  The so-called 'Ugandan Asian Crisis' (1972) is a case that crystallizes the complexity of British immigration policies in the 1960s and the 1970s. It has also been labelled as an affair that symbolizes the relatively liberal nature of the Heath government concerning issues of immigration and 'race'. The aim of this article is to re-examine the British government's reaction to this crisis and evaluate the claim that the British government made a prompt, humanitarian decision to admit some 28,000 British passport holders of Asian origin. It also tries to analyse the national press discourse concerning the crisis and its impact on public opposition to accepting the Asian population who were British citizens.

  ２０１９年度は、基礎的文献の把握と海外調査に基づく個別研究の報告を目的とした研究会を2回ほど開催した。夏の研究会は、2019年 8月 27 －２８日に北海道大学にておこない、 市橋が1970年代の「若者と犯罪」に関する報告 を、長谷川が1970年代の福祉と貧困に関わる非営利団体の活動についての報告、小関が1960年代との関連で1970年代を論じる報告をおこなった。報告タイトルは以下の通り。 報告1 小関 隆「1960年代はサッチャリズムを呼び出したのか？」、 報告2 市橋 秀夫「1970年代イギリスにおける男性同性愛者の当事者運動 ：研究の動向紹介とサッチャリズムへの影響の検討」、 報告 3 長谷川 貴彦「戦後史の転換：1970年代の都市問題に焦点を当てて」。 冬の研究会は、2020年 2月 22 日（土）に、青山学院大学渋谷キャンパスでおこない、浜井祐三子は1970年代イギリス極右勢力による 移民排斥の動きに対抗した市民運動について、中央政府・地方自治体の公的資料、メディア資料、当時の運動に参加した人々/その周辺にいた 人々の口述資料等の調査に元づいた報告をおこない、岩下誠は、ロンドンの学校で生じた紛争に焦点を当て、1970年代の社会構造・階級構造の再編過程における社会意識の表出のあり方を検討した。 報告タイトルは以下のとおり。報告1 浜井祐三子「1970年代イギリスにおける「人種」」、報告2 岩下 誠「ウィリアム・ティンデール校事件再訪（２）―オールド報告書（1976年6月）を読む」。
• Shifting Focus in Conflict Prevention Policy towards Social Integration: A Study of the Community Relations Model

  This project examined the community relations model - an effort to promote good relations between different race/ethnic groups in Britain - and identified its practical problems and experiments for reform. This policy model, established in the 1960s amid rising racial tensions and repeated disturbances, focuses on adjudication of discrimination cases and enlightenment activities in public with a view to maintaining peaceful relations between groups. The efforts were widely praised from abroad as a policy framework for preventing tensions and maintaining good relations in society, while, in Britain, "failure" came to be pointed out to Asians in the local community. In the project, the model's lack in connection with education and social policies in general as well as the contradiction caused by the increasing policy focus in "integration" were revealed along concrete policy developments as important factors of the "failure".
• Food and Identity in Modern India

  This project examined various ideas on what/how to eat among different groups of people in colonial and post-colonial India and discussed how these ideas reflected the ways in which these people identified themselves in terms of nation, region, religion, caste, gender and class. Each member of the project collected primary sources in India, Pakistan and UK through archival research, which include cookbooks, private papers, memoirs and statistics and also conducted interviews in different parts of India. The outcome of this project was presented in conferences in Japan, UK and India. A new joint research project was also created in this process on the ideas of food and body in South Asia by several Japanese and Indian scholars. The papers presented in these conferences are now revised to be published as a edited volume in near future. The project also tried to present its outcome to a wide range of people through contribution of essays to non-academic journals.

  This research project focuses on the function of culture in people's empowerment. Based in Hokkaido where the team is located, we conducted research on cultural output for and by social and economic minorities such as small farmers, disabled people and ethnic minorities. It has revealed that a decentralized structure where everybody concerned can take initiative is essential to maximize empowerment. We also found that multilevel interactions such as between practitioners and researchers as well as between actors of local and global levels are especially effective.

  This study has examined relationships between the British Anti-Apartheid Movement (AAM) and anti-racist civil movements in Britain in the period of 1950s-1970s. A particular focus has been on black (non-white) communities’ involvements in AAM. While starting to form their own initiatives of anti-racism in the same period, the black communities seem to have felt distanced from AAM and its ‘white’ liberal leadership. This study has tried to show that one of the factors responsible for this alienation was the AAM’s (and its leadership’s) perception of domestic ‘racial’ issues.

