    2023年度は本科研の第1年目である。メンバー全体が参加する活動として、書籍合評会を1回、研究会を2回開催した。
    本科研は以前の科研（18H00970）と内容面でもメンバー面でも継続性を有している。前科研の成果として2023年3月に出版した横井編著『子ども・若者の居場所と貧困支援：学習支援・学校内カフェ・ユースワーク等での取組』（学事出版、2023年3月）と研究代表者が分担執筆し、内容的にも関わりが深い平塚眞樹編『ユースワークとしての若者支援：場をつくる・場を描く』（大月書店、2023年2月）の合同合評会を2023年5月14日に開催した。双方から報告者とコメンテーターを立て、若者支援や教員などの多数の実践者も参加して、ユースワークと居場所実践の特質や意義について意見交換を行った。
    第1回研究会（2023年9月23日）では、まずこれまでの科研の研究経過について確認しながら本科研の研究課題、分担・協力、調査、成果発表などの計画について検討した。ついで、研究報告2本を得て、討議を行った。
    第2回研究会（2023年3月17-18日）では、上記横井編にも寄稿している学習支援事業等を行っているNPOさいたまユースサポートネットの青砥恭氏を招いて講演会を開催し、「学習支援・居場所・社会関係資本」をテーマとして共同討議を行った。他に、研究報告3本を得て、公教育制度編成のあり方や教育機会保障の課題について検討した。
    研究分担者はそれぞれ調査と論文執筆、学会発表を行っているが、調査では海外調査（イギリス）が1件あったことを付記する。

    Post war Japan, it is peripheral on the vocational education and vocational training in the pedagogy and education system. Our project is aiming for make clear the possibility of them in present-day in three points of view. First, we make it clear about the trend of the amount who goes the vocational training school in Hokkaido prefecture and Kyusyu area (Fukuoka prefecture, Nagasaki prefecture, and Kagoshima prefecture). Second, the meaning of the relation of college that train the kindergarten teachers and the enterprise that make the break system. And the character of career guidance who wants work while leaning. Third, the character of the career of the kindergarten teachers and dietitian who gradate the training college or university.We can make clear the relation of the women’s vocation and the vocational education and vocational training in the historical and modern points of view.

    In this study we researched on the reorganization of supporting for youth in our community. Our main task is establish the systems for youth with mild developmental disorders in Hikikomori Life. They are living with many difficulties in each communities in Japan.
    Getting results are the three sections.At first, we discover the new support system for youth with difficulties by the new law ‘ Services and Supports for Persons with Disabilities Act’in 2012 . Secondly we confirm the excellent systems for youth, especially in the board of education and the connection of each community in Korea. It is named ‘Community Youth Safety Net’. It is necessary for us to learn from CYS-Net and other many systems in Korea. Thirdly we recognize the need for new license or qualification. In supporting for youth a high degree of specialization is required.

  • Developing community empowerment model for supporting practice of transition

    The purpose of this research was to clarify the nature of community that enables the self-independence of its members. What we have found are the followings:
    1) A community that can emancipate participants is one with a loose coupling among participants and between participants and community. We can call this function Non-determined zone. 2) Essential moments of this function are dispersibility and homology. Dispersibility refers to distributed processes organizing learning, and homology those that provide for the possibilities of sympathizing and synchronizing among independent participating agents. The conditions of making homology relate to the following: reversing dominant values, creating a new culture and the compounded structure of communities of practice. 3) The role of support staff in this space is that of 'editor' rather than designer. Each participant can become a designer of their own life story under such an editor.

    Early school leaving are getting the serious problems in Japan. The purpose of this study is to explore the strategies for the inclusive educational and administrative system, through research of early school leavers, support groups, local governments and schools and analysis of processes of exclusion, administration systems and the practices of support groups and schools. We could recognize that some local governments were making comprehensive systems for the welfare administration and educational administration, etc., which showed the effects for children's development. From the research to the X High School which had accepted many early school leavers, we could find the significance of practice based on personality development. The essenntial elements of the inclusive educational and administrative system are the comprehensive administration system, and places or institutions that allows for personality development inside and outside of the boundaries of school system.

