  • A Historical Research on the Reconstruction of in-service Training System for Teachers during the U.S. Occupation in Okinawa, Ryukyu Islands

    本研究の主要な課題である、留日教員研修制度について、沖縄県立図書館、鹿児島県立図書館などの関係機関への史料調査をひきつづき進めるとともに、研究計画にもとづき、所蔵機関別の関係史料一覧の作成に向けた調整を研究分担者と実施した。その結果、国立公文書館、沖縄県公文書館ほか所蔵の関係史料・文書の一覧作成にかかわる分担案を共有した。これらを総覧する史料一覧について、最終年度となる2024年度の終了時点を目途に報告書として集約する。
    あわせて石垣市立図書館が管理する、喜舎場英勝史料の調査研究をさらに進めた。現時点で、概略以下の内容構成となる編著書を2024年中に公刊する予定である（藤澤健一ほか編『沖縄近代の学校と教師―組織と実践』）。まず、「Ⅰ 構想」として当該史料の意義について、従来の史料論に位置付ける。「Ⅱ 喜舎場英勝の教職歴とその活動」として、喜舎場英勝の職歴を描き出すことを通じ、当該史料の出来した経過をあきらかにする。「Ⅲ 翻刻と復刻」では、以下の六点の史料を抽出し、復刻するとともに、解題を付す。一 校務関係史料、二 喜舎場英勝「研究訓導派遣願」一九三七年八月、三 黒島尋常高等小学校『学校経営案』一九三八年、四 沖縄県師範学校『第二十八回初等教育研究会案内』一九三九年、五 登野城国民学校『第十六区国民学校研究会案内』一九四二年、石垣国民学校『第十七区県指定研究会案内』一九四三年、六 石垣国民学校「県民運動 標準語並礼法励行」。さらに「Ⅳ 分析」では当該史料に依拠した、教員史、教育実践史にかかわる個別分析を提示する。

  • 琉球政府期の沖縄におけることばの教育に関する基礎的研究

    2021年度には、前年度に行なった教育指導委員を介した日本本土の教育課程や教育実践の沖縄への指導について論文として発表することができた。その論文の成果は以下のように整理できる。
    ①1959年に初めて派遣された教育指導委員は、沖縄の教員への指導過程において、地区ごとの教科教育に関する教育研究団体の結成を主導したことを明らかにした。1959年以前にも教育研究団体が結成されていたことに留意するとき、次のことがとくに重要である。教育指導委員の来沖前に結成されていた団体は、学校教員に閉じずに専門家や地域住民をも含んで教育研究を行なっていた。それに対し、教育指導委員が主導して結成した団体は、学校教員にほぼ限定され、教科の必要性に特化した教育研究を行なう地区ごとの団体であったことを明らかにできた。
    ②そのように地区内を対象として組織された団体を、琉球政府文教局は統合して沖縄全域の教育研究団体へと再編していくことを企図した。国語科の場合、教育指導委員でもあった文部省の倉澤栄吉が深く関与して、沖縄国語教育研究会という沖縄全域的な教科ごとの教育研究団体を結成した。このような沖縄全域の組織を結成し、年に一回の定期的な研究大会を開催していく過程で、日本本土の実践者や研究者から指導を継続的に受けるようになるとともに、本土の教育研究団体とも研究交流を行なうようになっていった。
    教育研究団体の組織化過程において、沖縄教職員会も当時の学力向上という課題に応えていくためにも、自らが研究しようとする際の組織として結成を推進していたことも重要である。この論文発表に際して、同誌に「論評」を寄せて下さった桜澤誠氏が指摘しているように、琉球政府文教局と沖縄教職員会の関係性の分析は、きわめて重要な論点として残されている。沖縄教職員会の史料調査、分析については、中途であり、2022年度以降の課題として位置づけていきたい。

  • Comprehensive studies on the Characteristics of modern Japan of the local educational administration and the "teacher training community."

    There are three results of this research. First, grasp the actual activities of the local education association (especially discovering new historical materials of the Shinano education association in Nagano prefecture).Second, we held a colloquium on postwar teacher social restructuring at the Japan Society for the Study of Education and tried to develop new research fields. Thirdly, the "List of Publications of Local Educational Organizations in the Postwar period of Showa(late 1940s to 1950s)" was published in "Interim Report" I and II and stored in the National Diet Library to improve the foundation of basic research information.

  • Research on the History of Educational and Cultural Practices Surrounding Children in Okinawa from the Perspective of Prewar and Postwar Continuity and Discontinuity

    In this study, several researchers specializing in folklore studies, pedagogy (education history, art education), and children’s literature examined historical issues surrounding education and culture in Okinawa, each focusing on their respective research interests. During the research period, regular meetings were held to share findings. In addition, each researcher published articles in their affiliated university’s research bulletins and academic journals. In the final year of the project, the researchers introduced the specific historical materials they had discovered and compiled the realities and issues of educational and cultural practices in Okinawa from the prewar to the postwar period. The findings were published in “The ‘Leftover Scraps’ of Battleship Gunfire: Postwar Reconstruction of Education and Culture in Okinawa” (Kwansei Gakuin University Press, 2021) and released to the public.

