Central and East European Studies and Comparative Politics : The Role of Area Studies in Relation to the "Discipline" of Comparative Politics

Japanese, The purpose of this paper is to demonstrate that the importance of Central and East European studies remains unchanged even in the period of what is called "disciplinization" of comparative politics, by surveying the trend of Central and East European studies from the perspective of comparative politics in relation to the development of the mainstream methodology of comparative politics. Main discussions are summarized as follows: 1) During the socialist era, many scholars of political studies of Central and East European countries conducted their research by focusing on a specific single case with an emphasis on the "uniqueness" of that case, rather than comparing the various cases for dravving some generalized conclusions or for making theories. During the socialist era it was difficult to compare the socialist political system with other kinds of political systems as it was impossible to obtain needed materials for analyzing the political process of the socialist cowltries due to the lack of transparency inherent in a socialist political system. In addition, elections held in socialist countries -- one of the main research topics of comparative politics -- could not be compared with those of the West European countries. Some scholars have tried to apply the theories of comparative politics to cases of East and Central Europe in spite of these limitations. However, research produced by these attempts could be utilized only for analyzing or comparing socialist countries. Ellen Comisso referred to this situation as "ghettoization" of the then Central and East European studies. 2) During the first few years after the collapse of socialist regimes many researchers of comparative politics attempted to investigate the process starting from the collapse of the socialist regime to the consolidation of the post-socialist democratic regime by applying general theories such as "transition theory" or "democratization theory." However, most of these attempts failed mainly because theories applied to the region were insufficient for analyzing the political change at that time. It was admitted that it was inappropriate to use theories without considering the context of the region, and since then most studies trying to analyze the politics of Central and East European countries limit the scope of the analysis to the region in question (or what is called "post-communist" region). 3) Over the past ten years there has been a revolution in the methodology of comparative politics (this revolution is sometimes referred to as "disciplinization"), which means there is an orientation in this field to apply statistical methodology and general (formal) theory to political analyses. It is sometimes thought that this orientation would change the characteristics of political studies based on area, or even destroy area studies itself, as emphasizing the general characteristics of methodology would contradict emphasizing the uniqueness of the area or the context, and some scholars strongly insist that general methodology should be introduced to the field of comparative politics to reconstruct this field as a "science." However, this is not a new claim but a mere recurrence of claims made by supporters of the "behavioral revolution" in the political science field fifty years ago. Initially, many younger scholars supported this claim, but in less than ten years it had lost most of its support because research that neglected regional context did not produce fruitful results. It is important for us to remember this experience. 4) The current "revolution" or "disciplinization" of comparative politics has two main characteristics, one is the orientation to general (formal) theory, and the other is the emphasis on the observance of strict (in most cases statistical) methodology. The fonner is not a major threat to area studies, as it has been demonstrated general theories have many deficiencies in analyzing the situations of the specific areas. However, with an orientation toward statistical methodology, area study scholars are required to meet minimum standards based on methodology without which scholars would not accept the results of area studies. However, this does not mean that studies based on area should be discarded. In fact most scholars have admitted that the "decontextualized" analysis would not produce meaningful results, and "area" is a useful tool for understanding the context. In addition, by using the area as a tool for comparison, area studies will be able to contribute to the methodology of the comparative politics. In conclusion, it is best to take the position of "mid-level analysis," which means taking into consideration both the methodology and the context of area and holding the balance between them. For this purpose it is admitted that a strategy of "two-step comparison" -- first comparing the cases situated in the same area, and after that compare the results obtained from the first level comparison with the cases outside the area -- would be useful. In reality this is the way or thinking many scholars of the "post-behavioral revolution" have taken for years. This way of thinking should not be discarded hastily.

