The concept of agricultural and rural multifunctionality expands the public’s understanding of the diverse roles of agriculture and rural areas. However, the establishment of the concept burdens governments with a complicated issue related to formulating an agricultural and rural policy, as the public could have diverse views on the functions that should be promoted via the policy. This study applies case 1 best–worst scaling to measure the relative importance of agricultural and rural multifunctionality in Japan. Sixteen functions, including the primary function of agriculture (agricultural commodity output), were addressed. The results show that, on average, agricultural commodity output was prioritized most, followed by disaster prevention-related, water-related, and biological conservation functions. The clustering results demonstrate that the individuals were divided into seven classes and that the relative importance of functions among the seven classes differed significantly. The heterogeneity in the relative importance of functions among the public indicates that social consensus on weighting multifunctional roles in agricultural and rural policies cannot be reached easily. - 韓国の農産物直売所は地域観光拠点としてのポテンシャルを有するか? ー全羅北道の一般消費者を対象 としたインターネットリサーチからの接近ー

English, Scientific journal, 本研究の目的は,日中韓自由貿易協定(日中韓FTA)が農業の養分収支からみた環境に及ぼす影響を明らかにすることである.まず,GTAPモデルを用いて,日中韓FTAによる全部門関税撤廃が日中韓に及ぼす経済的影響を分析した.次に,GTAPモデルの分析結果とOECD農業養分収支データベースから,余剰窒素および余剰リンを指標とした環境影響を分析した.OECD農業養分収支データベースには中国が含まれないため,余剰窒素および余剰リンは日韓に限定して分析した.分析の結果,日中韓FTA締結によって,日韓合計の余剰窒素量は増加し、余剰リン量は減少する点が示唆された. - A Japan-China-Korea Free Trade Agreement and Its Potential Impact

English, Scientific journal, 本稿の目的は,日中韓自由貿易協定締結がもたらす潜在的影響を明らかにすることである.まず,GTAPモデルを用いて,自由貿易協定締結による全部門関税撤廃が日中韓に及ぼす経済的影響を予測した.次に,GTAPモデルの予測結果とOECD窒素バランスデータベースから,余剰窒素を指標とした日韓に及ぼす環境的影響を予測した.分析の結果,日中韓自由貿易協定締結によって,①中韓の農業産出額が増大する一方で日本の農業産出額は減少する点,②日韓の余剰窒素量合計は増大する点が示唆された.

- 食品生産における社会環境影響の評価手法開発:社会エコ食品創造の基盤形成に向けて

食品生産過程の自然環境影響(温室効果ガスなど)を指標化することで、自然環境に優しい自然エコ食品などが広く販売されるようになってきた。さらに近年、途上国等に見られる生産作業における児童労働の利用、劣悪な衛生・労働環境で、基本的人権も欠如した社会環境下での生産作業など、社会環境を悪化させる方法で生産された食品を多く購入することは、食品生産現場における社会環境をより悪化させる点も認識されるようになってきた。こうした社会環境に優しい社会エコ食品の創造に向けた基盤形成に資するために、食品生産過程の社会環境への影響を定量評価する新たな手法を開発することが、本研究の目的である。本研究では、食品生産過程の社会環境への影響を定量評価する手法開発を、以下の手順で進める。第1に、農場段階の食品生産過程における社会環境への影響に焦点をあてる。具体的には、農場段階における社会環境のデータベースを構築し、農場段階における社会環境への影響を定量評価する手法開発を試みる。第2に、加工・流通段階の食品生産過程における社会環境への影響に焦点をあてる。具体的には、加工・流通段階のデータベースを構築、加工・流通段階における社会環境への影響を定量評価する手法開発を試み、最後に研究全体を総括する。
本年度は、農場段階における社会環境のデータベース構築と社会環境への影響を定量評価する手法開発を試みた。具体的には、農場段階における社会環境のデータベース構築と社会環境への影響を定量評価に関連する国内外の学術論文・文献を、電子ジャーナルなどを利用してサーベイし、学会参加なども通じて関連する最新の研究情報を入手した。農場段階におけるコメにおける社会環境のデータベース構築の作業をすすめ、右データベースを利用した社会フットプリント(SF)指標を設定し、日本のコメ生産における社会環境影響を試算した。

