Japanese, 本稿の目的は青森県の高校卒業生の進路を地域間格差,ジェンダー差に着目して明らかにすることである。その結果,青森県の高校生の進路状況を全国と比較すると,大学・短大への進学率の低さと就職率の高さが特徴的であることや,専門学校進学率は一貫して全国より低いことが明らかにされた。
青森県の地域区分は6つに分かれており,主要3市(青森,弘前,八戸)を含む3地域(東青・中南・三八)と,郡部の3地域(西北・上北・下北)である。また,青森県内の大学は11校,短大は5校,専門学校は26校あるが,青森県内の高等教育機会は主要3市を含む3地域(東青・中南・三八)に偏在しており,地域間格差が見られる。
高校卒業生の進路状況では,全体として男性ほど就職率が高く,女性ほど進学率が高い。青森県内のいずれの地域も同様の傾向が見られた。地域区分別にみると,東青・中南・三八は進学率が高く就職率が低く,西北・上北・下北は進学率が低く就職率が高い。進学率が高い地域と低い地域(就職率が低い地域と高い地域)があり,「二極分化」の傾向が見られた。こうした傾向は高等教育機会の供給の地域分布に影響を受けつつ,高校偏差値の地域的な格差によって生じている。第4章にあるように,この傾向は北海道とは異なる現象として現れている。 - An analysis of high school student who goes to the vocational training school in Nagasaki and Yamagata prefectures

Japanese, The aim of this article is to consider of the amount about the young people who choice the "various course"based on survey. In Japan, it is well known the amount of young people's course based on"School Basic Survey". But this survey make clear the amount of people who goes the school of higher grade or who get a job. Moreover, the definition of the"school of higher grade"is very rigid. It is limited the schools which are based on School Education Act First article(it is called"ichijo koh"in Japanese). In the same way, the definition of who get a job is limited permanent employee(it is called"seisyain"in Japanese). Various schools such as specialized college, vocational training schools, schools that established by companies or trade association and who get atypical employment had been excluded(resent, professional college and who get atypical employment has been made clear).This paper tries the amount who goes various courses young people, especially special training college and so on with the variation in Hokkaido prefecture.

本研究の目的は、地方とされる社会の現代的課題、具体的にいえば衰退する地域産業、尋常減少、労働力不足という諸問題の構造の解明や、解決策について、職業教育訓練はいかなる貢献をなしうるか、明らかにすることにある。実施に当たって、これまで通り以下の3つの領域に分かれて研究を展開してきた。(1)地方における専門学校、短期大学の役割と政策に関する調査、(2)企業立学校、専門職の歴史的・現代的意義に関する資料収集、(3)地方産業が抱える課題と職業教育訓練に関する調査、である。
(1)の領域に関しては事例分析に先立って、医療・看護系の専門学校進学の比率が高い地域について市町村別データにまで立ち入って分析を加えた。これまでの研究は、都道府県別の分析にとどまっており、今回の市町村別(それらを地域ブロックに加工)データ分析は、高卒後の進路研究に新たな地平を切り開く一歩となろう。それ加えて専門学校教員のキャリアに関する研究に新たに着手し始めた。また、保育士養成学校の発展についての分析や専門学校教員のキャリア形成に関する研究も展開しつつある。(2)の領域に関しては継続して中部地方の織物産地に関する資料収集を行っている。(3)の領域に関しては地方の水産業や農業の構造分析及び技能実習生、若者への就農支援に関する調査を継続している。前者については、沿岸域の過疎・高齢化で、若年層や労働集約的な作業形態を必要とする水産業・水産加工業分野での外国人依存の実態について具体的に明らかにした。後者については夏秋イチゴ農家等への調査を行い、新規農家同士の関係が就農後の職業能力形成に大きな役割を果たしていること、地域社会生活や余暇も含めた新規就農が促す就農者同士の関係の特質、持続可能な経営と農産物品目の特徴の関係が明らかとなった。
また、懸案であった東アジアの実態についての一定の成果を取りまとめた。

Post war Japan, it is peripheral on the vocational education and vocational training in the pedagogy and education system. Our project is aiming for make clear the possibility of them in present-day in three points of view. First, we make it clear about the trend of the amount who goes the vocational training school in Hokkaido prefecture and Kyusyu area (Fukuoka prefecture, Nagasaki prefecture, and Kagoshima prefecture). Second, the meaning of the relation of college that train the kindergarten teachers and the enterprise that make the break system. And the character of career guidance who wants work while leaning. Third, the character of the career of the kindergarten teachers and dietitian who gradate the training college or university.We can make clear the relation of the women’s vocation and the vocational education and vocational training in the historical and modern points of view.