中国の経済的・軍事的台頭が、国際社会において権威主義体制国家間の協力関係を強化し、そのネットワーク化を促進する、という本研究課題の中心仮説を立証すべく、2023年度も前年度に引き続き、プロジェクトメンバー間の研究会と海外調査旅行を実施した。
研究会はオンラインと対面双方で複数回実施し、ミャンマーを中心とする東南アジアとポーランドを中心とする東欧諸国における権威主義体制国家の内政、中ロとの協力関係に焦点を当てた外交について発表・討論を行った。研究会の実施により、発表を行ったメンバーは自らの専門地域・国に関して問題意識を深め、今後の研究を促進する契機となった一方、その他のメンバーは他地域・国の状況に関する理解を深め、自らの専門地域・国との比較考察に有益な視点を得た。
海外調査旅行に関しては、トルコと東南アジア（マレーシア・シンガポール）に赴き、当地の政府機関（国防省、外務省他）、大学、研究機関を訪問し、実務家・専門家との意見交換を実施した。現地の専門家の視点は当該テーマの考察にきわめて有益である一方、当方の専門的知見を先方に提供することにより、広い意味での国際的な知的交流に貢献することもできた。また現地の空気に触れることは、間接的に研究のインスピレーションを与えてくれた。また各メンバーはそれぞれ専門地域・国を中心として海外調査旅行を実施し、専門性の深化をはかった。
2023年度に特筆すべき活動としては、学会でのパネル発表がある。日本国際政治学会研究大会のロシア東欧分科会において、当該テーマに基づきメンバー2人による発表を行い、1人は司会と討論を担当し、メンバー外の専門家の参加も得て、きわめて有益な議論を行うことができた。さらに、パネル発表の実施により、当該テーマの重要性や興味深さについて、専門家に対し広く周知することができたと考える。

2021年度は、新型コロナウイルス感染症の影響により、現地調査が実施できなかったものの、計画はその事情をあらかじめ考慮して立てていたものであるため、おおむね計画通りに研究を実施することができた。
具体的には、Web上で資料収集を行いつつ分析調査を進め、学会発表（国際政治学会、ロシア・東欧学会）を行い、また、分担者が2021年4月に刊行した本研究に関連するモノグラフ（『中東欧の政治』）を基に、議論を重ねた。加えて社会統合政策に関する研究ノート（英語）を学会誌にて発表した。
2021年度に主として明らかにしたのは、エストニアにおける独立回復後30年間の間でも、この数年間に生じた記憶をめぐる政治の変化と現実社会の関係である。ペレストロイカ期の1980年代末から2010年代半ばまで優勢であった「犠牲としてのアイデンティティ」に対する競合的ないし補完的なナラティブが登場し、その変化がとくに博物館などの公的空間の歴史表象に見て取れた。また政党政治の領域においても、長らく安定した構図であった二大政党間の対立軸に変化が生じ、両政党が協力に転じた。むろん、後者は記憶をめぐる政治の変容のみが影響したものではない。というよりは、記憶をめぐる政治の変化を生じさせた背景にあったのは、世代の交代に加え、2004年までのEU加盟過程、さらには加盟後の統合の進展を受けての社会の変容であった。とはいえ、こうした変化は単純で不可逆的なものでもなく、実際、2022年2月24日に始まったロシア軍によるウクライナ侵攻を受け、状況は極めて流動的になっている。とりわけ、ウクライナ避難民の流入が、小国エストニアにとっては今後多方面で軋轢を引き起こす可能性があることに留意しないわけにはいかない。

2020年度はいわゆる「コロナ禍」のために、研究実施計画として想定していた研究会や現地調査を行うことがほとんどできず、結果的に2021年3月にオンラインでの研究会「東中欧のビジネス企業政党についての研究動向」（報告：中田瑞穂明治学院大学教授）を実施したのみであった。ただしこの研究会はオンラインながら積極的な議論を行うことができ、ビジネス企業政党の組織・支持を維持する戦略や、個人のビジネスと政党としてのビジネスの区分、メディアやマーケティングとの関係など、現在のヨーロッパの政党政治のあり方に関するさまざまな論点での議論を行うことができ、研究目的の一つとして掲げた「世界経済危機を契機として生じた経済状況の変化が新興民主主義国の政党政治に与えた影響」の一端について新たな知見を得ることができた。また研究代表者はこの期間に、これまでの中東欧諸国における政党政治の変容とその政策への影響に関する研究を総括し、中東欧諸国の体制転換後の政党政治の形の相違が各国における経済政策や福祉政策の相違と密接に連関していることを明らかにした単著『中東欧の政治』（東京大学出版会）を公刊したほか、2010年代後半におけるいわゆる「ポピュリズム現象」の変容に関して東欧とラテンアメリカの事例を元に検討したスラブ・ユーラシア研究センターの報告集『転換期のポピュリズム？』を取りまとめた。これらの業績は、今後政党政治の変容と社会政策の変化との関連を検討する際に必須の基盤となるものである。