    The aim of this study is to verify the trend of reorganization of child-raising assistance and education departments of local governments in Japan. The survey showed the progress in synthesis and cooperation among those departments : formation of the child-raising assistance departments, cooperation between local governments' leaders and the boards of education, enactment of the child ordinances and formulation of the child-raising assistance plans, formation of the youth support networks, and cooperation between employment or welfare administration and schools etc. However, there have been a big ditch between local governments' leaders and the boards of education, and important task is to coordinate and joint both in order to realize "comprehensive child administration systems".

We have also made the book, Self-governance of Residents and Community Networks, Hokuju-shuppan, 2010, Towards the Sustainable and Inclusive Society, Hokuju-shuppan, 2012, based on the research in rural areas of Korea, Wakkanai-city and other peripheral areas in Hokkaido, Japan, and are collecting the results of the field works in other communities, including Leeds in UK.

    In this study we researched on supporting for youth with special needs education focusing on the transition from school to work and set our sights on the life and the work. They are the young people with mild developmental disorders or in Hikikomori life.
    Getting excellent results are four sections.
    At first, for the purpose of knowing the life of youth we visited Northern Ireland,the Republic of Ireland and Korea and investigated the own system of each country on supporting for them.
    Secondly we were engaged in clinical research at Hellow Work and Youngman's Support Station in Japan and gained new information on young people.
    Thirdly we investigated the Life Image of Yubari high school student in Hokkaido and the problems of their transition from school to work.
    Fourth we were engaged in researches on the life of young mothers with disabilities who have the child.

    The research aim was to survey young people's transition process from school to work with cohort study method. Respondents were 20 years old at the first sweep and we collected their main activity, experiences and attitudes every year. The critical point for cohort study is keeping low attrition. We get more respond rate than expected, and modified our research term to 5 years instead of 4 years, which was the original plan. The research will be continued on another research term. Though, we published some of interim results, detailed results are not yet.

    We have focused on the following issues in this research.
    (1) What are behind difficulties the excluded youth are facing?
    (2) How should we design a support system for the excluded youth?
    By intensive analyses on support activities and system, we have concluded followings:
    (1) In the cases of the excluded youth, almost all cases, communities of which his/her life-world consists are fragmented.
    (2) To recover from such structure, a flexible and diverse community produced by supporting organization is essential. It works as a mediation to change his/her life-world and self-schema.
    (3) To design supporting system, it is important to begin not from the view points of institution, but totality of his/her life-world. In this way, we can improve "Capability"(A.Sen) in their communities

  • Empirical research on change of local educational administration at prefecture level in Japan

    1.The purpose is to investigate the current status and process change of local educational administration at prefecture level in the time of decentralization.
    2.I selected Nagano and Tottori prefecture which is aggressive in local autonomy, and visited and interviewed governor' s departments and agencies, office of board of education, teachers unions and universities to change of local educational administration at these prefectures after non-partisan governors won the elections. I recognized both these two prefectures strengthen the disclosure of information, brought transparency to the administration process and made policy decision not behind closed doors but more openly. The relations among governor, the prefecture legislature and board of education and personnel selections of prefectural advisory bodies in area of education.
    3.In Nagano, the governor took the initiative and reflected his policy in policy decision of board of education, and then the governor conflicted with the prefecture legislature and municipalities. In Tottori, Reform and Independence Promotion Office was set as a crossing organization among prefectral departments and agencies and coordinated them including board of education. I observed common tendency that measures and policies of board of education were made with demand of governor' s office and the difference between two prefectures that made the style of coordination of prefectural departments and agencies.
    4. The conflict-the prefecture and the board of education VS prefecture legislature, municipalities and boards of education-in Nagano meant changing of local governance under financial cut and a dwindling number of children.
    5. On higher education investigation, we visited Akita prefecture in addition to these two prefectures. Three prefectures started out to support local higher education. But the main purpose of those supports is to develop local industries. We observed that prefectures intervened local universities with an authoritative of prefecture payment. It is a big problem to make democratic control system in improving local higher education.