This research, linked with the collective study of the Japan Society for a Study of Adult and Community Education; JSSCE, has finally clarified the issues of lifelong learning on profession and labor; the need to reconstruct the new concept of “Labor”, the problem of “social exclusion and inclusion”, and the need to develop the new idea of adult learning which transcend the individualism. To deepen and widen these issues, the JSSCE has determined to edit and publish a book on this matter.

We have published the results of comparative research in UK, Korea and Japan, Exclusive Society and Lifelong Learning, Hokkaido University Press, 2011, an analysis of the basic structure of lifelong learning as the policy of Social Inclusion, and Lifelong Learning towards Sustainable and Inclusive Society, Otsuki-Shoten, 2011, comparative research of policy and practice of lifelong Learning. We have also made the book, Self-governance of Residents and Community Networks, Hokuju-shuppan, 2010, Towards the Sustainable and Inclusive Society, Hokuju-shuppan, 2012, based on the research in rural areas of Korea, Wakkanai-city and other peripheral areas in Hokkaido, Japan, and are collecting the results of the field works in other communities, including Leeds in UK.

In this study we researched on supporting for youth with special needs education focusing on the transition from school to work and set our sights on the life and the work. They are the young people with mild developmental disorders or in Hikikomori life.
Getting excellent results are four sections.
At first, for the purpose of knowing the life of youth we visited Northern Ireland,the Republic of Ireland and Korea and investigated the own system of each country on supporting for them.
Secondly we were engaged in clinical research at Hellow Work and Youngman's Support Station in Japan and gained new information on young people.
Thirdly we investigated the Life Image of Yubari high school student in Hokkaido and the problems of their transition from school to work.
Fourth we were engaged in researches on the life of young mothers with disabilities who have the child.

Through this project, we have substantially improved both the quantity and quality of information available on individual affiliate unions. The functions of individual affiliate unions have diversified. While collective bargaining along the lines of traditional labor unions remains the core activity of these organizations, the provision of a "place to belong" (ibasho) for union members has become their true function. With regard to these functions, however, there are differences in organizational structures. Labor organizations similar to Japan's individual affiliate unions have developing in Korea, China, and the US. They share important characteristics with Japan's individual affiliate unions since they also have evolved in response to the inability of traditional unions to properly protect the rights of non-regular workers.

We have focused on the following issues in this research.
(1) What are behind difficulties the excluded youth are facing?
(2) How should we design a support system for the excluded youth?
By intensive analyses on support activities and system, we have concluded followings:
(1) In the cases of the excluded youth, almost all cases, communities of which his/her life-world consists are fragmented.
(2) To recover from such structure, a flexible and diverse community produced by supporting organization is essential. It works as a mediation to change his/her life-world and self-schema.
(3) To design supporting system, it is important to begin not from the view points of institution, but totality of his/her life-world. In this way, we can improve "Capability"(A.Sen) in their communities

In Japan, a few researches make clear about labor and workers in small firms. This trend caused by the relation with workers and labor unions. Low organization ratio of labor unions disturbed to attract attention of their problems. On the other hand, we know that small firms support Japanese high productivity. The performance of Japanese economy depends on small firms and workers. At the same time, we know the low working condition in small firms. So we must make clear the skill formation of workers in small firms and possibility of organizing to the labor union.
In Ota ward, we should make it clear the skill formation in small firms. The problem of organizing to labor union, we should make it clear in printing industry.
In small firms, the roll of housewives have been important. In medium sized firms, the roll of workers who have been long-term working and white-collar workers who have a school career is more important.
Labor union in printing industry had make effort to organize workers in small firms in 1960s. The way of organizing is not in general but in industry. This case suggests the way of organizing to labor union.
