Japanese, A fact-finding survey in an advanced smart farming region of Hokkaido revealed that the actual use of robot tractors for unmanned operation remains limited. However, a simulation analysis comparing conditions before and after the introduction of robot tractors in paddy field crop rotation management demonstrated the potential to expand the scale of family farming operations and improve farm income. Furthermore, a focus on qualitative changes in farm management suggests that adopting robot tractors could significantly influence the future of regional agriculture.

Japanese, Research institution, This paper focuses on the management objectives and sales strategies in family farms immediately after succession, specifically analyzing a family farm in its third year of succession in Kuriyama Town, Hokkaido. The study reveals the practicalities and challenges of sales strategies based on management objectives. Additionally, considering potential constraints on future business resources, the paper discusses prospective directions for development. In the case study, the family farm management realized these objectives by coordinating multiple sales channels and adjusts strategies based on the objectives of "profit assurance" and "growth & customer creation." In the process of developing sales channels, the management objectives and the corresponding sales channel acquisition did not progress step by step, and flexible responses according to the life stage of the family business were observed. A challenge identified is the complexity of business management due to the expansion of sales channels, and measures are required in preparation for the potential retirement of the parent generation. Future management development may be directed towards reducing the management burden by rationalizing internal management structures and grouping producers.

Japanese, This study considers the Guangxi Huashan farm, which is one of the state farms in the main litchi-producing areas of China, asthe research object. Diferentiation of litchi farmers and the characteristics of high-income litchi farmers are investigated, acording to farmers'land area, family participation, and income. The conclusions of this study are as follows.First,the peasant families share common characteristics such as having equal land area, similar agricultural labour force composed of one or two men,and disinterested younger people not joining agricu1tural work. Second,acording to the diferences in selling behaviour, the farmers are divided into A farmers, who manage the trees and sell the harvest themselves, and B farmers who sell the rights of harvest and subsequent sale halfway through the growing season. Third,the high-income farmers specialize in litchis and have advantages of better breeds, yield, and marketing channels.

Therefore, farmers have expanded shipments to agricultural cooperatives and these cooperatives have expanded shipments to the National Federation of Agricultural Cooperative Associations. However, in order to promote the sale of rice for restaurant use and medium-edible consumption use, the National Federation of Agricultural Cooperative Associations has also reduced the price.

Japanese, 原子力災害後の農業経営の再建には，個別経営が災害により受けた影響を詳細に把握した上で，個別経営が着手できる経営改善策について検討し，提案することが重要である。しかし，原子力災害後の農業・食料消費に関する研究動向を整理した門間をみても，個別経営を対象とした研究蓄積が不足しているといえる。本稿では，原子力災害後の果樹経営の所得水準を回復することを目的に，個別経営を対象とした実態調査により直接販売の動向を明らかにし，その回復方策を考察することを課題とする。第一に，放射性物質の影響が大きかった地域の一つで，果樹経営による直接販売が盛んな福島県福島市を対象に，原子力災害後の果樹産地の動向を整理する。第二に，対象地域に所在する果樹経営に対する経営実態調査により，原子力災害前後の販路別販売金額を明らかにする。事例経営は，直接販売を主たる販売チャネルとする大規模専業経営とする。第三に，調査対象とする事例経営の個人購入者の注文箱数データを用いて，購入者数，注文箱数，購入者動態(注文箱数階層別，居住地別)を集計し，原子力災害前後の直接販売の動向を詳細に分析する。最後に，それらを総合して，個別経営の直接販売金額の回復の方策を考察する。

Study on "Incorporated Cooperative Farm Management" and the Improvement of Farm Management in Large-scale Rice Paddy Areas

Japanese, The business environment of rice farminghas deteriorated because of the continuousdecline in rice prices since the late 1990s.In regions where agricultural land is activelybought and sold,large-scale farmers have aheavier debt burden than small-scale farmers.Towards finding a way out of these circumstances,farmers have started"incorporatedcooperative farm management".This paper aims at identifying theimprovements in farm management that arebrought by incorporated cooperative farmmanagement.First,the historical background of suchmanagement is analyzed. In areas wherelarge-scale rice farming predominates,smallerfarmers have pursued organizational restructuringtoward achieving incorporatedcooperative farm management. Being heavilyindebted,these farmers formed cooperativesfor shared use of farm machinery andjoint ownership of farmland. These efforts,however,failed to ameliorate their cash-flowproblems.Second,a survey shows that incorporatedcooperative farm management hasbrought about positive results, includingimprovement of investment conditions. Therationalization of production that is achievedby incorporated cooperative farm managementis characterized by several advantages:1)Operating efficiency is enhanced because the lot size of each paddy field is increasedand each different rice variety is grown collectivelyin adjoining paddy fields;2)Competitionbetween farm operations is avoided;3)Fertilizer application management is upgradedbecause responsibilities are divided amongfarmers for various crop varieties;and 4)Farming on a larger scale offsets the risks oftrial growing.Additionally,analysis was conducted toidentify attitudinal and local conditions thataffect the success of farm managementimprovement efforts.Third,analysis of management in termsof profitability and financial stability revealsthat incorporated cooperative farm managementhelps to increase the value added as aresult of modified use of paddy fields,rationalizationof production and upgrading offarm management. It is also indicates thatincorporated cooperative farm managementprovides each cooperative member with alevel of income that enables debts to be paidoff. Incorporated cooperative farm managementalso affords financial stability.In conclusion,incorporated cooperativefarm management is a form of farm managementby principal farmers in agriculturalregions where agricultural land is activelybought and sold and farmers face difficultiesin individually sustaining their farms.