  • A historical research on Transformation of Educational Leaders in Okinawa

    At the first step of our reserch project, edited book writen by reserch project members had been published in 2016. In that book the process of transfomation in Okinawan teachers historical society was analysed with some new historical materials. On the other hand articles concering "Okinawaken Kyouiku Kai",“Okinawa-ken Shoto Kyouiku Kenkyukai" "Okinawaken Shougakkou Keiei Kenkyuukai" also had been published based on this found. In addition reprints of historical materials; official magazine of teachers association in Amami and Ryukyu after W．W.Ⅱ, official magazine of educational bureau of Ryukyu Government had been published.

  • A study on the history of educational and cultural establishment from pre- to post-war Okinawa based on the life course of Choshin Kabira

    This study focused on Choshin Kabira (1908-1998), who developed Okinawan studies as well as cultural and artistic activities in Taiwan under the Japanese rule before World War II. He also served as an administrative officer for cultural affairs during the U.S. occupation of Okinawa after World War II. This study was based on the life course of Choshin Kabira and clarified the continuity or the lack of regarding his philosophy and its application from before and after the war, as well as the situation and issues that existed in the implementation of education and culture in post-war Okinawa.
    The members of the study each reported on their themes, which were summarized in research result reports and sent to relevant institutions within and outside of the prefecture, including the National Diet Library.

    The purpose of this research is to make clear the organization and activities of national and local educational associations in modern Japan. They were established in the beginning of the Meiji era as a kind of a free association and had had a wide range of activities to support educational administration. However they had changed their character gradually and during the last World War they supported the militant government. After 1947 most of these associations were dissolved. But we can find many associations which revived around 1950. When we think of the real state of the educational policy in modern Japan, we have to study further on activities of these educational associations.

  • A basic research on historical change and process of Okinawan teachers' vocational career

    The aim of this research project had been focused on historical change and process of Okinawan teachers' vocational career between 1920's to 1950's.
    In this research, over three thousand of those teachers’life courses were analyzed from the point of its quantity and quality.
    As one result I had published edited book; The Image of Okinawan Teachers: A Modern History of its Quantity, Associations, and Individuals, 2014.

  • Fundamental study on a history of educational actual condition in modern Okinawa

    This study made up the total table of contents and a description of the “Okinawa Education”, since 1906 till 1944, as a bulletin of the education association in Okinawa prefecture. This Study carried out based on these, and the following points were clarified.
    Firstly, projects of the education association were clarified. For example the association established the local museum in Shuri castle in 1936.
    Secondly, it was clarified that an educational actual condition on the national standard language and songs focused on relationship and disagreement among prefectural office, education association and teachers.
    Finally, it was shown that the list which a certain elementary school possessed.

    We compared broadly defined language policies, including not onlygovernmental policies but also language movements on a popular level, between Europe, well developed regions of language policies and other regions, especially Asia, categorizing 3 types of languages : national and nationality languages, trade and imperial languages, and minority languages. What we have found is that governmental policies are important, but not decisive and that other factors like people's positive acceptance or encouragement are important.

    We have published the results of comparative research in UK, Korea and Japan, Exclusive Society and Lifelong Learning, Hokkaido University Press, 2011, an analysis of the basic structure of lifelong learning as the policy of Social Inclusion, and Lifelong Learning towards Sustainable and Inclusive Society, Otsuki-Shoten, 2011, comparative research of policy and practice of lifelong Learning. We have also made the book, Self-governance of Residents and Community Networks, Hokuju-shuppan, 2010, Towards the Sustainable and Inclusive Society, Hokuju-shuppan, 2012, based on the research in rural areas of Korea, Wakkanai-city and other peripheral areas in Hokkaido, Japan, and are collecting the results of the field works in other communities, including Leeds in UK.

    本研究は以下の諸点において従来の近代沖縄教育史研究を発展させた。第一に標準語教育実践に関して、方言札の出現時期とその歴史的意義、また発音矯正が全県的な教育課題となる契機と過程を明らかにした。第二に宮良長包に関して、沖縄の音楽教師の系譜の中に位置づけ、また彼の作詞作曲した「発音唱歌」(1919年)の教育実践上の特質を明らかにした。第三に沖縄県初等教育研究会の討議内容を通史的に明らかにした。さらに、沖縄県教育会機関誌『沖縄教育』(1906~1944年)の悉皆的な収集においても成果を収めた。

    In this study, Russia, China, Taiwan, South Korea (Sakhalin region), as for East Asia and Japan, which is stored memories collected over a colonial war of the late 19th and early 20th centuries, public whether the representation has been, by comparison with Europe, including research. Representation and memory storage colonies in East Asia war, against the background of the political situation and historical understanding of the difference between each country and region are showing signs of different complexity and variety of Europe. At the same time, the memory of oppression and resistance to war and colonialism, as a monument to the pursuit of peace in East Asia in the division of historical understanding, but must have great significance in exploring the way of solidarity rather than been revealed.

