【Research Overview】

My research explores how space and place shape — and are shaped by — socio-political processes across multiple scales, from embodied experience to local, national, and global structures, with a particular focus on Japan and North America.

My core work has examined spatial dynamics related to:

・international and transnational migration
・the formation and transformation of immigrant ethnic spaces
・gentrification and urban policy

Building on this foundation, I am currently extending my research to tourism and mobility, domestic migration, housing and home, national land policy, and material culture. Across these themes, I examine how mobility, power relations, and policy reshape everyday life and lived space.

    資本の流入が観光地とそこで暮らす地域住民に与える影響は，ツーリズム・ジェントリフィケーションとして指摘されてきた。近年，北海道の一部の観光地では，外国資本の流入とそれによるインバウンド観光が進行し，急速な変容が生じている。代表例の一つであるニセコでは，地域の高級化に伴う既存住民の立ち退きの問題が報告されている。しかし現在，ニセコでは開発が過剰となっており，外資は開発の潜在性が見込まれる，道内の他地域へ流入を始めている。

    本報告の対象地域は，富良野市北の峰町である。北の峰町は，札幌に近接するスキー観光地であり，その位置付けはニセコと類似する。2010年代後半以降，北の峰町においても，外資による不動産取得と観光開発が進行している。その結果，2024年と2025年，公示地価（住宅地）における，同町の地価上昇率は全国最高となった。林地を開発することで観光開発が進んだニセコとは異なり，同町では居住空間と観光空間が，より混在化している。そのため，北の峰町においては，観光開発と地価上昇の圧力が，地元住民とその居住空間に対して，より大きな影響を与えている。

    以上を踏まえ，本報告では，富良野市北の峰町における外資の流入過程を明らかにするとともに，外資による観光開発が既存の地域コミュニティに与える影響を考察する。研究方法として，現地での資料収集，町内会総会や地域行事への参与観察，および住民への半構造化インタビューを実施した。現地調査は，2023〜2025年に毎年複数回おこなった。

    北の峰町は，富良野市街地から2〜3km西方に位置し，石狩川水系の空知川を越えた傾斜地に立地する。1930年代にスキーコースが整備されると，1960年代には地元資本によるホテルが開業された。この時期，市街地の住宅不足に伴い，住宅団地が整備されるなどして人口が増加すると，町内会も結成された。その後，1970年代前半，西武（コクド）が大型のスキー場とホテルの建設を一体化させた観光開発をおこなった。こうして北の峰町では，居住空間と観光空間が同時進行で形成されていった。1990年代前半には，スキーブームの終焉とともに，全国のスキー観光地は衰退したが，北の峰町は夏季観光の拠点地としての役割を強めることで観光地として存立を続けた。

    2010年代半ば，北の峰町へ外資が流入を始めた。同町では，林地の新規開発は皆無に等しく，集落内における不動産の買収が活発化していった。当初の開発は小規模であったが，次第により大規模な開発も認められるようになった。2019年，オーストラリアと香港の企業の合同出資により建設された，スキー場の目の前に立地するコンドミニアムは，開発の進展を示す象徴といえる。現在，複数の区画で中古物件の改修工事や新築物件の建設が進行している。その大半が，外国人をターゲットにした民泊・ホテルや不動産投資を目的としたコンドミニアムである。

    現地調査の結果，実際に不動産を売却した住民（N=11），現在売却を検討している住民（N=2）が確認された。北の峰町では，高齢を迎えて生活の不便さを感じていた時，外資企業から高値での取引が提案されたことを受けて売却を決意し，同町から転出する住民が増加している。加えて，近隣の住民の転出が社会環境を変化させ，他の住民の転出を促進している。

    北の峰町は，こうした既存住民の転出に伴い，近所付き合い・相互扶助の喪失をはじめ，地域コミュニティとしての課題に直面している。町内には，6つの町内会，およびそれらをまとめる連合町内会がある。今日，複数の町内会で会員数の減少が進んでいる。特にスキー場に近接し，都市計画法上，宿泊施設を営業できる第3町内会では，2018〜2025年の間に加入世帯数が130から80へと約4割減少した。

