  Japanese, Scientific journal, This paper aims to work on what has been known as a "postracial society" thesis through a reconsideration of Barack Obama's "A More Perfect Union" speech, which he gave on March 18, 2008. Obama's silence on racial issues has been presumed to be one of his rhetorical characteristics and/or tactics. Therefore, the speech, which he delivered in the midst of the heated presidential race, was nothing but exceptional. What is the specific background on which Obama decided to give the speech? How does the rhetoric and logic of the speech relate to his thoughts and personal history? What are the arguments for or against the speech? These are among lots of questions which interconnect each other. There is no doubt that we always have to be conscious of the difficulty of talking about race without reinforcing racial stereotypes or distorted views which are still widespread in American society rather than destroying them. I am fully aware that this piece's attempt to focus on the relationships between Obama's thoughts and America's racism could paradoxically end up defining him a priori as a "racial being." The very decision to pick up an issue of racism as the key point, despite there are countless approaches to analyze Obama, could help acknowledge the argument that a black politician should "naturally" be discussed within a racial framework. In other words, we could paradoxically strengthen the very racial stereotypes which at the outset we tried to criticize. In a sense, this paper is a tentative trial to struggle with this racial paradox.

  Japanese, Scientific journal, During the 1970s and 80s, the United States experienced the upsurge of low-priced apparel imports from Asian NIEs. This inflow caused a sharp decline of the share of apparel products made in U. S. Although in a serious condition on the national basis, Los Angeles apparel industry and New York apparel industry, which have been two major production centers, have lead to remarkably different situations: the former to a huge growth, and the latter to a stagnation. This contrast reflects the full-fledged progress of globalization, which U. S. apparel industry itself has developed. The expansion of apparel production in Asian NIEs after the early 1970s was mainly engendered by U. S. apparel retailers. This accelerated the growth of textile and fiber industries there, which supplied their products to the apparel sector, as well as the shift of apparel production from U. S. to Asian NIEs. At the exact moment, however, many Los Angeles-based apparel manufacturers have gotten their competitive strength by shifting labor-intensive parts of production process to maquiladoras in northern Mexican borderland neighboring southern California. This strategy also helped to asssure the survival of both textile and fiber industries, which had close ties with the local apparel industry. On the other hand, almost at the same time, New York apparel industry was forced to retreat from price-competitive sectors, and to make only expensive, high-fashion products, owing to its labor shortage and increasing labor costs. A part of runaway shops were said to have moved from New York to northern Mexican borderland. The development of two types of globalization, one by U. S. retailers on Asian NIEs and the other by Los Angeles-based apparel manufacturers on Mexican maquiladoras, can never be fully understood within the framework of the national economy. Although I cannot decide whether the paradigm of 'new international division' will be changed by the specific production strategy, which was adopted by some Los Angeles-based apparel manufactures, this specific division will surely provide some important clues especially for solving the problems of sweatshops in U. S., one of the most advanced countries.

  令和三年度（2021年度）は、四か年にわたる本科研費プロジェクトの三年度目であった。周知の通り、一昨年度終盤から昨年度までと同様、今年度は一年間通して世界的なパンデミックの影響を受けることとなった。すべての作業がアメリカ現地（ニューヨーク）での史料調査の実施を前提としている本科学研究費プロジェクトへの影響は計り知れないものであった。年度の後半には多少の状況改善は見られるのではないかという期待も残念ながら打ち砕かれ、一昨年同様、研究の実施において最も肝心な一次史料にあたることもできず、主に既に入手済みの史料や文献を用いてプロジェクトの理論的な枠組みや今後の方向性を固めるという作業に徹した。
  昨年度の研究実績に関して具体的に言えば、これまでおこなってきた先行研究の精読と批判的整理を活字化することに多くの時間を費やした。具体的な成果の一端は、近刊予定の『「いま」を考えるアメリカ史』（ミネルヴァ書房）所収、「第１章 収監と国境警備のアメリカー現代国家論・政治経済史」としてまとめられている。この小論は、移民・難民と政策大量収監（mass incarceration）というこれまで別々に扱われる傾向があった研究領域を、新自由主義という観点を手がかりに架橋し、移民法に違反した移民や、法的資格が定まらないまま長期勾留された難民（あるいは亡命）申請者と、ドラッグ（麻薬）関連犯罪で逮捕・収監された者（：多くは非白人）を統合的に扱った。つまり、この論考は、ハイチ人亡命申請者がある種の歴史的な先例として「移民・難民の犯罪者化」された過程をアメリカ史（研究）という広範な視角のなかに定置し、その意義と可能性を可能な限り開かれたかたちで提示したものである。

