English, Scientific journal, Poverty and food security risks are increasing in resource-reliant African countries such as Nigeria. Resultantly, policymakers have attempted to use agricultural policy reforms to boost productivity and increase income. However, macroeconomic instabilities complicate agricultural transformation. Consequently, farm households try to diversify food production to mitigate shock-induced nutrition losses. However, credit constraints disrupt the planting of different crops required for adequate diets. This study investigates food security performance during Nigeria’s Agricultural Transformation Agenda. It examines whether credit-constrained households adjust food consumption and production differently from credit-unconstrained families. The aim is to uncover the nutritional implications of the adjustments and evaluate the changes such a linkage has undergone during the commercialization initiative. While credit-unconstrained households diversified food production to mitigate food security risks, credit-constrained households were unable to do so. A policy that improves credit access for farm-input purchases appeared to increase food security. However, macroeconomic shocks disrupt the smooth implementation of the policy. Resultantly, policy decisions on the designation of a financial-support scheme that approves credit to households for operating off-farm enterprises must be considered. The business profits could complement farm income to improve family nutrition. Part of the profits could again be plowed back into farm-input needs to enhance agricultural commercialization. - 二方向の固定効果を持つパネルデータ標本選別モデルにおける二段階推定量のバイアス修正

本年度の研究では，国別パネルデータを用いて，係数異質性を持つグループへの分類とグループごとの係数を同時に推定する手法について考察を深め，グループ数の推定もあらたに提案する情報量基準に基づいて行った．
どの国がどのグループに属するかという点は事前には未知であるものの，サンプルに含まれる国のグループ数を所与として，どの国がどのグループに属すると考えつつ，モデルに含まれるグループごとの係数を推定すれば最も尤度を高くすることができるか，というアルゴリズムを提示し，実際の国別パネルデータに適用し，各国の生産関数において人的資本と物理的資本（特にインフラ設備）が補完的か代替的かを判別する実証分析に適用した．
推定結果は，国ごとに明瞭に有意に代替・補完あるいはほとんど関係なしという分類を行うことができており，その結果から経済成長が，人的資本への配当を通じて，国内の所得分配にどのような含意を持つのかという点についての実証的な含意に対しても考察を行っている．
昨年オンライン国際学会で行った報告をもとに上記論文の改訂を進めつつ，新たに時間軸報告での構造変化を含めたモデルについても推定方法について実験を行っている．上記のグループごとに係数を求めていくアルゴリズムを，グループLASSO法によって，時間軸方向での構造変化点を見つけるルーティンを含めることによって，未知の構造変化点・変化回数を持つグループ異質的パネルデータモデルの推定という問題に取り組んでいる．先行する研究との理論的・実証的差異がどのようなものであるかという点に注目して研究を進めている．

Using bidding data from retail electricity markets, we estimated a structural asymmetric auction model and derived empirical implications on the liberalization of the retail markets in Japan. When an incumbent and new entrants are competitive in terms of supply costs, it would be possible to improve both efficiencies in the asymmetric auction and consumer surplus simultaneously. However, when the cost advantage of the incumbent over new entrants is too strong, or the promotion of new entrants is too excessive, auction efficiencies and social costs would be deteriorated. This implies that a modest management of market competition is important.
We also studied an inference procedure of nonlinear panel data models with additive and interactive fixed effects and an empirical method to derive implications from the fixed effect estimates. The method was applied to empirical studies of the international trade of cultural goods.

The main findings of the project are the following three. First, based on the original survey of STEM field researchers, Takahashi et al. (2018) find that a 6% pay gap exists after controlling for research productivity. They do not find a motherhood wage penalty. Second, Kawabata and Abe (2018) explore intra-metropolitan spatial patterns of female labor force participation in the Tokyo metropolitan area, and find that married mothers residing in the inner suburbs tend to work less than married mothers residing elsewhere. Finally, Kodama et al. (2018) examine the effect of foreign ownership on gender-related employment outcomes and work practices in Japan. The analysis suggests that foreign affiliates in Japan seem to utilize female workforce effectively. Therefore, the foreign direct investment has a potential to improve allocation of female talent.

Empirical studies on the retail power market in Japan in this research project are based on two models; a static model and a dynamic model. The static model features the asymmetricity in the cost information sharing between agents. Under this assumption, we explicitly derive the bidding functions in a mixed strategy equilibrium. Based upon this formulation, we introduce a dynamic setting, where the former auction results affect the current biddings, and also derive the bidding strategy in an MPBE.
We also study on the bias reduction methods for nonlinear panel data models with two-way fixed effects, and examine the finite sample performance of our method.

In our project, we developed a structural auction model and quantitatively examined the effects of policy measures to enhance competition in the retail power market of Japan. We used a theoretical model with asymmetricities between an incumbent and new entrants in both cost distributions and information structure, where the incumbent's cost is assumed to be common knowledge, and empirically estimated the structural parameters characterizing their cost distributions using public power procurement data.

