  Japanese, The aim of this article is to investigate the promotion of policy change by sub-national government from a comparative perspective, focusing on the policy making process of the smoking ban in public places in Scotland in the UK and in Kanagawa in Japan. Venue shift from the central government to sub-national government enhanced the introduction of new legislation of banning on smoking. Meanwhile, conditions of policy environmemnt and "windows of opportunity" made diffrences of the extent of regulation between two countries.

• Regionalism and governing style in the UK and Japan: a comparative view on devolution

  English, Regionalism is leading the transformation of governing style in modern nation states. The causes of regionalism cannot be described just as the roots of the existence of original history nor identity derived from territory. Rather, the differences of both countries are explained from how the meaning of a region is revealed in the real political processes. In the UK, political factors are the most important elements which have promoted devolution besides the strength of regional identities. In addition, policy factors are also pointed out that most people expected devolution would improve the qualities of public policies. In Japan, policy factors which make it possible for localities to seek their own economic development policies are the biggest momentum for regionalism. In contrast, political factors, which could contribute to revitalise local democracy, are too weak to promote regionalism. Rather, many political actors are interested in devolution as a means of an administrative reform. Furthermore, the differences of regional governance in the two countries should be explained from the features of governing systems. The British governing system consists of territorial policy communities, which are formed in accordance with each region, and territorial ministries in addition to functional policy communities and functional ministries since pre-devolution. In Japan, there have been territorial policy communities and ministries in Hokkaido and Okinawa since the post-war era, but their main domains are limited to economic development policies. Rather, the Japanese governing system features an accumulation of functional policy communities, which deliver uniform public policies across the country, with functional ministries.

  イギリスのタバコ規制政策は達成すべき目標に対する広範な社会的コンセンサスが形成され安定化するとともに多様な施策が具体的に推進されている。喫煙率を限りなく低下させてタバコのない社会の実現に向けて全体としての喫煙率の低下が基本目標と位置付けられ、そのために、妊婦、若年層、労働者階層の喫煙率の減少、禁煙を支援するためのエビデンスに基づいた新たな手法の導入がすすめられている。また、イングランド、ウェールズ、スコットランド、北アイルランドの各領域で規制政策が同化傾向を見せている。
  こうした中、近年関心が高まっている電子タバコに関しては2016年にEU共通の規制政策を導入した。その後イギリスのEU離脱を受けて、The Tobacco Products and Nicotine Inhaling Products (Amendment etc.) (EU Exit) Regulations 2019 and 2020が制定された。一方、イギリスでは近年、電子タバコを紙タバコの禁煙を進めるための医療用品としても積極的に位置づけようとする意見があり、位置づけに対する評価が分かれており、今後注目すべき争点である。
  また、現代日本の政府間関係について見れば、近年の新型コロナウイルス感染対策の中で注目されるとともに批判を集めた保健所の役割について、受動喫煙防止政策の執行との共通点を明らかにすることにより研究を発展させる可能性がある。特に、人員や予算など組織体制が十分に整備されない中で、資源制約状況の中に合って実効性を確保するための政策手段を公式的または非公式的なレベルでどのように確保しているのかを明らかにする必要がある。

• A Sustainable Local Governance Model for a Demographic Dynamism and Structure

  This study focuses mainly on Hokkaido dealing with population problems and analyses various 'collaborations'. It re-examines existing theories from new perspectives, such as territorial management and an integration of social and scientific technology. It also constructs a sturdy and sustainable model for addressing population problems for their implementation. The study has revealed that the following measures may lead to an improvement of various collaborations: 1) the establishment of a mechanism in which parties involved, by eliminating any discord regarding their understanding of the system, will appropriately share the functions, the responsibilities, and the risks associated; 2) the assuming of a coordination by a leading city to produce benefits that exceed the costs involving wide-area collaborations; 3) the establishment of a system in which broad macro policies that should be handled by the central government will be properly distinguished from policies by local governments.

• British Political History after the late 2000s as a Major Challenge to Its "Liberal Tradition"

  This project examined the characteristics of British politics since the late 2000s in terms of its liberal tradition, which provided British politics with constitutional norms. In the early 2000s, British political history reached an epoch-making agreement among different political forces on respecting the value of citizenship. However, with the financial crisis which triggered the public concerns on economic welfare again, confrontation reemerged in the arena of British politics. Although this "politics of austerity" extended policy distances within the one-dimensional axis (of economy) - an important feature of the traditional "Westminster model", another (non-economic) axis is also gaining importance now. This has made interest aggregation in British politics even more difficult in the 2010s.

