Thus far, while continuing my long-standing research on university-based curriculum design for pre-service teacher education in Japan, China, and the United States—alongside comparative studies of teacher education systems in Japan and China—I have further expanded my work to encompass broader dimensions of teacher education. My current focus includes supporting the qualitative improvement of teachers' professional competencies throughout their careers, with particular attention to enhancing in-service teachers' capabilities within school settings. Additionally, I have begun examining teacher education and school reform through the lens of social justice and inequality mitigation, collaborating  with educational researchers globally to advance international comparative studies on policy trends and systemic realities in teacher education.

Moving forward, I aim to pursue three interconnected research themes through collaborative scholarship:

1. Curriculum Design and Institutional Frameworks for Pre-Service Teacher Education
Investigating how curriculum innovation and university organizational structures can drive qualitative advancements in pre-service teacher education programs across diverse national contexts.
2. Professional Development of In-Service Teachers: School Practices, Leadership, and Systemic Challenges
Examining the realities of teacher expertise development in schools, identifying leadership strategies that foster professional growth, and exploring organizational conditions conducive to creative pedagogical practices.
3. Teacher Shortages Through Social Justice Lenses: An International Comparative Analysis. Grounded in the imperative of equitable, high-quality education for all children, this study analyzes the quantitative and qualitative dimensions of teacher supply-demand imbalances, institutional architectures of teacher education, and contextual barriers across nations.


I remain steadfast in my commitment to teacher education research, actively responding to evolving societal challenges through rigorous scholarship. By contributing to global dialogues on educational equity and institutional reform, I strive to enhance university-level pedagogical practices and nurture the next generation of educational leaders.

    2022年度は、STEP１（2022・2023）概念化「教員という専門職養成をめぐる議論の整理・予備調査」の１年目である。キックオフミーティングでは、今後の進め方や予算減額に応じた研究計画の精選について話し合った。2022年度は年３回の研究会等を通じて、相互理解の醸成につとめた。各回の研究会では、年１回各自の専門性に応じて科研のテーマに即した報告をおこなった。これは４年目に入稿する予定の論文集に向けた中間報告の位置づけである。
    本研究の中核に２つの研究上の「問い」があり、教師教育の分野においても、多少なじみの薄い考え方もあるため、研究代表者から研究課題の意義や重要性について繰り返し説明をおこなった。相互の議論を通じて、一定の軌道修正を加える必要も出てきている。
    予備調査は、A班（教員養成高度化に向けた「実践性」解明班）では学校拠点方式を採用する福井大学と県下の中学校を訪問し、先駆的でありながら、実績をつみあげている福井大の取組みを学識専門家の助言と共に理解を深めた。B班（専門職養成をめぐる「教育の構造」解明班）では、看護学の拠点の一つである順天堂大学三島キャンパスの教員より看護教育のカリキュラムやFDにかかわり基本的な課題をご教示いただいた。
    １年目に予定していた英国訪問は、A班班長の荒巻が予備調査をおこない、２年目に経費を繰越して研究代表の下田もニューカッスル大学、ケンブリッジ大学を訪問し、PGCEの実際を聴き取りすることができた。
    具体的な研究項目としては、A班は大学院担当教員へのアンケート調査を予定していたが、ミーティングを繰り返し開催し、意見交換を続けた。１年目の３月の段階で班員の高旗による原案の提示があり、２年目以降の議論の出発点となった。B班は京都府立大を訪問し、２年目に訪問予定のドイツの教員養成（とくに試補）について、及び社会福祉士の養成に関連して情報を収集した。