電力小売に関する官公庁の入札案件についての調査を前年度に引き続いて継続して行った。そこでは、おもに、2009-2010年度の入札案件における、施設名(施設内容)、契約電力料、予定使用量、落札価格、落札者(落札者数)等といった案件の詳細に関して、インターネット上で公開されている入札公告・落札公告をもとに、また、必要に応じて電話・FAX等による補足的な聞き取りを直接おこなって、電力入札に関する情報を収集した。このデータをもとにデータ・ベースを構築して、これまでのわれわれの入札情報データ・ベースに統合できるように整理した。ただし、平成23年3月11日に発生した地震の影響で、東北地方を中心にして、いくつかの入札案件に関する調査が積み残されている。このため、今後、入札を担当する部署が落ち着きを取り戻した時点でフォローしていきたいと考えている。
このデータのうち、2006年度に行われた入札情報に関するデータを用いた分析をより詳細に行った。そこでは、入札者が入札において勝ち目がないと判断したときに応札しないという選択肢がある(入札行動の内生性)ことを考慮して、自由化された小売電力市場において、既存事業者である電力会社と、新規参入者である特定規模電気事業者(PPS)との間の競争によってどれだけ電気料金が低下したのかをノンパラメトリック・アプローチを用いて分析した。この分析結果は論文としてまとめて、英文学術誌に投稿した。さらに、この研究を発展させたものについて研究報告を行った。

In the present study, we developed a framework for estimating the policy effects according to system changes such as the copayment scheme revision in the medical insurance system, and applied it to real data. The impacts of the change in the copayment rate (i.e. medical service price change) on the medical service demand/supply are quantitatively confirmed; the quantities of laboratory test and/or diagnostic imaging (these are necessary for treatments, but do not directly improve the health states of patients) are price-sensitive. Moreover, we investigate the statistical properties of the counterfactual treatment effect estimation, especially using the switching regression model. The effects of the competition promoting policy such as introducing the auction system are empirically examined.

本年度の研究では,"Physician・patient Interaction and the Provision of Medical Services Under Different Co-payment Schemes"(University of Tsukuba, Department of Social Systems and Management, Discussion Paper Series No.1150)(共著)という論文を作成し,医療保険制度変更に伴う医療受診・医療サービス供給行動に関する理論的,定量的分析を行った.自己負担率を所与とし受診によって自らの効用を高める患者と,受診する患者に複数種の診療サービスを提供する医師の行動モデルを構築する理論分析を行った.その結果,自己負担率の変更によって患者に対して提供される医療サービスの種類によっては変化が生じる可能性を指摘された.具体的には,自己負担率の減少する患者に対して,健康水準には直接的な影響を持たないが,診療に対して補助的に用いる診療サービス(例えば,検査や画像診断など)がより多くて供給されることなどが示された.こうした理論仮説を,老人保健制度の自己負担方式が定額負担から定率負担へ変更される2000年1月の直前と直後の時期のレセプトデータを利用し定量分析を行った.負担率が減少するグループに対しては確かに検査,指導などのサービス供給が増加し,それ以外では減少しているなどの医療受診・サービス提供行動の変化がデータから確認された.この論文は共著者によってEuropean Economic Association ＆ Econometric Society 2006 Parallel Meetings(2006年8月オーストリア開催)等の学会で報告され,現在学術雑誌に投稿中である.
また,政策変更の効果に関する定量的分析を行う上で処置効果(treatment effects)の計測は重要な位置を占めているが,この方法に関する計量経済学上の研究も行った.具体的にはスイッチング回帰モデルの最尤推定に関する研究と,その体系における処置効果の漸近分布の導出を行い,実際の電力調達に関する入札データに適用した.従来参入が規制されていた分野への新規企業の参入方法として競争入札によるものが考えられるが,本当に入札制度を導入することで自由化の成果としての電気料金の低下が存在するのかという政策効果を計測する「小売電力入札における応札意思決定と自由化の競争促進効果」(共著)という論文を作成し,2007秋に学会報告を行うため投稿中である.

・「医療保険制度改正が入院期間に与えた影響について」
1997年9月の健康保険組合加入者本人の自己負担率改定において,入院需要にどのような影響を及ぼすかという点について統計的手法を用いた検証をおこなった,全体的として,自己負担率改定によって平均入院日数の削減効果はそれほど大きいものではないが,類似する疾病に関しては同程度の入院治療が行われ,かつ日数も減少傾向にあるという意味での効率的な治療が行われるようになったと解釈できる患者層が確認された.
・「老人の自己負担変化と診療点数合計の分布の変化について」
本稿では,老人医療の自己負担方式の改正により,医療サービス供給側の診療行為に変更が生じたかという点について,診療機関別のレセプトデータを用いて分析を行った.特に疾病ごとの改正前後の点数分布の動向を見ることで実際にどのような診療(どの程度の水準,どのような内容)が行われ,それが改正によってどのように影響を受けたのか,という点を中心としてみた.その結果,自己負担率が実質的に上昇する低点数層に対しては,特定の疾病においては,実際に医療サービス水準の上昇が観測され,診療内容を変更しない場合でも,レセプト数の増加などが観測されることが多く,低価格診療が拡大したことを裏付けている.それに対して高点数層への診療を見ると,点数水準の引き下げが生じているケースが多い.