本研究に参加している中田は「東中欧諸国の法の支配をめぐる政治」の題でポーランドやハンガリーの現状について、馬場は「新興民主主義国における安定的な政党システムの変容に関する考察：メキシコの事例」の題でメキシコを事例に政党システム変容について、それぞれ報告を日本政治学会の2020年度研究大会において行った（同研究大会は京都大学での開催が予定されていたが、新型コロナウイルスの感染拡大に伴ってオンライン形式で開催された）。
2020年度後半にはオンライン形式で研究会活動を再開し、まずZoomでの研究会の開催の方針について打ち合わせを実施したうえで、第2回新興デモクラシー諸国比較政治研究会（仙石が研究代表者を務める科研研究会と合同）では中田が「東中欧のビジネス企業政党についての研究動向」と題して、チェコのビジネス企業政党ＡＮＯ2011について報告を行った。第3回研究会では、日本政治学会での馬場報告に対する網谷龍介氏（津田塾大学）のコメントを念頭に、平田が「政党と政党システムの変容──比較政治学の道具箱」と題して、比較政治学における政党システムや政党の変容に関する理論状況についての概観を行い、伊藤が「イタリア第2共和制における主流派政党の衰退──再検討と理論的課題」と題してイタリアの事例についての報告を行った。平田と仙石はハンガリーの2018年総選挙や2019年欧州議会選挙における選挙データ、世論調査データ（各党の投票者のプロフィール）を共有した。
前年度から繰り越して実施を予定していた海外渡航調査は、今年度内でも実施可能性が開かれなかった。

In emerging democracies (Central Eastern Europe, Latin America and East Asia) following the global financial crisis, which is referred to as the post-neoliberal period, the reaction to the conventional neoliberal economic policies occurred, and in some countries this led to so-called populist politics. However, the economic policies of individual countries have not necessarily converged in a certain direction. Some countries have continued to adopt neoliberal policies, while others have switched from neoliberal policies. Thus, policy directions differ depending on the situations of each country.

Comparative Study of State Budget Discipline and Europeanization: Norms, Policies and Politics

Germany and Poland introduced the principle to reduce national budget deficit earlier than other EU member states. The domestic politics and historical experiences played major roles in both countries before the establishment of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union (TSCG). Europeanization and policy transfer can be observed after the introduction of the TSCG. But in Poland, the domestic politics influenced the implementation of the fiscal discipline. In Germany the broad consensus on the fiscal discipline influenced the implementation of the fiscal norm. The down load type Europeanization and policy transfer played limited role for both countries.

Comparative Empirical Studies on regime changes in the Middle East and Latin America: Political Parties, Military and Civil Society

This research focused on roles of the political parties, military, and social movements in the regimes changes in the Middle East and Latin America. It is likely that the most significant determinant for the regime changes and political transition is the military; i.e. whether or not it has matured 'professionalism' and what ethnic, sectarian, class components it has. As for the social movements, conceptualization and theorization of their political outcomes for the political changes in the both regions as the social science has traditionally put significant emphasis on its formation and development instead. Therefore, this research could observe that the outcomes of the social movements in the Middle East and Latin America often seem 'unpredictable', which is not necessarily relevant to their initial objectives. Thus, the research will need more case studies for the future development of this matter.