    2020年度では中国においてはボトムアップ型ともいえる施策がどのような背景で展開され、どのような実態を示しているかを明らかにした。これまでさまざまな都市で実施されてきた「教育集団化」施策の内容に関する資料を収集、分析することによって、学校間連携が実施された社会・政策背景を把握した。当該年度では、杭州市を中心とし、当市の「教育集団」の属性を調べ、施策の全体的な実施状況を明らかにした。
    杭州市の「教育集団化」は、浙江大学の付属小学校である「求是小学校」が郊外の新設校である「競舟小学校」の学校運営を行うことをきっかけに、2002年に浙江省初の公立義務教育機関にかかる教育集団である「求是教育集団」が誕生した。2004年、市政府は教育集団化方式による教育格差の解消などを目的とした名門校教育集団化戦略を正式的に打ち出した。それ以降、同市は3つの政策を相次いで打ち出し、教育集団の多様化、創造性・特色ある模索及び新モデルの開発、教育集団の地域連携、国際交流を支援した。
    杭州市の政策文献を分析し、杭州市の「教育集団化」政策の実施過程を3つの段階に分けられることを明らかにした。第1段階は「名門校＋X」型教育集団づくり（2004～2010年）であり、通学区を超える名門校と新設校、名門校と弱い学校、名門校と民弁学校、名門校と企業付属学校、名門校と農村学校などの連携によって名門校教育集団が作られ、名門校の豊かな教育資源を他の学校に輸出する。第2段階は「地域特色ある教育集団づくり」（2011～2014年）であり、主に、3つの特色ある教育集団の作り方がある。第3段階は「多様化の新型教育集団づくり」（2015～現在）であり、3つの区において実施された教育集団づくりの仕方をさらに市全体に広げ、「地域の枠を超え、教員の質を高め、教育の質を保障し、教育ガバナンスの実現による多様化の新型教育集団づくり」を促す。

    本研究は、校長のリーダーシップ発揮の促進要因を、校長職をとりまく制度的・組織的条件に焦点づけて実証的に解明し、日本における改革デザインを提示することを目的とする。
    本年度は、校長のリーダーシップに関係する当事者の認識を解明するための海外調査と国内調査を昨年度に引き続き実施するとともに、国内調査では教育行政担当者および専門職団体によってなされている校長のリーダーシップ支援・促進の活動実態を解明することとした。海外調査では、校長のリーダーシップ発揮を支えている資格・養成・研修等の制度的条件と学校内外による組織的条件の解明を課題とした。
    まず、前年度末に実施した校長、副校長・教頭、一般教員を対象とする質問紙調査の結果分析を進めて、学校経営における校長のリーダーシップの発揮状況に関わる基礎的データを整理して日本教育経営学会で発表した。そこで明らかになった実態を踏まえて、都道府県・市町村レベルの校長会の活動状況について、関係者の聴き取り調査を実施し、教育行政的諸条件と専門職団体の組織的条件という点から校長のリーダーシップ発揮の支援条件を考察した。
    国内調査と並行して、海外調査の対象国との連絡調整を進め、イギリス、オーストラリア、ニュージーランド、韓国、ロシアでの現地調査を実施した。各国では校長会、政府関係機関、大学等を訪問して校長のリーダーシップ発揮を促す諸制度・組織について訪問およびインタビュー調査を実施した。ただし、2020年2月下旬以降に計画していた海外調査は、新型コロナウィルスの感染拡大による渡航制限のため実施できなかった。海外調査班ではこの時点までに実施できた各国の調査データを整理し比較検討を進めた。
    国内調査においても2020年2月下旬以降に計画していた聴き取り調査は移動制限のため実施することができなかった。

    This research pointed out that there are various effors for improving the qualities and abilities of teahers in the school improvement domain. We should respect for distinguished micro-global researhces and good practices as goodness of Japan.
    Common understandings in USA, China, Germany, England and Japan are as follows: school management, school evaluation, performance management of teachers, curriculum management, in-service training of teachers and so on. To improve the quality of teaching and education, apprpriate leadership are required for school leaders as well as academic skills.

    This study examined the existing teacher training systems for the first five years of their career, and proposed professional development programs. Currently, in addition to the first-year official trainings, more local districts provide additional trainings in order to improve their teaching skills. Since new teachers tend to be deeply interested in improving their teaching skills, whitch meets young teachers’ needs. For the individual growth of the teacher, voluntary participation in the professional development programs is effective. However, in local areas, teachers sometimes have difficulty finding such program in the area. Therefore, local universities and the board of education should collaborate to organize professional development programs more broadly. In addition,regularly lesson study sessions within their own schools are considered effective. Many teachers reported that they considered it helpful to discuss about their practice after observing each other’s classrooms.
