    本年度は昨年度得られた知見を基礎として、ボランティア支援政策における社会的包摂についてドイツを中心に分析を継続した。ボランティア支援政策を社会的包摂の一環として位置付けることについては超党派的な合意が存在し、争われることは少ない。しかし、自発的な活動を支援するための公的な制度（以下「ボランティア制度」）をめぐる2019年の法改正では、ボランティア支援による社会的包摂がきわめて多義的に解釈されている。従来、若者を対象とするボランティア制度はフルタイムでの活動が原則とされてきたが、この法改正は、育児・介護、障害や健康上の問題、移民・難民の背景をもつ場合などに限り、パートタイムでの参加を認めるものであった。
    そこで、（1）先行する事例の存在、（2）「不利な状況にある若者」の包摂をめぐる議論、（3）ボランティアの「承認」を目指すロビー活動の展開、（4）奉仕活動の義務づけに対抗する議論、の4点に分けて、法改正が実現した要因を整理し、さらに、法改正プロセスにおける連邦議会での議論を分析した。
    ボランティア支援政策における社会的包摂の理解は多義的であり、政党間でも、場合によっては政党の内部でも一致していない。法改正の目的は、「不利な状況にある若者」が参入しやすくなることにあったが、その効果は限定的であり、多様な関連団体の状況と、参加を希望する若者の双方に配慮しつつ、包摂的に制度を展開するには、連邦法の枠組みだけでは限界がある。ただし、こうした限界があるにせよ、ボランティアの「承認」を求める活動自体に、ボランティア個人の意識と、政治社会的な認識の双方を変化させていく可能性はある。また、全体としてみれば、ボランティア個人に対する経済的支援と社会的地位の保障、という政策の方向性は継続している。