This research tries to elucidate the influence which electoral governance gives to a democracy by the comparative politics. This research fills in the big blanks on the study of electoral management through the comparative studies among the countries in the world and among the local governments in Japan.Our researches have two big findings different from commonsense views. 1st, equity and fairness of election can't be achieved only by independence of the electoral management bodies, which is recommended by international organizations like ACE(Administration and Cost of Elections). We need more complicated treatment for Electoral Integrity. 2nd, though it has been thought that business of the election administration committees are uniform and so they have executed fairly and equitably in Japan, but it's largely influenced by the state of the composition of the committee and its secretariat. Therefore we have a variation of electoral governance among local governments in Japan.

As for the interrelationship between welfare policy and economic policy in Central and East European countries, party politics and political issues of each country have a great influence. In the countries that the economic right-left axis works, economic and welfare policies oscillate according to the change of government. In the countries that the post-communist parties have adapted neoliberal economic and welfare policies, conservative or liberal parties have made the collection of the welfare policy, but in this case retrenched welfare policies have been untouched, except some conservative governments that have introduced generous family benefits.

This project explored the transformation of democratic structures in Europe under multiple-level governance, especially since 2009 when the Lisbon Treaty came into force but the Euro crisis was also taking place. Through our surveys sent to researchers and experts/representatives as well as our case studies on the European Union, the Member States, and some cities, we have come to the following conclusion.
1. Cognition of multiple-level governance and belonging/identity are broadly found among both researchers and experts/representatives.2. More impacts of the EU and the Member States levels but less influence of the sub-national level are observed in many policy areas such as economy, finance, social policy, environment, energy, security, except for education.3. The opinion is divided in half about the impact of the Euro crisis-whether it will drive forward more integration or it will slow down integration to rescue it.

ラテンアメリカを中心にアフリカやアジアにおいても、貧困緩和施策の中心に現金給付政策が位置づけられるようになった。従来からある社会扶助に加えて、条件付き現金給付プログラムも普及してきている。他方言説レベルでは、市民であることを条件に無条件に現金を給付するベーシック・インカムのアイディアも並立している。本研究では、どのような現金給付プログラムがいかなる過程で実現したかを政治経済学的に、特に政策アイディアと言説政治を切り口として分析する。

In this joint study, we examined democratization and transformation processes,comparing the countries of Central and Eastern Europe with Latin America. Our maincross-regional findings included: (1) despite differences in political and party systems,there were significant commonalities in policies and institution-making; (2) althoughdifferences among countries in each region seem not minor, there was a discerniblesimilar pattern of political variance within both regions. These effects can be explainedby the variable “pull factors” of neoliberal economic policy embedded in the politicalparty system of each country.

Welfare state institutions in Central and East European countries, which had been characterized as a common "Socialist welfare system" before, has diversified into five different types of welfare systems after the "regime transformation." The reasons of this differentiation can be attributed to these two factors :(1) difference of the industrial structure, and the power of the union and Social Democratic party derived from the industrial structure, and (2) difference of the pattern of social stratification, and the pattern of party politics derived from the pattern of social stratification.

本研究では環境問題をも含めて公共財としてとらえ、総合地球環境学研究所との連携により、文理協働型の議論を行った。この結果、従来の政治共同体を基にした地域設定による圏域の設定を超えて、環境に基づく圏域(環境広域公共圏)が現在問題になりつつあることが本研究の成果として明らかになった。また住民へのアンケート調査の結果として、想定していたよりも人々の社会的な流動性は高くなく、地域コミュニティの役割が以前よりも重要になっていることが新たな知見として判明した。