    連合町内会は，花壇の整備，総会の開催，盆踊り大会・運動会などの行事を主催する。盆踊り大会は，最盛期には子どもだけで300人以上が参加したとされる。しかし，2024年の参加者は合計でも約150人にとどまった。運動会に関しても，参加者48人のうち27人が70歳代以上の住民であった。また，第3町内会・会長が，コンドミニアムや民泊の利用客による，ごみステーションの利用マナーの悪さに対し，町内会としての対応を発議した際，課題解決に積極的に参与するものが殆どいなかったという。近年，既存住民が次々と転出することにより，北の峰町ではコミュニティの空疎化が進行している。

    本研究は，地元住民が高齢化する中，外資企業による外国人向けの観光開発が進展することにより，急速な変容を経験する地方の観光地の事例を示した。北の峰町の事例は，円安と高齢化に直面する今日の日本社会において，外資企業から開発潜在性を見込まれた，他の地方地域の将来を展望するにあたっても重要な示唆を与えるものである。, The Association of Japanese Geographers, Japanese

    ポルトガルは，主に大航海時代以降，世界に複数のディアスポラを形成してきた。北米では，マサチューセッツ州，カリフォルニア州などに比較的大規模なコミュニティが認められるが，都市単位の人口規模でみると，トロントのポルトガル系移民コミュニティが北米最大である。ポルトガルからカナダへの移住の最盛期は，1960年代〜1970年代であり，1980年代，その数は減少傾向に入り，2000年代以降，一層顕著となった。このエスニックコミュニティは，現在でも社会文化的に一定の凝集性を維持しているが，近年，移民一世の多くは高齢化し，老後（リタイアメント期）を迎えている。

    先行研究を整理すると，北半球の環大西洋地域（ヨーロッパと北アメリカ）において，高齢トランスナショナル移住者（transnational senior migrants）は，1）ヨーロッパ内富裕層（Intra-Europe Rich），2）ヨーロッパ内移民（Intra-Europe Immigrant），3）北米スノーバード（North American Snowbird），4）環大西洋移民（Trans-Atlantic Immigrant）の4類型に区分できる。カナダ・トロントのポルトガル系移民高齢者は，4）の環大西洋移民に該当する。

    本報告は，移住の受入国（カナダ）と送出国（ポルトガル）の両国において，トランスナショナルな老後生活（transnational later life）を営むポルトガル系移民高齢者を対象とする。主に，家庭状況，多重国籍，社会保障制度といった「家族」と「法」の側面に注目し，トランスナショナルな老後生活を促進・制約する要因を明らかにする。その上で，環大西洋移住のコンテクストに照らし，彼ら・彼女らによるトランスナショナルな実践を議論する。研究目的を達成するため，2016年カナダ国勢調査（25％サンプルデータ）の利用・分析に加え，トロントのポルトガル系移民高齢者に対し，半構造化インタヴューを実施した。

    発表者が考案した「トランスナショナル移住のライフサイクルモデル」を導入し，ライフコースに注目した分析をおこなう。このモデルは，トランスナショナル移住に関する，主な4つの一般決定因子（「労働（仕事）」，「健康」，「子ども」，「親」），および移住のより基礎的な条件を形づくる相互に横断的な2つの基盤決定因子（「経済」，「法」）から成る。ライフパスの細かな時空間的変遷，およびその具体的内容は，個々人に固有の環境・価値観・経験などに依存するが，リタイアメント期において，概して人々は，それ以前のライフステージに比べ，労働・子育て・親の介護など，種々の義務から解放される傾向にある。この点において，リタイアメント期は，トランスナショナル移住の実現可能性が高まるライフステージと考えられる。

