本報告は、多文化主義の規範理論の観点から、先住民・マイノリティ集団の遺骨返還の必要性について考察する。多文化主義のアプローチに照らせば、「文化実践」の自由の保障、コミュニティの再建、支配・抑圧の関係の是正などの目的のために、先住民・マイノリティ集団は遺骨の返還を要求することができる。遺骨の返還に反対するには、これらを上回るニーズ・利益が必要であり、かつ当事者の不利益を最小限にする必要がある。, 日本文化人類学会, Japanese - 司会・コメント:公開講演会 「ブラック・ライヴズ・マタ―運動とアメリカ多文化主義の修復」

事業初年度である2021年度は、6月12日に第1回の参画研究者による研究打ち合わせを行い年間の事業計画を審議した。
研究計画において当初予定していた国際ワークショップは、新型コロナウィルス蔓延の影響を受けて、海外研究者を招へいしての単独のワークショップを開催することはできなかったが、2022年1月21日に研究代表者がダイレクターを兼務する北海道大学の先住民・文化的多様性グローバルステーションのキックオフシンポジウムにおいて、ルンド大学のPeter Jordan教授、オックスフォード大学のChris Gosden教授、アリゾナ大学のJoe Watkins教授による先住性概念についての講演をオンラインで聞く機会を設けることができた。
同様に当初予定していた海外調査についても、新型コロナ蔓延の影響によって海外調査を実施することができなかったため、2年度目以降に実施することにして、調査を延期している。
国内の調査についても南西諸島は、離島地域が多く、新型コロナ蔓延の期間に当該からグループで訪問し、調査を行うことには困難さが伴った。このような状況を踏まえて、国内調査については、研究代表者や研究分担者が個別にそれぞれ調査を行なっている。
2022年3月30日に第2回の研究打ち合わせを参画研究者で開催し、事業2年度目にあたる2022年6月に「先住性」概念についてのワークショップを開催することを決めている。また研究成果としての書籍刊行についての編集方針についても検討を行った。

今年度は、主にポジショナリティの複数性の観点から定性的調査と、包括的な定量的調査を行った。定性的調査として、一人の個人が複数のポジショナリティを有する状況において、ある権力関係において被抑圧側にあることが、他の関係性において抑圧側にあることについて、必ずしも理解を促進するわけではなく、ときに被抑圧者というポジショナリティが、その強調によって、別の関係性における抑圧者というポジショナリティの認識を妨げる可能性があることを、性差と様々な権力関係との交差から検討を行った。
また日本国内と韓国で定量的調査(アンケート形式)を実施した。定量的調査は、性差、多文化化、地域格差、障害者問題、自己責任と集団の影響力、の5領域についてWEBを利用した形式で行った。サンプル数は日本国内が1200、韓国が1300であった。居住地域、性別、年齢などを元に層化抽出法を用いて行った。それぞれ40問程度であった。単純集計結果のレベルで多くの項目で差があり、日韓の社会状況の相違が、ポジショナリティの認識や解釈の相違となって現れている可能性が示唆された。より詳細な分析が必要であり、次年度以降も引き続き論点別に、社会環境の相違とポジショナリティ認識の相違について比較分析を行う。
さらに理論的な検討として、ポジショナリティに関わる個人の水準で想定される責任と、「抑圧を否定する被抑圧者」の存在がポジショナリティに与える影響について事例分析も交えた検討を行った。ポジショナリティとインターセクショナリティとの概念比較、ポジショナリティとマイクロアグレッションの重なりと関連などについても、国内外の文献と議論のありようを比較して検討を行った。ポジショナリティとインターセクショナリィ論における「総和」概念の相違や、マイクロアグレッションとポジショナリティの深い関連などが分析できた。