  • Study on the transition of youth from school to work and the supporting policies.

    This Research aims to explore the problems of the changing youth transition from school to work, and estimate the effects of current youth policies to young people. We target Western European policies as well as Japanese policies.
    1) Research on the situation of young people and the effects of policies in difficult regions.
    We researched the situation and the effects in Hokkaido and Okinawa. We visited and interviewed high schools teachers, regional youth policy administrators, Job Cafe staffs, staffs of NPO and so on. Teachers told very difficult conditions for high school graduates who want to work. However, We found that main clients of Job Cafe or Young Job Spots are students and graduate of higher education. The policies have little effects on disadvantaged young people. We also found that short terminated budget prevent policies from providing stable supports. For example, most staffs of Job Cafes are temporary or terminated contract.
    2) Research on Western European youth policies
    We researched EU and UK youth policies for comparison to Japan. We visited and interviewed researchers, administrators and support centres for young people. We found that both Connexions in England and Career Scotland have particular intervention for disadvantaged young peoples based on the recognition of every young people's situation. This is very important point that Japanese policies do not have yet.

    A purpose of this research studies what kinds of impact the collaborations between schools and communities give senior high school educational reform.
    We carried out investigation about the collaborations between schools and communities in Japan and America.
    Abstracts of research are as follows. 1) What kind of role does experience learning play in senior high school educational reform? We paid our attention to practice of School-to-Work in American high schools. We paid our attention to SOUGOUGAKKA high schools (comprehensive high school with credit system) in Japan. We understood that community-based learning was useful for academic learning not only was useful for future career choice for students in both country. However, experience learning of a Japanese senior high school is short between two days or three days. The American high school students experienced the structured programs that labor of work place could seem to understand. 2) We investigated how the partnerships between schools and business were made. In America, the partnership was talked with and was contracted for both profits. In Japan, the school demanded cooperation from a company one-sidedly. 3) We did investigation about an ideal method of articulation and collaboration between things of a senior high school and a university.
    It is to examine ideal methods of articulation and collaboration with high schools and universities from points of view of ideal method of post secandary education. In United States, there were practices of collaboration of high schools and unversities more than 12000 cases, and the contents were various, too.

    明治末期から大正期にかけての社会政策思想においては、自由放任主義でもなく、農本的な保護主義でもなく、日本が世界経済に巻き込まれていくなかでいかにしてバランスのとれた国民経済を確立していくかという視点に立つ自由主義的な潮流が、従来解明されてきた以上に一定の厚みをもって存在していた。以前に戸田海市、神戸正雄、高岡熊雄を取り扱ったが、本研究では、京大グループの一人である河田嗣郎の明治末期の社会政策論を検討した。それは、社会進化論的な文明観に基づく「人格」主義と、組合国家論に帰着する「自助」主義を基本原理としており、自由主義的社会政策論の中では異色の個性を有したものであった。また、「私利」を排して「公共」を実現しようとするその思考様式に、日本近代の自由主義の限界とそのファシズムへの連続性を見いだすことができた。これにより、近代的理念にかなったものだけを自由主義として取り出すのではなく、日本近代に固有の形態と性格をもった自由主義像を描く展望を得た。
    この河田研究に際しては、法政大学大原社会問題研究所、徳富蘇峰記念館より、河田の書簡等の複写の便宜を得た。河田の御孫に当たる河田 一氏にも、葉書等の史料を提供していただいた。また、河田研究は、立命館大学人文科学研究所近代思想史研究会において報告の機会を得(1995年9月9日)、『立命館大学人文科学研究所紀要』第65号に論文として掲載されることとなった。
    河田研究の他では、法政大学大原社会問題研究所に3週間通って『高野岩三郎日記』(49冊)を筆写(未完)、徳富蘇峰記念館所蔵の社会政策・社会事業関係の書簡の複写によって、いくつかの貴重な史料を収集した。また、『日本社会事業年鑑』(16巻、1919〜43年)、『文化生活』(10巻、1921〜25年)をそれぞれ復刻版で購入した。