    トロントのポルトガル系移民高齢者（環大西洋移民）は，トランスナショナル移住の季節選好，動機，法的制約を含む，複数の側面において，他の3つの高齢トランスナショナル移住者集団とは異なる特性を示した。彼ら・彼女らの季節選好は，ヨーロッパ内富裕層と北米スノーバードの2つの高齢者集団とは異なり，環境決定論的な説明では理解が難しい。カナダに比してポルトガルが温暖であることは，多くの場合，彼らにとっての移動の主たる動機にはならない。トロントのポルトガル系移民は，クリスマスなどの最重要な日を家族と共に過ごすことに重きを置き，夫・妻や息子・娘が暮らすカナダで冬を過ごす事例が多数派を占めた。また，EUを中心とするヨーロッパ域内で移動する2つの高齢者集団に比べ，カナダ国籍のポルトガル系移民にとって，滞在期間など，法的な制約は大きい。しかし，1980年前後にポルトガルとカナダの両国で国籍法が改正され，多重国籍が認められたことにより，二重国籍者となった移民にとって，トランスナショナル移住の制約は減じた。さらに社会保障に関しては，1960年代〜1970年代を中心に，若年時にカナダへ移住し，そこで長期間就労したポルトガル系移民の多くは，カナダ政府から年金を受給する資格を有している。しかし，カナダ政府が給付する年金を満額で受け取るためには，法制度上，年間6ヶ月以上の間，カナダに滞在しなければならない。この点は，トランスナショナル移住の制約とも理解できるが，翻せば，移民高齢者は，カナダに6ヶ月間滞在しさえすれば，老後の生活を充実させるための経済的資源を最大化できる。

    カナダ・トロントのポルトガル系移民高齢者のトランスナショナルな老後生活は，年金受給額を最大化させ，且つ送出国と受入国の両国において生活の質を最高化させることを企図した，ライフサイクルの最終局面における，彼ら・彼女らによる戦略的実践である。, The Association of Japanese Geographers, Japanese, Summary national conference, 12011571;12011573
  • Tourism Strategies of Emigrants' Island: A Creation of "Setouchi no Hawaii" on Suo-Oshima Island

    周防大島とハワイとの関係史は，1885年の第1回官約移民に遡る。アメリカ合衆国で南北戦争が勃発して以降，ハワイにおいてサトウキビ生産の需要が増加した。サトウキビ産業における労働者の不足を補うため，ハワイ政府は日本政府に移民の送り出しを求めた。この結果，日布渡航条約が締結され，1885〜1894年までの10年間に合計26回の移民の送り出しが行われ，29,084人が日本からハワイに渡った。山口県からは，広島県に次いで2番目に多い10,424人が渡航し，このうちの約4割に相当する3,913人を周防大島出身者が占めた。このことから，明治期以降，周防大島は送り出し地域としての「移民の島」と捉えられた。

    第二次大戦以降，周防大島の人口は減少し，少子高齢化が進行した。1976年の大島大橋の架橋，1996年における同橋の通行無料化は，若年者の島外流出を促進したとも考えられる。2015年において，周防大島町の高齢化率は51.9％に達した。こうした地域的課題に直面するなか，今日，周防大島では，U・Iターン者の積極的な受け入れ，都市部の小中学生・高校生を対象とした体験型教育旅行の実施にくわえ，ハワイとのつながりを活用した観光・地域振興策が実施されている。本報告は，移民の送出地として，ハワイ諸島との歴史的つながりを有する周防大島において，近年，観光・地域振興の手段として「ハワイ」が用いられる様態を明らかにする。

    2004年以前，周防大島の島内には，大島町，久賀町，橘町，東和町の4町が存在し，合わせて大島郡を形成していた。2004年の合併により，これら4町は周防大島町となった。1963年6月22日，大島郡は，移民の送出・受入という互いの歴史的関係性から，ハワイ州のカウアイ郡と姉妹島縁組を締結した。その後，現在まで両島の間では文化交流が継続している。姉妹島縁組が結ばれたこの年以降，周防大島では，ALOHA Biz（以下，アロハビズ）が導入されてきた。アロハビズは，自治体による取り組みであり，毎年6月22日から8月31日の間，役場，郵便局，観光施設などの職員はアロハシャツを着用して勤務する。これにより，島外者のみならず，地域住民に対しても周防大島とハワイとの関係を意識付け，再確認させる。