本研究は、二つの相互に関連する目的をもつ。第一に、日本ではいまだ黎明期にある先住民族研究が、既存の学問領域(人類学、文化人類学、政治学、考古学、歴史学)、ならびに批判的社会運動との対話を通し、多様性を重んじる社会を形成するにあたり重要な役割を果たすという主張に理論的根拠を付与することである。(ここでは先住民族研究を先住民族による自らのための知と便宜的に捉えておく。)第二に、海外(とくに、アメリカ合衆国、カナダ、オーストラリア、ニュージーランドなど)では高等研究機関内に先住民族研究の拠点が存在し、既存の学問、ならびに批判的社会運動との連携も進行中であるが、この事実を念頭におき、それらの諸機関との間に知的交流の回路を形成し、その結果、日本における先住民族研究の存在意義を理論的に補強することである。
一部の例外はあるものの、令和2(2020)年度はコロナ禍の影響を受け、上記、第二の目的である海外調査はほぼ不可能であったため、第一の目的の具体的根拠となる活動をおこなった。とくに、琉球人遺骨返還を求める批判的社会運動と学術との対話を促進した。対話の前提となる(遺骨返還に関する)共通認識を獲得するために、現地視察、聞き取りもおこなった。さらに、遺骨返還をテーマにした「対話」シンポジウムを二度開催した。さらに、アイヌ民族による批判的社会運動について、聞き取り調査をおこなった。また、理論形成を進めるため、科研代表者と分担者との間で、研究打ち合わせ会を全5回おこなった。令和2(2020)年度の活動から、当初は予想していなかった社会運動内部におけるジェンダーによる無意識の階層化についても、今後、検討を要するという提起がなされた。理論的課題として、アイヌ民族や琉球民族の存在を否定する側の論理と批判的社会運動との矛盾した関係について考察を深める必要があるという認識にも至った。

The social trends of the demand for the return of burial remains, the demand for improved cultural presentation in museums, and the demand for language and cultural education, all of which are being addressed by indigenous peoples around the world, were investigated. The results revealed the reality that the world's indigenous movements, while using common communication tools such as ICT, globalization has never caused homogenization of the world, but rather has transmitted to the entire world historical reflections on respect for cultural diversity and uniqueness. It is clear that nation-states have a responsibility to support the global networking of indigenous peoples in their territories and to work toward cooperation and reconciliation between indigenous peoples and nations. It is necessary to incorporate indigenous studies into public education to ensure linguistic and cultural diversity.

Advanced democratic counties recently see the rise of exclusionist popular sentiment which is hostile to the ideal so multiculturalism. At the same time, however, we see the steady spread and consolidation of multiculturalism in many policy areas. In order to shed a light on this puzzling fact, the present project examines the way these countries introduced various multicultural policy measures in recent years. It pays special attention to the role that rational and inclusive deliberation played in the process of shaping and adopting such measures.

Past injustice such as conquest of lands, slave labor, and some other basic human right infringements, is the core issue of histories of the Ainu people and all the indigenous peoples across the world. Thus, the civil law approach, i.e., the reparations approach (tort law approach in its broader sense) is indispensable. However, the present Ainu policy by the Japanese government still avoids reparations on purpose and the situation is far behind the goal of historical reconciliation.
Compared to lots of international discussions on other reparations cases including holocaust, apartheid, slavery, slave labor and comfort women(sex slave) etc.,the better alternative solutions for indigenous people, which fit with UN Declaration, have been suggested in this research project.

The project is intended to reconsider the malleable images of ‘peoplehood’ in the age of globalization. In so doing, we attempted to combine the various approaches: visiting the sites where the care workers are trained & where they actually work, analysing the institutional structures of the host countries, and exploring political vocabularies in the Japanese history.
We have published a number of work, including Global Commons by Endo & Karatani, and The Policies & Realities over the Global Human Resources by Akashi. In addition, the team members gave talks both for domestic & international audiences. Furthermore, we share the presentation by Makabe on the conceptions of ‘peoplehood’ in the Japanese political thought. Finally, Endo et al. translated the seminal work by C. Joppke (Citizenship & Immigration) into Japanese.

The project pursued an indigenous people policy which fits in with the unique realities of the Ainu and Japan. It became clear that it's appropriate to revive ethnic culture of Ainu by placing the Ainu’s right to choose one’s ethnic identity on the article 13 of the Japanese Constitution and by imposing the obligation to realize the right on the government. Cultural revival is necessary to advance national understanding of the Ainu people and of a comprehensive policy to improve the social status of the Ainu. The cultural rehabilitation also is effective to increase young Ainu who tackle various issues for the improvement of their social status.

This project attempts to conduct a comprehensive research on the features of multicultural societies by engaging in a comparative case analysis on the policy processes of North-American, West European, and East European countries. It does so by focusing on the new issues regarding minority cultures and multicultural policies over the past decade in areas such as education, welfare, and human rights.

UN Declaration on the Rights of Indigenous Peoples enumerates individual and group rights necessary for the indigenous peoples in general. It also recognizes each and every indigenous peoples and countries to seek to realize the Declaration's rights according to their concrete conditions. Japanese parliament and government finally recognized the Ainu people to be the indigenous people of northern Japan in 2008. Based on intensive and interdisciplinary research, we assert that Japan's new Ainu policy should be based on the Article 13 of the Japanese Constitution stipulating respect for individuality and its purpose should be the materialization of a society where an ethnic Ainu can freely live with Ainu's identity.