  What kind of influence does the Okinawa Development Promotion Block Grant have on processes of Okinawan politics and public administration?
  We have discovered that this grant system does not have positive impacts on “management by objectives” for assembly members and top public officials within the prefectural government and its municipalities. As regards, negative impacts of the grant system on Okinawan autonomy, we have found that the central government uses the grant system to leverage political control within local governments. As a result of this influence, the Okinawa Development Promotion Block Grant has very little impact on improving the actual ethical management of local governments, but, instead, serves a way to legitimize the Central government’s compensation politics that seeks either to maintain the existing military base structure or, in the case of Henoko, to expand it.

  This research investigates meaning and problems which are caused by the confrontation between fiscal autonomy and integrity of the State, focusing on the case of Scottish devolution after 2009. In the legislative process of the Scotland Bill 2015, that conundrum was emerged and fundamental solution was shelved. At the same time, it was revealed present block grant system, calculated by the Barnett Formula, has implicit political functions that stabilise the intergovernmental relations between the UK government and the Scottish government and secure a certain extent of advantage of Scotland.

  The project is intended to reconsider the malleable images of ‘peoplehood’ in the age of globalization. In so doing, we attempted to combine the various approaches: visiting the sites where the care workers are trained & where they actually work, analysing the institutional structures of the host countries, and exploring political vocabularies in the Japanese history.
  We have published a number of work, including Global Commons by Endo & Karatani, and The Policies & Realities over the Global Human Resources by Akashi. In addition, the team members gave talks both for domestic & international audiences. Furthermore, we share the presentation by Makabe on the conceptions of ‘peoplehood’ in the Japanese political thought. Finally, Endo et al. translated the seminal work by C. Joppke (Citizenship & Immigration) into Japanese.

  Along with the continuing popularity on economic liberalism as neo-liberalism, British politics witnessed an emerging emphasis on the idea of civil liberty in the mid-1990s. By this emphasis the years up to the economic crisis in 2007 marked a separate phase in the "liberal tradition" of British political history. This research, through multi-dimensional observations, has identified the characteristics of this decade in British politics.

  As a result of our studies, we have the following knowledge and conclusions.
  (1) Some European big cities are building city-regions in order to realize "sustainable cities" over the existing framework of the local and regional government. (2) Their actors, local and regional governments, privat companies and citizens' associations have a mutual relations which are functional as well as practical and have a parity principle. (3) The most important factor for the city-regions to get a good achievement is a few excellent actors' innovative leadership, rather than the political and administrative institutions and the constellation of the political parties.

  The purpose of this project is to clarify how changes in the welfare-employment regime have impacted on the reconstruction of group politics in Japan, and conversely, how this very reconstitution of the political process has accelerated changes in the welfare-employment regime. By a cross-national examination of studies on institutional change, interest groups study, and public opinion polls, this project aims to demonstrate that recent developments in the welfare-employment regime have reduced the influence of construction industry associations and trade unions which has in turn, due to the dependence of the Japanese employment regime on the activity of these groups, led to the further destabilization of the employment regime. In addition, this project sees the possibility of a new group politics in some local areas, where non-profit social enterprises are playing important roles in the realization of social inclusion.

  This study investigates territorial politics of United Kingdom and clarified the meanings and problems to which attribute asymmetrical devolution. The reasons why the West Lothian Question raises the interest of contemporary UK politics can be described as follows. The difference of public expenditure per capita between territories and the disparities of public services between them have been realised since devolution. Asymmetrical devolution raised question on how to integrate the United Kingdom and maintain the concept of social citizenship rights as a foundation of welfare state. It has aroused the challenge to the governing structure of the Union.

  We performed surveillance study about agreement formation of the fiscal adjustment system of Taiwan. In addition, we performed the comparative study of fiscal adjustment systems, such as South Korea and Europe. We performed activity which makes the result reflect in Japan's decentralization argument. Especially the result of the surveillance study about Taiwan formed a new viewpoint about the big city system of Japan and the argument on fiscal adjustment.

• Synthetic research of the principle of subsidiarity as a jurisprudential and political basic concept

  During a research period "the principle of subsidiarity" is specified in the Lisbon Treaty of EU in which it should be applied in the local level of municipalities, and is often referred to also in the discussion on the problem of introduction of Doushuusei (Dou-system of local government) in Japan. Therefore we conceive that this principle is at present established and that our research should lay emphasis on the concrete practice of the principle. Our result is shown in a book New Current of Decentralization-Reform in Europe, objects of which are 9 European countries (Germany, UK, Spain, France, Italy, Switzerland, Belgium and Sweden). We plan this book to be published in July of this year.
  Our conclusions are: (1) the principle of subsidiarity functions as one of the most important concepts to strengthen the position of regions in regard to the relationship between the central and local government. (2) This principle is expected to expand its application to the local or municipal level, but its judicial sense is still so unclear that this problem is now in the phase of examination. (3) As to the discussion on introduction of Doushuusei, a more campaign to give the principle wider publicity is needed in Japan.
  We plan to develop our, research further to make a closer inquisition of this principle and to clarify the way to apply the principle hereafter in the concrete situation in Europe and Japan.