本研究の目的は、日中韓3か国において、RCEPを含むメガFTAの下で、国際競争力の指標となる国家間の農産物生産費格差の大きさとその要因、貿易自由化圧力と気候変動が農産物生産費へ及ぼす影響分析を通じ、国際競争力向上と気候変動への対応が両立した食料自給率向上への示唆を与えることにある。2022年度はコロナ禍で研究活動が引き続き制限される中、すでに入手した中国の農業データなどを用いて中国の畑作を対象とした研究活動を以下のように実施した。
1.中国の畑作のうち、トウモロコシ作を対象とした研究に関しては、中国トウモロコシ作生産性の地域別貢献度を分析した。その結果、トウモロコシの生産量シェアが高い主要主産地である吉林省は、生産性が停滞し、中国全国のトウモロコシ作生産性をむしろ引き下げている貢献をしている点を初めて示すことができた。われわれは、この研究成果を日本フードシステム学会でオンライン報告を行ったほか、中国トウモロコシ作生産性の地域別貢献度を分析した論文は『フードシステム研究』に掲載された。
2.中国の畑作のうち、大豆作を対象とした研究に関しては、中国大豆作生産性の地域別貢献度を分析した。その結果、大豆の生産量シェアが高い主要主産地である黒竜江省と内蒙古自治区はこの2地域だけで89%の貢献をしている点が明らかとなった。われわれは、この研究成果を豪州農業・資源経済学会でオンライン報告を行った。

政府の策定したSDGs実施指針の中で掲げられた優先課題の中に気候変動影響評価等の環境対策が盛り込まれるなど、FTAの影響評価においても、交渉時に気候変動影響評価の結果を考慮することがより一層重要となってくると考えられる。
CGEモデルを利用したFTAの(事前)影響評価において、近年は企業の異質性(Firm Heterogeneity)の概念をモデルに組み込み、同一産業内の企業でも生産性の違いを考慮した分析とすることがトレンドとなっている。企業の異質性を考慮して分析を行うと、経済効果は従来のCGE モデル分析に比べて格段に大きくなることが指摘されている。経済効果が大きくなるということは、経済活動の結果生じる温室効果ガス排出にもより大きな影響があるということであり、SDGsに取り組むうえで重要とされている気候変動への影響度合いについての判断材料を提供する点で大いに学術的意義を有するだけでなく、実践的意義も有すると考えられる。しかしながら、FTAの気候変動影響評価を行った既存研究ではこの企業の異質性を考慮した分析は未だほとんど行われていない状況にある。
そこで本研究では企業の異質性を考慮したCGEモデル分析により、我が国が関係するFTAの気候変動影響評価を行い、FTAの交渉および環境対策の立案に資する情報を提供することを目指す。2021年度は企業の異質性を考慮できるようCGEモデルを改良し、FTAによる温室効果ガス排出量の変化を計測し、その成果を発表することが目標であった。

The liberalization of agricultural trade impacts not only on the production and economic aspects of agriculture in both exporting and importing countries, but also impacts on the natural and social environment in both exporting and importing countries. In this study, we contribute to the debate on comprehensively analyzing the impact of the agricultural trade liberalization on natural and social environments. We develop and apply qualitative and quantitative methods for evaluating the impacts resulting from agricultural trade liberalization on natural and social environments both on the macro and micro level in order to contribute designing the enhancement of agricultural trade negotiation power.

This study measured agricultural productivity in Japan and Korea as advanced economies in Asia, and decomposed changes in Japan’s food self-sufficiency rate into two components such as supply-side and demand-side factors. We found that Japan’s rice productivity growth stagnated for the period 1996 to 2006, and so did Korea’s rice productivity for the period 1994 to 2006. Changes in Japan’s food self-sufficiency rate tended to be more attributable to the demand-side factor than to the supply-side factor.

In the EU, Cross Compliance (CC) has been introduced to agricultural policies. CC is defined as the practice of granting governmental support payments to farmers only if they comply with certain environmental conditions. In this study, we regard the certain environmental conditions as externality of agriculture such as the environmental impacts resulting from agricultural production and evaluate these conditions in order to examine the designs of policy measures to meet these conditions. We develop and apply quantitative methods for evaluating the environmental impacts resulting from agriculture at both farm and national levels in order to contribute designing policy measures based on CC.