• A Historical study on qualitative and spatial changes of black communities in twentieth-century New York

  This research examines both qualitative and spatial changes of black communities by paying close attention to historical conditions of Central Brooklyn and Harlem, two principal black communities in New York City. The former stands for the issue of who represents dominant black residents there and the latter the shift of spatial boundaries of black communities in the city. Central Brooklyn, where local black population has rapidly exhanced its diversity due to a large-scale influx of black immigrants from the West Indies, and Harlem, where local black residents and college students solidified themselves by standing against Columbia University’s plan of campus expansion into the western edge of the black community, are among several historical cases. They symbolize the interdependent relations between expanding black diversity and structural changes of New York City.

• A Interdisciplinary Study on the Haitian Diaspora in New York

  This study aims to make an interdisciplinary inquiry into Haitian immigrants who came to New York City since the late 1960s and their descendants. Especially from the perspective of the notion of diaspora, I put my analytical emphasis on their specific social position in New York City and their historical relations to two groups, African Americans and non-Haitian West Indians, both of whom have been presumed to share the same racial category as blacks.

• International Comparative Studies of Americanization and Anti-Americanism in a Global Age

  This project aimed at understanding globally widespread anti-Americanism since September 11, 2001 from transnational and transdisciplinary perspectives. Because today's anti-Americanism is unparalleled in both its scope and depth in history, it has stimulated various international studies on it, one of which is this project. The distinctive characteristic of this project is its emphasis on comparative historical perspective, from which we have studied the developmental processes of a variety of anti-Americanism in relation to the expansion of American presence as a global power.
  This project has proceeded in two ways, that is, individual studies of particular region or country assigned to each co-researcher and a joint international research joined by every co-researcher. In the latter part, international symposia and workshops mainly provided a forum for transnational and transdisciplinary discussions on anti-Americanism as a global phenomenon. To expedite such discussions, those international meetings took up three major key issues alternately as routes to anti-Americanism. They are American nationalism, American empire, and the relevancy of American studies today.
  Through these individual and collective endeavors this project achieved common understandings as follow. First, the view of America by other peoples, either a beneficent "Redeemer Nation" or a maleficent giant, is predicated on American exceptionalism. Second, although anti-Americanism is now a global phenomenon, anti-Americanism in any particular place has erupted on different specific issues. Third, America's global presence has caused political, economic, and particularly cultural conflicts in countries all over the world. Each nation now faces strong tension between national identity and universal cultural pressure. And lastly, although the United States tries to cope with the rise of anti-Americanism in the world by diplomatic and other means, it has never succeeded fully. These findings out of this project will contribute to understanding of the dynamic relations between the American power and anti-Americanism in today's world.

• 西インド諸島出身移民に対する人種主義と移民排斥主義をめぐる理論的・実証的研究

  本研究プロジェクトの目的は大きく以下の二つであった。第一は、大規模な移民の到来が問題化された19世紀末から20世紀初頭を中心に人種主義と移民排斥主義の関係を再検討することで、20世紀後半以降の状況を相対化/歴史化することであった。この点に関しては、岩波書店の雑誌『思想』にて刊行予定の論文、「『人種化されたネイティヴィズム』の史的背景:19-20世紀転換期アメリカのネイティヴィズムをめぐる議論の批判的再検討」にて詳述した。そして、第二が、20世紀後半以降、特に1965年移民法制定以降に急増した西インド諸島からアメリカ東海岸(とりわけニューヨーク)への移民が、従来の人種主義と移民排斥主義の関係にどのような影響を与えたのかを分析することであった。具体的には、黒人=非移民とする認識枠組みが依然として強いなかで、黒人移民の増加が移民排斥主義の対象として黒人住民を巻き込んでいったのか否か、またその際、長い歴史を持つ黒人に対する人種主義はどのように作用したのか、黒人移民自身の内面世界やアイデンティティはどのようなものであったのか等が中心的な問いであった。この第二の論点群に関しては、残念ながら今年度においては、先行研究を批判的に再検討するにとどまってしまった感は否めない。だが、同テーマのさらなる追求がアメリカの人種・エスニック関係(史)認識を強く規定している「白か黒かの二分法」を相対化する可能性を秘めていることも、そうした先行研究批判を通じて明らかとなった。なお、その点は、2003年9月にノースキャロライナ大学チャペルヒル校で開催されたシンポジウムでの講演、およびそれが活字化されたプロシーディングス、「Searching for a Framework for a Synthetic Understanding of Post-1965 Immigration from the Western Hemisphere」にて分析を展開している。