  This research has explored how the policy framework of 'race relations' in Britain has developed in its early stages, that is, in the enactment process of the 1965 and 1968 Race Relations Acts. The 1965 Act was materialised as a mishmash of many different notions of how the race relations in British society should be kept in 'order' by such legislative measures, as well as a product of political compromise, which was inevitably followed by the 1968 Act in only three years' time.
• An Cultural Study on the Formation of the Concept of Englishness in England Since the Late Eighteenth Century

  The objective of this research lies in studying the historical contexts in which the concept of Englishness was formed in late Victorian and Edward periods, and its relations with other concepts (such as Britishness and cosmopolitanism), and by doing so, elucidating what the concept of Englishness is. What we have understood through our four-year research is that the concept of Englishness in this period can be defined as a reactionary mentality formed as a result of (1)the development of the industrial revolution since the late 18th century and its consequent phenomenon of urbanization (the development of cities), and (2)the imperialist development of the British Empire and its consequent phenomenon of racial and cultural diversification. As such, it is a culturally constructed concept with two tendencies of (1)ruralism ("Back to the Land") as a reaction to urbanization, and (2)"Little Englandism" as a reaction to imperialism. It is also a politically constructed concept deeply involved with the development of the nation-state nationalism (the problem of the "imagined community") in the Victorian period after the formation of the United Kingdom of Great Britain and Ireland in 1801. In this sense, it is closely connected with various phenomena including the creation of big dictionaries such as the OED and the DNB, the formation of the English literary canons and English literary study as a discipline, and the construction of the public statues of national heroes. As such, the construction of the concept of Englishness must be studied in the connection with a diversity of political, economic, social and cultural movements, and that is what we, scholars of literature and history, have aimed at in this interdisciplinary group research.
• 現代イギリス移民政策をめぐる議論に見るブリティッシュネス概念の変容

  イギリス政府は移民流入への世論の反発に後押しされる形で、1962年、それまでの植民地や英連邦の住民を含む全ての「イギリス臣民」に自由な入国を保証する入国管理制度を廃止し、入国希望者のパスポートの発行元によって入国管理を行う制度を同年の英連邦移民法によって導入した。これは全ての「イギリス臣民」は「母なる国イギリス」に入国する権利を有するという1948年イギリス国籍法によって確認されたグローバルな「ブリティッシュネス」概念のあり方を覆すものであり、そこでは旧英連邦(白人入植地)も新英連邦(「有色人種」が居住する旧植民地)も区別されなかった。しかし従来グローバルな「ブリティッシュネス」と並存してあった「白人性」と分かちがたく結びついた狭義の、排他的な「ブリティッシュネス」概念は62年の移民法による対応を決定的に遅延させた(50年代には、旧英連邦からの人の流れを妨げることには大きな抵抗があった)し、国籍法の改正ではなく移民法の改正によって「真のイギリス人」を定義するというやり方は後々にまで影響を及ぼす結果となった。 1960年代後半から1970年代前半にかけて、イギリス政府はイギリス連合王国政府発行のパスポートを保持し、1962年英連邦移民法によって流入を阻止できない東アフリカ諸国からのアジア系住民の流入問題に直面したが、結果、国民世論に配慮する形で1968および1971年の相次ぐ移民法改正に踏み切ることとなった。そこでは血統主義的な「パトリアリティ」という概念が導入され、「ブリティッシュネス」は再び、「白人性」との分かちがたい繋がりを浮かび上がらせることになった。1972年のウガンダ難民危機のような事例では、ウガンダからのアジア人の受け入れをめぐる議論において従来の「帝国の責任」から生じるものというよりも難民に対する「人道的な救援」としての意味合いが強調されることで、イギリス政府の対応は寛容であると評価されたが、「ブリティッシュネス」概念の曖昧さによって生じた国籍法と移民法の齟齬は1981年国籍法の改正まで先送りされることとなった。 (研究成果の一部は2006年にロンドンのInstitute of Historical Researchで開催されるAnglo-Japanese Conference of Historiansにてペーパー発表される予定である。)