This collaborative project is aimed to empirically and theoretically study political corruption, clientelism and social capital, dealing with Japan, South Korea, Italy, France, Southern European countries, Middle-Eastern European countries as objects of comparative study.
We can treat the distinction between corruption and clientelism with much care, but we cannot toe a conventional line of reasoning regarding clientelism as a mere residue of late modernization. At the same time we should not take the optimistic view that corruption can be conquered by the exploits of clientelism. Very little of this kind of study has considered corruption and clientelism as structural and institutional products of interweaving forms of symbiosis and collision-course power structures that arise from the various demands of capital accumulation (capitalism), rationalization (bureaucracy), and political participation (democracy).
This joint study analyses key aspects of the debate such as, should corruption and clientelism be evaluated as a 'lubricant' in terms of administrative efficiency, legitimate demands from the margins of society to readdress the social and economic inequality or economic development? Should they be understood as the result of a 'vicious circle' reinforced by lack of 'social capital' or 'moral capital'? What would be the effect of strengthening policing to control political corruption and could electoral reform or a decentralization of government power be a cure for all?
Using a range of theoretical approaches and empirical proofs, all of us strive to survey the historical, institutional, societal-structural and political-cultural factors that form corrupted and clientelistic practices and to answer the above-mentioned questions.
A symposia about comparing political corruption and clientelism offered as one panel of RC06 (Political Sociology) Section at 2006 International Political Science Association held in Fukuoka, Japan (July 10, 2006) has made important contributions to this work. We also published Comparing Political Corruption and Clientelism by Ashgate Publishing Ltd. (UK) in April, 2006.
We are convinced that finding acquired in this joint work will contribute to make our democracies work better.

This research project aims to analyze the impacts of European Union integration on East European societies and their counter impacts on the EU. The project researches suggest : firstly, the approach by semi-presidentialism is enough useful to understand systematically the wide spectrum of the political phenomena in post-communist countries from Eastern Europe to Central Asia (see the works of Sengoku, Hayashi, Tsukimura and especially Matsuzato) ; secondly, Euro-skepticism is strong on the national and local level in Eastern Europe, and it is quite important to distinguish the EU integration and the European integration in the societal contexts (see the works of Hayashi, Sengoku, Tsukimura and Ieda) ; thirdly, the domestic politics are diversified among the countries in Eastern Europe on the issue of the European integration (see the works of Tsukimura, Sengoku, Hayashi, Matsuzato, Ieda, and the books edited by Hayashi) ; fourthly, the ethnic divisions in Eastern Europe is still essential even after the former Yugoslavia disintegration, surviving as the status law syndrome, and this issue counter-affects on the way of national and racial integration of the EU in the both practical and theoretical contexts (see the works of Ieda and the edited books, The Hungarian Status Law : Nation building and/or Minority Protection, SRC, Hokkaido University, Slavic Eurasian Studies Series, No.4,2004, and The Status Law Syndrome in Post-communist Eastern Europe, forthcoming in the same series).
The research project organized and co-organized the international conferences in Sapporo, Bratislava and Budapest, and each conference resulted in the proceedings of the conference papers. Among the conferences, the Budapest one was special because, partly, the European organizations such as the OSCE sent a delegation, and, partly, the mass media such as the Hungarian Duna TV gave a 10 minutes news program on the meeting of the specialists from 12 countries including those of Europe, America and Asia.

This project aimed at covering post-communist countries as many as possible. Consequently, while promoting further the study of the countries which had been already studied before this project (e.g., Russian regions of Russia, Eastern Central European countries, Ukraine, and Croatia), this project established a bridgehead to study unknown countries and regions, such as Russian national republics, Tadzhikistan, Kyrgyzstan, Lithuania, and Belarus. Methodologically, this project tried to analyze regional and local politics comprehensively, covering institutional reforms, elites, party systems, and electoral geographies. As a result, this project confirmed the significance of regional identities, pivotal to combine multi-disciplinary approaches to regions, and proved that local reforms in post-communist countries have been determined by the level of strength of the meso-elites of the country. Moreover, this project promoted the concept of "interpolitical relations" to synthesize the emerging political regionology with traditional state-oriented political science, while paying attention to international roles played by regions (in particular, gateway-regions). Recognizing the emergence of machine politics in CIS countries, this project proposed to pay attention to regional and local elites' activities, rather than voters' preferences.
