    産学官連携は大学等の活性化と我が国の発展に大いに寄与するものであり、その一層の充実・強化が求められている。しかしながら、我が国では、大学等を核とする産学連携施策の進展にも関わらず、国際的に見ても大学等の研究成果の社会的活用やそれを支援する組織の点で充実しているとは言い難い。日本の産学連携組織（大学等の産学連携部門・TLOなどの技術移転機関）においては、成果・収入を経年的に向上させている優良組織とそうでない衰退組織の二極化の傾向があり、一因として各組織が属人的な業務を行っていることが考えられる。本研究では、大学・研究機関における産学連携組織の成功要因を精査するために衰退する要因に着目し「衰退しない要因」を導出する。インタビュー調査により、これまで積極的に取り上げてこられなかった衰退に関するデリケートな情報を体系的に収集し、組織に関する一次データを用いた質的比較分析を実施することで、大学・研究機関・TLO等の産学連携組織のガバナンスの在り方など、我が国の抱える大学・研究機関における産学連携組織の問題点を明らかにする。それにより、大学発イノベーション創出のための産学連携部門・TLOの組織メカニズムの解明に取組む。


    令和3年度は、大学発技術の上市（製品化）を促進するプロセス要因を明らかにするために、日本の技術移転機関（TLO）における39件のプロジェクトを調査した。質的比較分析を行った結果、上市の促進のために重点化されるべき活動は特許出願前の入念なプレマーケティングと製品開発ステージにおける境界連結活動の2点であることが明らかとなった。この結果を組織科学に投稿し、アクセプトされた。

    研究開発型大学発ベンチャー（以下、大学発ベンチャー）は破壊的イノベーションを創出し、市民の生活を経済的、文化的に向上させる可能性を持っている。大学発ベンチャーの経営は、従来のモノやサービスを提供する場合の経営と異なり、初期に研究開発期間を要することや大学との関わり等の特殊な事情が存在する。大学発ベンチャー経営者のアントレプレナーシップ教育においても、その特殊事情を考慮した経営戦略を教える必要があるが、特有の要因（誘因と制約）とその経営戦略への影響が解明されておらず、実務と教育の間での大きな乖離が生じている。また、国は大学発ベンチャーに対して、起業のリスクを抑えるための支援を行っているが、依然として、大学発ベンチャーの経営人材不足が課題となっている。本研究の目的は、大学発ベンチャー特有の要因を解明するとともに経営者に必要な資質・能力を明らかにし、人材育成に貢献することである。
    令和3年度は以下を実施した。
    (1)IPOした日本の大学発ベンチャーについて、HP、目論見書/有価証券報告書、特許情報プラットフォーム（J-PlatPat）等から、経営者、資金調達、特許等の基礎的データを抽出し、分析を行った。
    (2)産業集積地に近く、大規模な研究大学である神戸大学と、地方都市に位置し、神戸大学と比較して小規模な地方大学である徳島大学を対象に、大学の基本情報とアンケート調査結果を比較し、大学の特性等と技術移転パフォーマンスの関係を分析した。

  • 科学技術商業化におけるステークホルダーの意識調査及び心的要因の影響に係る日欧比較

    我が国の大学等には、優れた科学技術の研究成果が多く存在するものの多くの研究成果は商業化まで至っていない。大学等における産学連携・技術移転はイノベーション創出に極めて重要であると考えられており、科学技術の研究成果を産み出す「研究者」と研究成果の商業化の担い手である「産学連携実務者」の考え方、取り組み方はイノベーション創出可否の鍵になると考えられる。本研究では、研究成果の商業化に関わるステークホルダーである「産学連携実務者」と「理系研究者」とに着目し、日本において何が商業化の課題・制約となっているのか、その心的要因を明らかにし、更に欧州の分析結果と比較して我が国が抱える科学技術研究成果の商業化における問題点を明らかにすることを目的としている。


    平成30年度は、産学連携実務者を対象に、大学等の研究成果の商業化に対する意識調査（アンケート調査）を及び分析を行った。平成31年度は、これまでの研究成果をまとめ『産学連携学』にacceptされた。また、大規模大学と中小規模大学の理系研究者を対象に、大学等の研究成果の商業化に対する意識調査（アンケート調査）を実施し、理系研究者が自身の研究成果の商業化に対する意識について分析した。令和2年度は、日本と欧州におけるアンケート及びインタビュー調査の分析成果について、国際比較の視点から考察し、International Journal of Productivity and Performance Managementにacceptされた。令和3年度は、日本の2つの大学の技術移転パフォーマンスの比較を試行し、都市部の大規模大学と、地方都市小規模大学の技術移転パフォーマンスを比較した。大学及び研究者の属性、大学の技術移転機関が果たす役割を検証し、商業化にどのような影響を及ぼすかを検証した。これらの結果をInternational Journal of Technology Managementに投稿し、acceptされた。

  • Development of a new compliance education program for scientists in academic activities

    In this study, we conducted a hearing survey of police officers, firefighters and infectious disease researcher, which are important industries of crisis management consciousness, and we conducted a case study on compliance education concerning "the ability to detect early and deal with risks (antipattern) to a certain situation". As a result, common points are found that lectures and experience stories by experienced people are effective for improving the student's anti-pattern ability. Next, we developed a new psychological factor model on fraud in order to analyze why scientists cause cheating. In order to disseminate research results to society, we established "Study Group on Scientists' Fraud action", we exchanged views from a multilateral perspective on compliance education, with government officials and private companies, etc.