    1988年に島内西部で着手されたリゾート開発計画「長浦開発構想」は，周防大島に"ハワイらしい"景観を醸成する嚆矢となった。同計画は，旧４町と民間の開発業者などの共同出資による第３セクター方式での開発であった。開発用地は，主にスポーツ施設と宿泊施設の2つに分けられ，宿泊施設の計画は主に民間業者に委ねられていた。しかし，バブル経済の崩壊に伴い，業者が倒産すると，計画の形成主体は町側へと移った。民間業者は，イギリス風の宿泊施設の建設を予定していたが，町は地域の歴史を踏まえ，ハワイ風の宿泊施設を建造する方針に転換した。方針が決まると，自治体職員一行は，姉妹島関係にあるカウアイ島を訪れ，建物や植生についての視察を行った。この視察をもとに，1997年，グリーンステイながうら（以下，GN）が竣工した。GNのテーマは「カウアイ島の風が吹く瀬戸内アロハリゾート」である。敷地内には，南洋であるハワイを想起させる樹木が植えられるとともに，ハワイの民家を基に設計されたコテージ，カウアイ島の庁舎を模したビジターセンターなど，ハワイらしい景観が表現される。

    2008年，周防大島観光協会が発足すると，「瀬戸内のハワイ」のキャッチコピーが考案され，その後，ハワイの舞踊であるフラのイベントが企画された。このイベントは「サタデーフラ」と命名され，2008年以降，毎年7〜8月の土曜日に島内各地で開催されている。瀬戸内のハワイというフレーズは，移住行動が必然的に内包する２つの空間性を同時に表すとともに，周防大島が有する移民送出地としての歴史性・時間性をも含みもつ。観光協会は，周防大島が有する諸要素のうち，瀬戸内海とハワイという2つの要素を選び取り，つなぎ合わせて，ハワイとのつながりを活用した観光振興に取り組んでいる。

    2014年10月27日，トロント市地方選挙が実施された。同選挙では，小選挙区毎の住民投票によって，市長，市議会議員，教育委員会理事が選出される。議員選挙においては，市内全44選挙区から，各1名の議員が選出される。本発表では，ポルトガル系住民の集住地区に合致する，第18区（ward 18）を取り上げ，選挙区内における集住形態の変化とポルトガル系議員の選挙活動に焦点を当てる。 北米の都市では，これまでもエスニック集団の居住地域と選挙区の関係が議論されてきた。しかし，それらの大半は，計量的手法に依拠した政治地理学的研究であった。本発表は，単一のエスニック集団に注目するとともに，特定の選挙区をインテンシブに調査することにより，現職のポルトガル系議員の選挙活動とポルトガル系地域住民との関わりを明らかにする。現地調査は2014年6月，および10月に実施した。現地では，聞き取り，参与観察，景観観察，および資料収集をおこなった。Globe and Mail, The Association of Japanese Geographers, Japanese, Summary national conference

    近年，エスニック・タウンの観光地化や機能の変化が指摘されてきた。時間の経過に伴い，エスニック集団の居住機能はエスニック・タウンから離脱するが，域内にはその後もエスニック・ビジネスなど一部の機能が残存する。したがって，エスニック・タウンはその形態を変えるものの，エスニック集団にとって一定の中心性を維持する。Zelinsky and Lee（1998）によれば，現代の都市においてエスニック集団は居住，就業など活動の内容に応じて異なる空間を利用しつつも，エスニシティを共通項として社会的な結合を保持する。エスニック集団の諸機能を要素として，一体のエスニック社会が形づくられることから，居住，エスニック・ビジネス，エスニック組織など各機能の空間配置を複合的に捉えることはエスニック社会の空間構造の変容を明らかにすることに通ずる。<br> 本発表で取り上げる，トロントのポルトガル系集団は移住から約50年を経て，世代交代期を迎えている。本発表, The Association of Japanese Geographers, Japanese, Summary national conference

    従来，都市の移民街に関する研究は，居住，事業所，コミュニティ施設の分布など，エスニック集団内部の物理的構成要素から捉えられてきた。しかし，近年，欧米の諸都市ではジェントリフィケーションが進行し，移民街をはじめとしたダウンタウン周辺に対するホスト社会住民の居住選好が指摘されている。すなわち，近年における移民街の変容を明らかにするためには，エスニック集団内部の変化のみならず，集団外部（ホスト社会）の動きと連関して考察することが求められている。また，ジェントリフィケーションの進行過程において，エスニック集団とジェントリファイアーは空間的に混在すると考えられ，両者の関係性に注目することにより，都市空間の変容をより詳細に描出できると考えられる。<br> トロントにおいても，ダウンタウン周辺部に移民街が形成されたが，近年，ホスト社会住民の都心回帰現象が進展している。その結果，ダウンタウンに隣接するリトルポル, The Association of Japanese Geographers, Japanese, Summary national conference

