This paper aims to clarify the details on dependent housing and rest center under the allied occupation after the end of WWⅡ in Okayama. Okayama Prefecture had been requested buildings and housing following necessity for The Occupying Forces of the Allies, different from their intent. Despite the lack of housing due to the war, new dependent housing had no constructed in Okayama. Many existing buildings were requisitioned and there was a lot of friction among the owners of buildings and The Occupying Forces of the Allies.

    Japanese, Scientific journal,

This paper aims to clarify procurement and construction process of East Camp and Rokko Heights in occupied Kobe by the research of official documents in Japan and the United States.

At the start of the occupation, a lot of non-war-damaged buildings built in Kobe in the Taisho and early Showa eras were requisitioned by the occupation forces. For example, they were private residences that were not damaged by the war, built in high-class residential areas and suburban residential areas in Kobe from the Taisho era to the early Showa era.

East Camp was constructed by requisitioning the war-damaged areas that had rejected pre-war commercial clusters. The unit dormitories were laid out in a space structure that utilized the lots created by the land readjustment project of the Meiji period. 61 Quonset Huts made of tin and 64 wooden prefabricated dormitories were constructed, and the officer lived in the latter. 6 unburned buildings in the camp were requisitioned and a church, dispensary and recreation hall were built. On the other hand, the Ono Hachiman Shrine and Kotokuji Temple located in the camp escaped requisition. East Camp was released in April 1953, and the Kobe City relocation land clearance project started, and the project proceeded promptly to establish the foundation of the current commercial business district.

Rokko Heights, which was the DH for the occupation army's family (dependents), had land development as soon as it requisitioned a private house. The property of the Kobe Keizai University (Kobe University) was requisitioned, and 106 houses 225 units were constructed on 228,000 m2 of the current Rokkodai-cho, Nada-ku, which surrounds the university, and 28 facilities including requisition properties were constructed. The Kobe University, Kobe city and Hyogo prefecture argued against the Kobe Base regarding the construction of DH on Rokko and Tsurukabuto, and proposed other candidate sites. However, the army didn't give in to the nearby sanitary environment and the distance between the work bases (Kobe and Nishinomiya), and used the university facilities jointly for more than five years.

The features of the layout plan of Rokko Heights were curved roads using slope landforms, pedestrian separation by roundabout and cul-de-sac, and secured parking space and Service Area and Family Court. As for the flat type of DH, "B" type was used in Upper Sight and "A" type was used in Lower Sight. The elevation of the slope and the level of occupational position were correlated. In addition, through the survey, authors confirmed the Rokko Heights original "N" type which is slightly wider than the conventional flat type standard. Arrangements based on the standards were also applied to the finish of the outer wall, the form of the roof, and the coating of roof tiles. After the DH area was released in 1958, the entire building, including incidental facilities, was completely removed, and the university facilities were integrated and developed by the negotiation between Kobe University and the prefecture.

Transactions of the Architectural Institute of Japan, 85, 778, 2839, 2849, Architectural Institute of Japan, Dec. 2020, [Peer-reviewed], [Corresponding author]
    Japanese, Scientific journal,

This paper aims to clarify procurement and construction process of Dependent Housing and private dwelling and buildings in occupied Osaka prefecture by the research of official documents in Japan and the United States.

At the end of the war, modern architectures remained in the non-war-damaged areas of central Osaka. Unexpectedly, in Osaka, which became the base of the occupation army next to Kyoto in western Japan, they were requested on a large scale. In the procurement of buildings, the situation of disaster and hygiene and the scale of facilities were emphasized. The use of the requisitioned building was changed as needed, but 25 cases were not released until 1952.

Privately owners have appealed to the Governor of Osaka Prefecture about the situation in which many properties are not returned even if the Treaty of San Francisco was concluded. As a result, the governor requested the Ministry of Foreign Affairs to release privately-owned buildings and private dwelling. The army facilities in Osaka city have been moved from the city center to several "suburbs". The "suburbs" recognized by the occupation forces were Sakai, Otsu, Amagasaki, and Nara.

Former military grounds were requisitioned in the earliest days of occupation for example land around Osaka Castle, Kanaoka Camp in Sakai City. Because of the existence of the former Army National Land in Osaka Prefecture, it was possible to secure a vast site. In Hyogo prefecture, there was no former military grounds near the port of Kobe, lands for private owners were required, and the sacrifice of requisition in each city was different.