    昨年度までの回想記録を資料とした方言札の実態解明を継承深化すべく、同時代史料に基づく分析に本格的に着手した。今年度の調査研究の内容と成果は、以下の点にある。
    1、「安里屋ユンタ」など沖縄新民謡の作曲者として知られる宮良長包個人及び彼の作詞作曲した「発音唱歌」に注目して、近代沖縄における多様な標準語教育実践の一端の実態解明を開始した。本年度は『沖縄教育』や『先嶋新聞』などの同時代史料及び宮良に関する先行研究を調査収集し、分析を進めた。その過程で「発音唱歌」作詞作曲当時の宮良が著した史料を発見したので、その全文紹介とそこでの教育論を分析する論考を発表した。新史料において論じられている宮良の教育論の特徴は、児童を尊重し理解したうえで教育実践を行うという当時の「児童中心主義」と重なる新しさを持ちつつも、子どもを「国家の御用品」とするなど天皇制から自由ではなかったことにある。
    2、学校記念誌に掲載された回想記録の調査結果に加えて、『琉球教育』に掲載される授業記録での教授用言語に注目して標準語教育の実態分析を行った。1900年代前半に、それまでの沖縄言葉と標準語の「対訳」を前提とする教授法から、実態としては「対訳」を行いつつも理念としては「対訳」を行わず標準語のみによる標準語教育を行おうとする論が登場する変化が生じているので、当該時期に方言札を考案する教授者側の条件が整うことを明らかにした。
    3、学校での標準語教育実践を地域社会のなかでとらえるため、久米島と黒島の史料を収集し分析を始めた。当面は史資料の調査収集を継続し、その分析を進めていく予定である。
    その他、これまでの私の沖縄教育史に関する研究成果を著書として刊行し、その加筆修正にあたって、方言札に関する記述など標準語教育部分に、科学研究費の成果を反映した。

  • A Historical Study on Education about National Standard Language in Modern Japan, focused on Modern Okinawa

    I researched into the actual condition about the dialect punishment board in modern Okinawa according to the reminiscences which appeared on the memorial books published by the elementary schools in Okinawa. I made the facts clear: Firstly the elementary schools in Okinawa had the dialect punishment board since the first half of 1900's. This fact suggested that the board appeared a little older than the treatises had pointed out, and that it still was used at 1920's and 1930's that was the period the papers pointed it was not used. Secondly the basic characteristic on the dialect punishment board was the mutual watch and the penalty for speaking the dialect. But there was the difference among schools about the scoop of application and so on. The children wanted to escape the dialect punishment board and not to hand it, so they often forced their friends to speak the Okinawan dialect.
    I analyzed the records and the logic of educational practice using the Japanese reader on ordinary elementary school in Okinawa prefecture edited by ministry of education in 1897, at the same time the Japanese government shaped the policy toward the establishment of the national standard language. The records and the logic of educational practice appeared on The Education in Ryukyu' (called Ryukyu-Kyouiku) published by the party consisted of the teachers in Okinawa prefecture (called Okinawaken-Shiritsu-Kyouikukai). I made the facts clear. In about 1900 teachers wanted to change on the educational method of the national standard language, that is to say teachers denied using the dialect in their lessons and depended only on the national standard language. The educational practice on the national standard language in Okinawa included the removal of the Okinawan dialect.

  • 近代沖縄における標準語教育の歴史的研究－方言札に注目して

    方言札とは、近代沖縄の学校において、1907年頃に登場したとされる、沖縄方言を話した児童生徒に渡された罰札である。今年度の研究では、近代沖縄において方言札がどの時期にどの程度存在していたのかという基本的な事項を明らかにすることを課題とし、その着手として八重山地域及び宮古地域の小学校記念誌に掲載されている回想記や座談会記録を資料とした。なお、他の地域や中等学校については、今後の課題として、引き続き調査研究を行なう。
    八重山地域では、ほとんどの学校で方言札があらゆる時期に存在していたことが確かめられた。これは、先行研究でほぼ欠落していた1920〜1930年代についても例外ではない。ただし、小浜尋常高等小学校古見分教場であった現在の古見小学校についてのみ、方言札の存在を確かめることはできなかった。
    方言札の実態について、方言札の導入方法は一律ではなかったことも明らかにできた。一般的には、方言を話した児童が方言札を首からぶら下げられ、その児童は方言を話した児童を見つけて渡し、方言札を持った児童は何らかの罰があるというものであった。しかし大浜小学校(石垣島)では、方言を話したことだけでなく、喧嘩したときなどにも「監護札」を風紀係から渡されていた。また方言札への児童の対応は、当然のことながら多様であり、方言札とその罰を恐れて標準語を話すようになったり、無口になったりするだけでなく、「方言で言ったらばね」とはじめに言うことによって、方言で話すことを正当化する方法をも生み出していた。児童さらに教員の対応についての実態を明らかにすることは今後も引き続き課題である。