• 分権改革以後のスコットランドにおける政府間関係-都市政策を事例として

  本研究において事例研究としたスコットランド政府によって2003年より行われた都市再生プロジェクト(city growth fund)の成果は下記のようにまとめることができる。同プロジェクトは多大な影響を生じさせるまでには至っていないものの、個別の都市が進めている都市政策に付加を与え、都市が他の担い手とパートナーシップを形成して仕事を行うことに貢献した。同プロジェクトによって総額1.7億ポンド(約350億円)の資金が交付され、主として街路景観、民間交通インフラに利用されるとともに職業訓練やイベントの支援などソフト分野にも活用された。また、関連して策定された都市ビジョンが都市政策の戦略的で協働を促す役割を持ち始めている。同プロジェクトは地方政府にも評価されている一方、スコットランド政府による資金の交付額と交付方法について地方政府から問題が指摘されるとともに、プロジェクト交付金が地方政府に分散的に交付され重点性を欠く現状が明らかになり、地方政府が都市政策をすすめる手法を見直す余地が明らかになった。
  また、2007年5月のスコットランド議会選挙および地方政府選挙の結果はスコットランド政治の構図に大きな変化を与えた。すなわち、スコットランド議会においては地域政党であるスコットランド国民党が少数与党として政権を獲得し、地方政府では比例代表制導入の影響によって労働党支配の地方政府が激減した。スコットランド国民党は地方税制改革、スコットランド開発公社の業務を地位方政府に移管させるなどの改革を進めている。今後、こうした政党政治の変動が、従来までの協調的な政府間関係を、そして、地方政治のガバナンスをどのように変容させるのか、いっそうの理論的、実証的な考察が必要となる。

• Research in National Land Development Policy in postwar Japan focusing on local politics and administration Professor

  The objective of this research is to explain multiple characters of national land development policy in postwar Japan and its change focusing on local politics and administration. It aims to clarify the changes of functions of coordination carried out by National Land Development Ministries, and the changes of intergovernmental relations concerning national land development policy.
  To accomplish this research, we have mainly collected materials about national land development policy in postwar Japan and interviewed the parsons related. And, we selected Hokkaido development policy since 80's, Okinawa promotion and development policy since 90's, and Tohoku development policy during postwar as case studies.
  To summarize our argument, there are chief three points. Firstly, we clarified multiple concepts of national land development. Secondly, we explained the role and limitation of planning and coordination functions of the regional development ministries. Lastly, we clarified the dynamic and pluralistic characters of intergovernmental relations.

• 政策過程における制度運用と中央地方関係-沖縄振興開発政策を中心に-

  本年度は、沖縄振興開発計画に関する事例研究をまとめるとともに、文献や公開資料を通じて得られた知見を関係者へのインタビューによってこれを確証、補強する作業を行った。沖縄振興開発特別措置法に基づき92年に策定された第3次沖縄振興開発計画の作成過程を実証的に考察すると、沖縄県は一方において地域格差の是正を目指して現行開発体制に基づいた社会資本整備を進めるとともに、他方においては従来型の開発から脱却した独自の発展を目指している。こうした沖縄県における後者の動向は、96年に『国際都市形成構想』をまとめることによって体現されている。2ヵ年にわたる復帰後の沖縄振興開発政策の事例研究を、中央地方関係の観点からまとめると以下のように表現することができる。第一に、現行法制度の下、予算をはじめとする政策資源を獲得することは、沖縄の自立的発展の基礎条件を確立することになる一方で、対中央への依存を強化することにもなる。第二に、社会資本が整備されるにつれて、現行法制度の意義は次第に低下し、地方は多様な政策を展開するための新たな方向性を追求する。第三に、整備された社会資本を活用する形での地域経済の発展、産業振興が十分に行われず、計画目標が達成されていない。以上のような動向が併存する展開は、ほぼ北海道開発政策とも共通している。今後の研究課題として、こうした動向が諸外国を含めた他地域の開発法制・政策における中央地方関係とどこまで共通性を有するのかを検証する必要を指摘できる。