The privately-owned requisitioned dwellings in Osaka Prefecture were located in the Hokusetsu area (Minoo, Ikeda) for the 5th Air Force, the suburbs of Osaka City area (Sumiyoshi, Abeno) and the Senboku area (Sakai, Takaishi) for the 25th Infantry Division. The Hamadera residential area and Ueno Shiba residential area, which were formed in Sakai city in the early Showa era, were requisitioned for the largest number of dwellings in Osaka prefecture.

The "Hamadera Park DH" for the 25th division of the 8th army was constructed in Osaka Prefecture Hamadera Park ( in Sakai City and Takaishi City) from Sep. 1946 to Jan. 1948. This was the design supervision of the Osaka Prefecture Special Construction Division as Dependent Housing, and the construction of Obayashi, Zenitaka, and Asanuma groups. The 8th army 323th technical unit also conducted on-site instruction. It was used as the DH of Itami Air Force Base after 1952. Although the release movement was launched against the long-term entry of Japanese people to Hamadera Park, the decision to completely return it was delayed in Feb. 1958 when the return of Itami Air Base was decided.

Consistent and enthusiastic negotiations with the Ministry of Foreign Affairs by Osaka Prefecture have come to fruition. While the relationship between Osaka City and suburban residential areas outside the city remained unchanged during the occupation period, it became clear that the scope of the "suburbs" expanded and the army moved to other prefectures.

Japanese, Scientific journal,  This paper aims to clarify the GHQ military disposition which changed rapidly and nationwide location of Dependent Housing (army family house) and the numerical transformation process in the occupied Japan by the U.S. document. Soon after Japanese people had begun to convert the building stock which was left after WWII, occupation forces were stationed in each place and began the requisition. The occupation forces requisitioned the building which was judged to be available locally in the short term and they rehabilitate it and used. D.H. was built approximately 12,000 houses, and about 70% was built newly in Japan. The construction of D.H. was hurried, and because material was short, it was often supplied in black markets. And, by grasp of the numerical transformation process of D.H., the different requisition situation and situation of distribution became clear in each district.
9 districts where there were dependents more than 200 households as of June 1, 1948 are as follows in decreasing order. Tokyo, Yokohama area, Tachikawa, Osaka area, Kobe, Johnson, Yokota, Nagoya area, Kyoto. It's that there was the large-scale new construction enlargement is more than 50 in there having been enlargement in 8 districts in 12 districts belonging to the 5th Air Force, 5 districts (Nagoya, Tachikawa, Johnson, Itazuke, Itami) of those to understand from the numerical changes from June 1948 to October 1950. Enlargement was not seen in the district that belonged to the 11th AirBorn Division (Sapporo, Hachinohe, Jinmachi), the 1st Cavarly Division (Asaka, Nagai, Ota, Omiya), BCOF (Etajima, Miho, Hofu, Fukuyama), Navy (Totsuka), the 5thA/F (Kisarazu, Chitose, Kanoya) and the 24th Infantry Division (Kumamoto, Beppu).
From the number of new construction and rehabilitation and the numerical transformation, it was inferred that the situation peculiar to the occupied area had an influence on the judgment of the requisition and the D.H. construction. Procurement demands of the occupation forces disturbed inflection of building stock of the city space attacked by the war damage. It's the fact that we can't overlook in thinking about after the war of each city.
The requisition house rebuilt as a general tendency became the derequisition earlier than new construction. The new D.H. has many examples removed with the return of the requisition, and there are many still uncertain points because there is little number of the existence.
In this study, it was clarified that correlation of military unit deployment and D.H. of the occupation forces by the cross-reference of records of the both Japan and the United States. The result of this study will make the base that pushes forward the study on history of city and building in each occupied area.
  • Development process of "Bankin", architectural sheet metal technology, and influence on modern detached houses in Hokkaido
SATO Ryo; OZAWA Takeo; KAKU Satoru
JOURNAL OF ARCHITECTURE AND PLANNING (Transactions of AIJ), 82, 734, 1115, 1123, Architectural Institute of Japan, Apr. 2017, [Peer-reviewed], [Last author]
Japanese, Scientific journal,  This paper is to describe the development process of architectural sheet metal technology and to clarify how to use sheet metal in modern detached houses designed by architects in Hokkaido.
In Hokkaido, architects should pay special attention to the details of exterior because frost damage and deterioration due to the large temperature difference between inside and outside of the building are very serious. Consequently, houses in Hokkaido have developed in harsh climatic conditions, differentiated from traditional japanese houses in other regions over the years. For instance roof tile is not applicable to avoid the snow slide from the roof and it is indispensable to take air tightness, weatherability and insulation under cold climate into account. While there are various materials nowadays, sheet metal is the most relevant material in Hokkaido by such reasons, as well as the advantage in low cost and lightweight. This paper assumes that sheet metal technology has made its own development inevitably in Hokkaido responding to the specific climate conditions ahead of other regions in the modern period after World War II.
The authors know that early works by Akihisa Endo, Fujio Adachi and Naoaki Ogaki reported about houses in Hokkaido before 1970's focusing on remarkable plan types, space configurations, roof shape and so on. On the other hand this paper examines charasteristics of the exterior since 1980's, the period that the progress was made in the insulation technology.
Sanko Metal Industrial Co., Ltd., a major steel manufacturer in Japan, appeared in 1949. Sanko lead sheet metal industry then advanced to Hokkaido in 1950. It promoted mechanization of sheet metal production by "taking full responsibility for construction process". As a result, some sheet metal companies including Sanko associated voluntary organizations and created a total production and construction system and made contribution to the modernization of sheet metal technology corresponding to the social situation.
In this paper, the authors report three major notable issues as follows:
     (1) While there were some independent craftsman unions in major cities, for instance, Sapporo, Otaru, Muroran and so on, they need to organize an integrated system which dominates such local unions to cooperate with each other. Two features were required, such as a hierarchical and cooperation system among several companies of production, construction and sale. Kitasanyukai established in 1960 is the most characteristic union. It contributed to achieve stable supply of sheet metal in Hokkaido.
     (2) To prevent rain leaking due to the heavy snow, it is inevitable that sheet metal technology was well-developed in Hokkaido. Densification of the city is another cause for the spread of sheet metal technology since the snow slide from the roof cause troubles with neighbors and damage the windows, walls and so on. Corresponding to such circumstance, Sanko invented molding machine for long metal plate roof. Since then, various sheet metal methods, which make possible to design pitched roofs even in densely populated area, was made, such as Snow Stopper Roof produced by Makita Co., Ltd..
     (3) Houses with pitched roof, one of the main feature of the original landscape in Hokkaido, increased since the range of choices of roof shape and roofing method extended. Moreover, architects managed and improved to use sheet metal in each parts of exterior and started taking advantage of various light reflection and so on.
Finally the authors concluded that sheet metal technology and craftmanship as well as craftmans unions in Hokkaido took a leading role after World War II.