Japanese, The objective of this paper is to clarify factors of reducing damage to livestock caused by devastating snow disasters "Dzud" which occurred during 2000-2001 in Mongolia. We studied traditional measures taken by pastoralists during the period and their effects. The study was conducted in Bayantsagaan soum of Tuv aimag, on a typical steppe region in Mongolia. "Otor", which is a temporary evacuation from pastures covered by heavy snow, was the most effective method for reducing horse loss, since horses can be moved quickly to less snowy areas. However, otor requires the following conditions which is; Domestically, to have at least one young man in order to herd the horses, a positive attitude and the financial capacity for otor. There needs to be a small group of local young people in order to form an otor team and to have transportation means, to be able to obtain the area information to head for otor, and to improve the system for pastoralists to consign their horses for the otor team. For reducing loss of cows, sheep and goats, on the other hand, the following measures are needed ; Evacuating only the physically strong livestock by households with enough labor, changing grazing methods, owning a good shelter to protect livestock from snowstorms, and purchasing small amounts of fodder by some pastoralists. Pastoralists who consistently take the measures mentioned above especially succeeded on reducing loss. However, fodder reservation and individual purchasing were difficult for them with their moving based nomadic life, and high price of fodder. From these findings, we suggested that the government's role in coordinating pasture use, shelter improvement and fodder provision is necessary for pastoralists to reduce dzud damage during the dzud period.

Japanese, 2007年に施行された水田・畑作経営所得安定対策では、担い手を明確化し重点的な支援を行うとともに、過去の生産実績に基づく支払が導入されている。北海道水田地域においては、生産条件不利補正対策の対象品目である小麦と大豆を主要な転作作物としている地域が存在する。なかでも上川北部水田地域は、生産調整率が高いだけでなく、自然条件の厳しさによる生産の不安定性が際立っている地域であり、固定払の導入により助成額が特定年次の生産実績に左右される影響が大きい。そのため、上川北部水田地域を対象に、小麦と大豆に注目してその経営経済性の変化を分析することが、政策転換による影響と、対策下での今後の作物選択や経営展開を検討する上で重要である。そこで本論文では、上川北部水田地域における小麦・大豆作の経営経済性の変化に関する分析を行う。

In the study, we proposed a model system of fruit farming regeneration that as affected in the Fukushima nuclear hazard. The case area has a significant level of contamination with radioactive substances. First, we summarized the general status of the case area and the trend of fruit farming after the nuclear hazard. Second, we extracted data regarding the current measures of fruit farming regeneration using date regarding the measures taken for protection from radioactive substances and crop inspection conducted by local bodies. Finally, on the basis of investigation results from Japan and abroad, we proposed the restructuring of the existing hierarchical structure in fruit farming and the support systems offered by the related agencies.

In this study, we are trying to elucidate the radioactive material cycle and conduct various researches to implement effective countermeasures for radioactive contamination. We will unify the research results conducted by the institutions and organize the information. Research results are only meaningful if they are used and disseminated in the affected areas. In addition, it is necessary to establish information on the agricultural environment and risk management system for each crop, and to develop a food safety management system that incorporates a radiation testing system. A certification system for the production and distribution process was studied.

The purpose of this research was to establish "a community development model aiming for return and reconstruction" at the stage of "post decontamination" after the Fukushima Daiichi nuclear accident.In the target area, there was an organization of residents participating, and there was a characteristic that universities and researchers entered continuously to support it. Collaboration with people with expert knowledge and skills is essential, based on the participation of residents on regional revival and revitalization at the new stage.The new knowledge that the new community development model has reached is that it is formed by cooperation between subjects and regions supported by specialized technologies and theories, on the premise of residents participation.

2年目の2018年度は，前年度に引き続き，北海道，東北，東海近畿，山陰での国内調査と韓国，タイ，ドイツ，インドネシアにおける海外調査を行った。このうち北海道，山陰，タイ，インドネシアの調査に関しては，担当する研究分担者に加え研究代表者を含む複数のメンバーが参加し，調査地の詳しい情報を共有しながら調査研究についての意見交換を行った。
2017年度に行った調査研究の結果，海外調査において注目すべき政策として次をマークした。タイでは2016年から開始された「集合的農地拡大システム事業」，韓国では農村政策の柱をなす「マウル総合開発事業」および農村インフラ整備と農地流動化対策を実施済する農漁村公社の事業である。これらについての情報の収集を行うとともに，政策が農業・農村にどのように浸透しているのか，農業経営と農村社会に対していかなる影響を与え，そこに政策側の意図との齟齬がないか等を検討できるように設計して農村実態調査を行った。
2019年3月21日～23日の日程で，韓国とタイの研究協力者3名を招き，研究の中間取りまとめのためのセミナーを開催した。13の研究発表に基づいて活発な討論が行われた。セミナーのタイトルを「農業構造政策と農村社会政策の動向と展望に関する国際セミナー」として，農業・農村の変動と関連づけて農業構造政策と農村社会政策の動向を把握することに力点を置いた。
研究発表としては，東北，タイ，ドイツ，インドネシアの調査研究に基づく学会発表，学術論文の刊行がなされた。
