    本研究は中高年のひきこもりに対し、生活保護施設である救護施設の機能の有効性を検証することを目的としている。
    本年度は、救護施設利用者の実態とひきこもり支援に活用できる機能を確認することを目的とした調査を予定していたが、予備調査として実施予定であったインタビュー調査、また1都道府県の悉皆調査については、コロナ感染拡大により施設側の対応が困難となったため、次年度に実施することとなった。
    そのため、本年度は過去に実施した救護施設利用者のフェイスシート調査データを用い、救護施設利用者の地域での生活状況と救護施設利用の目的、救護施設が果たした役割・機能についての再分析を行った。また、その結果について、研究メンバーで複数回会議をもち、救護施設利用者の特徴とひきこもり支援に活用できる救護施設の機能についての検討を行った。また、現在、地域のひきこもり支援対策について確認し、生活基盤と支援の連動についての協議を行った。上記の検討内容をふまえ、次年度の調査実施に向けて、救護施設協議会、救護施設の調査代表者との協議を複数回実施し、次年度の調査の方向性、具体的な実施スケジュール、調査票の内容について検討を行った。アンケート調査については、質問項目を確定させ、調査票の完成に至った。また、インタビュー調査については、救護施設利用者の実態把握として利用者本人、家族、職員への調査とともに、施設管理職に事業としてのひきこもり支援機能について確認することとなった。

  • Comprehensive study on Child Poverty in Japan

    The aim of this study is to examine the social characteristic of child and family poverty, and policy intervention in Japan. Under this aim, it had held Large scale survey to parent and children in Hokkaido(sample size is 30,000), survey on young care leavers(1,000) in Japan, and theorical examination. Suggestions on policy context are follows. 1 Financial resources as core factor, 2 Importance of time resources, 3 Consideration to additional care in families(eg, illness, disability, elderly) is key issue to policy making, 4 Gender equality is also key, 5 Quality and accessibility of social care make influence to poverty itself.

  • Visualize women's poverty: how to capture 'hidden poverty in the household'

    It sometimes occurs that women are poor when their other household members (their children and their male partner) are not, or that women experience poverty more intensely than other members. We call ‘hidden poverty in the household’ for this kind of poverty. We investigated that what kind of researches have been done about it.
    1) Intra-household distribution: researches in this area are focused on inequalities between wife and husband. There isn't sufficient survey data that can be analyzed about ‘hidden poverty in the household’. 2) Domestic violence: financial abuse is associated with this kind of women's poverty. But In Japan, interest in financial abuse is only peripheral. 3) Money problem: although some important researches have been done, none pays much attention to the household money management burden. 4) Child rearing: there is low interest in the cost of child care and the associated allocation.

    The aim of this research is to examine the policy intervention to intergenerational poverty in the rural city. As the result of intensive interviews to the residents (elderly, parents, mothers of children with disabilities), teachers, people living in the social institutions, following points are need to be considered as the important conditions on policy making.
    1 Local condition of labor market. 2 Making the link with Neighborhood policy. 3 Making the good quality of social resources of child rearing. 4 Effective support to children.with disabilities 5 Re-define of the school role in the community. 6 Equality of the care taking in the family. 7 Intention to the gender equal society.

  • Women's poverty and power intra-household

    In this project, we conducted empirical researches about maternal and child living support facilities in Hokkaido. The aim of these researches are gaining empirical data for discussion about relation between women's poverty and their power intra-household.
    These researches revealed; 1. many women suffered abuse(physical, mental and economical) in their childhood or married life. They took over main care and housework-role even as their vulnerable resources. 2. in current life, these women's household resources were too tight. So they struggled for managing resource allocation. Often, they made it a priority to their children's needs. So women's own needs received a low priority as a result.

    By conducting several kinds of surveys, we got the below fact-findings. 1) Child poverty should be understood as deprivation of "opportunities" and self-esteem of children in poverty is low. 2) It is important to enhance self-esteem of care-leavers, who tend to have various disadvantages, by providing work opportunities and accomodations. 3) The current law for promoting lone-mothers’ welfare is now out-of-date and to avoid the enclosed relation between lone-mothers and their children, lone-mothers are recommended to have some "others" who support them or places where they fit in. 4) It is important to evaluate the "process" of consulting services to young people who find some difficulties to get jobs.

  • Study on minimum standard of living in the "fluid society" : consensual approach to setting budget standards

    This research examined the theoretical framework of minimum standard of livingand aimed to find out what level of income people think is needed to afford a socially acceptable standard of living in Japan. To rethink the minimum standard of living in Japan,we tackled two research questions. First, we reviewed traditional methods for settingbudget standards. Second, we conducted consensual budget standard.For the above tasks, we found the following. First, setting the minimum standard of living, it was thought to be essential to guarantee the validity of the method. Second, This research project consensual approach to setting budget standards. Our estimate of minimum living standard of young female single household was 185,891 yen per month. In the other hand, young male single household was 241,098 yen per month. In order to ensure the validity of the method, and to clarify the calculation process, create a home page and published the results and research process.

  • A study of welfare fund loan for poor and low-income families in Japan

    This study provides data and information for discussing about counsel (social work) when lending money to poor and low-income person (family). In Japan and France, some associations succeed in life revitalization loan for poor and low-income person (family). They don’t only lend money to people but give counsel them on their money problems and so on. There are some public welfare fund loans for poor and low-income families in Japan. In this study, I carried out a questionnaire survey to professional staff of one-parent family (They engage in lend money to one-parent family, too). They face many and heavy cases every day. But they devise ways of communicating effectively with clients, and emphasis making detailed document. Through everyday work, they shape their own manuals in their mind.

  • Contemporary Uses of Public Housing for Single-Mother Families : A Study

    The purpose of this research is to explore the usefulness of government-sponsored dormitories for single mothers and their children. Activities conducted as part of the research include investigations into the actual conditions at these facilities, questionnaires for residents, interviews with residents, interviews with workers and also visits to homeless shelters and social service agencies in the United States. As a result, we find that there is a need for more specialized support services targeting the most difficult-to-serve families, including : families suffering from poverty ; families that have one or more family members with disabilities ; and families experiencing teenage pregnancy. Further, in serving a particular locale, outreach activities provided through home visits are called for.
