Japanese, Scientific journal, This paper attempts to elucidate how peasants after the Emancipation were treated by the government and society through analysis of the introduction process of the Narod school system during the Era of the Great Reforms. The first half of this paper indicates that the Tsarist government did not intend to create a Russian nation by fusing the peasant estate into other estates in the Russian Empire. Specifically, the Ministry of Public Instruction, which was responsible for the institutional design of Narod schools in the period of the Great Reforms, had no clear perspective on peasant education, because its focus had been on elite education such as Universities and Gymnasia since its establishment. Therefore, the initiative to construct schools in villages was left to spontaneous contribution from the peasant collectives, and the government was assumed to furnish very little financial assistance and to adopt no specific diffusion policy. On the other hand, the emerging secular pedagogues became involved in active movements for peasant education, envisaging peasants as a part of the Russian nation. Their enthusiasm was to compensate the nonresponsive attitude of the government. Japanese, Scientific journal, The aim of this paper is to clarify the convoluted dissolution process of the estate-based policies of the Russian education system around the middle of the 19th century. It is already known that after the educational reforms implemented at that time, the traditional estate-based system was largely eliminated, and in turn, through the new system that resulted, social mobility was greatly facilitated during the second half of the century. The research to date, however, has not fully elucidated the concrete process of how the system changed, leading the author to investigate the reform process in the area of secondary education under the Ministry of Public Instruction, the education sector that was changed most radically by the reform of estate-based policies. The focus of the article is on policy changes implemented between 1862 and 1864, in contrast to the Ministry's thinking prior to that time. First, the author shows that the idea of reform up through the bill introduced by the government in 1862 did not attempt to change the social order or characteristics of various estate groups, but rather place the gimnaziia as an educational institution to integrate them in moral terms. In particular, the aim was to restrict social mobility by abolishing social privilege related to education. Secondly, the author points to the views of gimnaziia teachers as an important factor that helped change the previous thinking that went into the 1862 bill. They held that privileges related to schools operated by the state should be given precedent over estate privileges. Finally, the author shows how the Ministry sided with the gimnaziia teachers and determined that educational privileges bestowed on the people by the state be strengthened vis-a-vis privileges related to birth. It was through this process that between 1862 and 1864 policy based on the estate system took a back seat to gimnaziia that were transformed into equal opportunity educational institutions guaranteed to all estates under the authority of the state. This character of the gimnaziia would be maintained and further strengthened during Tolstoi's term of office as education minister and was related to the spread of secondary education, which helped speed up social mobility. This process of loosening the strictures of the estate system brought about by educational reform from above is one example of Russian-style modernization, which was dependent on the authority and initiative of the state. - 一八六三年大学令の制定過程―教授団の自律性の問題に着目して―

Japanese, Scientific journal, The aim of this paper is to study the reform process of the Imperial University Statute in the middle of the 1 9th century, focusing on the symbiotic relationship between the Ministry of Public Instruction (MNP) and the professorate. The central principle of this reform was the autonomy of the professorate for which the University Statute of 1 804 was cited as precedent. Along with verifying this, this paper examines the following three points: (1) the reform of the universities in 1 863 was done on the condition that the government, which preferred specialized education, acknowledge general education as an important state policy. (2) The MNP was willing to encourage corporative activity of the professorate through various corporative rights and status incentives, in order to push their general education policy. (3) The professorate, in turn, requested, and was granted, a guarantee of the corporative rights and status to heighten their dignity as a corporation for promoting "civic education." This manifestation of the autonomy of the professorate, as examined through the above 3 points, meant state affirmation of the corporative rights of the professorate, rather than independence of universities from governmental control. As a result, the new statute raised the status of the professorate, and served as the basis for subsequent development of Russian universities. - 19世紀前半ロシアにおける教育―国民啓蒙省下の教育システムと大学の機能―

コロナ禍による事業展開の変則状況を受けて、2022年度の事業の多くは2023年度にまたがって行われることになった。本年度の活動は、個々人の研究進展と成果報告という形が主である。
本研究課題である帝国と境界地域の諸民族の関係性の問題は、プーチン政権が歴史をウクライナ侵攻の正当化のために利用したことで重大な影響を受け、そのアプローチ、方法論を再検討する必要に迫られた。その作業は昨年度から始めていたものの、本格的な作業は2022年度分を繰り越した2023年度に行われた。とくに、2023年度の初頭に参加したイギリスのスラブ東欧学会のテーマは「脱植民地化」であり、同年のアメリカのスラブ東欧ユーラシア学会の年次テーマも「脱植民地化」であった。この「脱植民地化」は政治的文脈においてもウクライナ、ロシアの双方が用いる用語でもある。帝国に対して境界地域の「脱植民地化」が検討課題として出されているのだとしたら、本研究課題はこの問いに学術的に正面から取り組まねばならない。しかしそのためにはまず、現代の政治的文脈で、この語がどう使われているのかを知る必要があると考え、現代政治における「脱植民地化」の位相を捉える研究に取り組んだ。研究成果は、ロンドンのスラブ東欧研究所との合同ワークショップ、メルボルンとの合同セミナーで報告された。さらに、カザフスタンへの資料調査・研究交流によって、ロシアと境界地域の問題を比較的に検討する下地をつくった。
実証研究は個別に進めており、2023年度の初頭にはスラブ東欧学会で帝政末期のポーランド・バルト地域の問題について研究報告を行うとともに、ウクライナと諸帝国の関係についての論考も発表した。研究分担者も、ロシアとアラブの跨境関係や、極東におけるアジア系住民の諸問題、歴史的記憶の問題など、それぞれに個別実証研究を積み重ねた。