    本発表の対象は，トロントのポルトガル人街である。当該地域の出現とその空間的移動，および質的変容の過程を明らかにすることが本発表の目的である。トロントにおけるポルトガル系移民の歴史は，1950年代以降に確認される。単身男性を中心とした初期のポルトガル系移民は，トロントに定着するとポルトガルから家族を呼び寄せた。これにより1960～70年代において，トロントのポルトガル系移民は急増する。同時期におけるポルトガル系移民急増の背景には，ポルトガル国内の政治情勢が大きく関係した。1930年代以降，ポルトガルではサラザールを中心とした独裁的政権体制が執られており，ポルトガル国民は貧困に窮していた。さらに，1961年アフリカ植民地において開戦された独立戦争は74年まで続き，ポルトガルの財政および国民生活を苦しめた。また，徴兵制度により，多くの若年男性は戦地に出兵することとなった。このようなポルトガル国内の政治的・社会的問題を背景, The Association of Japanese Geographers, Japanese, Summary national conference

    This research project introduced the lens of electoral politics to improve understanding of political dynamics in an ethnic neighbourhood undergoing gentrification in the City of Toronto. While the COVID-19 pandemic affected this project plan, an achievement, or an article, based on the project was successfully published in Environment and Planning C: Politics Space, one of prestigious international journals in Geography, Planning, and adjacent fields.

    The purpose of this study is to find out the measures to realize the improvement of living environment which enables the residence continuation by the cooperation with the inhabitant. Concretely, in the workshop in which the inhabitant and researcher and student participated, the problem of the settlement was found, and the solution was discussed.
    As the result, there was a room for improvement in the living environment of the settlement, and especially, it was clarified that the settlement was segmented in the public/private space, and that communication and mutual aid were hindered. For the solution, it is necessary to modify the micro-scale space structure in the settlement. The trial which produces the node such as open space and shop as vague space and the 'third place' which do not belong to both is starting.

    本年度は，４月上旬から７月下旬までの約３ヶ月半の間，カナダに滞在し，調査研究をおこなった。この間，現地研究者が主導する日系移民と戦時中の強制収容に関する研究プロジェクトに招待を受け，カナダ西海岸において研究集会，ワークショップなどにも参加した。
    ハリファックスで開催された，カナダ地理学会年次大会では，日本国内の地域の事例として，奄美大島における移住者の増加とそれに伴う地域変容について発表をおこなった。また，歴史地理学会大会において，シカゴの移民博物館とバージェスの都市モデルに関する研究を発表した。このように，トロントのポルトガル系コミュニティのみならず，日本国内の地域やアメリカ合衆国の都市，さらにはカナダ西海岸の他のエスニック集団の事例についても並行して研究を進めることにより，幅広い視点で移民と地域との関係を議論する視点を養うことができた。
    トロントにおいては，約１ヶ月間のフィールドワークを遂行した。近年，高齢化している移民一世を対象に聞き取りと質問票調査を実施し，トロントとポルトガルにおける二地域居住の実態を検討した。その成果は，日本地理学会秋季学術大会において報告した。また，日本大学地理学会秋季学術大会では，「トロントにおける選挙と移民街の変化」を発表し，日本大学地理学会同窓会特別賞（大学院生部門）を受賞した。さらに，日本地理学会春季学術大会においては，「トロントにおける業務改善自治地区BIAとエスニックネイバーフッド」を報告した。
    研究論文に関しては，「北米都市の業務改善自治地区BID」が地理空間９(１)に，「バージェス時代の多民族都市シカゴを記憶する移民博物館」が歴史地理学58(４)に，“Toronto's Little Portugal”が Urban Geography38(4)にそれぞれ掲載された。これらはすべて査読付きの学術雑誌である。