For many years 'social capital' has been a focus of various academic research and public debate. This project examined these arguments from the perspective provided by recent researches in the field of history of political thought. Most of works which look for the causes of recent decline of social capital concentrate on socio-economic factors: work hours, income, women's participation in the work force, urbanization, war and social mobilization, and so on.On the other hand, roles of cultural factors, especially, impact of cultural shift has been relatively understudied. This is because most researchers tacitly assume that humans have natural inclination for socializing or associative activities. This research called into question this assumption and considered the significance of the cultural shift of the late-20th century. Although theorists of social capital argument often regard this cultural shift in a negative way, we could recognize that it was the consequence of the long process of cultural change which took place through the last centuries, and it is not reasonable to try to reverse the trend. Rather we should take the shift for granted and look for new forms of associative life that is to allow for individual member's quest for meaningful life.

This study attempted to analyze the various aspects of the recent defense of the rights of minority cultures. First, the study attempted to construct an analytical framework that integrates both philosophical and historical approaches. In order to do so, the study attempted to read some basic literatures dealing the issues of minority cultures written by such writers as John Rawls, Michael Walzer, Will Kymlicka and Bhikhu Parekh. One of the major findings of the research was that the focus of these writers have recently revealed a significant move from abstract arguments regarding identity to more concrete arguments regarding policies necessary to implement the demands of minority cultures. Second, the study has conducted a through-going field research in North America, West Europe and East Europe. One of the major findings of the study was that the arguments for minorities can be classified into the strategic considerations regarding the political movements for recognition of the minority identities and the arguments for implementing policies for cultural coexistence. Third, the study has attempted to figure out the future visions of policy systems for accommodating cultural minorities in Japan by comparing these foreign arguments with those of the contemporary Japan. It revealed that one feature of Japanese cultural minority lies in its weak voices, which means that minority cultures in Japan should seek for cooperation with other minority groups in order to secure stronger voices for recognition.

Heated debates are going on today on the issue of appropriate relations between the two elements of moral and political life : the autonomy of individuals and the belonging to communities. This topic itself is not new ; it has been discussed throughout modern times by many political theorists. However, each of these arguments was constructed in its particular intellectual and practical contexts and has unique characteristics. In fact, significant dissimilarities are found among these arguments. Today's arguments have their own specific characteristics. With this in mind, I identified and classify various needs and values which are expressed in current debates. Then, I search for a viewpoint for evaluating these values in the political vision of liberal democracy. I started examining John Rawls' liberal theory and showed its use and limit for this purpose. It works where what is at stake is interpretation of fairness among people of different cultural identities. It does not help, however, when we discuss the topics such as the use of face-to-face associations for security, health, local economy and healthy democracy', which is now intensively discussed in public debates. To overcome this difculty, I argued, it is necessary to broaden the scope of discussion and try to make our evaluation more comprehensive bringing in insights of the work of sociology, empirical political analysis, political economy and political history.

いわゆる「古典的自由主義」が民主政と福祉国家を擁護する「現代自由主義」に変容する過程において、自由主義思想の内部で生じた多様な議論を分析し、またこれらの議論を近年の自由主義をめぐる論争と比較することによって、現代自由主義思想の意義とその脆弱性を評価する枠組の構築の可能性について検討し以下の知見を得た。19世紀末から20世紀初頭の時期は、認識論、道徳的志向、政治・社会制度の諸次元において、人間存在の共同体的契機が問題化された時期であった。これらの議論の諸次元は一括されて全体化され、認識論から社会制度に至る包括的な道徳的・政治的ヴィジョンとして主張されることが多く、これが異なるヴィジョンの相互比較の可能性を見えにくくしている。しかし実際には、これらの主張の諸次元を相対的に切り離すことは可能であり、適切な仕方で再構成されれば当時の多様な主張の中には、独特な思惟要素(たとえば独特な観念論的主張)と独立に評価・比較の可能な要素が多いことがわかった。また生産的な比較のためには、当時の、「自由」、「平等」、「社会」の定義をめぐる論争やこれらを用いた抽象的レベルの議論から一歩距離をとり、これらの議論によって主張される具体的な価値やニーズの次元に焦点を当てることが有用であることがわかった。このような議論の諸次元の相対的独立性と、抽象的概念の背後で主張される具体的な価値・ニーズの特定とその個別的検討の重要性は、近年類似のトピックをめぐって展開された「リベラル・コミュニタリアン論争」の推移の検討からも得られる知見であり、両者を通じた「共同体的価値」をめぐる通史的検討に高い有用性が存在することが明らかになった。