初年度は研究分担者の具体的研究対象を相互に検討した。「辺境/境界地域の経験の帝国統治への還流」については、ロシア史における帝国研究の視角・方法論の発展と成果を検討した。実証研究としては20世紀初頭におけるロシア帝国西部境界地域の教育政策の検討を進め、帝国「辺境」の非ロシア人に対する教育(母語教育援用の是非)をめぐる議論が帝国全体の教育政策を条件づけていったことを見通した(青島)。こうした政策を18世紀末から第一次世界大戦期までの百年あまり、ポーランド世界を「ロシア世界へと同化・内部化」させようとした時期のなかに位置づけることは重要であり、さらに第一次世界大戦とポーランド独立、ソ連・ポーランド戦争、第二次世界大戦をその連続性のなかに捉えなければならない。20世紀前半における「カーゾン線」の政治的機能はそれをよく反映する(吉岡)。また戦間期ポーランドで激化する反ユダヤ主義の問題は、ロシア帝国による統治がポーランド人とユダヤ人との関係に与えた影響を分析しなければ解明できないだろう(西村)。
「国民社会の形成と帝国統治の相互規定性」については、ハプスブルク君主国を中心に検討を進めた。近世における帝権・命令権・命令権の分析を通して主権概念の検討を行うことは、帝国秩序と近代に「主権者」として現れる国民社会との関係の研究に不可欠な基礎作業である(中澤)。1848年革命期には国民社会への政治参加圏域と帝国の行政資源の配分が争われたが、これは帝国の一体性、帝国主権の確立と不可分であった(篠原)。近世から近代にいたる時期の軍政国境地帯の変遷(戸谷)、ボスニアの複合的な法領域の変容は帝国境界地域の近代化を端的に示すものであった(米岡)。「『小さな帝国』における辺境/境界地域」については、第二次世界大戦後、住民追放が行われた地域への植民も視野にいれながら検討を進めた(篠原)。

Recent historiography emphasizes the interactive process between the development of imperial ruling system and nation-building: an approach critical to traditional view on empires oppressing national societies. Based on this historiographical trend, our project understands empire as a space where various groups of populace characterized by religion, class, gender, region, language and culture etc. are negotiating, competing and conflicting each other and with imperial authority. The major contribution of the project is an concrete analysis of the dynamics of this process to make another political and cultural entities, or specifically national societies in the modern period. Especially the comparative study on this subject in Habsburg empire and the Western provinces of the Russian empire is worth mentioning. The project also analyzed construction of collective memories on empires after their destruction and total catastrophe of the 20th century in the European East.

We have focused our research project on various aspects of “transfiguration” and “border-crossing” in Slavic Eurasian world. It is an attempt at constructing a new comprehensive framework of this discipline in the age of globalization after the collapse of the Soviet Union. Our group consists of 20 members whose specialized regions include Russia, Ukraine, the Caucasus, Central Asia, Central and Eastern Europe, East Asia, and North and South America and their disciplines cover entire fields of the humanities and social sciences, ranging from literature, language, arts, philosophy, religion, history, politics, economy to international relations. Through such transregional and interdisciplinary approaches we have striven to organize international academic conferences, enhance our ability to disseminate abroad the academic achievements of Japanese Slavic and Eurasian studies, and activate international academic exchange.

Our research project focused on dynamism of constructing nation and nationalism in regions of former Polish Lithuanian Commonwealth (western provinces of Russian Empire and western Soviet republics, Habsburg Monarchy and the Baltic region. Multidimensional functions and construction of nation is here analyzed in a given political society in each period from the early modern times up to the 20th century.
Early modern "nation" is constructed in manifold political andculturalcontext, related to various values such as political-dynastic, imperial, humanistic-intellectual, confessional, local, municipal, linguistic,of estates, guilds and other corporations, etc. The understanding of nation is not converged to a single political society. Modern nation claims holistic contextualization of vairous negotiations in a political society. The project reveals this process in European borderlands by empirical case studies and comparative method.

The aim of this project is to elucidate what visions the government and society of the Russian Empire had regarding the boundary regions of the Empire, and how they envisaged integrating the Empire. The following points were revealed: (1) the characteristics of the governmental policies on popular education, (2) the relationship between the educational policies toward central regions and boundary regions, and (3) based on this fundamental research, the features of the ruling system of the Imperial Russia.

二年間の研究を通じて、教育制度改革とロシア社会の変化の関係性を明らかにした。とくに、(1)ロシア社会が当初に構想していた教育改革は、皇帝を中心として身分制度を維持しながら、各身分=職能の範囲での道徳的資質を高めようとする、有機的な世界観に基づくものであったこと、(2)そうした有機的秩序にもとづく発展という考え方を変化させ、身分よりも教育資格に重きを置くような教育制度に転換したのは、専門職者としての意識を高めた教員集団であったこと、という二点を重点的に明らかにした。
この研究は、ロシア社会が近代的に変容していく際の具体的なプロセスを明らかするとともに、その特徴も指摘することとなった。