Japan's wartime city planning and housing policy was the prototype for city planning in the postwar-era. The greatest issue for wartime city planning was the construction of military plants in local regions. This study aimed at clarifying the relationship between industrial development and the legal city planning of the Nippon Steel Co. Ltd. (NSC) during World War II, with a focus on the cases of the Muroran, Kamaishi, Hirohata and Yahata (Yawata) Works.

The Japanese steel industry originated with NSC, which was founded as a national policy company through the consolidation of steelworks in 1934. Legal city planning was developed in relation to the construction of four huge steelworks: Muroran, Kamaishi, Hirohata and Yahata. City-planned streets were instituted in four cities with steelworks. However other legal city planning was different. The result of this research represents legal city planning for industrial development during World War II. The cases of industrial city planning during the war shared the principle of an air defense system. In contrast, advanced city planning notions such as "planning unit" and "regional planning" were introduced in accordance with the sizes of the respective cities.

Japanese, Scientific journal, This paper describes about the development process and methods of "Fuzoku-nojo", the farms of Sapporo Agricultural School, and their roles played in the development of the adjacent regions. Since the establishment of Kaitakushi in 1870, the farmlands in Hokkaido were developed by governmental immigration division system. On the other, Sapporo Agricultural School established its own eight farms for the technical experiment and training for the young engineers by 1896. Both of the architectural and regional planning characteristics of innovative trials in such school farms and their influence to the adjacent areas have not been studied sufficiently so far. The authors describe that the rural areas adjacent to those school farms are distinguished from the other standardized development areas.

Japanese, Scientific journal,  The purpose of this study is to investigate the components of new industrial city planning and land development in the Bansyu Coastal Industrial Zone during WWII using Hirohata, Aboshi, and Takasago as case examples. In this paper, landfill projects, building of wide-ranging roads, and land reallocation projects at each city will be reviewed according to the official city plan. Full-scale industrialization in the Bansyu area began with the Hirohata Steel Works in 1934. This plant site development method was used for the landfill projects planned in Hirohata, Aboshi and Takasago. Meanwhile, the Public Body Enforcement Land Readjustment Project was used as the standard for building wide-ranging roads. At Hirohata, they built wide roads to serve as fire lines to support air defense and allocated schools and parks properly in each urban block. Consequently, the contents of the plan were found to be similar to a neighborhood unit.

    01 Apr. 2021 - 31 Mar. 2024
