    Although job availability in Japan is at its highest in 24 years, the unemployment rate has remained unchanged. On one hand, certain fields are saturated with employees while on the other hand, the rural areas of Hokkaido are in desperate need of agricultural workers. At the same time, the aging population in Japan is an emerging challenge. The flat unemployment rate in conjunction with the rapidly aging farmers’ population can possibly reduce the food self-sufficiency rate, raise Japan’s dependency for international food products and increase import expenses. Thus, these factors can tip the socio-economic balance of the struggling economy. For the present research, different surveys were conducted not only in various farming corporations of Hokkaido but also 20 farmers were directly contacted and interviewed. In addition, adolescents’ (aged 16–18 years) career choices were studied through questionnaires administered to 157 students at Hokkaido’s Sapporo Kaisei Secondary School. It was found that, in rural areas of Hokkaido, relocation of youth to the cities is probably the main cause of the shortage of workers. In Sapporo city, among adolescents who had already chosen a career path, around 76% wanted to enter the science and technology field. This trend can result in intense competition and “saturation” in science and technology fields and many vacant slots in the others related to agricultural farming. This behavior is probably maintaining the unemployment rate, regardless of the number of job vacancies. In addition, according to our survey, considering career paths, parents and teachers provide general guidance that has very little influence on adolescents’ career decisions. So, a more detailed career counseling is suggested.
  • Rethinking Japan’s Constitution from the Perspective of the Ainu and Ryūkyū Peoples

    Through a historical analysis of Japanese constitutions and key constitutional drafts from the Meiji Era to the present day, this article examines the relationship between the constitution of Japan and the rights of indigenous peoples. In recent decades, the constitutions of a number of countries have introduced clauses recognizing the culture or rights of indigenous people, but this still remains a lacuna in Japanese constitutional debates. After examining the continuing social problems which result from this lack of constitutional recognition, particularly from the perspective of the Ainu and Ryūkyū peoples, the article concludes with a call to oppose current government schemes for constitutional change by putting forward a radical alternative proposal to revise the constitution in a way that would recognize and celebrate Japan's ethnic, historical and cultural pluralism.

  • Content and Philosophy of My Teaching at Hokkaido University : Indigenous Education, Intercultural Understanding and Qualitative Research Amidst an Environment Imbued with Ainu Elements

    Japanese, Research institution, This paper sets out to describe the author's educational undertakings as an Associate Professor serving in the School of Education and teaching content-based classes in English for general education programs for undergraduates at Hokkaido University, a tertiary institution located in the very center of Ainu country. While purportedly to do with the author's teaching at Hokkaido University, the mainstay of the article actually deals with the characteristics of tertiary education for Indigenous peoples, as summarized by Barnhardt (1992), and as experienced by the author during his Master's Degree coursework at the University of Alaska, Fairbanks, in 2004~2005. In short, tertiary education for Indigenous peoples tends to blur the boundaries between university and community by imbuing university education with traditional Indigenous knowledge and traditional Indigenous teaching practices, especially in the form of whole-person education under the tutelage of Elders, and through extensive community-based learning. It tends to be committed to the needs of the community, and can often center around community-participatory research approaches. Indigenous education at the tertiary level also often tends to seek to create a congenial environment for Indigenous students leaving the comfort of their families and communities for the first time. The author has striven to replicate such conditions amongst the students under his tutelage by inviting numerous Ainu guest teachers to speak at the university, by providing as many opportunities as possible for his graduate students to engage in fieldwork by attending local Ainu community events, and by providing a role model of himself doing service to the Ainu community. On the intercultural education front, he disseminates information as much as possible about public Ainu events to mainstream students, as well as by teaching students about the unique rights of Indigenous peoples as victims of processes of colonization and assimilation. The precarious state of current Ainu policy and possibilities for change via citizen activism are also touched upon.

    Japanese, Research institution, Amidst expectations surrounding the July 2009 release of a report by an unprecedented, "Panel of Experts on Ainu Countermeasures," established by the Japanese Cabinet, the educational situation of Japan's Indigenous Ainu people is on the verge of historic and dramatic change. Should educational policies and measures regarding Ainu Indigenous education change from the top-down as expected, bottom-up educational efforts fully based on local Ainu aspirations and understanding will also be necessary. Amidst such a situation, focus from within and without the Ainu community has increased on the initiatives of Nibutani Elementary School, located in the most highly Ainu-populated community in Biratori Town of Hokkaido Prefecture. This paper, through clarifying the relations between Nibutani Elementary and the community which surrounds it, and through illuminating the incorporation of cultural-based knowledge into the school's initiatives, seeks to examine Indigenous place-based and cultural-based education in this highly Ainupopulated community. Meanwhile, based upon ethnographic accounts of the mutual educational and cultural relations between Nibutani Elementary and the surrounding community, it utilizes a framework of Indigenous Cultural-Based Education developed in the United States to analyze the current conditions and characteristics of cultural-based education in Nibutani to consider future prospects for Ainu Indigenous education in general. The paper finds that amidst a general situation of maintenance of a status quo in which Indigenous identity is avoided as a potentially controversial topic, and in which children's schooling was by-and-by geared to mastering the minimum skills necessary for success in mainstream society, that on the one hand frequent and friendly interaction between Wajin (ethnic Japanese) teachers' and local community members resulted in teachers' assimilation of local communication and disciplinary modes, and that on the other proactive and enthusiastic incorporation of local Indigenous cultural knowledge into the curriculum by the school heightened community members' enthusiasm for participating in school events as well as increased their pride in their Ainu identity. While due to current Japanese public educational restrictions Nibutani Elementary doesn't rise up to standards of prioritizing Ainu political mores that could foster critical thinking conducive to transformation of mainstream society, it presents an informative case study of a place-based and cultural-based education initiative that will serve as a useful future reference for developing Ainu Indigenous education. Systematization of funding and logistical support for the development and application of similar research as part of the forthcoming recommendations of the Panel of Experts would exponentially expand the possibilities of such education.