• Historical Studies on National Consciousness in America

  We attempted to cross national boundaries in our research by exchanging opinions with scholars outside Japan, and by including immigrants and people living in other areas under U.S. influence. These are our findings:
  1. Studies on media shed light on its function of creating national consciousness, demonstrating cases, for instance, in which postbellum journalism created a unified image of American citizenship epitomized by soldiers' manliness and bravery in the Civil War, and in which 1990s' journalism depicted the U.S.A. as a savior for the "HIV epidemics in Africa."
  2. Studies on gender indicate that processes of forming national consciousness are inseparable from gender issues; for instance, manliness was identified as the ideal qualification of citizenship, and governmental control of venereal disease among U. S. military forces was one way of creating a model of an American by repressing the prostitution of women during WWI.
  3. Studies on Polish immigrants, African Americans, and Caribbean immigrants show the relationship between U.S. national consciousness and a people's sense of belonging to their former countries, or their ancestors', was not always stable. They coexisted at one time and were polarized another time, and there are also cases in which people might not have a sense of being a U.S. citizen although they apply for U.S. citizenship.
  4. Studies on Mexico and Okinawa indicate that despite the apparent influence of U.S. military/economic power, people there were not influenced in terms of forming a national consciousness. On the contrary, they took advantage of the existence of U.S. economic power in their daily lives to achieve their goals.
  In focusing on people's daily lives across national boundaries, it is clear to us that the meaning of national consciousness was not the same for everyone, and that ways of creating national consciousness have varied depending on many factors.

• 20世紀米国の人種・エスニシティ・市民権・ネイティヴィズムの関係をめぐる歴史研究

  本科学研究費プロジェクトに関わり、本年度実施した研究は大きく二つに分類される。
  1.第一に、「11 研究発表」欄に記した、立命館大学で開催された京都アメリカ研究サマー・セミナー(2002年7月25-27日)での英語口頭報告とそれを基にした英語論文の執筆である。同報告/論文は、ハーヴァード大学より招聘された社会学者、ウイリアム・ジュリアス・ウィルソン教授が行った講演、「人種的緊張の起源-都市部におけるエスニックな近隣域」へのコメントとして構想されたものである。コメンテーターであった村田は、ウィルソン氏の共時的な社会学分析の「歴史化」を試みた。とりわけ、彼がフィールドとしていたシカゴの人種・エスニック関係を20世紀初頭にまで遡って検証することで、20世紀末という時点の特殊性・一般性に考察を加えた。
  2.第二に、現在校正を終え出版待ちの状態であるため「研究発表」には記載しなかったものの、今年度執筆した論文として、「引き直された境界線-チカノ運動、セサール・チャベス、非合法移民」(油井大三郎・遠藤泰生編『浸透するアメリカ/拒まれるアメリカ』東京大学出版会、近刊)がある。この論文では、まず、メキシコ系アメリカ人によるチカノ運動がチカノ史記述に与えた意味という点に注目した。従来、日本においては、既存のチカノ史記述を概して客観的事実の反映として素朴に了解する傾向があった。しかし、1960年代末に台頭したチカノ運動とそれに突き動かされたチカノ史記述は社会変革意識の産物であり、単なる事実の記述ととることは歪んだ理解に繋がるものであった。同論文ではその点を分析の俎上に載せるとともに、直後に深刻化した「非合法移民問題」とチカノのシンボル的存在、セサール・チャベスとの間の緊張をはらんだ関係にも分析を加えた。
