammad Reza Shah. However, relatively little attention has been paid to the ways that Iran's domestic institutions, particularly parliamentary politics, influenced the nature of bilateral relations. Findings from the Ardeshir Zahedi papers housed in Hoover Library and Archives and the US National Security Archives indicate that even though the Shah and the US were close allies, parliamentary elections provided a space for the US to contact “moderate” opposition who tried to challenge the Shah’s dictatorship by participating in electoral politics. This communication was facilitated by US concerns about fighting communism within the context of the Cold War, in part because Iran’s opposition knew that only US advocacy would encourage the Shah to co-opt them in parliament in an otherwise illiberal authoritarian environment. A closer look at parliamentary elections in Iran during the Shah’s regime offers important insights into the ways that domestic politics interacted with Iran-US relations, with implications for Iran’s political development., [Invited]

    当該年度の成果は以下の通りである。
    【研究実施内容】イランの内政について、その特徴を象徴する要素の一つ「選挙運営の制度設計」を現地資料を用いて明らかにした。イランには、選挙に政治生命が左右される大統領と、左右されない最高指導者という二人の異なるリーダーが存在することは既存研究で広く知られている。一方、その構造が、選挙管理にどのように反映されているのかは、選挙制度設計の複雑性から不明瞭なままであった。それに対して、本研究では、選挙実施を担う内務省(大統領側)と監視を担う監督者評議会(最高指導者側)が、選挙前、選挙期間、投票日、選挙後という選挙サイクルにおいて、一部重複、一部分権的に働く機能を詳細に明らかにした。用いた資料は、一次資料としては、憲法、国会選挙法、国会選挙法実施規則、監督者評議会による国会選挙の監督法、内務省発行の選挙スタッフの訓練マニュアルである。二次資料としては、2019年度イランにて収集した監督者評議会発行の刊行物を参照した。
    【得られた結果】上述の分析を通して、イランの選挙管理は大統領と最高指導者のエージェントによって、中央、選挙区、投票所レベルに至るまで、二元的に管理されているからこそ、たとえ改革志向の政権が発足しても選挙の自由は制限され、また、逆に、軍出身の政権が発足しても、軍の選挙干渉は制限される、という選挙運営が常に現状で維持される仕組みが明らかになった。
    【成果発表】上述の結果の一部は、査読誌『国際公共政策(International Public Policy Studies)』で公表した他、世界最大のイラン研究の国際学会Association of Iranian Studiesでも発表した。なお、成果の全体は博士論文にまとめて執筆した。現在はその一部を投稿論文として執筆中であり、2022年度中の刊行を予定している。