    世界中の先住民族への過去の不正義に関する理論的・比較法的研究は、国連の先住民族の権利宣言に基づいて、徐々に進められてきている。法的問題としては、土地・環境問題、遺骨返還、知的所有権、先住権(漁撈権など)などがあり、日本の状況は「世界標準」からは遅れており、諸外国からは学ぶところが多い。しかし、冷戦期からの国際政治の大きな変化で、民族紛争は分散して止まず、強制移民や先住民族の周縁化がもたらされ、先住民族の権利実現はバラツキがあり、地域により国により、その文化的背景の相違から区々に分かれる。従って、ここではグローバルなポスト・ウェストファーリア的な脱植民地的な先住民族の状況を包括的、学際的、そして経験的(実証的)に考察する。世界各地の先住民族問題のエキスパートとの学術交流を深める本研究では、第1に、国際情勢一般で、国連との関係を密にして、第2は、先住民族問題の先進諸国として、アメリカ合衆国、カナダ、北欧、オセアニアからの聞き取りを行い、第3に、発展途上国の先住民族については、中南米ないしアフリカ諸国を扱う。第4には、日本法が位置づけられる近隣諸国として、東アジアとしては、台湾、東南アジア(タイ及びフィリピンなど)を扱う。交流形態としては、学理的な議論、先住民族のかかえる諸課題の現場のフィールドワーク、先住民族との交流会などを考える。日本の先住民族(アイヌ民族、琉球民族)がかかえる諸課題の検討が最終的着地点である。


    こういう研究計画であったが、初期年度はコロナ禍のために、かなりの逆境であるが、それでも、アイヌ民族の問題状況の精査による足場固めを行い、さらに、アメリカでの先住民族の交流を細々続け、さらにフランスのユネスコ本部で先住民族知識の意見交換を行い、ブラジル先住民族のコロナ被害調査などを行い、隣国との平和島ネットワークでも、先住民族の視点を掲げた。まだ緒についたところであろう。

    本年度はコロナウイルス感染症のため、対面での研究会活動は中止した。また、海外渡航が困難だったため、オンラインの発表以外は中止とした。一方で、3回オンライン学会に参加し、研究課題である「先住民族の伝統知」に関する発表や情報収集を積極的に行い、また3回海外の先住民研究者とオンライン研究会を行い、課題である伝統知の国際的なとらえ方に関して理解を深めた。とりわけ、アラスカ・パシフィック大学の授業「アラスカ・ネイティブ・サイエンス」に研究代表者とアイヌの研究協力者二人が出演発表し、アラスカの講師と学生たちと意見交換を行ったことは研究課題の理解促進に大いにつながった。更に、文献調査を徐々に進めた。これを具体的な成果としてあげられる。


    しかし、片方で、先住民族の「伝統知」の概念が広く、その適用・応用可能性が教育学のみならず、社会福祉、子ども福祉、医療、ビジネス、自然環境管理といった多分野を幅広く横断する、学際的なものであることが少しずつ見えてきた。更に、アイヌ民族の当該者をはじめ、日本における「伝統知」の概念自体の意識はまだ希薄といわざるを得ない。教育現場をはじめ、政策・施策や現場での実践で配慮することほどには成立していない概念である。その関係で、当研究プロジェクトのアイヌメンバーの中では、概念自体に対する自覚を促すことが課題となっていることは理解できた。今後、海外の先住民研究者との交流を続けながら、海外の政策状況・概念の捉え方と日本・アイヌのそれとの齟齬をなくすことを課題として取り組む予定。

  • Between "repatriation" and "returning home": "Returns" from former colonies to Japan in the 1950s to 1970s

    In previous studies, the return of postwar Japanese from Japanese colonies and occupied territories(gaichi)such as China, Taiwan, the Korean Peninsula, and Sakhalin to Japan proper (naichi) was divided into two categories: "repatriation" which occurred immediately after the end of the war and "return" which happened from the 1980s onwards. In contrast, this study focused on the many unique return experiences that happened from the 1950s to the 1970s and that could not be explained by the conventional framework. As a result of examining "repatriation" and "return" and the change of the Japanese government’s national policies, the part of the political mechanism when the "return" policy was begun in postwar Japan became clear. Furthermore, this study clarified the social and cultural mechanisms that included/excluded people who crossed the border toward Japan while it was transforming into a nation-state.

  • Indigenous Peoples, Reparations for Past Injustice, and Migration Theory: The Meaning of Citizenship

    Theoretical and comparative reparations studies for past injustice, especially regarding Indigenous peoples across the globe, has been focused on. For example, property disputes, environmental degradation, repatriation, in terms of the UNDRIP. According to these standards, the Japanese situation is still far behind the world standard and faces many challenges in the future.
    On the other hand, due to the fundamental change of international geopolitics after the end of the cold war structure, ethnic conflicts world-wide have never ceased, and this has given rise to forced migrations as well as serious marginalization of Indigenous peoples. Theoretical immigration law debates between “sovereign lefts” working on redistributive communitarian justice based on citizenship, and “global lefts” moving toward borderless global justice considering migrants’ human rights, have become intense. The post-Westphalian approach in the decolonization era towards border issues has been pursued.
